6.b.1. Ratify Agreement – IHS Environmental, Inc. - District-Wide
Recommended Motion:
Ratify agreement between IHS Environmental, Inc. and Alvord Unified School District to provide environmental consulting services throughout the District, effective July 12, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:

IHS Environmental, Inc. primary services include the expertise in inspection of asbestos and mold and monitoring the removal to ensure a safe environment for students and staff. IHS Environmental, Inc. has been providing these services for the District and has proven to be a reliable vendor. 

Contract Template II will be used for this agreement, which was Board Approved August 20, 2020.
Board approval of this item will allow IHS Environmental Services, Inc. to proceed with services as needed.

FISCAL IMPACT: $10,000.00 (General Fund/Restricted-Maintenance)


 
6.b.2. Renew Agreement – ARC Document Solutions - District-Wide
Recommended Motion:
Renew agreement between ARC Document Solutions and Alvord Unified School District for Skysite Platform, effective August 20, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:
This is for the annual subscription to the Skysite Platform which contains all our construction documents and plans in the cloud.  It allows for easy access by authorized District personnel as well as the capability to collaborate with architects, engineers, contractors and anyone authorized to have access to the document via any internet connected device.

It eliminates the need for costly storage facilities to store physical documents as well as prevent the loss or accidental destruction of information.

Board approval will allow ARC Document Solutions to continue with the support of this service.

6.b.3. Approve Agreement – American Medical Response (AMR) – Various Sites
Recommended Motion:
Approve agreement between American Medical Response and Alvord Unified School District for ambulance stand by and first aid services for high school football home games, effective August 20, 2021 through December 31, 2021. This expenditure is included in the 2021-2022 budget.
Rationale:

American Medical Response provides stand by ambulance and first aid services at each of the high school varsity football home games. The first scheduled game is set to take place in late August 2021, the last scheduled game is scheduled for late October 2021. However, additional games may be added should any of the Alvord teams qualify for the CIF playoffs. AMR has been providing this service on an annual basis to Alvord Unified School District and has proven to be a reliable vendor.   

Board approval of this item will allow American Medical Response to provide the stand by ambulance service.

FISCAL IMPACT: Not to Exceed $5,500.00 (General Fund/Unrestricted)


 
6.b.4. Approve Agreement - Cooperative Strategies
Recommended Motion:
Approve agreement between Cooperative Strategies and Alvord Unified School District for redistricting services, effective August 20, 2021 through December 30, 2023.
Rationale:

Cooperative Strategies is qualified to perform and assist in the evaluation of existing voting areas with the 2020 Census Data and potential adjustments. They will determine the goals that Alvord Unified School District has for the redistricting process. This determination will be based on Education Code sand Elections Code, including the California Voting Rights Act and Federal Voting Rights Act. 

Board approval of this item will allow Cooperative Strategies to proceed with services.

6.b.5. Approve Agreement – Haz Mat Trans, Inc. – Keller Site
Recommended Motion:
Approve agreement between Haz Mat Trans, Inc. and Alvord Unified School District, for cleaning out of the sump tank (pumping services) at Keller Site, effective August 20, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:
Federal and State regulations require the sump tank at the Keller site to be pumped and the contents disposed of a few times a year. Haz Mat Trans, Inc. has provided these services for the District in the past and have proven to be a reliable vendor.  This agreement will be for the 2021-2022 school year.

Contract Template II agreement will be used, which was Board Approved on August 20, 2020.

6.b.6. Approve Agreement – J & B Engineers, Surveyors – Hillcrest High School
Recommended Motion:
Approve agreement between J & B Engineers Surveyors and Alvord Unified School District, to provide engineering and monitoring services of the retaining wall at Hillcrest High School, effective August 20, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:

The Division of State (DSA) requires the District to perform annual inspections and monitoring of the retaining wall at Hillcrest High School. J & B Engineers, Surveyors is qualified to perform the required services and has proven to be a reliable vendor.

Contract Template III agreement will be used, which was Board Approved on August 20, 2020. 

Board approval of this item will allow J & B Engineers, Surveyors to proceed with services.

