NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be conducted via Zoom: Click Here. Spanish simultaneous interpretation is available via the Zoom platform. Approve a two-year Service Agreement between the California School Boards Association (CSBA) and the Alvord Unified School District for GAMUT Meetings (Previously known as Agenda Online) and GAMUT Policy. GAMUT Meetings is a web-based service to be used by the District to facilitate the development and distribution of board meeting agenda packets. GAMUT Policy is a web-based service that provides online access to CSBA's reference policy manual, regular notifications of policy updates, and provides the District with user accounts to access both GAMUT Policy and GAMUT Meeting Modules. This expenditure will be included in the 2021-2022 budget. Subscription fees for GAMUT Meetings will be $6,381 for the 2021-22 fiscal year (July 1, 2021 – June 30, 2022). Subscription fees for GAMUT Meetings will be $7,500 beginning with the 2022-23 fiscal year, July 1, 2022.

Board approval is requested for the service agreement between Language Network, Inc. and Alvord Unified School District for services from July 1, 2021 through June 30, 2022, on an as needed basis for oral interpreters for Board of Education Meetings conducted via teleconference and in-person. |
The District has contracted with Language Network, Inc. in the past for interpreting or translating for students, parents/teacher conferences, Student Assistance Team meetings, Individual Education Plan (IEP) meetings and other school meetings that require such services. In order to provide real –time Spanish translation to the District’s large Spanish speaking community during the Board of Education Meetings, the district requires the need to obtain interpreting services when the District’s interpreters are not available. Board approval of this agreement will allow Language Network, Inc. to provide oral interpreting, written translation, and American Sign Language on an as needed basis for Board of Education Meetings conducted virtually and in-person during the 2021-2022 school year. Approve agreement between Keenan & Associates and Alvord Unified School District for District Trust Account, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. |
The District maintains a Reimbursable Trust Account with Keenan & Associates in the amount of $30,000 to pay for claim related expenses. When the trust account goes below this amount then Keenan Property & Liability Claims Administration Department invoices the District to replenish the account to bring it back to the original $30,000. The District is billed monthly for this around the 10th of each month.

Monthly servicing and maintenance is needed in order to keep our sites free of insects and/or pests. Advanced Pest Management has been in this industry for over forty-five years and has worked with other public entities for the past twenty-five years. This agreement will be for the 2021-2022 school year.

Approve agreement between American Logistics Company, LLC (ALC Schools) and Alvord Unified School District to provide Alternative Student Transportation, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. |
Supplementing bus service with small capacity vehicles means that the District no longer has to pay for unused capacity and have the flexibility to expand and contract their fleet to accommodate the ever-changing requirements the District’s population.
ALC Schools meets districts’ supplemental transportation needs by coordinating a combination of SUVs, minivans, wheelchair accessible vans, and sedans to transport the following student population types: McKinney-Vento, ESE/Special needs students, hard-to-serve trips, students traveling out-of-district, multi-district coordination.
ALC Schools confirms that any driver providing service has complied with the following, as required by state law and district requirements: valid driver’s license appropriate for the vehicle type, registration and insurance, ongoing DMV record review for driver safety, criminal background check, enrolled in a random drug & alcohol testing program, comprehensive driver training, meets all other state/district-specific requirements.

Burgess Moving & Storage (Burgess) has provided valuable services for Alvord Unified School District for over five years. Burgess is able to meet the demands that will minimize disruption of day to day services for our students and staff. This agreement will be for the 2021-2022 school year.
Board approval will allow Burgess to proceed with services as needed.

The hot and cold water systems (cooling towers) need to be flushed out and treated on a monthly basis at Orrenmaa Elementary School, Arizona and Loma Vista middle schools and Norte Vista High School. Cal Aqua Engineers, Inc. has been providing these services for the District for the past ten years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.
Board approval of this item will allow Cal Aqua Engineers, Inc. to continue providing these services.

