7. SPECIAL RECOGNITION - California Association for Bilingual Education - Project 2Inspire

Recommended Motion:
The Family Engagement Office would like to recognize nine Alvord parents who have recently completed the facilitation of CABE's Project 2Inspire curriculum on parent empowerment. Through the program, facilitators led groups of 25 - 60 other Alvord parents in dialogue surrounding critical issues that support student academic and social-emotional well-being. Project2Inspire facilitators will share how their facilitating the curriculum engaged their leadership to lead the Alvord community of parents.

Recommended Motion:

Recommended Motion:
Ratify agreement between Onyx Paving Company, Inc. and Alvord Unified School District to perform asphalt repairs at Loma Vista Middle School and Keller Yard, effective December 1, 2021 through June 30, 2022. 
Rationale:

The asphalt at Loma Vista Middle School and Keller Yard are in need of repair due to deteriorating conditions.  There are multiple locations at both sites that have become tripping hazards which pose safety concerns for staff and students. In order to maintain these sites in good repair and avoid further deterioration, it is necessary to repair the asphalt to accommodate regular use.

Onyx Paving Company, Inc. will prep areas, replace asphalt per quotes provided and restripe where necessary.

Board approval of this item will allow Onyx Paving Company, Inc. to proceed with services in accordance with Resolution No. 1.

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Recommended Motion:
Ratify agreement between Wow Party Rental and Alvord Unified School District for equipment rental at Arizona Middle School. The term of the agreement is December 9, 2021 through January 1, 2022.
Rationale:
Under this agreement, Wow Party Rental would rent Interactive Games to Arizona Middle School for Dance’s/Fun Day’s during the 2021-2022 School Year.  The Interactive Games rented would include: Basketball Hoop Shot, Football Challenge, Soccer Cage, Floating Ball Game, and Frisbee Challenge.  These Games will be available for use by Arizona Students as an Incentive for meeting District Promotion Requirements.  

Board approval of this agreement would make it possible for Arizona Middle School to rent the Interactive Games (listed above) from Wow Party Rental.

Rationale:

Hillcrest High School is in need of additional classrooms to accommodate increase in environment. DLR will work with staff to determine quantity and location. DLR has experience and is qualified to perform these types of services. 

Board approval of this item will allow DLR Group | Baker Nowicki to proceed with services.

11.c.2. Renew Membership to Super Commodity Cooperative – Child Nutrition Services
Recommended Motion:
Staff recommends renewing the membership between San Mateo-Foster City School District, assignee of the Super Commodity Cooperative (Super Co-Op), and Alvord Unified School District for the purpose of obtaining commodities for school food services. This contract is valid from July 1, 2022 – June 30, 2023.
Rationale:

Super Commodity Cooperative (Super Co-Op) is a California cooperative consisting of public school agency members. Due to changes in the nutrition menus the Super Commodity Cooperative provides Child Nutrition Services with the flexibility to change vendors and determine how commodities are utilized. Renewal of this membership will allow the Child Nutrition Services Department to take advantage of discounts, rebates, and large districts purchasing power.

The district has been a member of the Super Co-op since the 2017-18 school year. Cost covers the membership fee, state administrative fees, and delivery brown box fees.  Board approval of the membership for 2022-23 will communicate the district's intent and will allow San Mateo-Foster City School District to proceed with continuing services.

Recommended Motion:

Board approval is requested for a three-year agreement between Fulcrum Management Solutions Inc. - ThoughtExchange Services and Alvord Unified School District.  ThoughtExchange Services subscription term for year one is February 1, 2022 thru January 31, 2023.  The subscription will renew each year through January 31, 2025.

Rationale:

ThoughtExchange services are comprised of software and professional services which allows the district's educational partners to provide input. ThoughtExchange provides a software platform which creates online conversations allowing the district's educational partners to communicate thoughts and ideas on many topics, including the development of our Local Control and Accountability Plan (LCAP).