Recommended Motion:
Approve agreement between John R. Byerly, Inc. and Alvord Unified School District to perform geotechnical (soils) engineering services and laboratory testing at various sites, effective August 20, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:

Geotechnical and laboratory testing is required during the work being performed at various sites. John R. Byerly, Inc. has provided these services for the District in the past and has proven to be a reliable vendor.   

Board approval of this item will allow John R. Byerly, Inc. to proceed with services.

Recommended Motion:
Approve agreement between Sandy Pringle Associates Inspection Consultants, Inc. and Alvord Unified School District to provide Division of the State Architect (DSA) Inspection Services, effective August 20, 2021 through June 30, 2022. This expenditure is included in the 2021-2022 budget.
Rationale:

Sandy Pringle Associates Inspection Consultants, Inc. has provided these services for Alvord Unified School District in the past and has proven to be a valuable resource for the District. 
Board approval of this item will allow Sandy Pringle Associates Inspection Consultants, Inc. to proceed with services as needed.

Recommended Motion:
Staff recommends the acceptance of Gifts & Donations to various school sites and programs of the Alvord Unified School District in the amount of $9,277.34 for the period July 1, 2021 thru July 31, 2021.

6.c.3. Approve Agreement - Sectran Security Inc. - Armored Transportion Services
Recommended Motion:
Approve the two-year service agreement between Sectran Security Inc. and Alvord Unified School District for providing armored transportation services.  The effective period of this agreement begins August 2021 and extends through July 2023.  
Rationale:

Sectran Security Inc. will provide armored transportation services of currency, checks, notes, bonds, negotiable instruments, and all other things of value to Altura Credit Union from the following locations: Arizona Middle School, Loma Vista Middle School, Villegas Middle School, Wells Middle School, Alvord Continuation High School, La Sierra High School , Norte Vista High School, Hillcrest High School, Alvord Unified School District Office (9 KPC) and Child Nutrition Services. Other locations may be added as necessary.

Approval of this two-year service agreement will provide armored transportation services to our schools, Child Nutrition Services Department, and the district office at 9 KPC.

This is an anticipated expenditures in the 2021/22 district budget.

FISCAL IMPACT: $30,000.00 – (General Fund/Unrestricted-Fiscal Services)

6.c.4. Approve Associated Student Body (ASB) Fundraisers for 2021-2022
Recommended Motion:
Board approval is requested to approve the 2021-2022 Associated Student Body (ASB) Fundraisers List.  Approval of the ASB fundraisers will allow all school sites to move forward with ASB activities for the current school year.
Rationale:
Business Services will request authorization from the Governing Board each school year for those student fundraisers that have been determined to meet the criteria of Board Policy 1321, Solicitation of Funds From and By Students. The ASB student fundraisers will be updated and brought back to the Governing Board as the needs of our students change.

6.c.5. Approve Internet Fundraising Agreement - BLAST Athletics LLC
Recommended Motion:
Approve agreement between BLAST Athletics LLC, and Alvord Unified School District.  BLAST Athletics LLC produces internet-based fundraising (commonly known as "crowd funding") to middle and high school sports teams, clubs, cheer, band, and other student activities groups.
Rationale:

BLAST Athletics, LLC ("Provider") will supply and host a secure online platform (“Platform”) for the purposes of district and school site fundraising. This Platform will be be branded and populated by each of the district’s school site administrative staff. Through the Platform, school student groups can receive donations online from potential donors.

Site administration control the content and potential donor contact information on the Platform. Provider will send requests for donations to the entered contact information. This request contains a link that directs the recipient to the student group's webpage, which further explains the fundraiser and collects any donations.

Approval of this agreement will allow BLAST Athletics LLC to provide its fundraising services to Alvord Unified School District for the 2021/22 school year.

6.c.6. Approve Certification of Signatures
Recommended Motion:
Board approval is requested to file the Certification of Signatures with the Riverside County Office of Education for the 2021-22 school year. The individuals authorized to act as Authorized Agents for fiscal and legal matters on behalf of Alvord Unified School District are the Board of Education: Lizeth Vega, Joanna Dorado, Julie A. Moreno, Robert Schwandt, and Carolyn M. Wilson, and district management staff: Allan J. Mucerino, Dusteen Nevatt, Robert E. Presby, Sherri Duckworth Kemp, Kevin Emenaker. Additionally, Fred Anthony Warnecke is authorized to act as an Authorized Agent for fiscal matters only. 
Rationale:

A Certification of Signatures is required by the Riverside County Office of Education, which shows all signatures of the members of the Governing Board and employees of the district authorized to sign Warrant Orders, Orders for Salary Payment, and Notices of Employment.