Approve agreement between Cooperative Strategies and Alvord Unified School District to assist with preparing the Annual and Five-Year Reports properly, document revenues and expenditures from developer fees from fiscal year 2020-2021, effective July 1, 2021 through June 30, 2022. The reports will take into consideration funds on hand and the continued need to levy and collect fees to house students generated from existing and future development. This expenditure will be included in the 2021-2022 budget. |
Government Code Sections 66006 and 66001 requires compliance to maintain a separate capital facilities account for Reportable Fees. Cooperative Strategies will identify funds and collection fees, reconcile account balances, estimate date in which school facilities will commence construction, disclosure of refunds, determine the purpose of the fee, establish the relationship between the fee and the facilities funded by the fee; disclosure of future funding sources and report preparation. Cooperative Strategies has performed these services since 2012 and has proved to be a reliable consultant. This agreement will be for the 2021-2022 school year.
Board approval will allow Cooperative Strategies to proceed with services.

For safety purposes, all forklifts, boom lifts and scissor lifts at the District Yard on Keller need servicing on a regular basis. This contract will allow Crown Lift Trucks to perform inspections, maintenance and repairs to this equipment as needed. Crown Lift Trucks has provided these services in the past and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year.
Board approval of this item will allow Crown Lift Trucks to continue providing these services.

This contract will be for electrical services throughout the District, when our electricians cannot perform the necessary repairs or when they have an overflow of work. Digital Electrical, Inc. has been providing these types of services to the District and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year.

GM Business Interiors provides the installation of new furniture as well as the reconfiguration of existing furniture to maintain the manufacturer’s warranty. GM Business Interiors will replace or repair items that are damaged during a move or reconfiguration of furniture. This agreement will be for the entire 2021-2022 school year.
Board approval will allow GM Business Interiors to make the necessary moves as needed.

GO Fire Protection, Inc. will perform inspections, maintenance and repairs to the fire sprinkler systems throughout the District. These inspections are a requirement of the California building codes and City Fire Department. GO Fire Protection, Inc. has provided these services in the past and has proven to be a reliable vendor. This agreement will be for the 2021-2022 school year. Board approval of this item will allow GO Fire Protection to continue providing these services.

(ICS Service Co.) and Alvord Unified School District to perform annual fire alarm inspections, maintenance, repairs and miscellaneous electrical repairs throughout the District, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. |
Annual inspections and maintenance of the fire alarms, smoke and heat detectors, throughout the District are a requirement by the State of California. This contract will also cover electrical issues that may arise throughout the District that the District Electricians cannot handle. This includes bells, paging systems, clocks, sound systems, etc. ICS Service Co. has been providing these services for the District and has proven to be a reliable vendor. This contract will be for the 2021-2022 school year. Board approval of this item will allow ICS Service Co. to proceed with services as needed.

Approve agreement between Pro Line Gym Floors, Inc. and Alvord Unified School District, to recoat and maintain the gymnasium floors at various sites throughout the District, effective July 1, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget. |
Twice a year the gymnasium floors at Wells Middle School, Hillcrest, La Sierra and Norte Vista high schools need to be re-coated to protect flooring and ensure that floors remain in good condition. Pro Line Gym Floors, Inc. does minor touch up of lines and applies one coat of Hillyard Icon Gym Finish. This re-coating helps extend the life of the gymnasium floors. During summer break we also have Pro Line Gym Floors, Inc. re-coat the stage at Stokoe Elementary and the stage at Wells Middle School. Pro Line Gym Floors, Inc. has provided these services for the District for over ten years and has proven to be a reliable vendor.

Redrock Security & Cabling, Inc. will respond/dispatch within 48 hours for onsite standard support at a discounted rate and this agreement also includes online technical support within four hours of request. This agreement will be for the 2021-2022 school year.

District Administrators are reviewing issues including declining enrollment, possible boundary changes and potential issues with intra-district transfers and other ADA related matters. The Board initially approved Davis Demographics on August 14, 2014 as a qualified vendor to provide these services. This is year three of a four year agreement.

First Student, Inc. requires a suitable facility to maintain, store and operate buses in order to provide transportation services for Alvord Unified School District students.
Board approval will allow First Student, Inc. to maintain and store buses at the Keller site for a period of one year with the option for (2) additional years at an increase of 3% annually.

