NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE

Due to current COVID restrictions, members of the public will participate via Zoom. Board Members and staff will be physically present. 

As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on May 20, 2021.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

10.b.1. Ratify Agreement – New Dimension General Construction – Promenade Elementary School
Recommended Motion:

Ratify agreement between New Dimension General Construction and Alvord Unified School District for the emergency repairs of the bathrooms in the Administration building at Promenade Elementary School effective May 4, 2021 through June 30, 2021.

Rationale:

The subfloor in one of the restrooms in the Administration building was discovered to have a sag behind the toilet due to dry rot in the structural supports of the building.  New Dimension was called out to assess and perform the necessary structural repairs.  The painting will be performed by our painting staff.

New Dimension has performed these types of repairs for the district in the past and has proven to be a reliable vendor.

Board approval of this item will allow New Dimension General Construction to proceed with services.

FISCAL IMPACT: Not to exceed $11,000.00 (Deferred Maintenance)

 
10.b.2. Ratify Agreement - ServPro – Loma Vista Middle School
Recommended Motion:
Ratify agreement between ServPro and Alvord Unified School District for emergency cleanup at Loma Vista Middle School, effective May 6, 2021 through June 30, 2021. 
Rationale:

On May 6, 2021 the drains backed up causing sewage to spill into the parking lot at Loma Vista Middle School that required emergency cleanup services. ServPro responded immediately and performed the cleanup to district standards.

FISCAL IMPACT: $2,000.00 (Deferred Maintenance)

10.b.3. Renew Agreement – AirSlate, Inc. (formerly SignNow & PDF Fillers) - District-Wide
Recommended Motion:
Renew renewal of license subscription between AirSlate, Inc. (formerly Sign Now & PDF Fillers) and Alvord Unified School District for the SignNow program, a web-based digital signature solution, effective July 1, 2021 through June 30, 2022.  This expenditure will be included in the 2021-2022 budget.
Rationale:
This product has eliminated the manual process and the associated paperwork. The AirSlate, Inc. provides certified digital signatures and is highly secure.

Below are some key features and benefits of AirSlate, Inc.

• Reduction of paper and copy
• Easy and affordable solution to automate approvals among parents, teachers, vendors and school administrators
• Automatically track, store, and manage signed documents
• Keep and track communications with legally enforceable audit trail that log events and actions taken by participants

Board approval of this item will allow AirSlate, Inc. to continue with providing us the use of the program.

10.b.4. Renew Maintenance Service Agreement – Konica Minolta Business Solutions U.S.A., Inc. – District-Wide
Recommended Motion:
Renew maintenance service agreement between Konica Minolta Business Solutions U.S.A, Inc. and Alvord Unified School District for the maintenance service and repair of copiers District-wide, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget, this is year 5 of a 5-year agreement.
Rationale:
Konica Minolta provides maintenance copier service, usage, supplies (toner and staples) and replacement parts to all of our sites. Konica Minolta has been a valued business partner with Alvord Unified School District for over 17 years. They are in the industry for imaging equipment and has proven to be a reliable vendor.  

Board approval of the Annual Maintenance Contract with Konica Minolta will allow them to continue providing maintenance, of copy machines as needed.

FISCAL IMPACT:  Not to Exceed $250,000.00 (General Fund/Unrestricted)

 
10.b.5. Approve Agreement - Athletic Field Specialists, Inc. – Various Sites
Recommended Motion:
Approve agreement between Athletic Field Specialists, Inc. and Alvord Unified School District, for annual maintenance of sports fields at various sites, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. 
Rationale:
Annual service and maintenance of high school sports fields and stadium are necessary to maintain the integrity of the fields. Athletic Field Specialists, Inc. has provided these services to the district for over thirteen years and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year.

Board approval of this item will allow Athletic Field Specialists, Inc. to perform services as needed.

Contract Template III Agreement will be used, which was Board Approved on August 20, 2020.  

