NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be conducted via Zoom: Click Here. Spanish simultaneous interpretation is available via the Zoom platform. Upon inspection of bees underneath a storage container and in the Olive Tree in the parking lot at Arizona Middle School and at 2nd story roofline at Orrenmaa Elementary School, it has been determined that these bees will need to be removed and eradicated for the safety of students and staff. On May 14, 2021 a tree fell at Twinhill Elementary School that required emergency tree trimming services. WCA responded immediately and performed the services to the district standards. FISCAL IMPACT: $960.00 (Deferred Maintenance) |

The use of wide format printers enables the copying, printing and scanning of plans in the Maintenance & Operations Department as well as the District Office. ARC Document Solutions will manage the assigned printer equipment which also includes all costs associated with the installation, management, operation and removal of the equipment. ARC Document Solutions has provided these services for over four years and has proven to be a reliable vendor. Board approval of this item will allow ARC Document Solutions to continue with services. Renew Loss Control Services Agreement between Keenan & Associates and Alvord Unified School District. This expenditure will be included in the 2021-2022 budget. |
Annual renewal of the Loss Control Services Agreement, currently in place through Keenan & Associates, provides for the continued compliance for the district’s Hazardous Communications compliance program. All hazardous materials are inventoried by a Hazardous Material Inventory (HMI) Specialist. Upon completion of the inventory an online Safety Data Sheet management tool is updated to indicate the location of each chemical inventoried for compliance. The goal of the loss control services is to promote safety awareness, assist in the identification of conditions which may pose risk of injury to students and/or staff, and provide recommendations and/or suggestions to help mitigate the risks identified.
Staff recommends to approve renewal of the Loss Control Services Agreement with Keenan & Associates.

Baker Nowicki Design Studio has provided expert assistance to many Districts in California for over 25 years for matters related to the Office of Public School Construction and other State agencies. It is critical that the District has specialized representation when seeking State funding and when being audited. In addition, the firm will assist with Architectural / Engineering services on an as needed basis.

For the past few years, the District experienced increased roof leaks which caused damage to walls, floors, property, etc. In order for the District to respond in an expedient and timely manner, FC & Sons Roofing, Inc. will provide the needed repairs to roofs on an as-needed basis. FC & Sons Roofing, Inc., has provided these services for the District and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year. Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services as needed.

Approve agreement between FleetCrew Maintenance Solutions and Alvord Unified School District, for service and repairs to two district vehicles (G-01, G-41) for Maintenance and Operations, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. |
Yearly cleaning and service to the Diesel Particulate Filter De-Ash system is required by the State of California on two of our district vehicles (G01 dump truck and G41 trash truck). This service is due annually and must be performed by a certified dealer. Once the cleaning/service is performed, a computer download is taken from the device and reviewed to ensure that the required VDEC labels and the engine’s ECL are intact. FleetCrew Maintenance Solutions has been provided these services for over three years and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year.
Board approval of this item will allow FleetCrew Maintenance Solutions to continue to perform services as needed.

This agreement is for the maintenance and service or large air compressors. Air compressors are utilized by district staff. Due to safety concerns, air compressors should be maintained and serviced during the year. Fuel Serv has been providing these services for the District and has proven to be a reliable vendor.
Board approval of this item will allow Fuel Serv to perform services as needed.

These services have been provided to many Districts and companies in the area and have had a tremendous impact to a safer environment. New Dimension General Construction has provided services for Alvord Unified School District for miscellaneous structural repairs and/or abatement of hazardous materials throughout the district. Maintenance staff will be addressing work within their designated trade.

The current PA System at Norte Vista High School is outdated and parts are no longer manufactured for it. There are several places where the speakers are no longer working and areas where students cannot hear announcements or bells.
QTI has provided these services in the past and has proven to be a reliable vendor. The Valcom is an all-in-one system that provides building to building communications, an all-call paging system and a bell system.
Board approval will allow QTI to proceed with services.

The Medi-Cal Local Education Agency (LEA) Direct Billing Option program was established in 1993 by the California Department of Health Services (DHS) in conjunction with the California Department of Education. This program creates the opportunity for districts to receive reimbursement for student health-related services, i.e., health screening, assessments, treatments, and related transportation provided to Medi-Cal eligible students and, when applicable, their families. LEA reimbursements are used to supplement the existing services schools provide to meet the health needs of their students. The California Department of Health Care Services (DHCS) administers the MAA program. The San Bernardino County Superintendent of Schools is the agency responsible for coordinating the MAA program for Region 10, covering Riverside, Inyo, Mono, and San Bernardino counties. San Bernardino County Superintendent of Schools has served as the Local Education Consortium (LEC) since January 1, 2015. Through participation in the MAA program, school districts receive reimbursements for certain activities performed by district staff that link students and their families to Medi-Cal and other eligible health services. Laserfiche is the software used by the district to store all student records prior to the implementation of Aeries in 2002. This software is also used by the payroll department for archived records from their department. The professional services agreement will provide one year of support on all Laserfiche components including software updates. ECS Imaging, Inc. will provide up to ten hours of on-site/online support as well as training and configuration services during the 2020-2021 school year. Board approval is requested for a professional services agreement between Fitness Mechanics and Alvord Unified School District for repairs to fitness equipment at the Loma Vista Middle School fitness room facility. The effective date of this agreement is July 1, 2021 through June 30, 2022. |
In an effort to maintain the highest quality of equipment for Loma Vista Middle School students, the Physical Education Department would like to have damaged exercise equipment repaired. Equipment requiring repairs include treadmills, stair masters, stationary bicycles and weight machines. Maintenance and parts are needed to repair the fitness equipment to increase the services for students. The fitness room is used to increase physical fitness for at-risk students.
Board approval of this agreement would allow Fitness Mechanics to provide the service and products necessary to repair the damaged fitness equipment at Loma Vista Middle School in the fitness room facility during the 2021-2022 school year. RCOE will provide 8 days of professional development with a goal of enhancing instructional pedagogy in early numeracy and working with a common measure of mathematics standards for primary grades (TK-2). The professional development was provided to three schools in 2019-2020 and six additional schools in 2020-2021. In 2021-2022, we would like to propose five additional schools with a continued partnership with RCOE to ensure consistency across all elementary schools. This professional development aligns to the Well-Rounded Education goals of the Title IV plan with an objective of providing professional learning for all teachers on best instructional strategies.