No person other than an officer or employee of the district can be authorized to sign orders. These certifications are made in accordance with the provisions of Education Code Sections 42632, 42633, and 85233. If those authorized to sign orders as shown in Column II are unable to do so, the law requires the signatures of the majority of the governing board for these specified purposes.

As prescribed by the Superintendent of Public Instruction, it is necessary to file an updated Certification of Signatures Form at the annual organizational meeting and during the school year when changes to this form are required. In addition, a copy of the Board Minutes authorizing the names of the individuals that have been authorized to sign the form must also be submitted. Board approval is requested to file a revised Certification of Signatures with the Riverside County Office of Education for the 2021-22 fiscal year.

Recommended Motion:
Receive Report of Receipts for July 1, 2021 thru July 31, 2021, in the amount of $2,327,802.62. This amount includes routine deposits for reimbursements, health and welfare contributions, donations and grant funds received. 
Rationale:

The District’s Report of Receipts reflects monies received, which includes deposits for reimbursements, health and welfare contributions, donations and grant funds received. 

These funds when received, are applied to the appropriate budget and financial accounts. They are then deposited into the District’s Cash Clearing Bank Account and a check is written to the Riverside County Office of Education for deposit to the Galaxy Financial System.  A sequential number is assigned to each receipt and once the checks have cleared through the bank account, the items are posted to the financial accounts.

The enclosed financial report is the monthly update of the District’s Report of Receipts for July 1, 2021 thru July 31, 2021.

6.d.1. Ratify Agreement - Carolyn E. Wylie Center for Children, Youth and Families
Recommended Motion:
Board ratification is requested for a professional services agreement between Carolyn E. Wylie Center for Children, Youth and Families and Alvord Unified School District for outreach counseling services. The effective date of this agreement would be from July 1, 2021 through June 30, 2022. 
Rationale:

The Carolyn E. Wylie Center for Children, Youth and Families (Wylie Center) is a non-profit agency specializing in the needs of children and their families in Riverside County providing school-based prevention and intervention services for Alvord Unified School District.  Services include resource and referral information, active listening with students, suicide prevention, coping with grief, substance abuse prevention, crisis intervention and consultation with school personnel regarding the academic, social and environmental needs of students.  

The Carolyn Wylie Center will provide outreach counseling services in the Alvord Unified School District during the 2021-22 school year to all five (5) District high schools, and all four (4) middle schools.  Services will include assisting expelled students with the rehabilitation-plan counseling requirement, and Student Attendance Review Board students; working with individual students, groups of students, parents and school staff on issues regarding academics, anger management, attendance, behavior, discipline, family-related problems, substance abuse education, suicide/self-harm prevention, and parent classes.

Board approval of this item will allow the Carolyn E. Wylie Center for Children, Youth, and Families to provide counseling services and classes as described above, during the 2021-2022 school year. 

Fiscal Impact:  Not to exceed $122,893.20 ($20,482.10-General Fund/Restricted-Title IV and $102,411.10- Local Education Agency Medical Billing Option (LEA )

6.d.2. Ratify Agreement - Edgenuity Inc.
Recommended Motion:
Board ratification is requested for an agreement between Edgenuity Inc. and Alvord Unified School District to provide Edgenuity Digital Library and Odysseyware licenses to the district during the 2021-2022 school year. 
Rationale:

Edgenuity Digital Library and Odysseyware provide online access to students in grades K-12 so that they have the opportunity to take courses for credit recovery and original credit.  Content areas include math, ELA, science, social studies, electives, CTE, AP, world languages, and virtual tutors. 

Under this agreement, Edgenuity Inc. shall provide two hundred twenty-five (225) Odysseywre K-12 Comprehensive and CTE library Add-on concurrent user licenses onsite learning, 330 K-12 Comprehensive Home Base Program (HBP) licenses and professional development for K-12 teachers,  effective July 1, 2021 through June 30, 2022. 

Board ratification of this agreement will allow Edgenuity Inc. to provide access to the digital library and training for teaches for the 2021-2022 school year.

6.d.3. Ratify Agreement – Stronger Minds, Stronger Youth, Family Engagement
Recommended Motion:
Board approval is requested for the ratification of the agreement between Stronger Minds, Stronger Youth and Alvord Unified School District to provide an in-person workshop delivered to parents at the Family Engagement Center. The terms of this agreement would be August 10, 2021 through December 16, 2021.
Rationale:

As students transition back to in-person school, families may be experiencing anxiety related to this transition and residual effects of the collective trauma that our community faced as a result of the COVID-19 pandemic. Participation in this workshop will provide parent/guardians with information on how collective trauma impacts the developing brain, how to recognize the signs of stress and anxiety, and how to emotionally support children as they adjust to change. 

Board ratification of this agreement would allow Stronger Minds, Stronger Youth to deliver this important information to families.

Agreement 2020 Non-Construction Template, which was Board approved on November 19, 2020 will be used for this agreement.

FISCAL IMPACT:  $667.00 (Title I – Family Engagement)

6.d.4. Ratify California Department of Education, California School for the Deaf, Riverside Agreement No. IN210172 (Special Circumstance Paraprofessional)
Recommended Motion:
Board ratification is requested for an agreement with the California Department of Education, California School for the Deaf, Riverside for a Special Circumstance Paraprofessional. There was a delay in receiving the renewal agreement as revisions were needed regarding the required signatures.  Ratification of this agreement will allow California School for the Deaf, Riverside to continue the services of a paraprofessional to serve an Alvord student with medical needs requiring a one-to-one aide.  
Rationale:
The Individuals with Disabilities Education Improvement Act of 2004 (IDEIA’04) requires that school districts provide a free, appropriate, public education for all students with disabilities ages 3-22.

The Riverside County Office of Education (RCOE) historically provided Special Circumstance Paraprofessionals, through a memorandum of understanding (MOU) with Alvord USD, for students attending California School for the Deaf, Riverside. Alvord is developing this agreement because The Riverside County Office no-longer provides this option. 

California School for the Deaf, Riverside created the position, posted the vacancy and hired the paraprofessional when the original agreement had been approved by both parties.

Alvord, as the LEA (Local Educational Agency), will be responsible for paying for this Special Circumstance Paraprofessional’s service as long as the student resides within the Alvord Unified boundaries.  

Board ratification of this item will allow California School for the Deaf, Riverside to continue to provide a Special Circumstance Paraprofessional for an Alvord Deaf/Hard of Hearing student requiring special circumstance services as required by the Individualized Education Program (IEP).

6.d.5. Ratify Client Staffing Agreement–Pioneer Healthcare Services, LLC
Recommended Motion:

Board ratification is requested for client staffing agreement between Pioneer Healthcare Services, LLC and Alvord Unified School District for the 2021-2022 school year.  This agreement allows Pioneer Healthcare to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP).

Rationale:
The Special Education Department wishes to contract with Pioneer Healthcare Services for speech/language pathologists, speech/language pathology assistants, school psychologists and special circumstance aides when a short-term staffing need arises. In addition, there continues to be a need for speech/language pathologist assistants due to high caseloads and the lack of qualified applicants to fill our speech/language pathologist openings.  The District does not have substitutes readily available for long-term absences of School Psychologists or Speech/Language Pathologists.  The Special Education Department will require contracted personnel to cover these services due to current speech/language pathologists and school psychologists taking child-bonding/FMLA during the 2021-2022 school year.

Board ratification is requested for an educational institution staffing agreement between Ro Health, Inc. and Alvord Unified School District.  The agreement allows Ro Health, Inc. to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students with special needs for the 2021-2022 school year. 
Rationale:

The district currently has the need for an additional agency to provide short-term contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP).  Our current agency is not able to fulfill all of our requests due to high demand for these types of positions throughout Southern California.  Alvord does not currently have sufficient permanent staff to meet student needs.  Ro Health provides short-term, contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP) while Alvord reviews current staffing to determine if an additional aide position is required. 

The Special Education office is requesting ratification of a contract with Ro Health, Inc. to provide short-term staffing support as needed for the 2021-2022 school year.

The BrainPOP online program provides supplemental curricular supports including animated instructional videos, lessons, quizzes, activities and learning games that cover the subjects of science, social studies, English, mathematics, engineering and technology, health, arts, and music.

Board approval is requested to renew the contract with the Riverside County Department of Mental Health – Prevention Clubs and Alvord Unified School District to provide funds to support Friday Night Live (high school), Club Live (middle school), and Friday Night Live Kids (elementary school) during the 2021-2022 school year.
Rationale:

The Riverside County Department of Mental Health (RCDMH) – Friday Night Live (FNL) contract provides funds to compensate approximately 75% per adult advisor for each school’s prevention club known as Friday Night Live (high school), Club Live (middle school) and Kid Live (elementary school). Each site’s advisor receives a $1,104.00 stipend ($750.00 from RCDMH and $354.00 from Alvord) and agrees to abide by the FNL assurances. The clubs meet monthly, and plan activities and events  for students throughout the year. The prevention clubs promote a commitment to a safe and drug free lifestyle.

The Student Services department anticipates prevention clubs at the following sites: La Granada, McAuliffe, and Rosemary Kennedy Elementary Schools, Arizona Middle School, , and Norte Vista High School, sites may vary.  The contract specifies the responsibilities and duties of the adult club advisors.  The contract states that the County will reimburse the District $750.00 per advisor, not to exceed four (4) advisors.  The remaining cost of $354.00 per advisor will be paid using general funds.  In addition, the fifth prevention club advisor will be entirely funded using general funds.

Board approval of this item will allow the Riverside County Department of Mental Health to provide Alvord Unified School District supplemental funding for up to four (4) club advisors and one (1) additional advisor using district funds during the 2021-22 school year.

The Alternative Programs and CTE office meets monthly with CTE teachers after their contract day. CTE teachers attend College and Career Fairs, Conferences, and prep for the CTE showcase before and after their contract day. ROP teachers cannot be paid off of a personnel action forms and must have a contract for their additional hours. Meetings, professional development and collaboration time is required by the grant.

In past years each instructor had an individual contract for these hours, this year all teachers and their individual hours are listed on Attachment A.

Board approval is requested for a professional services agreement between LA Speech Pathology Services, Inc. and Alvord Unified School District to provide Independent Educational Evaluations (IEE) including the comprehensive testing, observation, report to parent and district, and participation in the IEP meeting to discuss the evaluation results for the 2021-2022 school year.
Rationale:
The Alvord Special Education Department received a request, from the parents of a student with special needs, for an Independent Educational Evaluation for Speech/Language Impairment through a negotiated settlement agreement during Spring 2021.    The District had to reach out to the parent and attorney to get a recommended provider.  At this time, both parties have agreed to have LA Speech Pathology Services, Inc. perform the Independent Speech/Languge Evaluation.  This provider meets the professional qualifications required and is within the fee range of other similar providers.  

Board approval of this item will allow LA Speech Pathology Services, Inc. to begin the Independent Educational Evaluation for an Alvord student with special needs as required by the negotiated settlement agreement.

Rationale:
Two study rooms at Hillcrest High School were converted into office space to accommodate the Instructional Coach and Intervention Teacher as they will be collaborating closely throughout the year. The windows of this newly converted space require window shades to provide privacy and protection from the sun. In the past, Luv R Blinds has provided quality materials and efficient services to Hillcrest High School.  The selection of this company will provide uniformity window shades across campus.

Rationale:
Under this contract, Complete Business Systems (CBS) would provide same day response time for service calls as well as provide a loaner printer, if necessary, when CBS is unable to repair the equipment within 24 hours. This is a full service contract, which includes unlimited service calls; and all parts and labor. This maintenance agreement would ensure that the equipment remains fully functional for staff use.

Creating Creators founders Jessica Just and Polo Munoz both well known in the film industry will bring their program to the Norte Vista High School film and production program.  The Creating Creators program will enhance the writing skills of Norte Vista High School students with workshops, a pilot film class and professional development for teachers. 

Students in the Creating Creators program will get the opportunity to work with film industry professionals to write, produce, and create their own small films.  

Creating Creator students have won film festival awards.  We are excited to bring the wonderful opportunity to the film students at Norte Vista High School.

Norte Vista High School would like to hold its annual Knott your Ordinary Event on Friday, May 13, 2022 at Knott’s Berry Farm Buena Park, CA. Event arrangements provided by Knott’s Berry Farm would include admission ticket, access to the Lagoon, meal ticket, for up to 300 students.

It is anticipated that at least 300 Norte Vista Student would participate in this event, but that number may increase by the end of the school year.  The agreement cost reflects a minimum of 300 students at $75.00 per student.

Board approval is requested for an agreement between Alvord Unified School District and Thousand Pines Outdoor Educators for an overnight trip for up to eighty students and two teachers to attend the Thousand Pines Outdoor Science School December 7-10, 2021, in Crestline, California.

Rationale:
This will be the second annual trip for Valley View Elementary School students to the Outdoor Science School. This science camp will allow fifth grade students to develop and further their understanding of science in a natural environment.  The Outdoor Science School will provide trained counselors who will supervise and instruct students throughout the week in biological and natural sciences.  Male and female students will be housed in separate cabins with a certified cabin leader in each cabin for sleeping arrangements.  All meals are provided by Thousand Pines Outdoor Science School.  Students and teachers will travel in District buses to and from the science school.  There will be teacher chaperones on the buses on the way to and from the science school.  Once they arrive at the school, there will be one staff member for every ten students exclusive of the Valley View teachers attending.  The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.

Board approval of this agreement and overnight trip would allow up to eighty Valley View fifth graders to attend the Thousand Pines Outdoor Science School in Crestline, California, December 7-10, 2021.

Recommended Motion:
Board approval is requested for the Joinder Agreement between CORE Districts, Panorama Education, PACE at Stanford University, and Education Analytics and Alvord Unified School District to ensure the confidentiality and security and terms of use for information and data exchanged between all partners. The term of the agreement would be July 1, 2021 through June 30, 2025. 
Rationale:
CORE is a non-profit organization comprised of member California school districts.  The purpose of this agreement is to assist school districts to participate in measurement, analytics reporting and research based upon CORE’s school quality improvement indicator system.  CORE research partners will collect, utilize and archive longitudinal administrative data to conduct policy analyses for school district leaders and the public in order to support continuous improvement in K-12 education.  The data used is part of a collective project for the Riverside County Office of Education.  Within the scope of this agreement, confidential data may be exchanged between CORE partners.

Board approval of this joinder agreement would bind Alvord Unified School District to all of the terms and conditions of the Data Use Agreement.

Board approval is requested for the online subscription renewal agreement between The DBQ Project (DBQ) and Alvord Unified School District for access to their online data base to generate questions for Social Science teachers effective July 1, 2021 through July 1, 2022.
Rationale:
Alvord Unified School District teachers have been utilizing The DBQ Project for several years.  All secondary social science teachers have been trained to use the data based questions and practices.  Under this agreement, teachers at secondary schools would have access to online school libraries.

Board approval of this agreement would allow Social Science teachers to access The DBQ Project online data base during the 2021-2022 school year.

Recommended Motion:
Board approval is requested for an agreement between Entourage Yearbooks and Alvord Unified School District for yearbook publishing services for Wells Middle School. The term of the agreement would be July 1, 2021 through June 30, 2022.
Rationale:
Under this agreement, Entourage Yearbooks would provide Wells Middle School students resources to create a yearbook as well as provide 200 copies of the published yearbooks which students would be able to purchase.  Student pictures, clubs, and activities would be included in the yearbook to create long lasting memories for students.  

Board approval of this agreement would make it possible for students at Wells Middle School to create the 2021-2022 yearbook.

Recommended Motion:
Board approval is requested for the Memorandum of Understanding between Big Brothers Big Sisters of the Inland Empire and Alvord Unified School District, for continuance of various mentoring programs.  This MOU would be effective August 20, 2021 through June 30, 2022.
Rationale:
In the past the District has entered into a memorandum of understanding with Big Brothers Big Sisters of the Inland Empire to provide one-on-one mentoring services to students in the district. The goal of the mentoring program is to provide children facing adversity with a strong, enduring professionally supported mentoring relationship that changes lives for the better.  The mentors work with students enrolled in the Expanded Learning Programs and our High Schools.  

Board Approval would allow Big Brothers Big Sisters of the Inland Empire to continue to provide necessary services for Expanded Learning and High School students during the 2021-2022 school year.

This would require a revision of the current job description.

Board approval is requested for an amendment to a Student Teaching Agreement with California State University, East Bay.
Rationale:
Board approval is requested to amend a Student Teaching agreement with California State University, East Bay to provide language that addresses COVID-19 guidelines. The District shall provide notification to the University if at any time the District becomes aware that it is not in compliance with CDC guidelines or applicable governmental directives.

Rationale:
The purpose of this agreement is to allow the Human Resources Department to work with G2Solutions, Incorporated to transmit fingerprint information to the Department of Justice’s Automated Fingerprint Identification System for the purpose of obtaining criminal offender records information checks, background checks and criminal history inquiries.

Rationale:

TBWBH/P&M will assist in evaluating the electoral feasibility of a G.O. bond measure, develop a measure for the ballot and implement a public outreach and communication program to raise awareness for Alvord Unified School District needs. TBWBH/P&M is a qualified professional consulting firm that has provided these services for other surrounding District’s in the past.  

Board approval of this item will allow TBWBH/P&M to proceed with services.

Board approval is requested to form an Unorganized Associated Student Body (ASB) at Alvord Alternative Continuation High School for the purpose of celebrating diversity and strengthening school culture for our students. 
Rationale:

Education Code 48930 authorizes the governing Board to approve the formation of student body organizations within the district.  Approving the ASB at Alvord Alternative Continuation High School would allow for a greater degree of student involvement, encourage communication and cooperation between students and between students and staff, and provides opportunities for students to feel valued and members of the Alvord community.

7.c.3. Approve 2021-2022 Consolidated Application for Categorical Program Funding
Recommended Motion:
Board approval is requested for the spring submission of the Consolidated Application and Reporting System (CARS) application for Categorical Program funding for 2021-2022.
Rationale:

The California Department of Education (CDE) requires school districts to indicate each year federal categorical programs they will participate in the following school year.  The CARS application contains assurances indicating the LEA will comply with the legal requirements of each program in order to supplement the regular educational programs provided by the district.  The application becomes part of the entitlement funding process for all districts.

Board approval will allow the Alvord Unified School District to submit the application for funding of consolidated categorical programs indicating Alvord's intention to participate in various categorical programs and provides assurances the program guidelines will be met.  For the school year 2021-2022, the district will participate in the following programs and anticipates the listed revenue below:

• Title I, Part A & D:  $5,409,600
• Title II, Part A:  $677,947
• Title III, Part A Immigrant:  $55,334
• Title III, Part A English Learner:  $654,228
• Title IV, Part A Student Support and Academic Enrichment:  $414,642

The California Department of Education uses the submission of the CARS application in determining the preliminary level for each of the categorical programs.  The actual entitlement for each program will be determined after the approval of the State Budget.

Recommended Motion:
Board approval is requested for the addition of one 195-Day Full-Time Education Specialist Teacher Moderate/Severe position for Collett Elementary School.
Rationale:
The Special Education Department monitors special education teacher caseloads to ensure we remain compliant with respect to student placement and teacher caseload assignments. The Department initially had sufficient staffing at sites to accommodate students with moderate/severe autism disabilities. The caseload for the Collett Elementary/Autism program has exceeded student enrollment projections and resulted in the caseload of current classes to exceed contracted maximum.

The Special Education Team has reviewed each case to verify placement and service needs for each student.  This was done to ensure this program is the correct placement. 

We are requesting one additional one full-time Education Specialist Teacher Moderate/Severe position at this time. This will allow our department to adequately staff our new Autism program classroom at Collett Elementary School.  

FISCAL IMPACT:  $129,811.00 (General Fund/Restricted- Special Education)

Recommended Motion:
