NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE Due to current COVID restrictions, members of the public will participate via Zoom. Board Members and staff will be physically present. As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The City of Riverside will provide technical services to Alvord USD to facilitate the live streaming of all of the 4 high school graduation ceremonies for the 2020-2021 school year. The ceremonies will be live streamed using YouTube LIVE and other district sponsored social media platforms. The City of Riverside will supply Alvord USD with a digital copy of each ceremony at the conclusion of the final graduation ceremony.

Board approval is requested for the ratification of the agreement between the Bosch Community Fund Foundation and Alvord Unified School District for acceptance of terms of the grant to be awarded to the Hillcrest High School Eco Race Team. The term of the agreement is December 31, 2020 through December 31, 2021. |
The Bosch Community Fund Foundation would like to grant the Hillcrest Eco Race Team $25,038.00 to support associated team costs.
The Bosch Grant would be used to support the team’s SEMA Urban Concept Vehicle Design Team. This team first began at Hillcrest High School last school year and will be further developed into a design team once we return from the pandemic. Primarily made up of students in Year 3 and 4 of our CADD program and the Engineering Club, this team competes in the Shell Eco-Marathon Americas competition, which is an international college and high school engineering competition where students design race vehicles in a variety of propulsion source categories, while focusing on efficiency, technical ability and safety requirements.
In the initial two years of the CADD program at Hillcrest High School, students have been presented with increasingly challenging real-world problems to solve through CADD design and 3D printing. These challenges begin Year 1 with a simple desktop caddy, then progress to the creation of Lego-style toys, and comes to a summative end during Year 2 with the design of a functional V8 engine. Each project is designed to build both design and collaborative skills as students progress to the SEMA Urban Concept Vehicle competition during Year 3 and 4 of our program. The Bosch grant will allow students in Year 1 and 2 to have access to electronics from which to expand existing projects. For our Year 3 and 4 students, who will begin working on the SEMA vehicle build project, the Bosch grant will allow this team to purchase several complete sets of electronics needed for the development and manufacturing of both current and future vehicles..
Board ratification of this agreement will make it possible for Hillcrest High School to accept this grant from the Bosch Community Fund Foundation in support of their Eco Race Team.

Board approval is requested for the ratification of the agreement between SOS Entertainment and Alvord Unified School District for DJ services at Hillcrest and La Sierra High School’s 2021 Senior Sunset/Movie Night on Thursday, May 7, 2021 and May 13, 2021. |
Hillcrest High School and La Sierra High School would like to hold its annual Senior Sunset/Movie Night on Thursday, May 13, 2021 at Hillcrest High School and Friday, May 7, 2021 at La Sierra High School. Under this agreement, SOS Entertainment shall provide a DJ package service consisting of a movie screen and projector, sound, and lighting for this event.
These agreements are being brought forth as a ratification due to the timing of the event and the requirement for payment prior to the event date.
Board ratification of these agreements would allow SOS Entertainment to provide DJ package services at the 2021 Hillcrest High School Senior Sunset/Movie Night on Thursday, May 13, 2021 and La Sierra High School on Friday, May 7, 2021.

Board approval is requested to amend the client staffing agreement between Pioneer Healthcare Services, LLC and Alvord Unified School District to increase the total amount of the agreement. This agreement allows Pioneer Healthcare to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP). |
The District does not have substitutes readily available for long-term absences of School Psychologists or Speech/Language Pathologists. The Special Education Department initially contracted with Pioneer Healthcare Services for a Speech/Language Pathologist Assistant during the first semester of the 20-21 school year. Two District School Psychologists have since gone on leave. These two leave requests in the second semester of the 2020-2021 school year resulted in the need for two contracted School Psychologists. Pioneer Healthcare Services was able to provide the required contractors, but will result in a shortfall to the original contract amount.
Board approval is requested to amend the client staffing agreement with Pioneer Healthcare Services, LLC to increase the amount of the agreement for the 2020-2021 school year. This will allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while still in the process of recruitment of new staff or during long-term absences.

Board approval is requested to amend the independent contractor agreement between Galaxy Speech Care, LLC and Alvord Unified School District to increase the amount of the agreement. Galaxy Speech Care provides Speech-Language Pathologists and Speech Language Pathology Assistant contractors to provide therapy services, attend Individualized Education Program (IEP) meetings and/or complete assessments for special needs students as required by their Individualized Education Program (IEP). |
Board ratification was granted at the August 20, 2020 Board Meeting for an independent contractor agreement between Galaxy Speech Care, LLC and Alvord Unified School District to provide contract Speech-Language Therapy services for the 2020-2021 school year.
Galaxy Speech Care, LLC provided an experienced and licensed Speech-Language Pathologist Assistant to provide speech therapy to students experiencing Learning Loss, and support the Districts’ Speech Therapists with caseloads past contract limits. The services of this Speech-Language Pathologist Assistant were to end on December 18, 2020; however, there was a continuing need through the middle of March 2021. This created the need to increase the amount of the contract.
Board approval to increase the amount of the agreement will allow the Special Education Department to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP).

