Recommended Motion:
Ratify agreement between Knorr Systems, Inc. and Alvord Unified School District to repair the chemical controller and backwash system for the pool at Norte Vista High School, effective July 7, 2021 through December 30, 2021. This expenditure is included in the 2021-2022 budget.
Rationale:

On July 7, 2021 the chemical controller shut down and stopped working. The current motherboard in the controller is obsolete therefore, the only way to repair is to upgrade to a newer model.  The pool is not able to be opened until the repairs can be made to the chemical controller. 

Board ratification of this item will allow Knorr Systems, Inc. to proceed with services.

6.b.2. Ratify Agreement – Weka, Inc. – License to Use Empty Lot at Child Nutrition Services
Recommended Motion:
Ratify agreement between Weka, Inc. and Alvord Unified School District to extend the use of a portion of the lot adjacent to the parking lot another three months at Child Nutrition Services (CNS) (7377 Jurupa Avenue, Riverside, CA), effective May 23, 2021 through August 23, 2021.
Rationale:
On December 17, 2020 the Board Approved for Weka, Inc. to use a portion of the lot adjacent to the parking lot at CNS. Weka, Inc. notified the District on June 15, 2021 that they would like to extend the use another three months. 
Board ratification of this item will allow Weka, Inc. to continue to use the empty lot through August 23, 2021 and generate revenue for the District at $550.00 per month.

6.b.3. Renew Agreement – Myers-Stevens & Toohey – Student Accident and Sickness Insurance Program
Recommended Motion:
Renew agreement between Myers-Stevens & Toohey and Alvord Unified School District for Myers-Stevens & Toohey to provide Voluntary Student Accident and Sickness Insurance to our students, effective July 16, 2021 through June 30, 2022. 
Rationale:

Alvord Unified School District does not provide student and athletic accident insurance. However, in accordance with Education Code Section 49472, the district does make available insurance coverage plans through Myers-Stevens & Toohey. This voluntary student and athletic accident insurance provides broad coverage. All students participating in interscholastic sports (this includes cheerleaders, mascots, bands, drill teams, etc) are required by the Education Code to have adequate accident/medical insurance. The application for this student and athletic accident insurance will be available on the district’s website. 

Board approval of this item will allow Myers-Stevens & Toohey to proceed with services.

Recommended Motion:
Approve agreement between The Liquidation Co. (TLC) and Alvord Unified School District for auction services related to surplus personal property, effective July 1, 2021, through June 30, 2022.
Rationale:
TLC provides an auction service to educational institutions, government agencies, businesses, financial institutions, and private parties for the sale of surplus personal property.  Auctions take place either at TLC’s business location in Fontana or online.  The service complies with Ed. Code 17545-17546 (Procedures for Sales of Surplus Personal Property).

Recommended Motion:
Receive Report of Receipts for June 1, 2021, thru June 30, 2021, in the amount of $464,379.36. This amount includes routine deposits for reimbursements, health and welfare contributions, donations, and grant funds received. 
Rationale:

The district’s Report of Receipts reflects monies received, which includes deposits for reimbursements, health and welfare contributions, donations and grant funds received.

These funds when received, are applied to the appropriate budget and financial accounts. They are then deposited into the district’s Cash Clearing Bank Account and a check is written to the Riverside County Office of Education for deposit to the Galaxy Financial System.  A sequential number is assigned to each receipt and once the checks have cleared through the bank account, the items are posted to the financial accounts.

The enclosed financial report is the monthly update of the district’s Report of Receipts for June 1, 2021, thru June 30, 2021.

6.d.1. Approve Contract Renewal - Quality Teleservices, Inc. (QTI) - Valcom
Recommended Motion:
Board approval is requested to renew the contract between Quality Teleservices, Inc. (QTI) and Alvord Unified School District for maintenance and support hours on the Valcom Paging System and low voltage cabling installation and repair throughout the District effective July 16, 2021 through June 30, 2022.
Rationale:
QTI is a local distributor that provides maintenance and support for the Valcom paging system used at various school sites. The Valcom paging system is an all-in-one system that provides building-to-building telephone communications, an all-call paging system, and a bell system. QTI also provides low voltage cabling installation and repairs. Renewing this contract with QTI will allow for necessary maintenance and support to assure proper functionality of the Valcom paging system as needed.  

Board approval of the contract renewal between Quality Teleservices, Inc. (QTI), and Alvord Unified School District will allow QTI to proceed with services.

6.d.2. Approve Contract Renewal- Blackboard, Inc. - District-Wide
Recommended Motion:
Board approval is requested for the renewal of the contract between Blackboard, Inc. and Alvord Unified School District for hosting and technical support of District-Wide websites, the mobile communications application, mass notifications system and teacher messaging effective July 16, 2021 through September 30, 2021.  The support premium plus support plan and WCM essential effective July 16, 2021 through June 30, 2022.
Rationale:
Blackboard, Inc. currently provides the District with the following services: content management system, website hosting, technical support, mobile communications app, and mass notifications system (Formerly known as Blackboard Connect).