Approve annual renewal of software license and maintenance agreement between Heartland School Solutions, and Alvord Unified School District. The software program, known as Blue Bear/SchoolBooks, is used by the district's Middle and High School ASBs. Term of the agreement: July 1, 2021 through June 30, 2022. This is a planned expenditure in the 2021/22 budget. |
Heartland School Solutions provides the Blue Bear/School Books ASB accounting software program and maintenance services for the following locations: Arizona MS, Loma Vista MS, Villegas MS, Wells MS, Alvord Continuation, La Sierra HS, Norte Vista HS, and Hillcrest HS. Approval of this software license and maintenance service agreement will allow the schools to process their Associated Student Body (ASB) daily activities & financial transactions at each school. The Odysseyware Library provides online access to students so that they have the opportunity to take courses for credit recovery. Under the current contract and agreement, approved by the Board of Education on June 25, 2020 under Item 8.d.8., Edgenuity has made a total of 255 Odysseyware licenses available to the district. Under this agreement, Edgenuity would provide 369 additional licenses for summer school access.
Board ratification of this agreement would make it possible for Edgenuity, Inc. to provide the additional Odysseyware software licenses for the summer school program effective June 1, 2021 through August 31, 2021.

Board approval of the school sites' 2021-2022 School Plan for Student Achievement (SPSA) is requested. The SPSA is a comprehensive blueprint that coordinates all educational services at the school site to improve the academic performance of students. The SPSA identifies goals that will serve to improve student achievement and provides guidance on the services and resources needed to achieve those goals. |
Schools are required to develop and implement a SPSA that identifies the needs of the students at the school and provides direction on how services and resources will be used to address these needs. The SPSA identifies goals that the school has set to address the identified needs of students and to improve student achievement in alignment with the Local Control and Accountability Plan and the Learning Continuity and Attendance Plan. The SPSA is developed and approved by each school’s School Site Council.
The schools have established goals and strategies that will assist them to improve student achievement and included them in their SPSA. Board approval of the school sites' SPSA will meet the compliance requirement for each school to annually update its School Plan for Student Achievement. Board approval is requested for the C-STEM Participation Agreement between The Regents of the University of California and Alvord Unified School District for access to the C-STEM curricular program through the UC Davis C-STEM Center effective July 1, 2021 through July 31, 2022. |
The University of Davis has established a comprehensive program and curricula for computing and STEM education to support school districts, colleges, and universities. Implementation of this C-STEM program will provide Alvord students specialized training in science, technology, engineering, and mathematics subjects. Access to the C-STEM program will provide Villegas Middle School and Hillcrest High School access to all C-STEM Program curricula and annual updates as well as access to the C-STEM electronic communication network, online systematic assessment and evaluation, online on-going training, and online program support.

Care Solace has developed a program to support and provide links to appropriate Educationally Related Mental Health Services for students in conjunction with Riverside County Behavioral Health Services and Riverside County Office of Education. Care Solace is a care navigation and coordination system that makes it simple and easy for students to get the right help in seconds. Care Solace also assists with the review of students needs and review of outside agencies to make placement faster. The District will receive monthly utilization reports that breakdown the mental health access of services based on issue, severity level, age, gender, ethnicity, insurance, locations, etc. This will allow Alvord students, staff and community to receive appropriate care and services in a timely manner. The District has contracted with Imagine Learning, Inc. in the past for online access to Spanish language lessons for our Dual Language Immersion (DLI) students Kindergarten through second grade. The online language software will be available to third to fifth grade students. District administrators and teachers will be able to monitor, intervene, collaborate, and report on the academic and language success of our DLI students. Under this agreement, Imagine Learning will also provide professional development for teachers and instructional coaches to assist them in learning the new software program as well as best practices for use in a dual immersion program. Board approval of this agreement will allow Imagine Learning, Inc., to integrate technology in the classroom and give students access to online lessons for building Spanish language proficiency. The University of California uses TES to evaluate public school data to determine student progress toward meeting the eligibility requirements of California public institutions of higher learning. This agreement outlines the Statement of Work (SOW) under which the University of California will provide a secured system for the manual transfer and acceptance of confidential demographic and academic data necessary to conduct the evaluation by the UC Transcript Evaluation Service (TES). The University of California will provide hosting and web services needed for staff to access the UC TES secured webpage. Schools may use the data provided by the University of California to implement and assess practices to ensure that more students are on track for satisfying the “A-G” requirements.

