Rationale:
Throughout the year there are changes to employee status due to many situations which include separations in employment, hiring of new staff, and changes in current status. It is the charge of the Human Resources Department to ensure the appropriate staffing of the schools. The individuals included on this report have completed all hiring processes and are ready to begin their employment with the Beverly Hills Unified School District should the Board approve their hiring. All individuals are appropriately credentialed for the assignments for which they are being hired, and all positions are already included within the Board's approved budget, fall within restricted categorical funding categories, and/or are legally or contractually required positions.
 
Financial Impact:
The financial impact of the certificated personnel items have been reviewed by the Business Office to ensure that the items are within the scope of the adopted budget.

Rationale:

IX.C. Approval-Professional Services Agreement - Carmen Fernandez Doane-Barkan
Rationale:
Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with Carmen Fernandez Doane-Barkan to provide a ballroom dancing program including a final performance and open demonstration to all Horace Mann 5th grade students for 10 weeks from 1-16-18 to 5-31-18.
 
Financial Impact:
Total invoice not to exceed $5,400.00

Rationale:

IX.E. Approval of 2017-2018 Safe School Plans
Rationale:
At end of the 1997 legislative session, the California Legislature enacted Senate Bill 187 (Chapter 736, Hughes, Comprehensive School Safety Plans). SB 187 makes school districts and county offices of education (COE) responsible for the development of “comprehensive school safety plans” in each of the schools for which the district or COE is responsible. The State Legislature’s intent in enacting SB 187 is to “…unite all existing statutes that relate to school safety and ensure compliance with their provisions by including the requirements of school safety provisions in each school’s comprehensive school safety plan.” SB 187 then lists (in Education Code, section 35294.2) the required elements of this comprehensive school safety plan. The plan requires, at a minimum: #1-Assessing the current status of school crime #2-Identifying safe school strategies and programs #3-Addressing the school’s procedures for complying with existing laws relating to school safety, which shall include the development of all the following: a-Child abuse reporting procedures consistent with Penal Code section 11164 et seq. b-Disaster response procedures c-Suspension and expulsion policies pursuant to Education Code, section 48900 et seq. d-Procedures for notifying teachers of dangerous pupils pursuant to Ed. Code 49079 e-Sexual harassment policy pursuant to Education Code, section 212.6(b) f-School-wide dress code prohibiting gang-related apparel pursuant to Ed. Code 35183 g-Procedures for safe ingress to, and egress from, school h-Procedures to ensure a safe and orderly environment conducive to learning i-Rules and procedures on school discipline adopted pursuant to Education Code 35291

IX.F. Amendment to PSA with American Language Services and Student Services/Child Welfare and Attendance
Rationale:
Child Welfare and Attendance has had more interpreting needs than historically needed. We anticipate more costs. Our original PSA was for $2,000, however an additional $3,000 may be needed. In all we are encumbering $5,000.

IX.G. Approval/Acceptance of Donations Listed Pursuant to Board Policy 3290
Rationale:
Pursuant to Board Policy 3290, the Beverly Hills Unified School District has received donations/gifts which may be accepted by the Board of Education.  All gifts, grants, and bequests shall become the property of the Beverly Hills Unified School District once accepted.

IX.H. Ratification of Purchase Order #12 2017/2018
Rationale:
The Purchase Orders have been issued for supplies, services and equipment according to Board Policy, Education Code, and Public Contract code. The period that was covered for the purchase orders issued were from January 5, 2018 through January 19, 2018.  Each purchase order was reviewed for funding availability as well as quality and price. The purchase order total for the aggregate of these reports is $84,620.13 for the General Fund,and $10,630.77 for the Bond Fund.

IX.I. Cash Collection Report #12 for 2017-2018
Rationale:
The district has received cash and checks during the period of  January 2,2018 through January 22,2018 in the amount of $43,857.84. A detailed list has been included as part of this agenda item to reflect cash that has been collected by the district. Cash collected is available for board approved expenditures and is tracked by type and source.
 
Financial Impact:
The district collected $43,857.84 during this period.

XI. BUSINESS AND FINANCE
XI.A. Donation - Field Turf, Beverly Hills AYSO Region 76
Rationale:
The Beverly Hills Unified District through the Joint Powers Agreement (JPA) with the City of Beverly Hills, has a partnership with the American Youth Soccer Organization (AYSO) Region 76 Beverly Hills. The AYSO identified along with the District that the turf at Beverly Vista was in serious need of repair and graciously agreed to help share in the costs of the replacement of the field. The AYSO Region 76 Beverly Hills has committed to giving the District an initial $250,000 and an additional $50,000 within five years. The AYSO is presenting $20,000 of the $50,000 donation as agreed upon last year.