Board approval will allow Blackboard, Inc. to continue providing these services and effectively and proactively communicate messages to parents and community members across the channels that they use and prefer, including voice, email, text, website, social media, and mobile app. The solution is to continue with the integrated, multi-channel communication technology.

6.d.3. Approve Contract - California School Management (CSM) Consulting, Inc., E-Rate Consulting Services, Letter of Agency (LOA)
Recommended Motion:
Board approval is requested for an agreement between California School Management (CSM) Consulting, Inc. and Alvord Unified School District for E-Rate consulting services and Authority to Communicate/Letter of Agency (LOA) effective July 1, 2021 through June 30, 2022.
Rationale:

The E-Rate process is a series of deadlines where multiple forms must be filed in a timely manner throughout the year in order to receive the E-Rate funding of 80%. In past years, CSM Consulting has provided Alvord Unified School District support with E-Rate applications to ensure the District maximizes revenue from federal programs. CSM Consulting also provides support during federal E-Rate audits.

Board approval to renew this contract every year for the duration of the contract will allow CSM Consulting, Inc. to continue to provide consulting services for E-Rate.

6.d.4. Approve County of Riverside Department of Public Health Injury Prevention Services Agreement
Recommended Motion:

Board approval is requested for an agreement with the County of Riverside Department of Public Health Injury Prevention Services to provide training and support for Suicide/Crisis Intervention Program, and implementation of the Opioid Overdose Prevention program for the 2021-2022 school year.

Rationale:

Alvord Unified School District has partnered with the County of Riverside Department of Public Health Injury Prevention Services(IPS) for many years.  IPS provides support and training for the comprehensive suicide prevention and substance awareness programs for high school and middle schools.

IPS will also assist in the development of a new awareness program, Opioid Overdose Prevention program, at all middle and high schools. This program titled "This is Not About Drugs" will be presented to students along with a screening tool/survey to assess and early identify students in need of additional support for substance use/abuse services.

Board approval will allow Alvord Unified School District to continue to partner with the County of Riverside Department of Public Health Injury Prevention Services in establishing, training, and providing support for our new and existing suicide/crisis intervention and substance awareness programs for the 2021-2022 school year.

6.d.5. Approve Agreement with Riverside County Office of Education IN70077 - Infant/Toddler Program
Recommended Motion:
Board approval is requested for the agreement between Riverside County Office of Education and Alvord Unified School District in the amount of $115,857.00 to provide the child development program held at Norte Vista High School, as presented in the Local Control Accountability Plan (LCAP) presentation.  The term of the agreement shall be from July 1, 2021 through June 30, 2022
Rationale:

The program offered by the Riverside County Office of Education serves up to 12 infants and toddlers of parenting teens.   It allows student parents to finish their high school education while providing a safe place for their own children. The program offers primary intervention support for parenting teens at Norte Vista High School.  Necessary materials and equipment are covered by the program.  Approval of this item would allow the program to continue. This agreement is written into the LCAP as Action 17 funded under LCFF. The agreement was received on June 22, 2021 from Riverside County Office of Education.

6.d.6. Approve Client Services Agreement–Sunbelt Staffing, LLC
Recommended Motion:
Board approval is requested for client services agreement between Sunbelt Staffing, LLC and Alvord Unified School District for the 2021-2022 school year.  This agreement allows Sunbelt to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP).
Rationale:

The Special Education Department has contracted with Sunbelt Staffing for a speech/language pathologist, speech/language pathology assistants, an occupational therapist assistant and school psychologist to provide services to students during previous school years.  Our occupational therapy team has an occupational therapy caseload of over 200 students.  There has been a need for speech/language pathologist assistants due to high caseloads and the lack of qualified applicants to fill our openings.  The District does not have substitutes readily available during long-term absences for School Psychologists or Speech/Language Pathologists.  Circumstances arise where a student requires a one-to-one aide based on the requirements of their Individualized Education Program (IEP).  If the department does not have the personnel to cover these services, a contract healthcare professional can be assigned until district personnel is available or until the number of students requiring this type of service changes.

Board approval is requested for the client services agreement with Sunbelt Staffing for the 2021-2022 school year. This would allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while still in the process of recruitment of new staff or during long-term absences.

FISCAL IMPACT: $450,000.00 (General Fund/Restricted-Special Education)  

 
6.d.7. Approve Cooperative Agreement - The Regents of the University of California's The Puente Project
Recommended Motion:
Board approval is requested for an agreement between The Regents of the University of California’s The Puente Project and Alvord Unified School District for the implementation of the Puente Program at La Sierra High School, Wells Middle School, Loma Vista Middle School and Arizona Middle School.  This agreement will be in effect during the 2021-2022 school year.  
Rationale:
The Puente Project will work collaboratively to increase the number of students who enroll in four-year colleges and universities, earn degrees, and return as community leaders and mentors to future generations. 