FISCAL IMPACT:  Not to exceed $90,000.00 (General Fund/Restricted-Maintenance)

 
10.b.6. Approve Agreement - California School Inspections, LLC - District-Wide
Recommended Motion:
Approve agreement between California School Inspections, LLC, (CSI) and Alvord Unified School District for inspections of each school facility in the District, for the State of California Facility Inspection Tool (FIT) reports, effective July 1, 2021 through December 30, 2021. This expenditure will be included in the 2021-2022 budget.
Rationale:

A CSI Inspector will conduct one visual inspection of each school to include photographs of the conditions, complete the FIT report and provide professional opinion as to whether each school is in good repair in accordance with the California Education Code (CEC) Section 17002(d) (1). 

Board approval of this item will allow California School Inspections, LLC to proceed with services.

FISCAL IMPACT: $8,450.00 (General Fund/Restricted-Maintenance)

10.b.7. Approve Agreement – Gilmore’s Backflow Testing and Services – District-Wide
Recommended Motion:
Approve agreement between Gilmore’s Backflow Testing and Services and Alvord Unified School District, to perform backflow testing and repairs throughout the District, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget.
Rationale:
Backflows at each site are required to be tested annually pursuant to California State Law Title 17 section 7584. A Riverside County Certified Back-flow Tester must complete the testing of this equipment and submit the results to City of Riverside and City of Corona. During testing, if repairs are required, this vendor is authorized to perform the repairs so that the district can remain in compliance. This agreement will be for the 2021-2022 school year.

Board approval of this item will allow Gilmore’s Backflow Testing and Services to perform needed services.

FISCAL IMPACT:  Not to exceed $150,000.00 (General Fund/Restricted-Maintenance)
 
10.b.8. Approve Agreement – Gilmore Landscape – District-Wide
Recommended Motion:
Approve agreement between Gilmore Landscape and Alvord Unified School District to perform hardscape, landscape, watershed, and major irrigation repairs districtwide, effective July 1, 2021 through June 30, 2022. This expenditure will be included 2021-2022 budget.
Rationale:
Various sites throughout the district are in need of hardscape landscaping and major irrigation repairs. Gilmore Landscape has performed these services for the District and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year.

Board approval of this item will allow Gilmore Landscape to continue providing these services.

FISCAL IMPACT:  Not to exceed $80,000.00 (General Fund/Restricted-Maintenance)
 
10.b.9. Approve Agreement – Samba Holdings, Inc. - District-Wide
Recommended Motion:
Approve agreement between Samba Holdings, Inc. and Alvord Unified School District to provide Driver Record Monitoring and reports, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget.
Rationale:

Samba Holdings, Inc. has proven to be a reliable vendor for over seven years in acquiring, processing and reporting critical driver information by correlating and analyzing motor vehicle records (MVRs) and other data sources, they identify driver risk and enable us to modify drivers’ behavior, reduce accidents and ensure compliance and lower costs. This agreement will be for the 2021-2022 school year. 

Board approval of this item will allow Samba Holding, Inc. to proceed with services.

FISCAL IMPACT: Not to Exceed $7,000.00 (General Fund/Unrestricted-Facilities)


 
10.b.10. Approve Agreement – Tom’s American Fire Safety – District-Wide
Recommended Motion:
Approve agreement between Tom’s American Fire Safety and Alvord Unified School District to perform annual service and maintenance of fire extinguishers throughout the District, effective July 1, 2021 through June 30, 2022.  This expenditure will be included in the 2021-2022 budget.
Rationale:
For safety purposes and County of Riverside requirements, Alvord Unified School District needs to perform annual inspections of all fire extinguishers and hoods throughout the District. Tom’s American Fire Safety has provided these services for over ten years.  This contract will be for the entire 2021-2022 school year.  

Contract Template III Agreement, will be used for this contract, which was Board Approved on August 20, 2020.

FISCAL IMPACT: Not to exceed $15,000.00 (General Fund/Unrestricted-Operations)

 
10.b.11. Approve Agreement – White House Sanitation – Various Sites
Recommended Motion:
Approve agreement between White House Sanitation and Alvord Unified School District for rental and servicing of portable toilets at Hillcrest, La Sierra and Norte Vista high schools, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget.
Rationale:

The three comprehensive high schools do not have toilet facilities to close proximity of the athletic fields. White House Sanitation has been able to provide portable toilets for these sites, and will continue to provide the portable toilets, maintenance and service for Alvord Unified School District.