Board approval is requested for Agreement C1008149 between Riverside County Superintendent of Schools and Alvord Unified School District for the partial reimbursement of expenses related to homeless students for the 2020-2021 school year. |
The Education for Homeless Children and Youth grant funding provided by the California Department of Education through the Riverside County Superintendent of Schools, will partially reimburse Alvord Unified School District for expenses used to assist in keeping homeless students attending school on a regular basis. McKinney-Vento Act eligible students may receive assistance with transportation costs such as bus passes or gas vouchers, school supplies, hygiene items, and supplemental education services.
The grant funding will provide an amount not to exceed $2880.00 (based on the 2019-20 California Longitudinal Pupil Achievement Data System(CALPADS) homeless count.) for the purchase of services or resources for students regarded as homeless such as transportation, supplies, hygiene items or supplemental educational services. Board approval of Agreement C1008149 will allow Alvord Unified School District to receive partial reimbursement of costs related to supporting homeless students for the 2020-21 school year. This agreement would allow Robin Luther to provide extended learning opportunities for students in the Film Production 2 courses at Norte Vista High School, after the school day. Students would be able to put into practice what they have learned by filming and photographing after school extracurricular activities. Robin Luther would be able to work up to 15 extra duty hours. Board approval is requested for an agreement between Turnitin, LLC and Alvord Unified School District for a license agreement effective July 1, 2021 through June 30, 2022. |
Turnitin offers an online platform that allows schools to check student work for possible textual matches against Internet available resources and their own proprietary database. This service protects and promotes academic integrity and helps teachers detect and prevent plagiarism as well as serving as a tool for educating students about the appropriate use of sources, paraphrasing, over-quoting, and citing.
Under this agreement, Turnitin would provide access to their platform to teachers at Hillcrest, La Sierra, and Norte Vista high schools and provide a virtual training session for staff.
Board approval of this agreement would make it possible for district high schools to access Turnitin’s online platform during the 2021-2022 school year.

Board approval is requested for a professional services agreement between Alvord Unified School District and Boss Graphics for graphics design and painting services at Orrenmaa Elementary School. This agreement would be effective May 7, 2021 through June 30, 2021. |
The wall mural in the front of Orrenmaa Elementary will enhance the restoration of the old mural and be welcoming to the school community. Boss Graphics will design and paint “Owls” with various owls sitting in a tree image on plywood and cut the mold and mount to the brick building. By mounting the design in this way, Boss Graphics will be preserving the original brick beauty. Boss Graphics will also restore the original aluminum letters that read “Allen J. Orrenmaa School” from faded black to white; thus creating a 3-D effect with the mounted graphic design. This mural will have be inviting to students and families as well as beautify the school.

Board approval is requested for a professional services agreement between Interquest Detection Canines of San Diego and Alvord Unified School District to provide substance awareness and detection services from July 1, 2020 through June 30, 2021.

Alvord Unified School District has utilized the detection canines as part of its comprehensive drug, alcohol, and violence reduction program for many years. The canines arrive randomly at high schools and middle schools to provide inspection and detection services according to the established protocol. The detection service is viewed positively by the administration, staff and students, with reports that having the service lowers the amount of drugs and alcohol brought onto school grounds.
Board approval of this agreement will allow Interquest Detection Canines of San Diego to provide up to twenty four full day, multi-site visits during the 2021-2022 school year.

Mr. Mila de la Roca has tuned pianos in Alvord USD for the past several years. He is knowledgeable in his craft and has been able to repair some of our most aging pianos, giving us many more years of use.

Board approval is requested for three agreements between Blue Frame Technology, LLC and Alvord Unified School District for extension of the current live stream agreements through the 2021-2022 school year. |
Blue Frame Technology offers a complete streaming solution for athletic programs to make it easy for parents and recruiters to watch athletes play from any device. The need to live stream athletic events has been a benefit for school districts during the Covid-19 pandemic when spectators have been limited at athletic events.
Alvord Unified School District entered into agreements with Blue Frame Technology for Hillcrest, La Sierra, and Norte Vista high schools during the 2020-2021 school year for live streaming services. Under this new agreement, Blue Frame Technology would extend their services at a discounted rate of $300.00 per school through June 30, 2022. The standard rate for this service is $1500.00 per school per year. Blue Frame Technology is able to offer this discounted rate due to the current agreements having been entered into late in this school year.
Board approval of these agreements would make it possible Athletic Departments in Alvord Unified School District high schools to continue to live stream their events during the 2021-2022 school year.

Board approval is requested for an agreement between Community Now and Alvord Unified School District for the Coaching for Cultural Success program. The term of the agreement is June 1, 2021 through September 30, 2021. |
Under this agreement, Community Now will provide AUSD Management personnel with a multi-tiered approach as well as one-on-one coaching to improve life skills. Community Now will also provide emotional intelligence supports and develop a peer-to-peer program to develop an internal coping system. This can be used to support mental wellness, increase student and teacher retention, reduce student discipline, and improve student academic achievement.

Board approval is requested for a professional services agreement between Creative Brain Learning, LLC., and Alvord Unified School District to provide supervision and instructional support to Expanded Learning Programs during the Summer Academy effective June 1, 2021 through July 15, 2021. |
Expanded Learning currently has a contract with Creative Brain Learning, LLC to provide services for the Summer Academy at the 14 elementary and middle school programs with ASES grant funded programs through June 30, 2021. It is recommended that Creative Brain Learning, LLC provide services for the 4 elementary and middle programs, not funded by the ASES grant, during June 2021 and at all 18 Summer Academy programs during July 2021.
Board approval will allow Creative Brain Learning, LLC to continue to provide the necessary services for Expanded Learning Through July 15, 2021.

Board approval is requested to amend the Memorandum of Understanding between the Riverside County Superintendent of Schools and Alvord Unified School District, to participate in the California Classified to Classroom – Pipeline to Teaching Grant Program. |
On May 24, 2014, Alvord Unified School District entered into a Memorandum Of Understanding with the Riverside County Superintendent of Schools to participate in the California Classified to Classroom – Pipeline to Teaching Grant Program from 2016 to 2021. The Superintendent’s Consortium grant is intended to recruit and support the development of a diverse teaching force that aligns to the demographics of the communities we serve. This program provides an important opportunity to prepare our local classified staff to enter the teaching profession.
Board approval will allow the agreement to be amended to increase the amount of reimbursable program related expenditures which occurred in the 2020-2021 school year up to $800 ($400 each for two participants). There is no fiscal impact to the district.

If the Board desires further revisions, these Board Policies and Administrative Regulations will be brought back to the May 20, 2021 Board Meeting for a second reading and approval.

Board approval is requested for adoption of Resolution No. 52- an annual resolution for Teacher Assignment/Misassignment Monitoring allowing legal provisions authorizing staff to teach in their current 2020-2021 school year assignments. |
In 1989, Senate Bill 435 was passed, which requires that all California school districts annually review the credential authorizations for their certificated employees. This is commonly referred to as “assignment/misassignment monitoring.” Furthermore, Education Code §44258.9 requires county superintendents of schools in turn to monitor school districts to ensure that there are no teacher assignments outside the authorization of the teachers’ credentials.
The District must ensure that all certificated staff are assigned appropriately. District staff work with Principals to review all master schedules and compare assignments to the credentials of the individual in place. When there is an assignment for which there is no specific credential authorization, or when the employee has talents not evidenced by his or her credential, Education code allows assignment options that will permit the services. There are prerequisites that the credential holder must have completed in order to qualify for an assignment option. These assignment options require that the employee provide written consent that he or she agrees to the assignment, and the Board approves a resolution to permit these alternative authorizations.
In Alvord Unified School District there are five basis scenarios under which we utilize assignment options. The District uses the options in the following ways:
1. Education code 44256(b) is used when a multiple subject teacher is assigned to a departmentalized classroom. 2. Education code 44258.7 is used when a teacher who holds a credential other than physical education is teaching a sports physical education class. 3. Education code 44263 is used when a teacher who holds any credential is teaching in a departmentalized setting for which they are qualified for. 4. Education code 44865 is used to allow any credentialed teacher to teach in a specialized setting such as home and hospital or continuation school. 5. Education code 44265.1 is used to allow a teacher who holds an education specialist credential that authorizes him or her to provide instruction to individuals with mild and moderate disabilities to provide instruction to pupils with autism.
The District has verified that assignment options used during the 2020-2021 school year are appropriate, and that the conditions required by law have been met. Approval of Resolution No. 52 will allow those identified teachers to remain in their current 2020-2021 school year assignments.

In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records. |
After the public has had the opportunity to express itself, the public school employer shall, at a meeting which is open to the public, adopt its initial proposal.
Meeting and negotiating shall not take place on any proposal until a reasonable time has elapsed after the submission of the proposal to enable the public to become informed and the public has the opportunity to express itself regarding the proposal at a meeting of the public school employer. |
