As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be live streamed via Zoom: Click Here

Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on October 8, 2020.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

8.b.1. Ratify Agreement – Global e-Recyclers, Inc. – District-Wide
Recommended Motion:
Ratify agreement between Global e-Recyclers, Inc. and Alvord Unified School District for the removal of e-Waste, effective September 21, 2020 through June 30, 2021. 
Rationale:
District sites have electronic equipment that is no longer functioning or meeting the needs of the District. The District has done its due diligence by reaching out to surrounding Districts and has determined that Global e-Recyclers is the most beneficial choice for the disposal of e-waste. Global e-Recyclers will pick-up and pay the District for e-waste according to the provided service contract.

8.b.2. Renew Subscription – Facilitron (Formerly Login Logix) – District-Wide
Recommended Motion:
Approve subscription between Facilitron (Formerly Login Logix) and Alvord Unified School District for the Maintenance Work Order System and the Use of Facilities System utilized by staff, district-wide, effective October 9, 2020 through June 30, 2021.
Rationale:
The District has been utilizing the Facilitron system, formerly LoginLogix work order system for two years and it has proven to be an efficient tool for reporting and tracking all maintenance work orders. The Use of Facilities system has been fully set up and was being utilized by staff and the public, prior to the Covid-19 Pandemic. 

Board approval to renew this subscription will allow Facilitron to proceed with services.

8.b.3. Approve Service Contract – Quality Teleservices, Inc. – Various Sites
Recommended Motion:
Approve a service contract between Quality Teleservices, Inc. (QTI) and Alvord Unified School District for maintenance and support hours on the Public Address (PA) System and low voltage cabling installation and repair at various sites throughout the District effective October 9, 2020 through June 30, 2021.  This expenditure is included in the 2020-2021 budget.
Rationale:

QTI is a local distributor that provides maintenance and support for various types of PA system used at our school sites. The Valcom is an all-in-one system that provides building-to-building communications, an all-call paging system, and a bell system. QTI also provides low voltage cabling installation and repairs. The following sites are supported under this contract:

1. Arlanza Elementary School
2. Collett Elementary School
3. Foothill Elementary School
4. McAuliffe Elementary School
5. Orrenmaa Elementary School
6. Promenade Elementary School
7. Rosemary Kennedy Elementary School
8. Terrace Elementary School
9. Arizona Middle School

Board approval will allow for the necessary maintenance and support to assure proper functionality of the Valcom paging system as well as other PA systems as needed.

8.b.4. Approve Agreement – Golden State Paving Co., Inc. – La Sierra High School
Recommended Motion:
Approve agreement between Golden State Paving Co., Inc. and Alvord Unified School District to repair the asphalt at La Sierra High School, effective October 9, 2020, through December 31, 2020.  This expenditure is included in the 2020-21 budget. 
Rationale:
Due to an unexpected plumbing leak near the swimming pool of La Sierra High School, an emergency repair was performed on September 23, 2020.  Approximately 250 square feet of asphalt needed to be removed to expose the leaking pipes.  After repairs were made, the opening was backfilled with clean dirt and compacted.

Golden State Paving, Inc. will repair the area with 4” of asphaltic concrete, roll, and compact to a smooth finish.

Board approval of this agreement will allow Golden State Paving, Inc. to proceed with services.

8.b.5. Approve Agreement – New Dimension General Construction, Inc. – La Sierra High School
Recommended Motion:
Approve agreement between New Dimension General Construction, Inc. and Alvord Unified School District to repair the wrestling room at La Sierra High School, effective October 9, 2020 through June 30, 2021. This expenditure is included in the 2020-2021 budget.
Rationale:
While the wrestling room provides additional space for students to practice and exercise, the room needs additional ventilation and air circulation.  Additionally, the wall pads are permanently installed which does not allow for thorough cleaning of the room.

New Dimension General Construction, Inc. will install a high speed direct drive centrifugal downblast exhaust fan with speed control, to provide additional ventilation and air circulation.  New slot-back removable panels will allow for thorough cleaning of the room.
  
Board approval of this contract will allow New Dimension General Construction, Inc. to proceed with services.

8.b.6. Approve Agreement – Prosurface, Inc. – La Sierra High School
Recommended Motion:
Approve agreement between Prosurface, Inc. and Alvord Unified School District to repair the tennis courts at La Sierra High School, effective October 9, 2020 through June 30, 2021. This expenditure is included in the 2020-2021 budget.
Rationale:
The eight tennis courts at La Sierra High School are in need of repair.  Work will include grinding to remove any loose surface, filling in all the cracks and holes as well as supplying eight new nets.  This vendor performed the repairs at Norte Vista and has proven to do quality work and reliable.
  
