NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. Policy Manual Review Agreement with California School Boards Association (CSBA) will include an analysis of the district’s current policy manual to determine whether the district is up to date with state and federal mandated board policies. A report of findings will be generated to indicate if the district’s mandated policies and administrative regulations reflect current law, identify priority areas for policy updating, and summarize the overall status of the district’s policy manual.

9.24.20 CSBA Agreement

Ratify agreement between Burgess Moving & Storage and Alvord Unified School District to assist with various moves and assembly of essential equipment prior to the reopening of schools throughout the District, effective August 1, 2020, through June 30, 2021. |
Due to COVID-19 there are moves that need to take place and desks that need to be removed and stored to help prevent the spread of Coronavirus, upon the return of students. In addition to these moves, the District has required additional manpower to assemble shelves, move Personal Protective Equipment (PPE) at the ISS Building in order to keep an inventory of supplies, assembly of rolling barriers, receive and deliver air scrubbers to each classrooms. This contract shall include any moves or needed manpower in order to prepare for the reopening of schools. Burgess is able to meet the demands and has provided these types of services for Alvord Unified School District for over five years. BakerNowicki Design Studio will provide services for the ISS building remodel. This includes preliminary engineering of systems, materials and assemblies, preliminary layout of mechanical, plumbing and electrical. They will also prepare working drawings and specifications as well as oversee project and assist with bidding

Throughout the year, Alvord Unified School District receives a number of calls and work orders that the EMS systems are down and need emergency repairing. Global Automation Services, Inc. specializes on these systems and has provided these services for Alvord Unified School District in the past and has proven to be a reliable vendor.
Board approval will allow Global Automation Services, Inc. to provide these services.

The lockers in the girls’ locker room are the original lockers that were installed when this school was built. There are several doors missing as well as handles that no longer close or open properly. This is a safety issue for staff and students.
Board approval of this item will allow Education Products & Services to provide the needed services in the girls’ locker room.

The District’s Report of Receipts reflects monies received, which includes deposits for reimbursements, health and welfare contributions, donations and grant funds received. These funds when received, are applied to the appropriate budget and financial accounts. They are then deposited into the District’s Cash Clearing Bank Account and a check is written to the Riverside County Office of Education for deposit to the Galaxy Financial System. A sequential number is assigned to each receipt and once the checks have cleared through the bank account, the items are posted to the financial accounts.

The original agreement was approved on August 20, 2020 item 7.d.22. The new agreement will allow for the lease of a new BIZHUB C750I which replaces the BIZHUB C759 machine originally approved. Board approval is requested for the amendment to the contract between Playworks Education Energized and Alvord Unified School District to reflect an increase in the contract fiscal impact of $42,000. |
Playworks has been identified as an evidence-based program that supports structures and environments, within school, to develop the social-emotional and physical health of students. There is a direct connection between physical and mental health and learning that is essential to academic success and the development of healthy, resilient, and productive students. The Playworks program is in direct alignment with the goal of improving school conditions for student learning within Title IV.
Playworks will provide a trainer to deliver “Recess Reboot” professional development to seven (7) elementary school sites (Collett, Foothill, Lake Hills, McAuliffe, Myra Linn, Orrenmaa and La Granada). Recess Reboot includes four days of on-site training for certificated and classified staff. The trainer will model and teach strategies, games, and systems to develop and sustain a positive educational culture for everyone. This same training was provided to seven (7) other elementary schools in the 2019-2020 school year with positive feedback and supports. The original agreement was approved by the Board of Education on August 20, 2020 as Item 7.d.14, due to a revised fee schedule (that include all seven sites) there is an increase of $42,000 for a total of $73,500.
Board approval of this item will amend the original fiscal impact of $31,500 by an increase of $42,000 to $73,500.