Puente will provide staff support and training for each site staff to aid in the implementation of the program during the 2021-2022 school year. Partner site costs for the program are $10,000.00 per site during the 2021-2022 year of implementation.  Upon satisfactory execution of implementation, the district will be invoiced for all sites in one contract.  

FISCAL IMPACT:  Not to exceed $40,000 (General Funds/Restricted Title 1)

6.d.8. Approve Educational Institution Staffing Agreement-Maxim Healthcare Solutions
Recommended Motion:
Board approval is requested for an educational institution staffing agreement between Maxim Healthcare Services, Inc. and Alvord Unified School District.  The agreement allows Maxim Healthcare Services, Inc. to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students with special needs for the 2021-2022 school year. 
Rationale:
The district currently has one medically handicapped special education student that requires specialized medical nursing services to include tracheal suctioning, care and replacement of the tracheostomy tube, monitor oxygen levels and administer oxygen as needed.   A Licensed Vocational Nurse (LVN) may need to accompany the student while being transported to and from school as well as provide continuous one-on-one nursing services throughout the school day.  District nurses are not able to provide the continuous one-on-one services required by this student. Alvord does not currently have a Licensed Vocational Nurse (LVN) to meet student needs.  Maxim also provides short-term, contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP) while Alvord reviews current staffing to determine if an additional aide position is required. 

The Special Education office is requesting approval of a contract with Maxim Healthcare Services, Inc. to provide a Licensed Vocational Nurse (LVN) to provide one-on-one nursing services for one student; and short-term staffing support as needed for the 2021-2022 school year.

FISCAL IMPACT: $650,000.00 (General Fund/Restricted-Special Education)

6.d.9. Approve Professional Services Agreement– Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist
Recommended Motion:
Board approval is requested for a professional services agreement between Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist and Alvord Unified School District to provide Independent Educational Evaluations (IEE) including the comprehensive testing, observation, report to parent and district, and participation in the IEP meeting to discuss the evaluation results for the 2021-2022 school year.
Rationale:

The Alvord Special Education Department may receive requests, from the parents of students with special needs, for an Independent Educational Evaluation or through a negotiated settlement agreement during the school year.  These requests are made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations.  The District must choose between defending their assessment by filing for Due Process or granting the request. The provider meets the professional qualifications required and is within the fee range of other similar providers.  If both parties agreed to have Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist perform the Independent Psycho-educational Evaluation per settlement, a contract needs to be in place for her to provide the evaluation. 

Board approval of this item will allow Abby Rozenberg, MS, CCC-SLP, Speech-Language Pathologist to complete Independent Educational Evaluations for Alvord students with special needs during the 2021-2022 school year.

6.d.10. Approve Professional Services Agreement – Augmentative Communication Therapies (ACT)
Recommended Motion:
Board approval is requested for a professional services agreement between Augmentative Communication Therapies and Alvord Unified School District for formal augmentative communication and/or assistive technology assessment, formal written report, consultation, therapy, training and IEP meeting attendance for the 2021-2022 school year.  
Rationale:

The District does not employ staff specifically to provide assistive technology assessments, trainings or recommend devices to assist special needs students in accessing their free and appropriate public education (FAPE).  The Special Education Department has a process for referring to a team of employees who have received their AAC (Augmentative and Alternative Communication) certification in order to provide assessments and training within our district.  This team can only provide assessment and training outside their regular assignments.  Contracting with Augmentative Communication Therapies and other vendors allows Alvord to provide the assistive technology assessment and recommendations for the appropriate devices in a timely manner.  They will also provide training for staff and parents in using assistive technology with the student as required by their Individualized Education Program (IEP).  

Board approval of this item will allow Augmentative Communication Therapies to provide formal augmentative communication and/or assistive technology assessment, formal written report, consultation, therapy, training and IEP meeting attendance for the 2021-2022 school year.

6.d.11. Approve Professional Services Agreement – Beth Ballinger, O.D., Newport Beach Developmental Optometry Group
Recommended Motion:
Board approval is requested for a professional services agreement between Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group and Alvord Unified School District to provide Independent Educational Evaluations (IEE) during the 2021-2022 school year.  These evaluations will include a vision evaluation, vision perception assessment, observation and review of records. Newport Beach Developmental Optometry Group will provide a report to the parent and district along with participation in an IEP meeting to discuss the evaluation results. 
Rationale:

The Alvord Special Education Department does not employ an optometrist to provide educational evaluations for vision therapy. When a parent requests an Independent Educational Evaluation for Vision Therapy, Alvord must contract with an outside agency that meets specific guidelines. Riverside County SELPA (Special Education Local Plan Area) provides guidelines for contracting with agencies for Independent Educational Evaluations.  One of the guidelines recommends having the evaluation completed by an agency other than the one that will provide the services in order to avoid a conflict of interest. This contract will allow us to obtain the vision therapy assessment for students based on parent request. If the student is currently receiving Vision Therapy, this agency can provide the alternate evaluation.  Newport Beach Developmental Optometry Group meets the professional qualifications required and is within the fee range of other similar providers.  