Board approval of this item will allow White House Sanitation to continue providing these services.

FISCAL IMPACT: $13,000.00 (General Fund/Unrestricted-Athletics)

10.b.12. Approve Change Order – New Dimension General Construction – Foothill Elementary School
Recommended Motion:
Approve change order between New Dimension General Construction and Alvord Unified School District the paint the library to match the new paint colors for Foothill Elementary School, effective May 21, 2021 through December 20, 2021. 
Rationale:

The Board of Education approved a contract for New Dimension on March 18, 2021, to paint Foothill Elementary School with the exception of the library, the county building and the Head Start portables.  With the new colors of the school, it would be practical to paint the library as the same colors as the rest of the campus to preserve uniformity.

Board approval of this item will allow New Dimension General Construction to proceed with services.

FISCAL IMPACT: Not to exceed $7,000.00 (County Schools Facilities Fund)

10.c.3. Amend Contract – Refrigeration Control Company, Inc. – Child Nutrition Services – Various Sites
Recommended Motion:

Board approval is requested to amend the contract between Refrigeration Control Company, Inc. and Alvord Unified School District.

Rationale:

On June 11, 2020, the Board of Education approved a contract with Refrigeration Control Company, Inc. for $20,000.00, Item 9.c.12., for equipment repairs. Child Nutrition Services is requesting an amendment to increase the contract to maintain and repair CNS equipment at various sites through the end of 2020-2021.

Board approval of this item will amend the original fiscal impact of $20,000.00 by an increase of $5,000.00.

Recommended Motion:
Board approval is requested to amend the contract between Tempro Refrigeration Inc. and Alvord Unified School District.
Rationale:
On June 11, 2020, the Board of Education approved a contract with Tempro Refrigeration Inc. for $25,000.00, Item 9.c.13., for refrigeration maintenance and repairs.  Child Nutrition Services is requesting an amendment to increase the contract to maintain refrigeration systems at various sites through the end of 2020-2021.

Board approval of this item will amend the original fiscal impact of $25,000.00 by an increase of $5,000.00.

Contract Template III Agreement, Board Approved August 20, 2020, will be used.

10.c.5. Approve Agreement - Bay Actuarial Consultants
Recommended Motion:
Approve agreement between Bay Actuarial Consultants and Alvord Unified School District for actuarial consulting services to provide the June 30, 2021, Actuarial Valuation Report for the Workers’ Compensation Program.
Rationale:

Alvord Unified School District operates a Self-Insured Workers’ Compensation program for claims filed prior to July 1, 2016 and is required to obtain an annual actuarial study.  The actuarial study determines the ultimate exposure of the district’s workers’ compensation liabilities as of June 30, 2021.

The contract for annual actuarial analysis for the Self Insurance Liability Report using Workers’ Compensation claims data as of May 1, 2021 is being presented to the Board for approval.

FISCAL IMPACT:  $5,450.00  (Budgeted for in the Restricted Self-Insured Workers’ Compensation Fund)

Actuarial information is necessary for the district to comply with the requirements of Education Code 17566(d) and (e), which requires an evaluation of the future annual costs of the self-insurance benefits.  The actuarial study determines the ultimate exposure of the district's self-insurance program for retiree health benefits as of July 1, 2020.  This actuarial is required to be conducted every three years per Education Code.

Recommended Motion:
Board ratification is requested for a professional services agreement with Goodwill of Orange County DBA Assistive Technology Exchange Center and Alvord Unified School District for Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2020-2021 school year.  
Rationale:
Assistive technology (AT) is a device and/or service that is determined by an Individualized Education Program (IEP) team, necessary to provide a student with educationally relevant access to a Free and Appropriate Education (FAPE) in a Least Restrictive Environment (LRE), in accordance with the Individuals with Disabilities Education Act *IDEA), 2004.

Contracting with Goodwill of Orange County DBA Assistive Technology Exchange Center will allow Alvord optional vendors to provide the required assistive technology assessment and/or augmentative alternative communication assessment and recommendations for the appropriate devices in a timely manner.  

Goodwill Industries will also provide training for staff and parents in using assistive technology with the student as required by their individual education program (IEP).  

This provider meets the professional qualifications required and is within the fee range of other similar providers.  

