NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE

As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be conducted via Zoom: Click Here. Spanish simultaneous interpretation is available via the Zoom platform. Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on March 18, 2021.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

10.b.1. Ratify Agreement – Ram Plumbing Heating & Air, Inc.– McAuliffe Elementary School
Recommended Motion:
Ratify agreement between Ram Plumbing Heating & Air, Inc. and Alvord Unified School District to perform repairs of a gas leak at McAuliffe Elementary School, effective February 18, 2021, through June 30, 2021. 
Rationale:
Ram Plumbing was contacted to repair a gas leak. Based on the condition of the gas pipes it was determined that it needed to be replaced. Ram Plumbing Heating & Air, Inc. has been providing their services to the District for many years and has proven to be a reliable and trusted vendor.

Board approval of this item will allow Ram Plumbing Heating & Air, Inc. to proceed with services.

Contract Template III Agreement will be used for this agreement, which was Board Approved on August 20, 2020.

10.b.2. Amend Agreement – New Dimension General Construction – District-Wide
Recommended Motion:
Amend agreement between New Dimension General Construction and Alvord Unified School District to perform structural repairs and/or abatement of hazardous materials throughout the district, effective March 19, 2021 through June 30, 2021. 
Rationale:
On June 11, 2020 the Board approved an agreement for New Dimension General Construction (item 9.b.14 for $90,000) structural repairs and/or abatement of hazardous materials throughout the district. An amendment to increase the contract is necessary and will allow New Dimension General Construction to continue providing these services for the remainder of the school year.  

FISCAL IMPACT:  Increase $30,000.00 (Deferred Maintenance)

 
10.b.3. Approve Agreement – FC & Sons Roofing, Inc. – Zack Earp Stadium Restroom Portable
Recommended Motion:
Approve agreement between FC & Sons Roofing, Inc. and Alvord Unified School District to perform restroom roof repairs at Zack Earp Stadium, effective March 19, 2021, through June 30, 2021. 
Rationale:
Due to the high winds on February 25, 2021, a large portion of the cap sheet of the portable roof blew off exposing the plywood.  Staff contacted the district’s on-call roofing contractor; FC & Sons Roofing, Inc. to inspect the damages to the roof.  They secured pieces that are loose and covered the roof with plastic in anticipation of the upcoming rain.

FC & Sons will repair the affected areas of the roof.  They have provided these types of services for the district in the past and have proven to be a reliable vendor. The District is pursuing reimbursement through the insurance for this project. 

Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services.

10.b.4. Approve Agreement – New Dimension General Construction, Inc. – Foothill Elementary School
Recommended Motion:
Approve agreement between New Dimension General Construction, Inc. and Alvord Unified School District to perform building improvements and painting services at Foothill Elementary School, effective March 19, 2021 through June 30, 2021. 
Rationale:
Due to the age and condition of the exterior buildings at Foothill Elementary School, it is necessary to make the needed improvements to the exterior of all the buildings throughout the site to extend the useful life of the school.  Scope to include structural repairs, including repairing cracks in the exterior stucco and painting, windows properly sealed, pressure wash and prepare all surfaces for paint.  Additionally the Administration Building will have all of its windows abated and repaired. New Dimension has performed various projects throughout the District and has proven to be a reliable vendor.

Board approval of this item will allow New Dimension General Construction, Inc. to proceed with services.

Contract Template III Agreement will be used for this agreement, which was Board Approved on August 20, 2020.  

FISCAL IMPACT:  Not to exceed $220,000.00 (County School Facilities Fund)

 
10.b.5. Approve Agreement – West Coast Arborists, Inc. – Various Sites
Recommended Motion:
Approve agreement between West Coast Arborists, Inc. (WCA) and Alvord Unified School District, for tree maintenance and assessment services at Foothill Elementary School and Norte Vista High School, effective March 19, 2021 through June 30, 2021.  
Rationale:
Due to the upcoming projects at Foothill Elementary and Norte Vista High School several trees and landscape areas need to be cleared before work can be completed. 

Board approval of this item will allow West Coast Arborists, Inc. to proceed with services.

10.c.2. Amend Legal Services Agreement - Fagen, Friedman & Fulfrost, LLP
Recommended Motion:
Board approval is requested for an amendment to the Legal Services Agreement between Fagen, Friedman & Fulfrost, LLP and Alvord Unified School District, to provide legal services to the District through June 30, 2021.
Rationale:

This amendment is for an increase in the agreement for $90,000 to cover additional legal services.  On June 11, 2020 the Board approved an agreement for Fagen, Friedman & Fulfrost, LLP (Item 9.c.22.) to provide specialized services and legal advice to the district for administrative, discipline, personnel matters, litigations and settlement agreements.  This amendment to increase the contract shall provide additional funds through June 30, 2021.

Board approval of this item will allow Fagen, Friedman & Fulfrost, LLP to proceed with providing legal services.

FISCAL IMPACT:  Increase of $90,000 (General Fund/Unrestricted)

Recommended Motion:

Recommended Motion:
Staff recommends the acceptance of Gifts & Donations to various school sites and programs of the Alvord Unified School District in the amount of $2,290.08 for the period February 1, 2021, thru February 28, 2021.

Recommended Motion:
Receive Report of Receipts for February 1, 2021, thru February 28, 2021, in the amount of $345,225.29. This amount includes routine deposits for reimbursements, health and welfare contributions, donations and grant funds received. 
Rationale:

The Report of Receipts reflects monies received, which includes deposits for reimbursements, health and welfare contributions, donations and grant funds received. 

These funds when received, are applied to the appropriate financial accounts. They are then deposited into the district’s Cash Clearing Bank Account and a check is written to the Riverside County Office of Education for deposit to the Galaxy Financial System.  A sequential number is assigned to each receipt and once the checks have cleared through the bank account, the items are posted to the financial accounts.

The enclosed financial report is the monthly update of the district’s Report of Receipts for February 2021.

10.d.1. Ratify Memorandum of Understanding – La Sierra University Enactus, eLibrary Drives
Recommended Motion:
Board approval is requested for the ratification of the Memorandum of Understanding (MOU) between La Sierra University Enactus and Alvord Unified School District to govern the gift of eLibrary drives made to the District by the University. The term of the MOU is March 5, 2021 through March 3, 2022.
Rationale:
La Sierra University Enactus is a community of students applying business concepts learned in the classroom to develop outreach programs that improve the standard of living for people in need as well as address problems facing the world today.  In partnership with the District, La Sierra University Enactus will provide to the District, free of charge, two hundred (200) eLibrary drives containing Spanish content that includes CK-12, Khan Academy, and Wikipedia.  These drives will help students study without the need of internet access.  

Under the terms of this memorandum, La Sierra University Enactus will survey students that receive these drives to measure the effectiveness of the eLibrary and will provide weekly updates of these surveys to the District.  Student identities on the surveys will be completely anonymous.  

Board ratification of this MOU will make it possible for students in the Alvord Unified School District to receive eLibrary drives from La Sierra University Enactus and participate in their program.

10.d.2. Amend Agreement - Riverside County Superintendent of Schools Contract No. IN60074 AT (Assistive Technology Services)
Recommended Motion:
Board approval is requested to amend the amount of the agreement with the Riverside County Office of Education for Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2020-2021 school year.  
Rationale:
Assistive technology (AT) is a device and/or service that is determined by an Individualized Education Program (IEP) team, necessary to provide a student with educationally relevant access to a Free and Appropriate Education (FAPE) in a Least Restrictive Environment (LRE), in accordance with the Individuals with Disabilities Education Act *IDEA), 2004.

The Riverside County Office of Education (RCOE) is now offering Assistive Technology (AT) services to LEAs (Local Educational Agency). Services include AT assessments, attendance at IEP meetings to present results, trainings/presentations and assistive technology services.  The original fiscal impact recommendation was based upon the estimated number of students that would need assessment and services during the 2020-2021 school year.  A review of the number of students already assessed and services required once assessment has been completed, has determined a need to increase the amount of the agreement for the rest of the school year.

Board amendment of this item will allow an increase to the estimated cost for RCOE to provide Assistive Technology services for Alvord Unified School District for the 2020-2021 school year.

RCOE IN60074 Assistive Technology Contract
10.d.3. Amend Agreement – Harcourt Outlines, Inc., La Sierra High School
Recommended Motion:
Board approval is requested for the amendment of the professional services agreement between Harcourt Outlines, Inc. and Alvord Unified School District, to furnish and install custom window graphics for the windows of the La Sierra High School front office building.  This agreement is effective January 22, 2021 – June 30, 2021. 
Rationale:
La Sierra High School would like to purchase and install custom window graphics for the front office windows to promote school spirit and enhance the aesthetics of the building.  The one-way visible film may also provide energy savings and improve safety.  The original agreement was approved on January 21, 2021 under item 8.d.8.  This amendment would increase the fiscal impact from $1,735.08 to $1,884.83 to include tax and freight.

Board approval of this amendment would allow La Sierra High School to purchase and install custom window graphics on the windows of the front office building.

Agreement 2020 Non-Construction Template, which was Board approved on August 20, 2020 will be used for this agreement.

10.d.4. Amend Agreement - PresenceLearning, Inc. Service Order for Speech Assessments
Recommended Motion:
Board approval is requested for the amendment of the PresenceLearning, Inc. Service Order for Speech Assessments. The original agreement was effective from September 10, 2020 through December 31, 2020 and not to exceed $45,000.00.
Rationale:
The Special Education Speech/Language Pathologist Team determined there was a need for assistance in completing the assessments that were postponed due to the COVID-19 School Closure and the State/County mandated ban in-person instruction and assessment.

The Speech/Language Pathologists have over 100 initial and triennial assessments that were postponed between March 13, 2020 and August 2020.  They also have current assessments and services to be provided with the start of school.

We are requesting to amend the original agreement to extend the end date until March 26, 2021 and increase the amount of the agreement by $15,000.00.

PresenceLearning was able to provide speech/language assessment through contracted service providers to assist with the overdue initial and triennial assessments.  Availability and scheduling with families did not allow for a few of the assessments to be completed prior to December 31, 2020.  Repeated scheduling also took more of the assessors’ time, which made for billing over the amount initially estimated. 

Board approval of this item will allow amendment to the original agreement with PresenceLearning to increase the amount and extend the end date.

10.d.5. Approve Riverside County Superintendent of Schools Agreement IN60314 - CTE Instructor Extra-Duty Hours, La Sierra High School
Recommended Motion:
Board approval is requested for the agreement between Riverside County Superintendent of Schools and Alvord Unified School District for extra duty hours for Kathy Thompson to attend Heath Academy events and meetings for La Sierra High School during the 2020-2021 school year.
Rationale:

The maximum hours worked under the agreement is not to exceed 5 hours during the 2020-2021 school year.

ROP teachers cannot be paid off a personnel action form and must have a contract for the additional hours.

This agreement was received from Riverside County Superintendent of Schools on February 26, 2021.

Fiscal Impact: $351.89 (Site Discretionary Funds)

10.d.6. Professional Services Agreement – Wenger Corporation
Recommended Motion:
Board approval is requested for a Professional Services Agreement between Wenger Corporation and Alvord Unified School District for the purchase and installation of new Signature 3-Step Choral Risers at seven elementary sites. The term of this agreement would be March 19, 2021 through June 30, 2021. 
Rationale:
As AUSD continues to grow in music education at the elementary level, risers will ensure music standards of performance are appropriately mastered. Risers are being requested for school sites who do not currently have a set on site.

Recommended Motion:
Board approval is requested for a professional services agreement between Harcourt Outlines, Inc. and Alvord Unified School District, to furnish and install custom window graphics for the windows of the Promenade Elementary School front office building.  This agreement would be effective March 19, 2021 – June 30, 2021. 
Rationale:
Promenade Elementary School would like to purchase and install custom window graphics for the front office windows to promote school spirit and enhance the aesthetics of the building.  The one-way visible film may also provide energy savings and improve safety.

Board approval of this agreement would allow Promenade Elementary School to purchase and install custom window graphics on the windows of the front office building.

Recommended Motion:
Board approval is requested for an agreement between Literacy Partners and Alvord Unified School District to provide Professional Development for Arlanza Elementary Staff. The terms of this agreement would be from March 19, 2021 through June 30, 2021.
Rationale:
Readers and Writers Workshop has been identified as an evidence-based instructional system that supports a balanced literacy approach. Arlanza has been a school that has been working diligently to implement this instructional system over the past five years. Teachers have put into practice various strategies that stem from the Workshop model including mini-lessons, read aloud, shared reading, phonics instruction, and small group instruction that address the Common Core State Standards. The Literacy Partners group will support Arlanza teachers by designing tailored professional development that are aligned with the goal of improving student needs in the areas of reading, writing, and phonics at grades K-2. 

