A preliminary presentation addressing concerns over noise, vibration and health effects associated with placing the construction lay down area on the back fence line of the High School campus. Metropolitan Transportation Administration plans on utilizing the neighboring property from 2020 through 2027 as a construction lay down and entry point for the subway that extends from Century City to the anticipated Rodeo Station. This presentation will frame the discussion for a later, more detailed discussion at the July 2018 Board meeting. |

Throughout the year there are changes to employee status due to many situations which include separations in employment, hiring of new staff, and changes in current status. It is the charge of the Human Resources Department to ensure the appropriate staffing of the schools. The individuals included on this report have completed all hiring processes and are ready to begin their employment with the Beverly Hills Unified School District should the Board approve their hiring. All individuals are appropriately credentialed for the assignments for which they are being hired, and all positions are already included within the Board's approved budget, fall within restricted categorical funding categories, and/or are legally or contractually required positions. |

Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with David Lee to serve as primary performance and accompanist for choral music activities including, but not limited to concerts, festival, retreats and tours, classroom rehearsals, student lunch rehearsals at Beverly Hills High School for 8-13-18 to 5-31-19. |

The District engaged David Finnigan, on September 12, 2017, to render his services as a Head Coach for the Beverly Hills High School Speech and Debate Team. At this time, the Board is asked to approve an amendment to the original agreement with David Finnigan to include his extra work for coaching the Middle School Speech and Debate Team.
Additional compensation shall be in an amount of not-to-exceed $2,500.00 to be funded out of Ed Services General Fund. |

School Services of California (SSC) provides assistance with issues of school finance, legislation, school budgeting, general fiscal issues, along with mandated cost services to school districts. Participation with SSC provides access to Fiscal Report, access to major school finance and policy issues on a current basis, a reduced rate at finance conferences and workshops, and twelve free consulting hours. The information obtained from SSC is very valuable in keeping the district current on financial impacts with school budgets.
School Services of California provides financial consulting services to school districts throughout the state. They work very closely with the State's Department of Finance, the Department of Education, the Controllers Office, and the Legislature in protecting the interests of school districts from the financial impacts of the state budget.

The development of teachers' instructional skills is a key component of the Hawthorne School's Title 1 plan. Be Glad training will help teachers perfect instructional strategies that facilitate students' academic language skills and critical thinking in mathematics. This Memorandum of Understanding for services will provide Hawthorne administrator and Title 1 teachers training in the Project GLAD (Guided Language Acquisition Design) model and strategies for two days in the summer. This will help Hawthorne School actualize agreed-upon goals to help teachers perfect their craft. This is the same program that we were able to launch at Horace Mann in fall of 2017 utilizing Title 1 funds. We are able to extend it to Hawthorne this year.

A financial audit for Bond Funds is due to the no later than March 30 of each year. Moss, Levy and Hartzheim LLP is the selected firm to perform this audit as a result of RFP#2017-004. Attached is their engagement letter. |

On May 8, 2018, the Board approved the plan to move forward with the Phase 4 Site Work Project of the Measure E Modernization at Horace Mann School.
All projects under the jurisdiction of the Division of the State Architect (DSA) are required to have a certified Inspector of Record (IOR) on site full time throughout the entire construction period. These Inspectors report to the Architect of Record and DSA but are contracted by the District.
On March 1, 2016, submittals were received from 11 professional service firms that provide IOR services. After a thorough review, three (3) firms were selected as the best qualified for these services based on a pre-set scoring system. The firms selected were Knowland Construction Services, HBI Inspection Services, and Independent Construction.
It was requested by the District that IOR David Cass of Knowland Inspection Services, who is currently recognized as the IOR on the project, continue to serve as the Inspector of Record for the Horace Mann Phase 4 Site Work Project.

The Board of Education awarded a construction contract to 2H Construction for the Building A Modernization at Horace Mann on May 3, 2016. Five percent of the progress payments have been withheld as retention. Public Contract Code Section 9203 allows reduction of retention upon the determination by the Board of Education that over 50% of the project is complete and satisfactory progress is being made to complete the project. The Building A Modernization at Horace Mann is complete with the exception of minor punch list items. |

On May 3, 2016, the Board of Education awarded a construction contract to 2H Construction for the Building A Modernization at Horace Mann. The project is now complete with the exception of the following punch list items:
1. DSA CCD No. 22--concrete core reinforcement--estimated value $17,500; and
2. Room 184 Water Heater Combustion Air Venting--estimated value $3,500. |

On May 20, 2016, the Board of Education adopted Resolution No. 2015-2016-041, authorizing the Superintendent or his Designees to approve and execute Agreements under $45,000. The Resolution requires these agreements to be ratified by the Board of Education.
This Agreement was for Quality Fence, Inc., to install security fencing just inside the main gate of El Rodeo School, allowing parents to congregate safely away from the street while waiting for the students to be dismissed from class.