Board approval of this item will allow Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group to provide Independent Educational Evaluations for Alvord students during the 2021-2022 school year.

6.d.12. Approve Professional Services Agreement – Boss Graphics, La Sierra High School
Recommended Motion:
Board approval is requested for a professional services agreement between Alvord Unified School District and Boss Graphics for graphics design and painting on four exterior columns in front of the La Sierra High School Guidance office.  This agreement would be effective July 16, 2021 – January 30, 2022.
Rationale:
La Sierra High School would like to obtain graphics painting services to paint the words “La Sierra”, “Soaring High”, “With Pride”, “Eagles” on the four columns in front of the Guidance office, to promote school spirit and enhance the aesthetics of the building.  The graphics would be painted in three colors with one phrase on each column including a fade proof top coat.  All work would be completed within 180 days of start date.

Board approval of this agreement would allow Boss Graphics to proceed with services.

Contract Template III for Maintenance Work, which was Board approved on August 20, 2020 will be used for this agreement.

Recommended Motion:
Board approval is requested for a professional services agreement between Brent Cooper, El Paseo Children’s Center and Alvord Unified School District for the 2021-2022 school year.  Brent Cooper, El Paseo Children’s Center will provide specialized Independent Educational Evaluations (IEE) in the areas of psycho-educational, functional behavioral analysis, visual impairment, speech/language, deaf/hard of hearing, occupational therapy, adapted physical education and/or assistive technology.  The evaluation will include record review, report and Individualized Education Program (IEP) attendance to present the results of the evaluation and make recommendations.
Rationale:

The Alvord Special Education Department receives requests from parents of students with disabilities for an Independent Educational Evaluation.  These requests are made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations.  The District must choose between defending their assessment by filing for Due Process or granting the request. This provider has been requested by parents of Alvord students with special needs. The provider meets the professional qualifications required and is within the fee range of other similar providers. 

Board approval of this item will allow Brent Cooper, El Paseo Children’s Center and Alvord Unified School District to complete specialized Independent Educational Evaluations (IEE) for special needs students for the 2021-2022 school year.

6.d.14. Approve Professional Services Agreement – Carolyn E. Wylie Center for Children, Youth and Families, Expanded Learning
Recommended Motion:
Board approval is requested for a professional services agreement between Carolyn E. Wylie Center for Children, Youth and Families and Alvord Unified School District for outreach counseling services. The effective date of this agreement would be from August 6, 2021 through June 30, 2022.
Rationale:
The Carolyn E. Wylie Center for Children, Youth and Families (Wylie Center) is a non-profit agency specializing in the needs of children and their families in Riverside County.  The agency was formed 13 years ago through a merger of the Youth Service Center and the Children’s Center.  The District had contracted for outreach counseling services with the Youth Service Center for over 28 years prior to the merger.  Similar services continue to be available from the Wylie Center.  The services are school-based, cost effective and well received by the schools. This agreement will provide outreach-counseling services at 12 elementary schools and 4 middle schools for three (3) Direct Hours per day (August 6, 2021 - June 30, 2022 school year). The total number of hours will be 3,456. Services will include, but are not limited to, working with individual students, groups of students, staff and parents on issues regarding substance abuse prevention, behavior, family related problems, suicide prevention, parent classes and staff training. 

Board approval of this item will allow the Carolyn E. Wylie Center for Children, Youth and Families to provide outreach counseling services and classes for Expanded Learning as described above during the 2021-2022 school year.

6.d.15. Approve Professional Services Agreement– Galaxy Speech Care, LLC
Recommended Motion:
Board approval is requested for an independent contractor agreement between Galaxy Speech Care, LLC and Alvord Unified School District to provide contract Speech-Language Therapy services for the 2020-2021 school year.  Galaxy Speech Care can provide contractors including Speech-Language Pathologists or Assistants, School Psychologists, and other itinerant service providers to provide therapy services, attend Individualized Education Program (IEP) meetings and/or assessments for special needs students as required by their Individualized Education Program (IEP).
Rationale:

The Special Education Department has been unable to find qualified Speech-Language Pathologists to fill open positions in previous years. The District currently has one open Speech-Language Pathologist position for the 2021-2022 School Year due to one of our Speech Pathologists resigning in July. 

Galaxy Speech Care, LLC has an experienced and licensed Speech-Language Pathologist available to support the speech services for students in the moderate to severe programs for the 2021-2022 school year. Galaxy Speech Care’s agreement does not include a non-compete clause making it possible to hire the contract employees for the following year if they are a good fit for our District. 

Board approval of this item will allow the Special Education Department to contract with Galaxy Speech Care, LLC for experienced and licensed Speech-Language Pathologists, Speech-Language Pathologists Assistants or other specialized support staff during the 2021-2022 School Year.

Board approval is requested for a professional services agreement with Goodwill of Orange County DBA Assistive Technology Exchange Center and Alvord Unified School District for Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2021-2022 school year.  
Rationale:
Assistive technology (AT) is a device and/or service that is determined by an Individualized Education Program (IEP) team, necessary to provide a student with educationally relevant access to a Free and Appropriate Education (FAPE) in a Least Restrictive Environment (LRE), in accordance with the Individuals with Disabilities Education Act *IDEA), 2004.

Contracting with Goodwill of Orange County DBA Assistive Technology Exchange Center will allow Alvord optional vendors to provide the required assistive technology assessment and/or augmentative alternative communication assessment and recommendations for the appropriate devices in a timely manner.  

Goodwill Industries will also provide training for staff and parents in using assistive technology with the student as required by their individual education program (IEP).  

This provider meets the professional qualifications required and is within the fee range of other similar providers.

Rationale:
The Special Education Department completed mediated settlement agreements as a result of Due Process Filings against the Alvord Unified School District (District) during the 2020-2021 school year.  Services approved through the mediated agreements provide for compensatory academic and/or counseling services, during the 2021-2022 school year, to be provided by S.T.A.R. Academy, a certified non-public agency.

Recommended Motion:
Board approval is requested for a professional services agreement between Language Network, Inc. and Alvord Unified School District for oral interpreting and written translation, on an as needed basis, for the 2021-2022 school year.
Rationale:

The Special Education Department has a need for outside interpreting or translating services for students, parent/teacher conferences, Student Assistance Team meetings, Individualized Education Program (IEP) meetings and other school meetings that require such services.  

The Special Education Department may need interpreting services for a variety of languages not limited to Vietnamese, Mam (the Guatemalan dialect of Mayan), Chaldean (a modern version of Babylonian), Farsi (Persian), Arabic and Spanish. 

Board approval will allow Language Network, Inc. to provide oral interpreting and written translation services to continue for the families of students with exceptional needs for the 2021-2022 school year.

Board approval is requested for a professional services agreement between Leaps & Bounds Pediatric Therapy Services and Alvord Unified School District to provide physical therapy, occupational therapy and speech therapy assessment, consultation, therapy, report writing, and participation in Individualized Education Program (IEP) meetings for the 2021-2022 school year.
Rationale:

The District has contracted for several years with Leaps & Bounds Pediatric Therapy Services to provide physical therapy services to special education students whose Individualized Education Program (IEP) call for such services. Alvord’s current caseload of students requiring physical therapy does not warrant the creation of a full time position. There is still a need for contracted occupational therapy support service only.  There was a mediated settlement agreement during the 2020-2021 school year to have Leaps and Bounds provide individual speech services for a preschool student through the end of the 2021-2022 school year.  These services will need to be paid with general education funds due to settlement. The Special Education office is requesting to use this agency to provide physical therapy, occupational therapy and speech therapy services per students’ Individualized Education Program (IEP) or mediated settlement agreement. 

Board approval of this item will allow Leaps & Bounds Pediatric Therapy Services to provide physical therapy, occupational therapy, speech therapy and participation in Individualized Education Program (IEP) meetings for the 2021-2022 school year.

Rationale:
The Special Education Department completed mediated settlement agreements as a result of Due Process Filings against the Alvord Unified School District (District).  Services approved through the mediated agreements provide for compensatory academic and/or counseling services to be provided by Professional Tutors of America, a certified non-public agency. They can also provide additional specialized academic tutoring services if required by a student’s Individualized Education Program (IEP) while on Home & Hospital.  They have local tutors, making it more convenient for our parents to access the services; and, they are a California certified non-public agency.

Board approval is requested for a professional services agreement between RISE Interpreting, Inc. and Alvord Unified School District to provide American Sign Language interpreting services during the 2021-2022 school year, on an as needed basis.
Rationale:

The District currently contracts with RISE Interpreting, Inc. for certified level four American Sign Language interpreting/translating for students, parent/teacher conferences, Student Assistance Team meetings, Individualized Education Program (IEP) meetings and other school meetings or events that require such services. The agreement cost is split into two funds due to services that might be requested/required.  Agencies that provide interpreting are not usually a California-approved Non-Public Agency (NPA).  As a result, direct services to students have to be paid out of General Funds.  We currently have a student, which will be a senior, receiving sign language interpreting during their core classes. Interpreting for meetings and events are paid out of Special Education Funds.  

Board approval of this item will allow RISE Interpreting, Inc. to provide certified level four American Sign Language interpreters during the 2021-2022 school year for parent and student communication needs, on an as needed basis.

Rationale:

SenseAbilities Speech Pathology, Inc. is a local staffing agency that can provide qualified, California licensed and ASHA (American Speech-Language-Hearing Association) certified speech-language pathologists and assistants available to work short term and for limited hours per week. There is a need for speech services to be provided for students receiving home and hospital services.  Our permanent staff is not always available to work these assignments and other staffing agencies have been unable to fill these assignments due to the limited number of hours.  

Also, SenseAbilities Speech Pathology, Inc. has provided Compensatory Speech/Language services for students with special needs based on mediated settlement agreements.