Board approval is requested for an agreement between Alvord Unified School District and Thousand Pines Outdoor Educators for an overnight trip for up to ninety students and three teachers to attend the Thousand Pines Outdoor Science School on December 7-10, 2021, in Crestline, California. |
This will be the twentieth annual trip for McAuliffe Elementary School students to the Outdoor Science School. This science camp will allow fifth grade students to develop and further their understanding of science in a natural environment. The Outdoor Science School will provide trained counselors who will supervise and instruct students throughout the week in biological and natural sciences. Male and female students will be housed in separate cabins with a certified cabin leader in each cabin for sleeping arrangements. All meals are provided by Thousand Pines Outdoor Science School. Students and teachers will travel in District buses to and from the science school. There will be teacher chaperones on the buses on the way to and from the science school. Once they arrive at the school, there will be one staff member for every ten students exclusive of the McAuliffe teachers attending. The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.

The Hillcrest Boys’ Basketball team would like to participate in an invitational camp in Phoenix, Arizona that will be attended by college scouts. Approval of this MOU would provide student access to Career Connections, a comprehensive academic program of student and course work, with integrated hand-on projects. Students that demonstrate the required skill sets are Certified at each level of training (Level I, II, & 3). Upon completion of the program/pathway, students will obtain pre-apprenticeship Certification and preferred entry into the United Brotherhood of Carpenters (UBC). Each student who completes the Career Connections program gains a direct pathway into a career as a professional carpenter. The Career Connections Pre-Apprenticeship program is designed to prepare students to learn the skills – basic to advanced – needed to enter a Registered Apprenticeship program, and a start to a successful career pathway. Students gain access to employers who are affiliated with the UBC; this opens the door to mentoring, guest speakers, field trips, internships and future employment with industry sector companies and personnel. Under the requirements of the Act and the proceedings under which CFD No. 2006-1 was formed, the Board of Education of the School District, acting as the Legislative Body of CFD No. 2006-1, must annually set the special tax rates, set the budget amount and authorize the levy of the voter-approved special taxes within CFD No. 2006-1. Resolution No. 59 acts to set the special tax rates (as set forth in the Rate and Method of Apportionment approved for CFD No. 2006-1 and in the report furnished by Cooperative Strategies, LLC), approve the budget amount (as set forth in the Rate and Method of Apportionment approved for CFD No. 2006-1 and the Fiscal Agent Agreement under which the Special Tax Bonds of CFD No. 2006-1 were issued), and approves the levy and collection of the special taxes within CFD No. 2006-1 through the County of Riverside Tax Collector's office.
The special tax roll information has been prepared by Cooperative Strategies, LLC based on the development which has occurred within CFD No. 2006-1 and the approved Rate and Method of Apportionment of the Special Tax. The district’s Purchasing Department reviews contracts which have been competitively bid by public agencies and are available for use by all public agencies. The purpose of the review is to determine the most cost effective basis for the district to procure its own equipment and supplies, as may be required.
Val Verde Unified School District competitively solicited Fresh Dairy Items RFP# 2021/2022-02 which allows for the procurement of fresh dairy items, and is available to all public agencies. The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118. The contract is valid through June 30, 2022. Approval of this contract will allow the Child Nutrition Services Department to purchase items from Gold Star Foods for the 2021/22 school year. The Request for Proposal (RFP) being used was a collaborative effort with eighteen (18) other school districts serving a combined 298,500 meals daily.

The Governmental Accounting Standards Board (GASB) establishes the accounting and auditing requirements for government agencies. The recent pronouncement of GASB 84 has determined student body activities, typically referred to as ASB, no longer qualify as fiduciary activities because they do not meet one of the conditions in the "custodial" test. To be custodial funds, "LEAs (Local Educational Agency) should not have administrative or direct financial involvement with the assets." The Alvord Unified School District Governing Board has designated Business Services staff to approve, disapprove, or amend ASB expenditures. Which means the district does have administrative involvement. The California Department of Education (CDE) has implemented Fund 08, a special revenue fund, to address the reporting of ASB activities which will be included as part of the district fund reporting. Establishment of this new County Treasurer Fund 08 will allow the Business Services Department to report ASB activities for the 2020/21 school year with the Unaudited Actuals in September. ASB activities will be included in budget and financial reports moving forward. FISCAL IMPACT: NONE |