Literacy Partners will provide a trainer to deliver a “Workshop Reboot” professional development at Arlanza Elementary School. Workshop Reboot includes two days of virtual Professional Learning trainings and 3 full days at the beginning of the summer to certificated staff. The trainer will model and teach strategies that use the unit of study kits to set goals for their units, plan teaching points (objectives), develop anchor charts, review resources, watch modeled lessons, review data, and plan student celebrations in writing. Students will benefit immediately after the training, as many teachers will be able to practice these strategies immediately after receiving the training with students during the Summer Academy. 

Board approval of this agreement with Literacy Partners will provide training focused on improving and sustaining a high academic instructional program and provide tools and resources to support teachers in offering students targeted reading and writing instruction. The professional development is intended to occur virtually during the 2020-2021 school year.

Recommended Motion:

Board approval is requested for the agreement between Tiburon Telecommunications Inc. and Alvord Unified School District for low voltage service, inspection and repairs at designated school sites throughout the District effective March 19, 2021 through June 30, 2021.

Rationale:

Throughout the school year, there is a need for repairs or projects that require work with low voltage outlets and cabling. Often times these repairs involve the connections for audio/video and computer equipment used in the classroom. It is necessary to have a vendor agreement setup to perform these repairs in a timely manner in order to maintain a productive learning environment. Request for repairs will be based on initial evaluation by Information Technology Computer Technicians.

Board approval is requested for the service agreement between Ellevation Education and Alvord Unified School District to provide teachers at Valley View, Terrace, Alvord Continuation High School, and Alvord Alternative Continuation High School, a bank of best-practice instructional activities for English Learners (EL) and Dual Language Immersion (DLI) students to increase language proficiency. The term of this agreement would be April 1, 2021 through March 31, 2022.

Rationale:

Ellevation Strategies includes research-based instructional strategies for classroom teachers to help them meet the needs of our current and former English Learners, as well as DLI students. Strategies is an easy-to-use tool that allows teachers of any grade or subject area to easily integrate language activities into existing lesson plans and curriculum. Embedded within each activity are data-driven differentiation ideas and student groupings. The DLI component will also provide activities to develop student cultural competency and biliteracy. By providing purposeful opportunities throughout a lesson for students to read, write, listen, and speak, Ellevation Strategies ensures students build language proficiency and access rigorous grade-level content at the same time.

This item is brought forth for approval due to the need to provide teachers of EL and DLI students research-based activities to use during instruction to better develop language proficiency while teaching core content.

The term of this agreement will begin on April 1, 2021 and extend through March 31, 2022. Implementation and training costs within the proposal are only for the first year. Future renewal will just be the subscription.

Board approval of this agreement will allow the Alvord Unified School District to onboard Ellevation Education: Strategies.

Recommended Motion:

Board approval is requested for the agreement between Ellevation Education and Alvord Unified School District to centralize English Learner (EL) program management into one digital platform. The term of this agreement would be April 1, 2021 through March 31, 2024.

Rationale:

Ellevation Education provides district administration, school leaders, and classroom teachers with targeted data analytics for English Learners as well as digital workflow tools for our EL program. With a platform focused solely on English Learners, our administrators and teachers will be able to monitor, intervene, collaborate, and report on the academic and language success of our ELs. Ellevation will enable all of our Long Term English Learners and Reclassified Fluent English Proficient students to be qualitatively and quantitatively monitored at both the site and district level. It will also streamline our reclassification and parent letter process to be more user-friendly and inclusive to our EL teams and families.

Under this agreement, Ellevation Education will provide to the District, software license to the Ellevation Platform: multi-point, actionable data portal for target groupings; intervention planning for ELs, LTELs, and RFEPs; streamlined, comprehensive monitoring and reclassification; parent notification letters; progress reports; district alignment and collaboration; initial setup and configuration; virtual implementation training for District staff; and ongoing dedicated support.

The term of this agreement will begin on April 1, 2021, with set up and implementation that would extend through March 31, 2024. Implementation and training fees within the proposal are only for the first year. Renewal costs will just be the subscription.

This item is brought forth for approval due to the need to streamline time-consuming processes for the EL and Assessment teams, as well as the need to better monitor and support English Learners systematically across the Alvord Unified School District.

Board approval of this agreement will allow the Alvord Unified School District to onboard Ellevation Education.

Board approval of the agreement with California State Polytechnic University, Pomona will provide student teaching and internship opportunities for students enrolled in the educational programs.  An Internship Credential authorizes the same service at the same level as the Preliminary Credential with some exceptions.  The Internship Credential is only valid in one school district or consortium under the preconditions established by State law.

The term of the agreement is from July 1, 2020 to June 30, 2023.

Board approval is requested for adoption of Resolution No. 41 in support of a waiver request on statewide assessments. 
Rationale:

In 2020, state/federal testing was waived after schools closed in March 2020. On March 16, the State Board of Education debated a waiver for 2021. Alvord previously joined the Riverside County Office of Education and many Riverside County school districts and other districts, organizations, and prominent leaders around the state, including United States Congressman and La Sierra High School graduate Mark Takano, representing the 41st Congressional District of California, in formally opposing the state/federal testing requirement. The primary reasons we opposed this form of testing are the lack of validity of the test data, the difficulties of testing students learning from home, the harmful effects of high-stakes testing on students' well-being, and the significant amount of time testing would take away from in-person instruction once we reopen on March 22. Resolution 41, opposing state/federal testing, memorializes the District’s position.

Rationale:
Staff has determined it is in the best interest of the district to use Computer Discount Warehouse Government (CDWG) LLC pursuant to the Irvine Unified School District Bid No. 19/20-01, valid through December 31, 2021. This piggyback cooperative agreement covers the procurement of technology equipment and supplies as specified under the terms and conditions of the contract awarded by Irvine Unified School District.

Recommended Motion:
Board approval is requested for the annual adoption of Resolution No. 43 authorizing the encumbrance of funds from the 2021-2022 proposed budget prior to July 1, 2021.  This allows purchase orders to be issued in numerical sequence by the automatic purchase order system prior to July 1 for certain circumstances where there are requirements for items or services immediately after the beginning of the fiscal year.
Rationale:

Adoption of a resolution to encumber funds is an annual occurrence required by the Riverside County Office of Education in order to provide protection from legal issues for both governing board members and school district officials who authorize the encumbrance of funds for the next school year prior to the adoption of the districts budget.

RCOE will only allow districts to encumber funds in the next fiscal year if the governing board adopts a resolution.  Resolution No. 43 follows the format required and allows staff the ability to issue purchase orders and contracts in numeric sequence prior to July 1, 2021 for the following school year.

Rationale:
Public notice was posted ten (10) days prior to this public hearing in order to give interested parties an opportunity to review the proposed tentative agreement between the District and AEA.  This Public Hearing is for the purpose of receiving input from the public regarding the tentative agreement, its provisions and economic impact on the District.

Recommended Motion:
Board approval is requested for the Memorandum of Understanding between Alvord Unified School District and the Alvord Educators’ Association.  The agreement was reached on November 30, 2020.  The MOU provides certificated bargaining unit members with a one-time retirement bonus of $25,000. 
Rationale:
To minimize the impact of declining enrollment the District has agreed to offer a one-time monetary incentive of $25,000 for retirement.  Employees must submit their written irrevocable resignation no later than February 26, 2021 and have an effective retirement date no later than June 30, 2021.

California school districts are required to disclose the fiscal impact of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to provide input prior to ratification by the Board.

The savings from the elimination of this position will be used to create a Director III, Fiscal Services position to assist the Chief Business Officer with the daily operation of the department.

Recommended Motion:
Board Approval is requested for the addition of one Director III, Fiscal Services position for the Business Services Department.  
Rationale:
Currently the Business Services Department is overseen by the Chief Business Officer (CBO) and supported by the Director I, Budget and Finance.  The Director I, Budget and Finance position does not fit the current needs of the department and will be eliminated and replaced with a Director III, Fiscal Services position.  The Director III will be operationally in charge of the Business Services Department when the CBO is not available. Board approval of the new position will allow for the leadership and expertise needed to lead the Fiscal Services Department.   

In order to ensure there is no additional fiscal impact to the district, the Business Services department has made ongoing departmental budget reductions as well as reductions in consulting fees and contracts in the amount of $41,500.00. The $206,750.00 savings from the elimination of the Director I, Budget and Finance position will also be used to offset the cost of adding the Director III, Fiscal Services position. Based on the combination of ongoing department budget reductions and the elimination of the Director I, Budget and Finance position, the ending result is a savings to the General Fund in the amount of $12,500.00.