Board approval is requested for an agreement between Labster, Inc. and Alvord Unified School District for a license agreement effective August 1, 2021 through July 31, 2022. |
Labster, Inc. provides fully interactive advanced lab simulations based on mathematical algorithms that support open-ended investigations. Their goal is to make science accessible to any student and help teachers educate and empower the next generation of scientists. Students learn science through Labster’s 3D immersive simulations in the same way that pilots use flight simulators. Labster lab simulations improve student retention and outcomes, and are aligned with core science curriculum.
Under this agreement, Labster, Inc. would provide full access to their platform to teachers and students at Hillcrest, La Sierra, and Norte Vista high schools.
Board approval of this agreement would make it possible for district high schools to access Labster’s online platform during the 2021-2022 school year.

Valley Cities Fence has been providing residential, commercial, and industrial fences in the Inland Empire for over 40 years. Under this agreement, Valley Cities would provide labor and materials for the installation of a 170’ x 7’6” blue windscreen with the school name and logo on the parking lot fence next to the La Sierra High School track.
Board approval of this agreement would allow Valley Cities/Gonzales Fence Co. to provide the required labor and materials for the installation of the windscreen at La Sierra High School.

This is the premier event for in-depth school-counseling-related educational sessions. This conference will allow one school counselor to attend four days’ worth of breakout sessions, general sessions and networking events. This will allow them to enhance their school counseling knowledge, improving school counseling program and networking with other school counselors to discover best practices in the field.
Board approval would allow one school counselor to attend professional development training at the American School Counselors Association Annual Conference July 10-14, 2021 in Las Vegas, NV.

For several years, the district has been using Frontline to obtain substitutes for employee absences throughout the district, which has greatly improved the efficiency of the process. The district also currently utilizes VeriTime to electronically collect hourly time incurred by substitutes in lieu of paper time cards. Board approval of this subscription will allow the District to continue to utilize the Absence & Substitute Management and VeriTime system to track and report employee absences.

Board approval is requested for Consideration of and Action on Amendment to Superintendent's Employment Agreement. |
Effective June 15, 2018, the District entered into an Employment Agreement with the Superintendent. Under the Employment Agreement, the Superintendent was employed through June 15, 2022. The Superintendent is required to render 224 days of service to the District. The Superintendent’s non-work days consist of holidays and 22 additional non-work days. The Superintendent may accrue up to 22 non-work days and if he exceeds this maximum, he may elect to be paid for up to ten of the accrued non-work days. The Employment Agreement set a starting salary for the 2018-2019 school year of $260,000 and provided for three percent raises each subsequent year. The Employment Agreement also provides the Superintendent with medical, dental, and vision benefits, a life insurance policy, a cellular telephone, and a computer at no cost to the Superintendent. Additionally, the Employment Contract calls for the reimbursement of mileage traveled outside of the District and lodging when required for attendance at District-related events. The District is also required to provide for the Superintendent’s membership in two professional organizations. The Board seeks to amend the Superintendent’s Employment Agreement as it relates to the term of the agreement and the Superintendent’s salary. The proposed amendment extends the Superintendent’s contract for one year, setting the termination date at June 30, 2023. Each year, and only upon a satisfactory evaluation, the Superintendent’s employment agreement will renew for an additional year. The amendment also sets the Superintendent’s salary for the 2021-2022 school year at $292,710 and, for the 2022-2023 school year, his salary is set at $301,492 which is the equivalent of a 3% increase from the prior year. All other terms of the Employment Agreement remain unchanged.
FISCAL IMPACT: The Superintendent’s current contract sets the Superintendent’s salary at $284,109 for 2020/21 and $292,710 for 2021/22. The Amendment will set his salary at $301,492 for 2022/23. The District desires to implement energy infrastructure improvements and sustainability measures throughout its facilities. The Board of Education shall consider adoption of a resolution which makes certain findings and approves agreements for implementation of the AUSD Energy Infrastructure Modernization Program with Climatec, LLC in accordance with California Government Code § 4217.10 through § 4217.18. The proposed agreements are for implementing identified HVAC modernizations, indoor air quality improvements, and solar outdoor learning structures. These energy conservation measures are determined to be in the best interest of the District. If approved, construction will commence immediately and is expected to take 12-18 months.
Staff recommends that the Board of Education adopt the attached Resolution No. 56 to make certain findings & approve agreements for implementation of the AUSD Energy Infrastructure Modernization Program with Climatec, LLC.
It has been determined that the cost to the District will be less than the anticipated cost of energy that would have been consumed in absence of the program and will generate $27 million in savings for the District over the life of the new equipment. The funding source for the program is as follows:
