The building is currently being worked on by the general contractor for the Culinary Arts Project. This contractor is responsible to make repairs to areas by the project. Due to the age and affected condition of the roof, staff is recommending to repair the entire roof. The District will get a credit from the general contractor. Approve renewal of Use of Facilities License Agreement between World Academy and Alvord Unified School District to provide after-school services including tutoring at Lake Hills and Promenade Elementary Schools for the 2021-2022 school year. |
World Academy has been providing these services to our District for more than seven years. The program is headed by Marion and Michael Higgins, Alvord parents, has been a valuable resource for other District parents.
Board approval of this item will allow World Academy to continue with providing tutoring services for Alvord students. The $3,512.00 monthly payment for use of our facilities reflects the annual 10% increase.

Approve agreement between Neff Construction, Inc. and Alvord Unified School District for repairs to drainage at Hillcrest High School, effective October 8, 2021 through December 31, 2022. |
The drainage and slope along the easterly portion of the Hillcrest High School site is in need of repairs. Staff worked with engineers to develop plans, specifications and reports to submit and obtain approval from the Division of State Architects (DSA). The District has determined the repairs are necessary to ensure the athletic fields do not sustain any further damage caused by rain and rodents. The project will be completed in phases to minimize impacts on athletics. Neff Construction has worked on several projects for the District and has proven to be a reliable contractor.
Contract Template III will be used for this agreement, which was Board Approved on August 20, 2020. Board approval of this item will allow Neff Construction, Inc. to proceed with services.

Onyx Paving will be removing and replacing two speed bumps, eliminate two concrete curb planters, and replace with asphaltic concrete (AC) paving. Blackboard, Inc. currently provides the District with the following services: content management system, website hosting, technical support, mobile communications app, and mass notifications system (formerly known as Blackboard Connect).
Board approval will allow Blackboard, Inc. to continue providing these services and effectively and proactively communicate messages to parents and community members across the channels that they use and prefer, including voice, email, text, website, social media, and mobile app. The solution is to continue with the integrated, multi-channel communication technology.

Board ratification is requested of the master services agreement with the Riverside County Superintendent of Schools for Intra-SELPA (Special Education Local Plan Area) Educational Services during the 2021-2022 school year. Ratification will allow the District to pay an agreed upon amount per student per program for Riverside County Office of Education (RCOE) to serve students with moderate to severe handicapping conditions such as autism, intellectual disabilities, deaf and hard of hearing and itinerant services for visual impairment, orthopedic impairment or deaf and hard of hearing disabilities. |
The Individuals with Disabilities Education Improvement Act of 2004 (IDEIA’04) requires that school districts provide a free, appropriate, public education for all students with disabilities ages 3-22.
The Riverside County Office of Education (RCOE) operates programs for severely handicapped students in various locations within Riverside County. The Intra-SELPA agreement describes various responsibilities of the county office, the SELPA and District regarding instructional programs, related services and cost estimates for students with disabilities. Services are delineated on pages 8-10 of the contract. Alvord students with severe disabilities attend these classes, and this contract will allow them to remain in their current programs. The 2020-2021 contract was for $8,226,606.00 and served 244 students. The 2021-2022 contract is for $8,268,943.00 serving 234 students. Services for Special Circumstance Aides and Home & Hospital Teachers for Alvord students with moderate to severe handicapping conditions are billed separately based on the published rates and individual MOUs.
For the past several years, the District has completed a review, each year, of the feasibility of taking back programs from RCOE. In 2015, Alvord Unified School District took back the three ED classes (students identified with the disability of Emotional Disturbance) resulting in approximately one million dollars in savings on our contract with RCOE. Effective July 1, 2018, Alvord Unified School District took back three ID classes or approximately 23 students (students identified with the disability of Intellectual Disabilities). We will continue to review the programs for the feasibility of taking back programs.
Board ratification of this item will allow Alvord students with severe disabilities to receive educational programs and related services from the Riverside County Office of Education for the 2021-2022 school year.

Board ratification is requested for a professional services agreement between EMSAR and Alvord Unified School District to provide maintenance service, setup and repair for medical equipment used to provide related services to students from September 1, 2021 through June 30, 2022. |
The Special Education Department uses hoyer lifts, specialized medical equipment, for transferring ambulatory students from their wheelchair for various health-related services such as catheterization and toileting. We are unable to perform the services that are required in order for student to attend school if the equipment is in need of repair. In addition, this equipment should receive regular maintenance in order to keep it in safe, working order.
A lift is in need of repair and not working properly. Due to the specialized nature of this equipment, a certified service and repair company is needed to perform the repair. It was not possible to wait for Board approval prior to ordering the repair of the lift. Waiting for Board approval for this agreement would have denied the student their Free and Appropriate Public Education (FAPE).

Board ratification is requested for the maintenance agreement between Konica Minolta Business Solutions and Alvord Unified School District for the maintenance, service and repair of a District-owned copier at Stokoe Elementary for the Special Education Pre-School Team, effective July 1, 2021 through June 30, 2022. |
Konica Minolta provides maintenance, copier service, usage, supplies (toner and staples) and replacement parts to all of our sites. LEA Collaborative approved funds were accessed to purchase a Konica Minolta Biz Hub 227 copier in the 2017-2018 school year. The machine is located in the Pre-School Assessment Team room at Stokoe Elementary School and is used for case management services including IEP documents and reports. The Special Education Department is responsible for all service and supplies because the Pre-School Assessment Team is part of the Special Education Department.
Board ratification of the Annual Maintenance Contract with Konica Minolta will allow them to continue providing maintenance and supplies for the Pre-School Assessment Team copy machine at Stokoe Elementary School.

On July 15, 2021, the Board approved the contract for QTI (Item No. 6.d.1) to provide maintenance and support for the Valcom paging system used at various school sites. The Valcom paging system is an all-in-one system that provides building-to-building telephone communications, an all-call paging system, and a bell system. QTI also provides low voltage cabling installation and repairs. Amending this contract for an additional $10,000.00 will allow for continuous maintenance and support to assure proper functionality of the Valcom paging system as needed during the 2021-2022 school year. Board approval is requested for an amendment to the contract between Tiburon Telecommunications Inc. for low voltage service, inspection and repairs at designated school sites throughout the District effective October 8, 2021 through June 30, 2022. |
On June 17, 2021, the Board approved the contract with Tiburon (Item No. 7.d.13) for the need of repairs or projects that require work with low voltage outlets and cabling. Often times these repairs involve the connections for audio/video and computer equipment used in the classroom. It is necessary to have a vendor agreement setup to perform these repairs in a timely manner in order to maintain a productive learning environment. Requests for repairs will be based on initial evaluation by Information Technology Computer Technicians. Amending this contract for an additional $50,000.00 will allow continuous services for any low voltage and cabling repairs district wide during the 2021-2022 school year.

Board approval is requested to amend the Teletherapy Professional Development and Platform License Agreement between PresenceLearning, Inc. and Alvord Unified School District to increase the number of service provider licenses. This agreement provides for a HIPPA approved therapy and assessment platform, training and technical support for Alvord Related Service Providers during the 2021-2022 school year. |
The Special Education Team determined there was a need for a HIPPA approved platform to provide virtual services and instruction to students with special needs. The Team met with different vendors to review their platform for ease of use, HIPPA compliance, and the number and types of virtual assessments available.
Even though the 2021-2022 school year has returned to in-person instruction, approval of AB/SB 130 requires school districts to provide the option to remain on distance learning. The number of students with special needs being approved for Home Based Program or Home & Hospital services will require the Special Education Department to increase the number of platform licenses. This will allow the Special Education Department to provide virtual support services as required by their Individualized Education Program (IEP).
PresenceLearning has been providing teletherapy through contracted service providers for several years. With the onset of the COVID-19 school closures and virtual instruction, PresenceLearning opened their platform, via licensing, to districts to assist with providing virtual therapy to students with special needs. Their program is the best fit for Alvord staff and students.

California Microsoft Strategic Alliance (CAMSA) is a California statewide purchasing contract with Microsoft for the Education Enrollment Solution program. The contract serves as a master purchasing vehicle for K-12 educational institutions in the state of California. CAMSA renewal is required for compliance with Microsoft licensing in our environment for Windows and Office licenses including network operations and email systems. Softchoice is the new Microsoft distributor for Alvord Unified School District.
Approval to renew the license for California Microsoft Strategic Alliance (CAMSA) will maintain current use of all Microsoft software throughout the District during the 2021-2022 school year.

GoGuardian provides content filtering for our students off-site as well as on site on Chrome devices. Additional components of this product will assist our teaching staff in keeping our students on task all while providing our parents the ability to see more of their child’s progress and an option for them to be more active in their child’s internet experience.
Board approval will allow GoGuardian to provide safety for students as well as maintaining teachers and parents active in the students internet involvement during the 2021-2022 school year.

Segerstrom Center’s Arts Teach program is an educational program designed to help bring art experiences to schools and community organizations. Under this agreement, Segerstrom Center for the Arts will provide workshops and assemblies for students in all HALF-Time and PRIME-Time programs. The workshops will allow students to participate in engaging arts experiences in the area of theatre at elementary sites and dance at middle school sites. Students will also experience a live performance assembly with world-renowned artists after workshops are completed.

Smith, Inc. and Alvord Unified School District to provide Occupational Therapy Independent Educational Evaluations (IEE) including the comprehensive testing, observation, report to parent and district and participation in initial IEP meeting to discuss the evaluation results for the 2021-2022 school year. |
The Alvord Special Education Department receives requests from parents of students with disabilities for an Independent Educational Evaluation. These requests are made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations. The District must choose between defending their assessment by filing for Due Process or granting the request. This provider has been requested by parents as part of a mediated settlement agreement. The provider meets the professional qualifications required and is within the fee range of other similar providers.
Board approval of this item will allow Susanne M. Smith, Inc. to provide an Independent Educational Evaluation as part of a settlement agreement and/or for special needs students based on a parent request for the 2021-2022 school year.

Best Buddies is an international organization that helps establish chapter clubs in colleges, high schools, middle schools, and elementary schools in order to help foster long lasting one to one friendships between student volunteers and students with disabilities. Students participate in on-campus clubs and meet at least once a week to conduct activities and get to know their buddies and build friendships while creating an atmosphere of inclusion on their campuses. The Best Buddies organization provides ongoing support through text messages, email, phone, officer trainings, and in person support with all Best Buddies related activities. This agreement would establish a Best Buddies chapter at Loma Vista Middle School, and the Best Buddies organization would provide support and access to the Best Buddies online portal during the 2021-2022 school year. Board approval is requested for an agreement between The F.I.A.T.M. Group Inc. and Alvord Unified School District for for a partnership with Norte Vista High School. The term of the agreement would be October 5, 2021 through May 31, 2022.
|
Under this agreement, The F.I.A.T.M. Group would provide Norte Vista High School students mentoring, tutoring, counseling, cultural awareness, and personal development to targeted underrepresented students. By meeting with small groups once a week F.I.A.T.M. would be able to enhance the social emotional awareness of our students, unlock academic achievements, and promote college and career opportunities that will improve academic success and school connectedness for our students and parents. Meetings would be either virtual or in-person.
Board approval of this agreement would make it possible for Norte Vista to receive services from The F.I.A.T.M. Group Inc. during the 2021-2022 school year.

Board approval is requested for an agreement between Renaissance and Alvord Unified School District to provide myOn Reader and myOn News for Valley View Elementary students. The term of this agreement would be October 1, 2021 through September 30, 2022. |
Renaissance’s myOn Reader is a student-centered, personalized literacy platform that gives students access to more than 6,000 enhanced digital books. Titles are dynamically matched to each individual student's interests, grade, and Lexile reading level. Combined with a suite of close reading tools and embedded supports, myOn Reader fosters student engagement and achievement.
Under this agreement, Renaissance will provide, through the myOn program, thousands of digital books and daily news, in English and Spanish, to all Valley View students. With access to myOn, students will be able to read on myOn anytime and anywhere using devices with internet capabilities or offline using devices once digital books have been downloaded. The myOn program personalizes the reading experience by continuously recommending books as the students’ interest and reading levels evolve. Data and reports provided by Renaissance will show activity and growth.
Board approval of this agreement will allow Valley View students to access Renaissance’s myOn Reader and myOn News for one year, starting October 1, 2021 through September 30, 2022.

Board approval is requested for a contract between Alvord Unified School District and California Outdoor Education and Science (C.O.D.E.S.) School, Mile High Pines Camp for an overnight trip for up to sixty students and chaperones from Foothill Elementary to attend the C.O.D.E.S. Mile High Pines Camp on May 17 – 20, 2022 in Angelus Oaks, California. |
C.O.D.E.S. offers an outdoor education program designed to closely support the State of California's Science Content Standards and Framework for 5th grade students. The program provides highly trained outdoor science naturalists who develop suitable lesson plans for students based on their grade and on key components of the curriculum. While at camp, male and female students will be housed in separate cabins with a chaperone in each cabin for sleeping arrangements. All meals will be provided by the camp. Students and chaperones will travel in district buses to and from the camp. There will be up to two teachers on each bus on the way to and from Science Camp. Once they arrive at the camp, there will be one staff member for every ten students, exclusive of the Foothill Elementary teachers attending, per Board Policy 6153.
Board approval of this item would allow up to sixty 5th grade students and chaperones from Foothill Elementary to attend the C.O.D.E.S. School, Mile High Pines Camp May 17-20, 2022.

Board approval is requested for an agreement between Alvord Unified School District and Thousand Pines Outdoor Educators for an overnight trip for up to 50 students and two teachers from La Granada Elementary to attend the Thousand Pines Outdoor Science School January 18-21, 2022. |
Thousand Pines Outdoor science camp will allow fifth grade students to develop and further their understanding of science in a natural environment. The Outdoor Science School will provide trained counselors who will supervise and instruct students throughout the week in biological and natural sciences. Male and female students will be housed in separate cabins with a certified cabin leader in each cabin for sleeping arrangements. All meals will be provided by Thousand Pines Outdoor Science School. Students and teachers will travel in District buses to and from the science school. There will be teacher chaperones on the buses on the way to and from the science school. Once they arrive at the camp, there will be one staff member for every ten students exclusive of the La Granada teachers attending. The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips. This will be the first trip for La Granada Elementary School students to the Outdoor Science School.
Board approval of this agreement and overnight trip would allow up to 50 La Granada fifth grade students to attend the Thousand Pines Outdoor Science School in Crestline, California, January 18-21, 2022.

Board approval is requested for a Memorandum of Understanding between Ministry of Foreign Affairs, the Consulate of Mexico in San Bernardino, CA with Alvord Unified School District during the 2021-2022 school year. |
Approval of this Memorandum Of Understanding would allow Alvord Community Adult School and Family Engagement to provide a Basic Education program along with a High School Diploma Program in Spanish to our community. This program will offer educational plans and programs in accordance with the needs and interests of Spanish speaking adults, who are not literate or have not concluded or have interrupted their primary and/or secondary education. Board approval is requested for an amendment to the Student Teaching and Internship Program Agreement with California State Polytechnic University, Pomona. |
California State Polytechnic University, Pomona has requested to amend the Student Teaching and Internship Program Agreement approved on March 18, 2021. The amendment replaces previous language regarding collection of Teaching Performance Assessments and modifies according to the revised guidelines by the California Commission on Teacher Credentialing.
There are no other no other changes to the terms and conditions of the agreement. The term of the agreement is from July 1, 2020 to June 30, 2023.

Board approval is requested for adoption of Resolution No. 16 an annual resolution for Lights On Afterschool designated this year for October 28, 2021. |
Lights On Afterschool is a project of the Afterschool Alliance, a nonprofit organization dedicated to ensuring that all children have access to quality, affordable afterschool programs.
Lights On Afterschool was launched in October 2000 with celebrations in 1,200 communities nationwide. The following year 3,600 events took place. Today, more than 8,000 Lights On Afterschool rallies are held annually, attracting 1 million Americans and media coverage nationwide.
The Afterschool Alliance organizes Lights On Afterschool to draw attention to the many ways afterschool programs support students by offering them opportunities to learn new things such as science, community service, and robotics and discover new skills. The events send a powerful message that millions of more kids need quality afterschool programs.
The 21st annual nationwide celebration of afterschool programs will take place October 28, 2021 in more than 8,000 communities. The proposed Resolution No.16 affirms Alvord’s commitment to support Lights On Afterschool.

Adopt Resolution No.17- Annual resolution for Red Ribbon Week designated this year for the week of October 23-31, 2021. |
Board approval is requested to adopt Resolution No. 17, an annual resolution for Red Ribbon Week designated this year for the week of October 23-31, 2021. Alvord Unified School District has participated in Red Ribbon Week activities for the past 31 years. Red Ribbon Week promotes a drug-free lifestyle for students, parents, staff and community. This year’s theme, “Drug Free Looks Like Me!” will be highlighted in various activities district wide involving students, staff, and parents, at each school and in the community.
The proposed Resolution No. 17 affirms Alvord’s commitment to participate in Red Ribbon Week to promote a drug free community.

Board approval is requested for adoption of Resolution No. 18 - an annual resolution for Teacher Assignment/Misassignment Monitoring allowing legal provisions authorizing staff to teach in their current 2021-2022 school year assignments. |
In 1989, Senate Bill 435 was passed, which requires that all California school districts annually review the credential authorizations for their certificated employees. This is commonly referred to as “assignment/misassignment monitoring.” Furthermore, Education Code §44258.9 requires county superintendents of schools in turn to monitor school districts to ensure that there are no teacher assignments outside the authorization of the teachers’ credentials.
The District must ensure that all certificated staff are assigned appropriately. District staff work with Principals to review all master schedules and compare assignments to the credentials of the individual in place. When there is an assignment for which there is no specific credential authorization, or when the employee has talents not evidenced by his or her credential, Education code allows assignment options that will permit the services. There are prerequisites that the credential holder must have completed in order to qualify for an assignment option. These assignment options require that the employee provide written consent that he or she agrees to the assignment, and the Board approves a resolution to permit these alternative authorizations.
In Alvord Unified School District there are five basis scenarios under which we utilize assignment options. The District uses the options in the following ways:
1. Education code 44256(b) is used when a multiple subject teacher is assigned to a departmentalized classroom. 2. Education code 44258.7 is used when a teacher who holds a credential other than physical education is teaching a sports physical education class. 3. Education code 44263 is used when a teacher who holds any credential is teaching in a departmentalized setting for which they are qualified for. 4. Education code 44865 is used to allow any credentialed teacher to teach in a specialized setting such as home and hospital or continuation school. 5. Education code 44265.1 is used to allow a teacher who holds an education specialist credential that authorizes him or her to provide instruction to individuals with mild and moderate disabilities to provide instruction to pupils with autism.
The District has verified that assignment options used during the 2021-2022 school year are appropriate, and that the conditions required by law have been met. Approval of Resolution No. 18 will allow those identified teachers to remain in their current 2021-2022 school year assignments.
