VIII.B.1. Certificated Personnel Report Rationale: Throughout the year there are changes to employee status due to many situations which include separations in employment, hiring of new staff, and changes in current status. It is the charge of the Human Resources Department to ensure the appropriate staffing of the schools. The individuals included on this report have completed all hiring processes and are ready to begin their employment with the Beverly Hills Unified School District should the Board approve their hiring. All individuals are appropriately credentialed for the assignments for which they are being hired, and all positions are already included within the Board's approved budget, fall within restricted categorical funding categories, and/or are legally or contractually required positions.   Financial Impact: The financial impact of the certificated personnel items have been reviewed by the Business Office to ensure that the items are within the scope of the adopted budget. VIII.C. Approval-Professional Services Agreement - Robert Dietz Rationale: Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with Robert Dietz to provide technical services at Beverly Hills High School to service and repair the High School Media Center - development, coaching and rehearsing entire show in the style of contemporary acappella music for the A Cappella Showcase performance on 2-18-18 for the 2017-18 Madrigal Singers   Financial Impact: Total invoice not to exceed $3,150.00. VIII.D. Approval of Williams Uniform Complaint Quarterly Report Summary - Second Quarter (October 1, 2017 - December 31, 2017) Rationale: The Williams Uniform Complaint Quarterly Report Summary must be presented to the Board of Education for approval each quarter (October 20, 2017; January 19, 2018; April 20, 2018; and July 20, 2018). Upon approval by the Board of Education, the report is then forwarded to the Los Angeles County Superintendent for approval. Attached is the report summary for October 1, 2017 - December 31, 2017. All schools in California are affected by new laws that are the result of the Williams lawsuit settlement. Known as the "Williams legislation," the laws seek to ensure that all students have equal access to the basics of a quality education: textbooks, safe and decent school facilities and qualified teachers. The laws focus on the state's lowest-performing schools, defined as those ranked in deciles 1-3 of the 2003 base Academic Performance Index. Williams creates an expanded role for the county superintendent of schools to monitor and report on low-performing schools. In Los Angeles County, Superintendent and his staff at LACOE are responsible for: - Conducting annual visits of the county's 600 low-performing schools. - Determining whether students have access to sufficient instructional materials and whether buildings are safe, clean and functional. - Monitoring whether teachers have proper classroom assignments and certifications. - Verifying the accuracy of School Accountability Report Cards relevant to instructional materials and facilities maintenance. - Reporting to the governing board of each school district, the county board of education and the county board of supervisors on the state of these schools.   Attachments: 2nd Quarter UCP Summary Report 2017-18

VIII.I. Professional Services Agreement-Safeguard, Inc. Rationale: A contract/ PSA is needed to provide emergency temporary housing to a District student with significant behavior issues who is between Residential Placements. The student is expected to have a bed available sometime within the next few weeks a a permanent Residential Placement. In the meantime, the student has been removed from the existing placement due to behavior non compliance. The placement could not meet the needs of the student so they terminated his placement. This cost will be incurred by the Student Services Department and the cost is $950 per day for double coverage of the student due to his behavior risks and demands. Cost not expected to exceed $28,500 for the duration of placement.   Financial Impact: This cost is $950 / day and the anticipated total cost is not to exceed $28,500 for the entire stay. VIII.J. CONTRACT RENEWAL FOR CROSSING GUARD SERVICES WITH ALL CITY MANAGEMENT Rationale: The District submitted bids for crossing guard services in 2015 with the effective date of January annually. The cost has increased slightly from $16.79 to $17.59 per guard. Contract price $288,124.00. This is the third and final renewal year.   Financial Impact: The City of Beverly Hills and the Beverly Hills UDS have partnered together for the safety of the students throughout the District. The city provides a contribution of half of the contract price of $288,124.00. Attachments: Contract Renewal Letter

VIII.K. Ratification of Purchase Order #11 2017/2018 Rationale: The Purchase Orders have been issued for supplies, services and equipment according to Board Policy, Education Code, and Public Contract code. The period that was covered for the purchase orders issued were from November 20, 2017 through January 4, 2018.  Each purchase order was reviewed for funding availability as well as quality and price. The purchase order total for the aggregate of these reports is $522,434.13 for the General Fund, $247.45 for the Cafeteria Fund and $1,954,550.85 for the Bond Fund.   Attachments: Board Report #11 Board Report Cover #11

VIII.L. Cash Collection Report #11 for 2017-2018 Rationale: The district has received cash and checks during the period of  November 22,2017 through December 27,2017 in the amount of $5,303,794.72. A detailed list has been included as part of this agenda item to reflect cash that has been collected by the district. Cash collected is available for board approved expenditures and is tracked by type and source.   Financial Impact: The district collected $5,303,794.72 during this period. VIII.M. Approval of Warrant Report #7 and #8 for 2017-2018 Rationale: Pursuant to Education Code 42630 et al, the District has issued warrants for salary, benefits, voluntary deductions and payments for goods and services from approved purchase orders and/or contracts. Each warrant has been reviewed for proper documentation and is in accordance with Education Code, Public Contract Code, and Board Policy. The warrant register for the month ending November 30, 2017 is $2,549,769.10 for payroll and $3,741,223.15 for commercial vendor/contractor payments for a total disbursement of $6,290,992.25. X.A. Approval of Agreement Between Beverly Hills Unified School District and Informed K12 Rationale: The District is exploring the expansion of the number of digital internal office forms and workflow processes, including personnel action forms, new hire packets, field trip requests, conference travel and reimbursement, workers compensation processes and others. Currently, these documents are submitted as paper hard copies which make them hard to track and monitor for processing times, signatures., etc. Informed K12 will reduce the processing time and ensure that all steps in the processing and approval process are completed. The total cost of this contract is $25,750 for the first year with a annual cost of $21,250/year and will be paid from the General Fund.   Financial Impact: The total cost of this contract is $25,750 for the first year with a annual cost of $21,250/year and will be paid from the General Fund. X.B. RESOLUTION 2017-2018-013 ESTABLISH FUND 67.0 – SELF-INSURANCE For Employee Benefits Rationale: Effective January 2018, Employee Dental and Vision costs are funded by the premiums collected from District and Employee Contributions. X.C. Rejection of Claim No. 548647 Rationale: A claim for damages has been received by the District for a minor through counsel.

X.D. Acceptance of the 2017 Audit Report Rationale: Pursuant to Education Code 41020(h) the district's independent auditor, Moss, Levy & Hartzheim LLP, has completed their audit of the district's financial statements. Mr. Hadley Hui from the firm Moss, Levy & Hartzheim LLP will be present at the meeting to provide a brief presentation and respond to questions.   Attachments: BHUSD Audit Report June 30,2017

X.E. Letter from LACOE for the 2017-18 First Interim Report Rationale: Under Education Code (EC) Section 42131, the Los Angeles County Superintendent of Schools has completed a review of the Beverly Hills Unified School District's 2017-18 First Interim Report. Analysis of the data provided indicates that the District should be able to meet its financial obligations for the current and two subsequent years. XI. PLANNING AND FACILITIES

XI.A. Approval of a Pre-Construction Services Agreement with ProWest Constructors for the Beverly Hills High School Buildings B1 and B2 Modernization Project. Rationale: On November 14, 2017, the Board of Education awarded a contract to ProWest Constructors for Preconstruction and Lease-Leaseback Services for the Beverly Hills High School Buildings B1 and B2 Modernization Project, utilizing a Lease-Lease Back (LLB) Guaranteed Maximum Price Contract (GMAX) approach. ProWest Constructors has submitted a proposal for $200,000 to provide the services in the Preconstruction Services Agreement portion of the contract to include, but not be limited to, the work required for preparation of cost estimates, value engineering, construction planning and phasing, and the bid advertisement process required to compile a GMAX for the project.   Financial Impact: $200,000 to be paid from previously budgeted funds in Measure E. XI.B. Approval of future Change Order No. 50 for ProWest Constructors for Trench Drain Work at Horace Mann School New Classroom Building B. Rationale: On July 9, 2014, the Board of Education entered into an Agreement with ProWest Constructors for the construction of the Horace Mann School New Classroom Building B Project. A Notice to Proceed was issued on August 24, 2014. Construction is nearly complete and recent urgent work has been added to the scope of the project due to unforeseen conditions. This work includes the installation of a trench drain. The cost of this trench drain work is to be performed on a Time and Materials basis for a fee not-to-exceed $139,734.00. The contractor was given direction by District Counsel to proceed with this work on December 14, 2017.   Financial Impact: Original Agreement with ProWest Constructors - $32,101,000.00 Change Order No. 01 thru Change Order No. 49 total: $3,781,689.67 Revised Contract Amount prior to this Approval: $35,882,689.67 Revised Contract Amount including this Approval is not-to-exceed: $36,022,423.67 Attachments: ProWest Proposal and Counsel's email to Proceed with Work

XI.C. Amendment No. 1 to the Agreement with Knowland Construction Services, Inc., for DSA Inspector Services at Horace Mann Building A Rationale: On June 1, 2016, the Board of Education approved an Agreement with Knowland Construction Services, Inc., for DSA inspector services at Horace Mann Building A for the duration of the construction in the amount of $196,480. The time for completion of the construction has been extended. Because of the time extension on the project, Knowland Construction Services, Inc., has requested an additional fee of $57,072 to provide DSA inspector services through close out of the project.   Financial Impact: Original Agreement with Knowland Construction, Inc.: $196,480 This Addendum No 1: $57,072 New Agreement Total: $253,552 Attachments: Knowland's 10-30-17 Proposal