Board approval of this contract will allow Prosurface, Inc. to proceed with services.

8.b.7. Approve Purchase – Dave Bang Associates, Inc. – McAuliffe Elementary School
Recommended Motion:
Approve purchase between Dave Bang Associates, Inc. and Alvord Unified School District for the purchase of a new playground at McAuliffe Elementary School, effective October 9, 2020 through June 30, 2021. This expenditure is included in the 2020-2021 budget.
Rationale:
The existing playground equipment at McAuliffe Elementary School is the original playground from the late 1980’s.  Approval and purchase of the new playground equipment will meet current safety standards.

Dave Bang Associates, Inc., has repaired and replaced many of our playground equipment for several years.  They are a trusted vendor that provide exceptional service as well as meet our project timelines.

Recommended Motion:

8.d. Educational Services
8.d.1. Approve Comprehensive School Safety Plans
Recommended Motion:
Board approval is requested to approve the Comprehensive School Safety Plans for the twenty three (23) schools that make up the Alvord Unified School District.
Rationale:

Section 32280-32282 of the Education code details the requirements for each school to maintain a Comprehensive School Safety Plan. The plan is to include:

•     Child abuse reporting procedures
•     Disaster procedures
•     Suspension and expulsion policies
•     Procedures to notify teachers of dangerous pupils
•     Discrimination and harassment policies
•     School wide dress code policies
•     Procedures for safe ingress and egress
•     Policies enacted to maintain a safe and orderly environment
•     Rules and procedures on school discipline
•     Hate crime reporting procedures

Each plan is to be approved at the school site level, then again at the district level by the Governing Board.

Approve all Comprehensive School Safety Plans for the twenty three (23) schools that make up the Alvord Unified School District.

8.d.2. Approve Professional Services Agreement – Community Now, Alvord Unified School District
Recommended Motion:
Board approval is requested for a professional services agreement between Community Now and Alvord Unified School District for a teacher training. This training, “It’s My Destiny, I Choose!” by Shor Denny, CEO, of Community Now, would take place during the second semester of the 2020-2021 school year. 
Rationale:
Community Now is focused on developing education and workshops in Southern California that build cultural pride and self-awareness.  

The goal of the “It’s my Destiny, I Choose!” workshop is to develop and implement mental wellness programming that will help reduce negative feelings. Participants will begin to apply a trauma-informed approach that is based on empathy and understanding of other cultures and their respected viewpoint. At the end, participants will emerge with a new perspective on the human condition; that we have more in common than the differences that have been manufactured.

Board approval of this agreement would allow Alvord Unified School District teachers to participate in the Community Now “It’s My Destiny, I Choose!” 3-hour training during the second semester of the 2020-2021 school year. 

Agreement 2020 Non-Construction Template, which was Board approved on August 20, 2020 will be used for this agreement.

8.d.3. Agreement – AkinsIT, Networking Services Support – District-Wide
Recommended Motion:
Approve agreement between AkinsIT and Alvord Unified School District to provide 70 hours of professional networking services and support on an as needed basis throughout the District, effective October 9, 2020 through June 30, 2021.
Rationale:

Throughout the school year, there is a need for networking services support at designated sites throughout the District. It is necessary to have a vendor agreement in place for immediate support when networking issues arise. An outside vendor is necessary when the scope of work is beyond the expertise of the District IT staff.

Board approval will allow AkinsIT to provide these services as needed during the 2020-2021 school year.

FISCAL IMPACT: $14,000.00 (IT Department Discretionary Fund)

8.d.4. Agreement – Tiburon Telecommunications, Inc., Low Voltage Service and Support – District Wide
Recommended Motion:
Approve agreement between Tiburon Telecommunications Inc. and Alvord Unified School District for low voltage service, inspection and repairs at designated school sites throughout the District effective October 9, 2020 through June 30, 2021.
Rationale:
Throughout the school year, there is a need for repairs or projects that require work with low voltage outlets and cabling. Often times these repairs involve the connections for audio/video and computer equipment used in the classroom. It is necessary to have a vendor agreement setup to perform these repairs in a timely matter in order to maintain a productive learning environment. Request for repairs will be based on initial evaluation by Information Technology Computer Technicians.

