As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be live streamed via YouTube: Click Here

Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on July 16, 2020.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

7.b.1. Approve Agreement – American Logistics Company, LLC – District-Wide
Recommended Motion:
Approve agreement between American Logistics Company, LLC (ALC) and Alvord Unified School District to provide Alternative Student Transportation services that use a combination of sport utility vehicles (SUVs), minivans, wheelchair accessible vans, and sedans to supplement districts’ existing transportation programs, effective July 1, 2020 through June 30, 2021.  This expenditure is included in the 2020-2021 budget.
Rationale:
Supplementing bus service with small capacity vehicles means that the District no longer has to pay for unused capacity and have the flexibility to expand and contract their fleet to accommodate the ever-changing requirements the District’s population.

The ALC Solution meets districts’ supplemental transportation needs by coordinating a combination of SUVs, minivans, wheelchair accessible vans, and sedans to transport the following student population types:  McKinney-Vento, ESE/Special needs students, hard-to-serve trips, students traveling out-of-district, multi-district coordination.

ALC confirms that any driver providing service has complied with the following, as required by state law and district requirements:  valid driver’s license appropriate for the vehicle type, registration and insurance, ongoing DMV record review for driver safety, criminal background check, enrolled in a random drug & alcohol testing program, comprehensive driver training, meets all other state/district-specific requirements.

Board approval of this item will allow ALC to proceed with services.

FISCAL IMPACT:  Not to exceed $45,000.00 (General Fund/Unrestricted)
 
7.b.2. Approve Agreement – American Medical Response (AMR) – Various Sites
Recommended Motion:
Approve agreement between American Medical Response and Alvord Unified School District for ambulance stand by and first aid services for high school football home games, effective July 1, 2020 through December 1, 2020. This expenditure is included in 2020-2021 budget.
Rationale:
American Medical Response (AMR) provides stand by ambulance and first aid services at each of the high school varsity football home games. The first scheduled game is set to take place in early August 2020, the last scheduled game is scheduled for late October 2020. However, additional games may be added should any of the Alvord teams qualify for the CIF playoffs. American Medical Response has been providing this service on an annual basis to Alvord Unified School District for more than seven years and has proven to be a reliable vendor. 

Board approval will allow American Medical Response to provide the stand by ambulance service.

Recommended Motion:

Recommended Motion:

Receive Report of Receipts for May 1, 2020 thru May 31, 2020, in the amount of $258,452.40. This amount includes routine deposits for reimbursements, health and welfare contributions, donations and grant funds received. 

Rationale:

The District’s Report of Receipts reflects monies received, which includes deposits for reimbursements, health and welfare contributions, donations and grant funds received. 

These funds when received, are applied to the appropriate budget and financial accounts. They are then deposited into the District’s Cash Clearing Bank Account and a check is written to the Riverside County Office of Education for deposit to the Galaxy Financial System.  A sequential number is assigned to each receipt and once the checks have cleared through the bank account, the items are posted to the financial accounts.

The enclosed financial report is the monthly update of the District’s Report of Receipts for May 1, 2020 thru May 31, 2020.

7.c.5. Renew Professional Services Agreement - CSBA's Practi-Cal LEA Medi-Cal Billing Option - District-Wide
Recommended Motion:

Board approval is requested for a one year renewal to the service agreement between Practi-Cal and Alvord Unified School District for the Medi-Cal Billing Option Program.

This agreement provides for the filing and processing of claims to the Department of Health Care Services and state contracted designees for reimbursement of health care and related services, employee training, technical and consultant services for the Medi-Cal Billing Option program.

Rationale:
The Local Education Agency Medi-Cal Direct Billing Option (LEA) program was established in 1993 by the California Department of Health Services (DHS) in conjunction with the California Department of Education. It creates the opportunity for Districts to receive reimbursement for certain health screening, assessments, treatments and related transportation they provide to Medi-Cal eligible students and, when applicable, their families.

LEA reimbursements are restricted and are required to be used to supplement the existing services that schools provide in order to meet the health needs of their students.

CSBA’s Practi’Cal has provided Medi-Cal Billing Option related services for over 20 years, while CSBA has been serving the educational community for almost 80 years. Practi-Cal offers services in the Medi-Cal Administrative Program, LEA Billing Option Program, CRCS facilitation and other Medi-Cal related program coordination. Practi-Cal will also provide full audit monitoring and support for the Districts' Medi-Cal programs.

7.c.6. Approve Agreement - San Bernardino County Superintendent of Schools - Medi-Cal Administrative Activities (MAA) Program
Recommended Motion:

Board approval is requested for the Agreement between San Bernardino County Superintendent of Schools and Alvord Unified School District for the School-Based Medi-Cal Administrative Activities (MAA) Program, effective July 1, 2020 through June 30, 2021.

This agreement provides for technical assistance and consultant services of the MAA billing program.

Rationale:

The MAA program has been operating in California for over 15 years and is administered by the California Department of Health Care Services. Alvord Unified School District is a member of MAA Region 10 and the San Bernardino County Superintendent of Schools is the agency responsible or coordination of the MAA activities for Region 10.

Through participation in the MAA program, Alvord Unified receives reimbursement revenue for certain activities performed by District staff which link students and their families to Medi-Cal and to eligible health services.  The revenue generated from these reimbursements is unrestricted and supports the general fund  operating expenditures of the District. San Bernardino County Superintendent of Schools has successfully provided School District Medi-Cal related services and is a trusted partner in this program.

Recommended Motion:

Board approval is requested the purchase of Chromebooks, computers, and related supplies from Intelli-Tech by the Alvord Unified School District through the Minnesota WSCA-NASPO piggyback contract for the PC refresh program extended through July 31, 2021.

7.d.1. Ratify Riverside County Superintendent of Schools Contract No. IN60074 AT (Assistive Technology Services)
Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2020-2021 school year.  
Rationale:
Assistive technology (AT) is a device and/or service that is determined by an Individualized Education Program (IEP) team, necessary to provide a student with educationally relevant access to a Free and Appropriate Education (FAPE) in a Least Restrictive Environment (LRE), in accordance with the Individuals with Disabilities Education Act *IDEA), 2004.

The Riverside County Office of Education (RCOE) is now offering Assistive Technology (AT) services to LEAs (Local Educational Agency). Services include AT assessments, attendance at IEP meetings to present results, trainings/presentations and assistive technology services.  Fiscal impact recommendation is based upon historical trends in cost per student for services, and the anticipated number of students who will require the service for the 2020-2021 school year.

Board ratification of this item will allow RCOE to provide Assistive Technology services for Alvord Unified School District for the 2020-2021 school year.

7.d.2. Ratify Riverside County Superintendent of Schools Master Services Agreement No. IN60076 Intra-SELPA (Special Education Local Plan Area)
Recommended Motion:
Board ratification is requested of the master services agreement with the Riverside County Superintendent of Schools for Intra-SELPA (Special Education Local Plan Area) Educational Services during the 2020-2021 school year. Ratification will allow the District to pay an agreed upon amount per student per program for the Riverside County Office of Education (RCOE) to serve students with moderate to severe handicapping conditions such as autism, intellectual disabilities, deaf and hard of hearing and itinerant services for visual impairment, orthopedic impairment or deaf and hard of hearing disabilities.  
Rationale:

The Individuals with Disabilities Education Improvement Act of 2004 (IDEIA’04) requires that school districts provide a free, appropriate, public education for all students with disabilities ages 3-22.

The Riverside County Office of Education (RCOE) operates programs for severely handicapped students in various locations within Riverside County.  The Intra-SELPA agreement describes various responsibilities of the County Office, the SELPA and District regarding instructional programs and related services and cost estimates for students with disabilities.

Services are delineated on pages 8-10 of the contract.  Alvord students with severe disabilities attend these classes. This contract will allow them to remain in their current programs.  The 2019-2020 contract was for $9,071,502.00 and served 266 students.  The 2020-2021 contract is for $8,226,606.00 serving 244 students.  Services for Special Circumstance Aides and Home & Hospital Teachers for Alvord students with moderate to severe handicapping conditions are billed separately based on the published rates and individual MOUs.  

In 2015, Alvord Unified School District took back three ED classes (students identified with the disability of Emotional Disturbance) resulting in approximately one million dollars in savings on our contract with RCOE.  July 1, 2018, Alvord Unified School District took back three ID classes or approximately 23 students (students identified with the disability of Intellectual Disabilities).  The Special Education department annually reviews the feasibility of returning Alvord students receiving instruction in RCOE programs.

Board ratification of this item will allow Alvord students with severe disabilities to receive educational programs and related services from the Riverside County Office of Education for the 2020-2021 school year.

7.d.3. Approve Contract Renewal-Riverside County Department of Mental Health-Prevention Clubs
Recommended Motion:
Board approval is requested to renew the contract with the Riverside County Department of Mental Health – Prevention Clubs and Alvord Unified School District to provide funds to support Friday Night Live (high school), Club Live (middle school), and Friday Night Live Kids (elementary school) during the 2020-2021 school year.
Rationale:

The Riverside County Department of Mental Health (RCDMH) – Friday Night Live (FNL) contract provides funds to compensate 75% per adult advisor for each school’s prevention club known as Friday Night Live (high school), Club Live (middle school) and Kid Live (elementary school). Each site’s advisor receives a $1,000.00 stipend ($750.00 from RCDMH and $250.00 from Alvord) and agrees to abide by the FNL assurances. The clubs meet monthly, and several activities and events are planned with and for students throughout the year. The prevention clubs promote a commitment to a safe and drug free lifestyle.

The Student Services department anticipates up to 5 prevention clubs at the following sites: Rosemary Kennedy Elementary School, Arizona Middle School, Wells Middle School, Alvord High School, and Norte Vista High School, sites may vary.  The contract specifies the responsibilities and duties of the adult club advisors.  The contract states that the County will reimburse the District $750.00 per advisor, not to exceed four (4) advisors.  The remaining cost of $250.00 per advisor will be paid using general funds.  In addition, the fifth prevention club advisor will be entirely funded using general funds.

Board approval of this item will allow the Riverside County Department of Mental Health to provide Alvord Unified School District supplemental funding for up to four (4) club advisors and one (1) additional advisor using district funds during the 2020-21 school year.

Recommended Motion:
Board approval is requested for a professional services agreement between Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist and Alvord Unified School District to provide Independent Educational Evaluations (IEE) including the comprehensive testing, observation, report to parent and district, and participation in the IEP meeting to discuss the evaluation results for the 2020-2021 school year.
Rationale:
The Alvord Special Education Department received a request, from the parents of a student with special needs, for an Independent Educational Evaluation through a negotiated settlement agreement during the 2019-2020 school year.  Both parties agreed to have Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist perform the Independent Educational Evaluation. However, COVID-19 stay at home orders and school closure did not allow the provider to finish the evaluation, complete her report and hold the IEP (Individualized Education Program) meeting to discuss the results. 

Board approval of this item will allow Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist to complete Independent Educational Evaluations for Alvord students with special needs during the 2020-2021 school year.

7.d.5. Approve Professional Services Agreement – Beth Ballinger, O.D., Newport Beach Developmental Optometry Group
Recommended Motion:
Board approval is requested for a professional services agreement between Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group and Alvord Unified School District to provide Independent Educational Evaluations (IEE) during the 2020-2021 school year.  These evaluations will include a vision evaluation, vision perception assessment, observation and review of records. Newport Beach Developmental Optometry Group will provide a report to the parent and district along with participation in an IEP meeting to discuss the evaluation results. 
Rationale:
The Alvord Special Education Department does not employ an optometrist to provide educational evaluations for vision therapy. When a parent requests an Independent Educational Evaluation for Vision Therapy, Alvord must contract with an outside agency that meets specific guidelines. Riverside County SELPA (Special Education Local Plan Area) provides guidelines for contracting with agencies for Independent Educational Evaluations.  One of the guidelines recommends having the evaluation completed by an agency other than the one that will provide the services in order to avoid a conflict of interest. This contract will allow us to obtain the vision therapy assessment for students based on parent request. If the student is currently receiving Vision Therapy, this agency can provide the alternate evaluation.  Newport Beach Developmental Optometry Group meets the professional qualifications required and is within the fee range of other similar providers.  

Board approval of this item will allow Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group to provide Independent Educational Evaluations for Alvord students during the 2020-2021 school year.

Recommended Motion:
Board approval is requested for a professional services agreement between Bio-Acoustical Corporation and Alvord Unified School District to provide hearing and vision screening during the 2020-21 school year. 
Rationale:
Bio-Acoustical Corporation will provide hearing and vision screening services as described in the contract for Alvord Unified School District students.  

Board approval of this item will allow Bio-Acoustical to provide hearing and vision services for the 2020-21 school year.

7.d.7. Approve Professional Services Agreement – Brent Cooper, El Paseo Children’s Center
Recommended Motion:
Board approval is requested for a professional services agreement between Brent Cooper, El Paseo Children’s Center and Alvord Unified School District for the 2020-2021 school year.  Brent Cooper, El Paseo Children’s Center will provide specialized Independent Educational Evaluations (IEE) in the areas of psycho-educational, functional behavioral analysis, visual impairment, speech/language, deaf/hard of hearing, occupational therapy, adapted physical education and/or assistive technology.  The evaluation will include record review, report and Individualized Education Program (IEP) attendance to present the results of the evaluation and make recommendations.
Rationale:
The Alvord Special Education Department receives requests from parents of students with disabilities for an Independent Educational Evaluation.  These requests are made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations.  The District must choose between defending their assessment by filing for Due Process or granting the request. This provider has historically been requested by parents of Alvord students with special needs. The provider meets the professional qualifications required and is within the fee range of other similar providers.  

An independent educational evaluation was requested by a parent of a student with special needs during the 2019-2020 school year; however, COVID-19 stay at home orders and school closure did not allow the provider to finish the evaluation, complete his report and participate as a member of  the IEP (Individualized Education Program) meeting to discuss the results.

Board approval of this item will allow Brent Cooper, El Paseo Children’s Center and Alvord Unified School District to complete specialized Independent Educational Evaluations (IEE) for special needs students for the 2020-2021 school year.

FISCAL IMPACT: $50,000.00 (General Fund/Restricted-Special Education)

7.d.8. Approve Professional Services Agreement – Carolyn E. Wylie Center for Children, Youth and Families
Recommended Motion:
Board approval is requested for a professional services agreement between Carolyn E. Wylie Center for Children, Youth and Families and Alvord Unified School District for outreach counseling services from August 10, 2020, through June 30, 2021, for Expanded Learning.
Rationale:
The Carolyn E. Wylie Center for Children, Youth and Families (Wylie Center) is a non-profit agency specializing in the needs of children and their families in Riverside County.  The agency was formed 11 years ago through a merger of the Youth Service Center and the Children’s Center.  The District had contracted for outreach counseling services with the Youth Service Center for over 31 years prior to the merger.  Similar services continue to be available from the Wylie Center.  The services are school-based, cost effective and well received by the schools. This agreement will provide outreach counseling services at 12 elementary schools and 4 middle schools for services for three (3) Direct Hours per day (August 10, 2020 - June 30, 2021 school year). The total number of hours will be 1,680. Services will include, but are not limited to, working with individual students, groups of students, staff and parents on issues regarding substance abuse prevention, behavior, family related problems, suicide prevention, parent classes and staff training. 

Board approval of this item will allow the Carolyn E. Wylie Center for Children, Youth and Families to provide outreach counseling services and classes for Expanded Learning as described above during the 2020-2021 school year.

Rationale:
The District has contracted for several years with Leaps & Bounds Pediatric Therapy Services to provide physical therapy services to special education students whose Individualized Education Program (IEP) call for such services. Alvord’s current caseload of students requiring physical therapy does not warrant the creation of a full time position. There is still a need for contracted occupational therapy support service only.  The Special Education office is requesting to use this agency to provide physical therapy and occupational therapy services per students’ Individualized Education Program (IEP).

Rationale:
The District currently contracts with RISE Interpreting, Inc. for certified level four American Sign Language interpreting/translating for students, parent/teacher conferences, Student Assistance Team meetings, Individual Education Plan (IEP) meetings and other school meetings or events that require such services. The agreement cost is split into two funds due to services that might be requested/required.  Agencies that provide interpreting are not usually a California-approved Non-Public Agency (NPA).  As a result, direct services to students have to be paid out of General Funds.  Interpreting for meetings and events are paid out of Special Education Funds.

Board approval of this item will allow RISE Interpreting, Inc. to provide certified level four American Sign Language interpreters during the 2020-2021 school year for parent and student communication needs, on an as needed basis.

Rationale:
SenseAbilities Speech Pathology, Inc. is a local staffing agency that can provide qualified, California licensed and ASHA (American Speech-Language-Hearing Association) certified speech-language pathologists and assistants available to work short term and for limited hours per week. There is a need for speech services to be provided for students receiving home and hospital services.  Our permanent staff is not always available to work these assignments and other staffing agencies have been unable to fill these assignments due to the limited number of hours.  

SenseAbilities Speech Pathology, Inc., also, currently continues to provide Compensatory Speech/Language services for a student with special needs based on a mediated settlement agreement from the 2019-2020 school year.  These hours were not completed due to the COVID-19 stay at home orders and school closures.

The Special Education office is requesting approval for a professional services agreement with SenseAbilities, Speech Pathology, Inc. for the 2020-2021 school year. This would allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while receiving home and hospital services and/or complete compensatory speech services due to a mediated settlement agreement from the 2019-2020 school year.

Rationale:

The E-Rate process is a series of deadlines where multiple forms must be filed in a timely manner throughout the year in order to receive the E-Rate funding of 80%. In past years, CSM Consulting has provided Alvord Unified School District support with E-Rate applications to ensure the District maximizes revenue from federal programs. CSM Consulting also provides support during federal E-Rate audits.

Board approval to renew this contract every year for the duration of the contract will allow CSM Consulting, Inc. to continue to provide consulting services for E-Rate.

Recommended Motion:
Board approval is requested for a client services agreement between Sunbelt Staffing, LLC and Alvord Unified School District for the 2020-2021 school year.  This agreement allows Sunbelt to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP).
Rationale:

The Special Education Department has contracted with Sunbelt Staffing for speech/language pathologists, speech/language pathology assistants, school psychologists and special circumstance aides when short-term staffing needs arise. There continues to be a need for speech/language pathologist assistants due to high caseloads and the lack of qualified applicants to fill our speech/language pathologist openings.

The District does not have short term substitutes readily available to provide services when School Psychologists or Speech/Language Pathologists are out on leave. The Special Education Department will require short term contracted personnel to provide services during the 2020-2021 school year.

Board approval is requested to approve the client services agreement with Sunbelt Staffing, LLC for the 2020-2021 school year. This would allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while still in the process of recruitment of new staff or during short-term absences.

7.d.19. Approve Data Sharing Agreement – The Foundation for California Community Colleges
Recommended Motion:
Board approval is requested for a Data Sharing and Services Partnership Agreement between Alvord Unified School District and The Foundation for California Community Colleges on behalf of the California College Guidance Initiative (CCGI) to facilitate the mutual sharing of student data.  The term of this agreement would be July 17, 2020 through June 30, 2024.
Rationale:
This agreement would set forth the roles and responsibilities of each party in relation to the uploading of student education records to the California Colleges website.  Through the Foundation’s California College Guidance Initiative (CCGI) campaign, student transcript data would be transmitted across institutions for the purpose of assisting students in planning or preparing for college, seeking admission to college or financial aid.  This partnership would increase the college and career readiness of Alvord students.

Board approval of this agreement would establish a data sharing and services partnership between Alvord Unified School District and The Foundation for California Community Colleges through June 30, 2024.

Recommended Motion:
Board approval is requested for an educational institution staffing agreement between Maxim Healthcare Services, Inc. and Alvord Unified School District.  The agreement allows Maxim Healthcare Services, Inc. to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students with special needs for the 2020-2021 school year. Maxim also provides short-term, contract health or behavioral aides as required, or noted on student IEPs pending availability of district personnel. 
Rationale:
The district currently has one medically handicapped special education student that requires specialized medical nursing services to include tracheal suctioning, care and replacement of the tracheotomy tube, monitor oxygen levels and administer oxygen as needed.   A Licensed Vocational Nurse (LVN) may need to accompany the student while being transported to and from school as well as provide continuous one-on-one nursing services throughout the school day.  District nurses are not able to provide the continuous one-on-one services required for  this student. Alvord does not currently have a Licensed Vocational Nurse (LVN) to meet student needs. 

The Special Education office is requesting approval of a contract with Maxim Healthcare Services, Inc. to provide a Licensed Vocational Nurse (LVN) to provide one-on-one nursing services for one student; and short-term staffing support as needed for the 2020-2021 school year.

Rationale:

The Wylie Center is a non-profit agency specializing in the needs of children and their families in Riverside County providing school-based prevention and intervention services for Alvord Unified School District.  Services include resource and referral information, active listening with students, suicide prevention, coping with grief, substance abuse prevention, crisis intervention and consultation with school personnel regarding the academic, social and environmental needs of students.  

The Wylie Center will provide outreach counseling services in the Alvord Unified School District during the 2020-2021 school year to all five (5) District high schools, and all four (4) middle schools.  Services will include assisting expelled students with the rehabilitation-plan counseling requirement, and Student Attendance Review Board students; working with individual students, groups of students, parents and school staff on issues regarding academics, anger management, attendance, behavior, discipline, family-related problems, substance abuse education, suicide/self-harm prevention, and parent classes.

Rationale:
District administration is requesting to increase a vacant Bilingual Clerk Typist II position at Villegas Middle School, in order to adequately provide clerical support to students, staff and parents. When compared to all middle schools, Villegas is the largest middle school and requires additional support. 

On June 11, 2020, the Board of Education approved Resolution No. 53 – Elimination of Fourteen Classified Positions.  The elimination reflected a total savings of $508,214.00.  Board approval of this increase in hours will reduce the savings from $508,214.00 by $84,988.00 for a total savings of $423,226.00.  There is no fiscal impact to the district.

The Alvord Unified School District ("School District") previously formed Community Facilities District No. 2001-1 ("CFD No. 2001-1") to finance school facilities for the school District facilities and water and sewer facilities.  CFD No. 2001-1 was formed, and the special taxes within the CFD were authorized, pursuant to the Mello-Roos Community Facilities Act of 1982, as amended ("Act").

Also as additional information, there is no fiscal impact to the General Fund of the District. The fiscal impact reported on this report represents the revenue that will be collected by the county assessor’s office from all the home owners residing within the CFD (Community Facility District) and once the property taxes have been collected, the assessor’s office will transfer the proceeds to the trustee who in turn will pay the investors who hold the bonds.
Rationale:
Under the requirements of the Act and the proceedings under which CFD No. 2001-1 was formed, the Board of Education of the School District, acting as the Legislative Body of CFD No. 2001-1, must annually set the special tax rates, set the budget amount and authorize the levy of the voter-approved special taxes within CFD No. 2001-1.  Resolution No. 3 acts to set the special tax rates (as set forth in the Rate and Method of Apportionment approved for CFD No. 2001-1 and in the report furnished by Cooperative Strategies, LLC), approve the budget amount (as set forth in the Rate and Method of Apportionment approved for CFD No. 2001-1 and the Fiscal Agent Agreement under which the Special Tax Bonds of CFD No. 2001-1 were issued), and approves the levy and collection of the special taxes within CFD No. 2001-1 through the County of Riverside Tax Collector's office.

Recommended Motion:
Adopt Resolution No. 5 of the Board of Education of the Alvord Unified School District, acting as the legislative body of the Community Facilities District No. 2006-1, determining special tax rates for Community Facilities District No. 2006-1 for fiscal year 2020/2021; establishing a budget for fiscal year 2020/2021; directing the levy of the special tax and taking related actions.

The Alvord Unified School District ("School District") previously formed Community Facilities District No. 2006-1 ("CFD No. 2006-1") to finance school facilities for the school District facilities and water and sewer facilities.  CFD No. 2006-1 was formed, and the special taxes within the CFD were authorized, pursuant to the Mello-Roos Community Facilities Act of 1982, as amended ("Act").

Also as additional information, there is no fiscal impact to the General Fund of the District. The fiscal impact reported on this report represents the revenue that will be collected by the county assessor’s office from all the home owners residing within the CFD (Community Facility District) and once the property taxes have been collected, the assessor’s office will transfer the proceeds to the trustee who in turn will pay the investors who hold the bonds.
Rationale:
Under the requirements of the Act and the proceedings under which CFD No. 2006-1 was formed, the Board of Education of the School District, acting as the Legislative Body of CFD No. 2006-1, must annually set the special tax rates, set the budget amount and authorize the levy of the voter-approved special taxes within CFD No. 2006-1.  Resolution No. 5 acts to set the special tax rates (as set forth in the Rate and Method of Apportionment approved for CFD No. 2006-1 and in the report furnished by Cooperative Strategies, LLC), approve the budget amount (as set forth in the Rate and Method of Apportionment approved for CFD No. 2006-1 and the Fiscal Agent Agreement under which the Special Tax Bonds of CFD No. 2006-1 were issued), and approves the levy and collection of the special taxes within CFD No. 2006-1 through the County of Riverside Tax Collector's office.  

The special tax roll information has been prepared by Cooperative Strategies, LLC based on the development which has occurred within CFD No. 2006-1 and the approved Rate and Method of Apportionment of the Special Tax. Within the 
Fiscal Agent Agreement, which was approved by the Board of Education, the School District covenanted to levy and collect the special taxes on an annual basis.  The special taxes, once collected, will be used to pay principal and interest on the bonds of CFD No. 2006-1. Once approved, the Resolution and the special tax roll will be transmitted to the Riverside County Tax Collector’s office for inclusion in the County’s 2020/2021 tax roll.


FISCAL IMPACT: $ 370,554.00 (Revenue – Tax A Levy - CFD No. 2006-1)

Recommended Motion:

Renew contract with Preferred Meals for supper items awarded on Bid No. 17/18 Supper, effective July 1, 2020 through June 30, 2021 with the option to extend upon mutual consent, for one additional year. This expenditure is included in the 2020 - 2021 budget.

Rationale:

As required by Public Contract Code, the District advertised Bid No. 17/18 Supper in The Press Enterprise on July 19 and 26, 2017.  Two (2) vendors submitted bids for supper, which was opened on August 2, 2017.

It is recommended the Board of Education renew contract, Bid No. 17/18 Supper to the lowest responsible bidder, Preferred Meals.

Board approval will allow Preferred Meals to proceed with services.


FISCAL IMPACT:  Not to exceed $500,000.00 (Child Nutrition Funds)

Recommended Motion:
Board Approval is requested for Adoption of Resolution No. 6 authorizing the Business Office to process routine budget revisions, adjustments, and transfers for the 2020-2021 Fiscal Year.
Rationale:

Approval of Resolution No. 6 will allow the Alvord Unified School District Business Office to make routine budget revisions, adjustments and transfers without requiring Board approval each and every time.  Regular budget and financial updates will continue to be provided. 

RCOE will continue to provide budget oversight to Alvord and will reserve the right to require backup documentation from the Business Office at any time, contingent upon the district’s financial report certification status or any other concerns communicated in writing by RCOE.

Adopt Resolution No. 7 authorizing Alvord Unified School District to piggyback on a cooperative agreement identified as The Los Angeles County Office of Education, Bid No. 17/18-1607, Standard School Supplies for the procurement of janitorial equipment and supplies.  This piggyback agreement is valid through April 12, 2021.
Rationale:

On February 27, 2014 the Alvord Unified School District Board authorized staff to order against competitive bids (commonly referred to as “piggyback”) prepared by other school districts, public agencies or cooperative agreement. The District’s Purchasing Department reviews contracts which have been competitively bid by public agencies and are available for use by all public agencies.  The purpose of the review is to determine the most cost effective basis for the District to procure its own equipment and supplies as may be required.

The Los Angeles County Office of Education competitively solicited Bid No. 17/18-1607, Standard School Supplies which allows for the procurement of janitorial equipment and supplies, and is available to all public agencies.  The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118.  The contract was awarded to Central Sanitary Supply (CSS) Rancho Janitorial Supplies and is valid through April 12, 2021. 

Based on the contract pricing and product reviews, District staff has determined the use of this contract and vendor is in the best interest of the District when needed for the purchase of janitorial equipment and supplies.

Recommended Motion:

Adopt Resolution No. 8 authorizing Alvord Unified School District to piggyback on the cooperative agreement identified as Minnesota-NASPO ValuePoint Master Agreement  No. MNNVP-133 and Hewlett Packard Company for computer equipment. This contract is supplemented by the California participating Addendum No. 7-15-70-34-001 and valid through July 31, 2021 per Addendum No. 1 for the procurement of various computer equipment and supplies.

Rationale:

The District’s Purchasing Department reviews contracts which have been competitively bid by public agencies and are available for use by all public agencies.  The purpose of the review is to determine the most cost effective basis for the District to procure its own equipment and supplies as may be required.

The State of Minnesota has Contract No. MNNVP-133 with HP, Inc. to provide computer equipment, desktops, laptops and tablets, including related peripherals and services. This contract has been extended through July 31, 2021, at the same terms, conditions and prices. The State of California is an authorized public agency for use of this public contract.

Based on the contract pricing and product reviews, District staff has determined the use of this contract is in the best interest of the District when needed for the purchase computer equipment, desktops, laptops and tablets, including related peripherals and services.

Adopt Resolution No. 9 authorizing Alvord Unified School District to piggyback on the cooperative agreement identified as Rialto Unified School District Bid No. 19-20-011 Office & Classroom Supplies, for the procurement of classroom and office supplies for the 2020-21 school year.

This piggyback agreement is valid July 1, 2020 through June 30, 2023.

Rialto Unified School District competitively solicited Classroom and Office Supplies Bid No. 19-20-011 which allows for the procurement of classroom and office supplies, and is available to all public agencies.  The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118.  The contract is valid from July 1, 2020 through June 30, 2023.  Based on the contract pricing and product reviews, District staff has determined the use of this contract is in the best interest of the District when needed for the purchase of certain classroom and office supplies.

Val Verde Unified School District has extended their agreement with Southwest School Supply for an additional year, valid from June 1, 2020 through May 31, 2021.

Rationale:

The District’s Purchasing Department reviews contracts which have been competitively bid by public agencies and are available for use by all public agencies.  The purpose of the review is to determine the most cost effective basis for the District to procure its own equipment and supplies as may be required.

Val Verde Unified School District competitively solicited Just N Time Bid No. 18/19-001 which allows for the procurement of classroom and office supplies and is available to all public agencies.  The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118.  The contract is valid from June 1, 2020 through May 31, 2021.  Based on the contract pricing and product reviews, District staff has determined use of this contract is in the best interest of the District when needed for the purchase of certain classroom and office supplies.

It is recommended that the Board of Education approve Resolution No. 10, awarding a contract to Southwest School & Office Supply for the procurement of classroom and office supplies pursuant to the contract awarded by Val Verde Unified School District.

Corona-Norco Unified School District competitively solicited Bid No. 18/19-023 which allows for the procurement of classroom and office supplies, and is available to all public agencies.  The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118.  The contract is valid through January 22, 2022.  Based on the contract pricing and product reviews, District staff has determined that the use of this contract is in the best interest of the District when needed for the purchase of certain classroom and office supplies.

Staff is presenting this resolution to amplify when utilizing a piggyback or cooperative agreement.  It is recommended that the Board of Education approve Resolution No. 11, awarding a contract to Southwest School & Office Supply for the procurement of classroom and office supplies pursuant to the contract awarded by Corona-Norco Unified School District.

Rationale:

The Board of Education will review the proposed revisions to the listed Board Policies and Administrative Regulations. If the Board desires further revisions, these Board Policies and  Administrative Regulations  will be brought back to the August 20, 2020 Board Meeting for a second reading and approval.

Recommended Motion:
The Board will receive the fourth Quarterly Report on Williams Uniform Complaints for the period beginning April 2020 and ending June 2020.  There were no complaints that were received in this time period.
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office.  The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