Adopt Board Resolution No. 63 to create in the state General Fund an Education Protection Account to receive and disburse the revenues derived from the incremental increases in taxes imposed by Article XIII, Section 36(f). for the district's 2021/22 fiscal year. |
Based on Article XIII, Section 36 of the California Constitution, school districts, charter schools, community college districts and county offices of education are required to determine how the funds received from the Education Protection Account (EPA) are spent in the school or schools within its jurisdiction, provided the governing board makes the spending determination in an open session of a public meeting. The language in the constitutional amendment requires funds shall not be used for the salaries and benefits of administrators or any other administrative cost. Districts must annually post on their website an accounting of how much money was received from EPA and how this money will be spent.
The EPA is a component of our Local Control Funding Formula (LCFF) calculation of revenues. The Department of Education requires submission of documentation determining how these funds are to be expended. The Business Office has determined the best use of these funds is for instructional salaries & benefits.

This is an annual agenda item to ensure funds within the district do not experience a cash shortfall, if cash is available for borrowing from another fund within the district. In order to mitigate the impact of cash shortages during months where revenues may be lower, temporary cash borrowing is used to ensure the district does not experience a temporary cash shortfall in any specific district fund. This practice ensures the district will be able to meet its financial cash obligations throughout the year. Education Code Section 42603, allows a school agency to make a temporary cash transfer between funds, as necessary. Any loan between district funds will be closely tracked to ensure repayment is made within the mandatory timeline. Repayment is required to occur either in the same fiscal year, or in the following fiscal year, if the transfer takes place within the final 120 calendar days of a fiscal year. FISCAL IMPACT: None |

The proposed 2021-2024 LCAP for the Alvord Unified School District has been prepared according to California Education Code 52060, identifying goals and measurable progress for student subgroups across eight state priority areas. Districts must include in their LCAP (1) actions, services, and, expenditures for all students and subgroups and (2) additional actions and services for targeted student groups: low-income, English learners, and foster youth. Additionally, LEAs are required to develop and adopt the 2019-2020 Local Control Accountability Plan Annual Update/2020-2021 Learning Continuity Plan, Local Control Funding Formula Budget Overview for Parents (BOP), and Federal Addendum in conjunction with the Local Control Accountability Plan (LCAP).
The Alvord Unified School District LCAP was developed in consultation with teachers, principals, administrators, other school personnel, local bargaining units, parents, and students. Two advisory committees reviewed the LCAP. Alvord's Parent Advisory Committee (PAC), a parent committee comprised of parents of students in the unduplicated pupil group, and the District English Learner Advisory Committee (DELAC). The superintendent must respond in writing to comments from these committees.
A public hearing for the LCAP was held on June 3, 2021. No later than five days after adopting the LCAP, the governing board shall file the LCAP with the county superintendent of schools.

The 2021/22 Alvord Unified School District proposed budget is being presented for approval and adoption by the Alvord Unified School District Governing Board. The public hearing for the 2021/22 proposed budget was held on Thursday, June 3, 2021. California Education Code 42127 requires the governing board to hold a public hearing on or before July 1 of each year and adopt a budget on or before July 1. The governing board shall file the budget with the Riverside County Office of Education within five days of adoption or by July 1, whichever occurs first. On or before August 15, the county superintendent shall approve, conditionally approve, or disapprove the adopted budget. If the county superintendent conditionally approves or disapproves the budget by September 8, the budget must be revised to include responses to the county superintendent’s recommendations, hold a public hearing, readopt the budget, and submit to the county superintendent. |

Board approval is requested for adoption of Resolution No. 65 - Release of Temporary Employees. California Education Code Section 44954(b) allows the Governing Board of a school district to release temporary employees.

California Education Code Section 44954 (b) states that the Board may release a temporary certificated employee if the employee is notified before the end of the school year of the District’s decision not to reelect the employee for the next succeeding school year.
Each year, the District hires temporary employees to backfill certain certificated employees who are on leave to serve in those positions and to backfill employees on leave for illness. Using temporary employees in these cases, allows the District to have flexibility in staffing and also serves as a preventive measure to overstaffing.