Board approval is requested for the approval of a Professional Services Agreement between Creative Outdoor Advertising and Alvord Unified School District for maintenance of the District recognition banners during the 2020-2021 school year. The term of this agreement shall be from September 25, 2020 through June 30, 2021. |
Under this agreement Creative Outdoor Advertising shall provide yearly maintenance of the District recognition banners along the boulevards of all five District high schools honoring the top five 2020 graduates at each high school. Maintenance shall include re-installation of banners that fall off of light posts due to unexpected weather conditions.
Board approval of this agreement will allow Creative Outdoor Advertising to provide yearly maintenance of the banners.

This agreement would allow Charlotte Jones to attend Career Technical Education meetings and events after her contract day. The maximum hours worked under the agreement are not to exceed 50 hours during the 2020-2021 school year. The Alternative Programs and CTE office meets monthly with CTE teachers after their contract day. CTE teachers attend College and Career Fairs, conferences, and prep for the CTE showcase before and after their contract day. ROP teachers cannot be paid off of a personnel action form and must have a contract for their additional hours. Meetings, professional development and collaboration time is required by the grant.
This agreement was received from Riverside County Superintendent of Schools on September 8, 2020.

Additional components of this product would assist teachers in keeping students on task all while providing parents the ability to see more of their child’s progress and an option for them to be more active in their child’s internet experience.

Board approval of the Revised Memorandum of Understanding with Riverside County Superintendent of Schools, Center for Teacher Innovation will allow the district to establish a formal working relationship to coordinate services for the Educational Specialist District Intern Program. The Intern program is designed to prepare interns to teach and provide services to students from kindergarten through age 22. The MOU has been revised to reflect that it pertains only to students who have joined the program as of July 1, 2020.
This agreement shall be for the term beginning July 1, 2020 through June 30, 2023 for the term of three years.

Board approval is requested for the approval of a service agreement between Keenan and Associates and Alvord Unified School District effective January 1, 2021 through June 30, 2022. |
Approval of this agreement will allow the District use of Keenan’s web-based application known as BenefitBridge, which provides the District, management employees, and employees’ dependents the ability to manage, view, and control various aspects of the Management employee benefits program. This is the platform through which employees can enroll in coverage and that enrollment is then electronically disseminated to all insurance carriers. It also allows the District to manage enrollment and make administrative changes, as well as pull product invoices.
Keenan and Associates has provided a 1.5-year contract for these services. The costs for this term is not to exceed $6,000. This agreement is for the Management benefited group.

Due to COVID-19, Alvord Unified School District will be purchasing approximately 600 sink bottle fillers in classrooms and approximately 223 indoor and outdoor water bottle filling stations. The mouth to spout drinking fountains will be disabled during this COVID-19 Pandemic. While there is no evidence showing anyone getting COVID-19 through drinking water, Alvord is taking the necessary precaution to prevent the spread of the virus.
Ferguson has guaranteed the quantities above and will be able to meet the project timeline.

California Consulting, Inc. provides grant writing services which include grant research and writing on identified funding opportunities, gives general advice on matters involving funding mechanisms, and performs post-grant award administration of grants awarded, such as filing required documents by grant reporting deadlines. |
Alvord Unified School District recognizes a need for retaining a grant writing team. We strive to invest in building a pipeline of resources beyond our common revenue stream. California Consulting, Inc. has established a reputation for hard work and a commitment to success for its clients and as a result has become one of the fastest growing grant resources referral companies in California. Renewing this contract continues Alvord’s commitment in obtaining grant dollars for our students through enhanced programs.

The hearing was followed by the adoption of a resolution indicating the sufficiency of textbooks and instructional materials consistent with the cycles and content of the curriculum frameworks adopted by the State Board of Education.
In accordance with the settlement and Education Code Section 60119, the Governing Board must hold a public hearing to give parents, teachers, members of the community, and bargaining unit leaders an opportunity to comment on the status of “sufficient textbooks or instructional materials” in the District. In addition, at the public meeting at which the hearing takes place, the District must provide information to the Governing Board regarding the same.

Board approval is requested for the adoption of Resolution No. 23 addressing the sufficiency of instructional materials and declaration of the District’s intent to comply with the provisions of Education Code 60119. The Alvord Unified School District has provided each pupil with sufficient textbooks and instructional material consistent with the cycles and content of the curriculum of the curriculum frameworks for the 2020-2021 school year. |
In previous years under Education Code Section 60252, the Governing Board was required to hold a public hearing to determine the status of textbooks and instructional materials in the District. The hearing held in December was followed by the adoption of a resolution indicating the sufficiency of textbooks and instructional materials consistent with the cycles and content of the curriculum frameworks adopted by the State Board of Education.
The Eliezer Williams, et al. vs State of California, et al (Williams) case was filed as a class action lawsuit in 2000 in San Francisco County Superior Court. The plaintiffs included nearly 100 residents of that county who filed the suit against the State of California, state education agencies claiming that the agencies failed to provide public school students with equal access to instruction, safe and decent school facilities, and qualified teachers.
The case was settled in 2004, resulting in the state allocating $138 million in additional funding for standards-based instructional materials for schools that rank in deciles 1-3 as determined through the Academic Performance Index Base. Other aspects of district operations covered by the settlement include facilities, school accountability report card, and qualified teachers. The settlement also required that districts address sufficiency of instructional materials during the first eight weeks of school.
In accordance with the settlement and Education Code Section 60119, the Governing Board must hold a public hearing to give parents, teachers, members of the community, and bargaining unit leaders an opportunity to comment on the status of “sufficient textbooks or instructional materials” in the District. In addition, at the public meeting at which the hearing takes place, the District must provide information to the Governing Board regarding the same.
Resolution No. 23 addresses the sufficiency of textbooks or instructional materials in the District at this time. Board approval of this item allows the District to be in compliance with Education Code Section 60119. To date, the District has met all the requirements reviewed by the visiting team from the Riverside County Office of Education.

The Learning Continuity and Attendance Plan will be provided to the Board of Education for adoption. |
The 2020-2021 Learning Continuity and Attendance Plan addresses the Alvord Unified School District response and plan to the current landscape of teaching and learning. This plan supports the statutes as described in SB 98 and Ed Code 43509.
The Learning Continuity and Attendance Plan addresses classroom offerings in-person and distance learning, access to devices and connectivity, professional development, staff roles and responsibilities, pupil participation, progress, loss, strategies for students with unique needs, social emotional and mental health, and school nutrition. In addition, the plan identifies the contributing actions of improved and increased services for targeted groups: low-income, English learners, and foster youth students.
The Learning Continuity and Attendance Plan was developed in consultation with stakeholders of Alvord Unified School District. It was reviewed by two advisory committees; Parent Advisory Committee (PAC) a parent committee comprised of parents of students in the unduplicated pupil group and the District English Learner Advisory Committee (DELAC). The superintendent responded in writing to the input provided.
The Learning Continuity and Attendance Plan was presented at a public hearing (September 10, 2020) prior to the board meeting. Feedback from the public hearing was considered. Not later than five days after adoption of the Learning Continuity and Attendance Plan, the governing board shall file the Learning Continuity and Attendance Plan with the county superintendent of schools

The Board will receive the Williams Legislation 2019-2020 Third Quarter Report and 4th Quarter Report for the period beginning January 1, 2020 through June 30, 2020. |
The Williams Settlement mandated that the county office make visitations to deciles one, two, and three schools in Riverside County to evaluate facilities, curriculum and instruction, and personnel based on the 2012 Academic Performance Index (API) Base. The Teacher Assignment Data is not completed because The California Commission on Teacher Credentialing reported that Assignment Monitoring for the 2019-20 school year has been delayed in light of the COVID-19 pandemic. Instead of the proposed mid-April start date, monitoring of 2019-20 educator assignments will now begin in mid-September. FISCAL IMPACT: None |