Board ratification of this item will allow Goodwill of Orange County DBA Assistive Technology Exchange Center to provide Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2020-2021 school year.

Recommended Motion:
Board approval is requested for an amendment to contract C3012951 with the Riverside County Superintendent of Schools for Participation in the Center for Teacher Innovation Consortium Induction Program.  The amendment to the contract would increase the fiscal impact of the three-year agreement by $19,800.00.
Rationale:

The District has participated in the Center for Teacher Innovation (CTI) Consortium Induction Program, formally known as Beginning Teacher Support and Assessment (BTSA) for many years. CTI Induction provides activities and services for new teachers with a preliminary services credential to assist them to be successful in their first years of teaching and to provide formal support through the Formative Assessment for California Teachers (FACT) to achieve a clear credential.  Activities include trainings and follow-up in small groups or one-to-one, resource materials, reduced costs for university coursework, and help from experienced teachers as Reflective Coaches. 

RCOE Agreement IN50009 for induction program services was approved by the Board of Education on July 18, 2019 as Item 7.d.7. and then amended on May 28, 2020 under Item 7.d.2. to increase the contract by $47,000.00.

In the 2020-2021 school year, forty-eight (48) teachers participated in the program with two of those requiring RCOE reflective coaches.  The final cost for 2020-2021 exceeded the amount originally budgeted by $9,900.00.  This amendment is being brought forward to request an increase to the yearly budgeted amount from $90,000.00 in years 2 and 3 to an amount not to exceed $99,900.00 per year.

Board approval of this item will amend the three-year fiscal impact by an increase of $19,800.00.

Recommended Motion:
Board approval is requested for an amendment to the 2020-2021 contract C-3013200 for Clover Enterprises, Inc. to provide an additional month of athletic trainer services at high schools participating in playoffs during the month of June 2021.
Rationale:
Clover Enterprises, Inc. provides three full-time athletic trainers to service Hillcrest, La Sierra, and Norte Vista high schools at athletic events.  The athletic trainers assure the physical safety of the athletes during practice and home games.  The original agreement for the 2020-2021 school year was approved on June 25, 2020 under Item 8.d.10.  Under the original agreement, services were provided July 1, 2020 through May 30, 2021.  However, due to the CIF delay in the resumption of athletic events, playoffs of certain sports will be held in June and there will be a need for athletic trainers at those events.

Board approval of this amendment will allow Clover Enterprises, Inc. to provide an additional month of athletic trainer services for Alvord high schools participating in athletic events in the month of June 2021 as required by law.

Recommended Motion:
Board approval is requested for an amendment to the Professional Services Agreement between Creative Outdoor Advertising and Alvord Unified School District for maintenance of the banners at Norte Vista High School during the 2020-2021 school year.  The term of this agreement is July 6, 2020 through June 30, 2021.
Rationale:
This amendment is for an increase of $439.00 to the contract with Creative Outdoor Advertising to cover additional maintenance of school boulevard banners.  The original agreement was approved on August 20, 2020 under Item 7.d.18.  Extreme weather conditions have caused the boulevard banners to fall off the armatures more frequently.  This has resulted in a higher than normal need for maintenance. 

Board approval of this agreement will allow for the amendment of the agreement with Creative Outdoor Advertising to provide additional yearly maintenance of the banners.

Agreement 2020 Non-Construction Template, which was Board approved on August 20, 2020, will be used for this agreement.

Rationale:

ParentSquare is a communication platform that connects schools with families to improve student outcomes and school success.  The platform provides a safe way for school administrators and district staff to provide important communications and notices to parents.  ParentSquare supports multiple languages and allows schools to reach parents by app, email, text, voice-operated devices and a web portal.  School districts use ParentSquare to send alerts, report cards, attendance notices, permission slips and sign-up forms.

Under this agreement, Aeries Software, Inc. would provide a fully integrated communications platform that would include mass notifications, urgent alerts & "smart" alerts, auto notices, attendance / lunch balance notifications, social share (FB, TW, Web), classroom communications posts, gradebook alerts, and customer support.

Board approval of this agreement would provide Alvord Unified School District access to the Aeries Communications Platform during the 2021-2022 school year.