Board approval is requested for a professional services agreement with SenseAbilities, Speech Pathology, Inc. for the 2021-2022 school year. This would allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while receiving home and hospital services and/or complete compensatory speech services due to a mediated settlement agreement.

Recommended Motion:
Board approval is requested for a Teletherapy Professional Development and Platform License Agreement between PresenceLearning, Inc. and Alvord Unified School District to provide a HIPPA approved therapy and assessment platform, training and technical support for Alvord Related Service Providers during the 2021-2022 school year.  This agreement will allow supplemental support staff to provide IEP required services for students with special needs receiving virtual instruction.
Rationale:
The Special Education Team determined there was a need for a HIPPA approved platform to provide virtual services and instruction to students with special needs during the 2020-2021 school year.  The Team met with different vendors to review their platform for ease of use, HIPPA compliance, and the number and types of virtual assessments available.

PresenceLearning has been providing tele-therapy through contracted service providers for several years.  With the onset of the COVID-19 school closures and virtual instruction, PresenceLearning opened their platform, via licensing, to districts to assist with providing virtual therapy to students with special needs. Their program is the best fit for Alvord staff and students.

Even though the 2021-2022 school year will return to in-person instruction, recent approval of AB/SB 130 requires school districts to provide the option to remain on distance learning.  This will require the Special Education Department to provide virtual support services as required by their Individualized Education Program (IEP).

Board approval of this item will allow PresenceLearning, Inc. to provide a HIPPA approved therapy and assessment platform, training and technical support for Alvord Related Service Providers during the 2021-2022 school year.

Recommended Motion:
Board approval is requested for an agreement between Agile Sports Technologies, Inc. and Alvord Unified School District to provide access to the Hudl online platform used for the Athletics and Activities Programs at Hillcrest High School.  The effective date would be July 16, 2021 through June 30, 2022.
Rationale:
Under this agreement, Agile Sports Technologies would provide access to their online platform to Hillcrest High School athletics, activities coaching staff and advisors.  The Hudl program enables video analysis of practice, games, activities and events to enhance performance and allow for video playback. Hudl will provide all the equipment necessary for video recording for the Hillcrest Gym and Fields.  The annual fee is all inclusive and covers software service, hosting, and online training.

Board approval of this agreement will provide access to Hillcrest High School staff during the 2021-2022 school year.

Board approval is requested for an agreement between AllStar Events & Venues and Alvord Unified School District for event planning services for the Hillcrest High School Prom on April 22, 2022.  This agreement would be effective July 16, 2021 through June 30, 2022.
Rationale:
Hillcrest High School would like to hold their annual Prom on Friday, April 22, 2022 at the Ocean Institute in Dana Point, CA.  Under this agreement, AllStar Events would provide disc jockey services, desserts, drinks, entertainment, as well as the venue, set-up, clean up, and security. 

Board approval of this agreement would allow AllStar Events to plan and host the Hillcrest High School Prom on Friday, April 22, 2022.

Under this agreement, Community Now will provide AUSD Management personnel with a multi-tiered approach as well as one-on-one coaching to improve life skills. Community Now will also provide emotional intelligence supports and develop a peer-to-peer program to develop an internal coping system. This can be used to support mental wellness, increase student and teacher retention, reduce student discipline, and improve student academic achievement.

The reports from the adaptive iReady Diagnostic provide teachers valuable data with standards mastery assessments as well as progress monitoring.  Diagnostic assessments can be used to analyze learning loss as a result of COVID-19 school closures.  Assessments are completely online and can be completed individually at home or in the classroom.

Board approval is requested for an agreement between Document Tracking Services and Alvord Unified School District to provide a web-based application to manage the School Plans for Student Achievement, and to provide translation services for the 2021-2024 Local Control Accountability Plan and the School Accountability Report Card.  The agreement is from July 1, 2021 through June 30, 2022.
Rationale:

Document Tracking Services (DTS) offers a comprehensive web-based application that supports schools with developing, editing, and revising the School Plans for Student Achievement (SPSA).  The District works with DTS to manage the SPSA template and ensures that the template meets state needs and fulfills federal requirements.  California Education Code 64001 requires a School Plan for Student Achievement for all schools receiving funds contained in the district Consolidated Application.

Key features of Document Tracking Services include:  Pre-population of SPSA data, data carry-over from year to year, full template customization, multiple user logins per location, accessibility from any computer with on-line access, up to five separate plan templates, and Spanish translation. 

Board approval will allow the District to continue to utilize the web-based plan templates and to provide translation services that will be accessible to the Alvord community.

Rationale:
Under this agreement, Empower You Edutainment will provide AUSD eight parent workshops and two cultural activities, (Black History Month and Kwanzaa Presentation), to ensure and improve parents/district collaboration in an effort to improve academic achievement and school connectedness for our African American student population.

Readers and Writers Workshop has been identified as an evidence-based instructional system that supports a balanced literacy approach. Arlanza has been a school that has been working diligently to implement this instructional system over the past five years. Teachers have put into practice various strategies that stem from the Workshop model including mini-lessons, read aloud, shared reading, phonics instruction, and small group instruction that address the Common Core State Standards. The Literacy Partners group will support Arlanza teachers by designing tailored professional development that are aligned with the goal of improving student needs in the areas of reading, writing, and phonics at grades K-2. 

Literacy Partners will provide a trainer to deliver a “Workshop Reboot” professional development at Arlanza Elementary School. The trainer will model and teach strategies that use the unit of study kits to set goals for their units, plan teaching points (objectives), develop anchor charts, review resources, watch modeled lessons, review data, and plan student celebrations in writing. Students will benefit immediately after the training, as many teachers will be able to practice these strategies immediately after receiving the training with students during the Summer Academy. This agreement was originally approved on March 18, 2021 as item 10.d.8. however due to time limitations the final professional development was not completed. 

Board approval of this agreement with Literacy Partners will provide training focused on improving and sustaining a high academic instructional program and provide tools and resources to support teachers in offering students targeted reading and writing instruction.

Recommended Motion:
Board approval is requested for an agreement between ManageBac, Inc. and Alvord Unified School District to provide access to the ManageBac online platform used for the IB program at Norte Vista High School.  The effective date would be July 15, 2021 through June 30, 2022.
Rationale:
Under this agreement, ManageBac would provide access to their online platform to Norte Vista High School International Baccalaureate staff.  The ManageBac program enables efficient curriculum planning, assessment and reporting, while eliminating paperwork and enhancing communication to parents and students participating in the IB program.  ManageBac will assist in better identifying struggling students at an earlier phase to much more quickly assist and communicate student progress to all.  The annual fee is all inclusive and covers software service, hosting, and online training.

Board approval of this agreement will provide access to Norte Vista High School IB staff during the 2021-2022 school year.

Board approval is requested for an Agreement for Services between Alvord Unified School District and The Regents of the University of California on behalf of the Gluck Fellows Program of the Arts to provide an outreach program for local schools that have little or no access to the arts.  The term of the agreement shall be from July 1, 2021 through June 30, 2023.
Rationale:
Established in 1996, the Gluck Fellows Program of the Arts at UC Riverside is a privately funded arts outreach program that is designed to create the opportunity for graduate, and undergraduate students of the Departments of Art, Creative Writing, Dance, History of Art, Music, Theatre, the Sweeney Art Gallery and UCR/California Museum of Photography to extend their creative, performative, and expository talents to local schools, residential homes for elderly care, and community centers that have little or no access to the arts. Each fellow performs twelve hours of community programming. The Gluck Program Office helps ensure that the Fellows they send to community sites and their projects are successful, appropriate and rewarding.  

Board approval would allow graduate and undergraduate students from the Gluck Fellows Program of the Arts at UC Riverside to work with students in Alvord Unified School District schools during the 2021-2022 and 2022-2023 school years.

Rationale:
Norte Vista High School would like to hold its annual Grad Nite on Friday, May 20, 2022 at Six Flags Magic Mountain in Valencia, CA. Event arrangements provided by Six Flags would include admission ticket, access to dance areas, All-You-Can-Eat meal, Grad-Nite souvenir, and a Six Flags Grad Pass for the remainder of 2022 for up to 300 students.

It is anticipated that at least 150 Seniors would participate in this event, but that number may increase by the end of the school year.  The agreement cost reflects a minimum of 150 students at $105.00 per student.

Rationale:
AVID, Advancement Via Individual Determination, is a global nonprofit organization dedicated to closing the achievement gap by preparing all students for college readiness and success in a global society. Established more than 35 years ago, today it impacts nearly 1.5 million students in 46 states in 16 countries/territories.  The program trains educators to use proven practices in order to prepare students for success in high school, college, and a career, especially students traditionally underrepresented in higher education.  It provides research-based strategies and curriculum to educational institutions in elementary, secondary, and higher education.  Through Schoolwide AVID, educators receive training and methodologies to help develop students’ critical thinking, literacy, and math skills across all content areas.  AVID's mission is considered to be an essential strategy for closing the achievement gap, making college access and success available to all students.

Board approval of this agreement will provide the necessary AVID tools for both elementary and secondary AVID schools in Alvord.

Board approval is requested for an agreement between The Silicon Valley Mathematics Initiative, LLC., and Alvord Unified School District for District membership which would provide access to mathematics resources and professional development services.  The term of this agreement would be July 1, 2021 through June 30, 2022.
Rationale:
The Silicon Valley Mathematics Initiative is a comprehensive effort to improve mathematics instruction and student learning.  It has supported school districts and charter schools since 1996.  Membership allows access to math resources that teachers use for instruction on a daily basis, and provides support to all K-12 grade teachers with curriculum, assessments, and quality instruction.  These resources would support the District’s work with the Riverside County Office of Education Early Numeracy program.

Board approval of this agreement with The Silicon Valley Mathematics Initiative will provide access to this valuable math resource for all teachers in the Alvord Unified School District during the 2021-2022 school year.

Board approval is requested for the Memorandum of Understanding, MOU4145, between 5-Star Students LLC and La Sierra High School to allow Aeries data access for use in La Sierra’s Positive Behavior Interventions and Supports initiative.  This data sharing MOU would be effective July 1, 2021 through June 30, 2022.
Rationale:
5-Star Students is a web application currently used by students at La Sierra High School to conduct in-house surveys and polls for homecoming court voting. 5-Star Students has many more features that are a part of its core product and will be used during La Sierra’s Positive Behavior Interventions and Supports roll out. To streamline the roll out and to ensure buy in from stakeholders, 5-Star Students can use Aeries data to import students and staff and their class rosters in real time without the need to manually update records.

Board approval of this Memorandum of Understanding will give 5-Star Students access to only the necessary and appropriate Aeries data for La Sierra High School during the 2021-2022 school year.

On April 29, 2021 and May 6, 2021, the district solicited bids for paper products.  On May 26, 2021, the district received and opened nine (9) bids.  Business Services staff recommends the Board award bids to Form Plastic Company, Gold Star Foods, Moreno Bros. Distribution, P & R Paper Supply Co., The Platinum Packaging Group, Sunrise Packaging Products, Inc., Plastic Connections, Inc., Revere Packaging LLC, and Individual Foodservice as specified by line/lot in the attached backup documentation. 

The award is valid from July 1, 2021 through June 30, 2022, with the option to extend for two (2) one-year periods.  Across all awarded vendors, Alvord Unified School District’s estimated annual expenditure is $837,000. 

CURRENT CONSIDERATION:  The district has an immediate need to purchase bid items identified in this recommendation; however, it is also beneficial to the district to utilize this bid for additional purchases of various paper and food supplies, itemized in the bid on an as-needed basis. Recommended Motion:
Board approval is requested for adoption of the amended Resolution No. 52 - an annual resolution for Teacher Assignment/Misassignment Monitoring allowing legal provisions that authorized staff to teach in their 2020 - 2021 school year assignments. 
Rationale:
In 1989, Senate Bill 435 was passed, which requires that all California school districts annually review the credential authorizations for their certificated employees. This is commonly referred to as “assignment/misassignment monitoring.”  Furthermore, Education Code §44258.9 requires county superintendents of schools in turn to monitor school districts to ensure that there are no teacher assignments outside the authorization of the teachers’ credentials.

The District must ensure that all certificated staff are assigned appropriately.  District staff work with Principals to review all master schedules and compare assignments to the credentials of the individual in place.  When there is an assignment for which there is no specific credential authorization, or when the employee has talents not evidenced by his or her credential, Education code allows assignment options that will permit the services.  There are prerequisites that the credential holder must have completed in order to qualify for an assignment option.  These assignment options require that the employee provide written consent that he or she agrees to the assignment, and the Board approves a resolution to permit these alternative authorizations.  

In Alvord Unified School District there are five basis scenarios under which we utilize assignment options.  The District uses the options in the following ways:

1. Education code 44256(b) is used when a multiple subject teacher is assigned to a departmentalized classroom.
2. Education code 44258.7 is used when a teacher who holds a credential other than physical education is teaching a sports physical education class.  
3. Education code 44263 is used when a teacher who holds any credential is teaching in a departmentalized setting for which they are qualified for.
4. Education code 44865 is used to allow any credentialed teacher to teach in a specialized setting such as home and hospital or continuation school.
5. Education code 44265.1 is used to allow a teacher who holds an education specialist credential that authorizes him or her to provide instruction to individuals with mild and moderate disabilities to provide instruction to pupils with autism.  

The District has verified that assignment options used during the 2020 - 2021 school year are appropriate, and that the conditions required by law have been met.

7.c.5. Approve Memorandum of Understanding (MOU) between Alvord Unified School District and the Alvord Educators Association
Recommended Motion:
Board approval is requested for the Memorandum of Understanding between Alvord Unified School District and the Alvord Educators Association to create a separate salary schedule for Speech Language Pathologists.  
Rationale:
In an effort to assist the District with recruitment and retention of Speech Language Pathologists, a separate salary schedule will be created.  Effective July 1, 2021, the District and Alvord Educators Association agree to add a new salary schedule titled “Speech Language Pathologist.”

California school districts are required to disclose the fiscal impact of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to provide input prior to ratification by the Board.

Recommended Motion:
Board approval is requested to revise the “195 Workdays” Salary Schedule to reflect a change to eliminate a position title.  
Rationale:
The District would like to make the following adjustments to the 195 Workdays Salary Schedule to reflect the following change:  

• Deletion of Speech Therapist title
 
The attached 195 Workdays Salary Schedule has been revised to show revisions in red.

8.a.1. Fourth Quarterly Report on Williams Uniform Complaints
Recommended Motion:
The Board will receive the fourth Quarterly Report on Williams Uniform Complaints for the period beginning April 2021 and ending June 2021.  There were no complaints that were received in this time period.
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office. The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