9.b.1. Agreement for CARES Act Funding Supporting the "All For One" Campaign
Recommended Motion:
Board acceptance is requested for the attached MOU from the Riverside County Office of Education Foundation for Alvord's participation in the "All for One" Campaign.
Rationale:

The Board of Education would like to recognize the County of Riverside Board of Supervisors for their support in funding the purchase of student Chromebooks.  Alvord Board of Education is pleased to accept this $730,000 “All for One” grant awarded through the Riverside County Office of Education Foundation CARES Act funding.

Recommended Motion:
Board acceptance is requested to participate in the City of Riverside's Distance Learning Program, funded by CARES Act.  Alvord has been awarded $83,034.00 to provide hot spots to students. 
Rationale:

The Board of Education would like to recognize the City of Riverside for their support in funding student connectivity through the purchase of 700 Verizon hotspots, including connectivity fees through the end of December 2020.  Alvord Board of Education is pleased to accept this $83,034 “Distance Learning Program” grant awarded through the City of Riverside CARES Act funding.

9.c.1. Adopt Annual Resolution No. 24 - Lights On Afterschool, Expanded Learning
Recommended Motion:
Board approval is requested for adoption of Resolution No. 24 an annual resolution for Lights On Afterschool designated this year for October 22, 2020.
Rationale:
Lights On Afterschool is a project of the Afterschool Alliance, a nonprofit organization dedicated to ensuring that all children have access to quality, affordable afterschool programs. 

Lights On Afterschool was launched in October 2000 with celebrations in 1,200 communities nationwide.  The following year 3,600 events took place.  Today, more than 8,000 Lights On Afterschool rallies are held annually, attracting 1 million Americans and media coverage nationwide.

The Afterschool Alliance organizes Lights On Afterschool to draw attention to the many ways afterschool programs support students by offering them opportunities to learn new things—such as science, community service, and robotics—and discover new skills. The events send a powerful message that millions more kids need quality afterschool programs.

The 21st annual nationwide celebration of afterschool programs will take place October 22, 2020 in more than 8,000 communities.

The proposed Resolution No. 24 affirms Alvord’s commitment to support Lights On Afterschool.

9.d.2. Adopt Annual Resolution No. 25 – Week of the School Administrator
Recommended Motion:

Board approval is requested for adoption of annual Resolution No. 25 - Week of the School Administrator. 

Rationale:

Per California Education Code Section 44015.1 - In observance of the importance of educational leadership at the school, school district, and county levels, the second full week in the month of October of each year shall be designated as “Week of the School Administrator.” Schools, school districts, and county superintendents of schools are encouraged to observe the week with public recognition of the contribution that school administrators make to successful pupil achievement.

The week of October 11-17, 2020, has been designated as “Week of the School Administrator” by the Association of California School Administrators and the California State Board of Education.  This resolution is presented in recognition of Alvord administrators.

9.d.3. CONDUCT PUBLIC HEARING – Sunshine Negotiations between Alvord Unified School District and California School Employees Association and its Alvord Chapter 339 – 2020-2021 School Year
Recommended Motion:
In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records.  
9.d.4. Sunshine Initial Proposals from Alvord Unified School District – 2020-2021 School Year
Recommended Motion:
Board acceptance is requested of the initial proposals from Alvord Unified School District for the 2020-2021 School Year. 
Rationale:
In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records.  

After the public has had the opportunity to express itself, the public school employer shall, at a meeting which is open to the public, adopt its initial proposal.

Meeting and negotiating shall not take place on any proposal until a reasonable time has elapsed after the submission of the proposal to enable the public to become informed and the public has the opportunity to express itself regarding the proposal at a meeting of the public school employer.

Alvord Unified School District has an interest in reopening:
• Article VIII – Vacation Schedule
• Article XI – Hours and Overtime
• Article XII – Reclassification

The parties agree to enter into negotiations to reopen the collective bargaining agreement in addition to Article VI – Wages and Benefits.

10.a.1. Re-opening Schools Timeline

Recommended Motion:
The Board of Education will discuss a timeline for the re-opening of schools for in-person instruction for hybrid students. 
10.b. Human Resources
10.b.1. Quarterly Report on Williams Uniform Complaints
Recommended Motion:
The Board will receive the first Quarterly Report on Williams Uniform Complaints for the period beginning July 2020 and ending September 2020.  There were no complaints that were received in this time period. 
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office.  The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