Board approval is requested for the renewal of the Member Subscription Agreement for the eTranscript platform from Parchment LLC for the 2021-2022 school year, effective July 1, 2021 to June 30, 2022.  The eTranscript platform offers a secure online ordering and tracking system of electronic transcripts for all Alvord Unified School District high schools.
Rationale:

Parchment's eTranscript platform enables the secure, rapid exchange of millions of electronic transcripts among more than 10,000 schools and universities and thirteen state education agencies.  The program is a single source for students, alumni, and school staff to order, approve, and track transcript orders to colleges, universities, and other destinations.  Alvord Unified School District entered into an agreement with Parchment on June 14, 2016 for services.  This Amendment #5 would renew the subscription for the 2021-2022 term.

The annual subscription covers the request of unlimited transcripts for up to 6,000 students and/or alumni.  Electronic delivery of transcripts is included in each request.

Approval of this agreement would allow Alvord Unified School District high schools to continue using this program for a more convenient, secure,  and efficient method of tracking transcript requests.

Rationale:

At the close of each fiscal year, a resolution for authorization of year-end budget revisions is submitted for Board approval.

Education Code Sections 42601 and 42602 permit the Governing Board to adopt a resolution authorizing the County Superintendent of Schools (RCOE) to make budget transfers and revisions necessary to complete the fiscal year-end closing process. 

To ensure the integrity of the board approved operating budget, year-end budget transfers and revisions are limited to major object classifications between Reserve Accounts and the appropriate revenue and expenditure account classifications. The District will prepare and direct RCOE to approve the appropriate transfers needed for the year-end fiscal closing. All transactions that fall within this Board Resolution will be reflected in the 2020-21 Unaudited Actuals Financial Report, which will be presented to the Board in September 2021.

Rationale:
Alvord Unified School District qualifies for the Expanded Learning Opportunities Grant to implement a learning recovery program providing supplemental instruction, support for social and emotional well-being, and services to students who have experienced adverse learning and social-emotional circumstances due to school closures. Expanded Learning opportunities may be provided for any of the following purposes: extending instructional learning time, accelerating progress to close learning gaps, integrated pupil support, community learning hubs, supports for credit deficient pupils, additional academic services, and training for school staff.  

The Expanded Learning Opportunities Grant Plan was developed in collaboration with Educational Services and Fiscal Services in determining how to best serve our Alvord students with expanded learning opportunities in a variety of platforms. In addition, stakeholders had an opportunity to share input how to best meet the needs of all students through our re-opening process at a public meeting.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 55 – Declaration of Need for Fully Qualified Educators as required in California Code of Regulations, Title 5 and AB471 (Scott).  Adoption is required prior to the issuance of emergency permits and/or limited assignment permits for the 2021-2022 school year.  
Rationale:
Occasionally, it is necessary to assign teachers to instruct in subjects that are not authorized by their credential.  The California Commission on Teacher Credentialing understands these needs and provides alternatives to districts that will allow these assignments.

The California Code of Regulations, Title 5, requires that the Board of Education adopt a Declaration of Need for Fully Qualified Educators prior to the issuance of Limited Assignment Permits and/or Emergency CLAD documents for the 2021-2022 school year.  The Declaration must include the recruitment efforts the District has made to employ fully credentialed teachers, and an estimate of the number of teachers that will be employed under the authorization of an Emergency Permit and/or Limited Assignment Permit.  This resolution is submitted for action in order to meet these legal requirements. 

The District makes every effort to employ fully credentialed teachers whenever possible.  This resolution meets the legal requirements that will allow the District to apply for Emergency Cross Cultural Language and Academic Development (CLAD) documents.  Emergency Resource Specialist Permits, Emergency Teacher Librarian Services Permits and Limited Assignment Permits as needed.  Upon approval by the Board, the District will apply for the above referenced documents only when there is no other option.

The original agreement was reached on August 5, 2020.  The Amendment allows for eight (8) hour classified bargaining unit members to be offered three (3) hours of overtime per week; less than eight (8) hour bargaining unit members will be offered up to four (4) additional hours per week from March 29, 2021 to May 28, 2021.  The classified staff will perform increased duties associated with the reopening in-person 
instruction and mitigating learning loss.