11.d.1. Ratify Riverside County Office of Education Agreement No. IN-60345 504 Accommodation Plan Services
Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Deaf and Hard of Hearing (DHH) and Visually Impaired (VI) Itinerant services for Alvord Unified School District students under the Section 504 Accommodation Plan for the 2020-2021 school year.  This agreement was received on August 20, 2021 after services were rendered.
Rationale:
The Riverside County Office of Education (RCOE) provides itinerant teacher services for the District’s students with special needs through the Intra-SELPA Master Contract each year.  

Students with disabilities that do not fall under the Individualized Education Program (IEP) guidelines as a stand-alone service still qualify for those specialized services. Services would need to be provided through a Section 504 Accommodation Plan.  Section 504 Plan services are considered general education services and need a separate contract.

During the 2020-2021 school year, two students received services from the RCOE Vision Impairment itinerant teacher resulting in the creation of RCOE IN-60345 for 504 Accommodation Plan Services.

Board ratification of this item will allow payment to RCOE for vision impairment itinerant services for two Alvord students during the 2020-2021 school year.

11.d.2. Ratify Riverside County Office of Education Agreement No. IN-60346 Central Auditory Processing Disorder (CAPD)
Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Central Auditory Processing Disorder (CAPD) Assessment Services for students with special needs for the 2020-2021 school year.  This agreement was received on August 20, 2021 after services were rendered.
Rationale:
The Riverside County Office of Education (RCOE) provides Central Auditory Processing Disorder (CAPD) Assessment Services for students with special needs to evaluate hearing acuity, middle ear function, and a variety of auditory processes. A referral for assessment is made by the District when there is a suspected disability. Services include assessment, a detailed report, attendance at an IEP meeting, and FM trial recommendation and coordination when appropriate.

During the 2020-2021 school year, one Alvord student received CAPD assessment services from RCOE before a contract was issued and resulting in the creation of RCOE IN-60346.

Board ratification of this item will allow payment to RCOE for CAPD assessment services during the 2020-2021 school year.

Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Assistive Technology (AT) services for Alvord Unified School District students with exceptional needs for the 2021-2022 school year.  
Rationale:
Assistive technology (AT) is a device and/or service that is determined by an Individualized Education Program (IEP) team, necessary to provide a student with educationally relevant access to a Free and Appropriate Education (FAPE) in a Least Restrictive Environment (LRE), in accordance with the Individuals with Disabilities Education Act *IDEA), 2004.

The Riverside County Office of Education (RCOE) is offering Assistive Technology (AT) services to LEAs (Local Educational Agency). Services include AT assessments, attendance at IEP meetings to present results, trainings/presentations and assistive technology services.  Fiscal impact recommendation is based upon historical trends in cost per student for services, and the anticipated number of students who will require the service for the 2021-2022 school year.

Board ratification of this item will allow RCOE to provide Assistive Technology services for Alvord Unified School District for the 2021-2022 school year.

11.d.4. Amend Client Staffing Agreement–Pioneer Healthcare Services, LLC
Recommended Motion:
Board approval is requested to amend the client staffing agreement between Pioneer Healthcare Services, LLC and Alvord Unified School District for the 2021-2022 school year.  This agreement allows Pioneer Healthcare to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP).
Rationale:
The District does not have substitutes readily available for long-term absences of School Psychologists or Speech/Language Pathologists. The Special Education Department initially requested Board approval for a contract with Pioneer Healthcare Services for a School Psychologist to cover one of our employees on child-bonding/FMLA. There is now a need for a contract Speech/Language Pathologist to cover for one of our employees currently on child-bonding/FMLA and for a second Speech/Language Pathologist scheduled to begin child bonding/FMLA in February. Pioneer Healthcare Services is able to provide a Speech/Language Pathologist to cover consecutive Speech/Language Pathologist positions due to child bonding/FMLA.

Board approval of an increase to the agreement with Pioneer Healthcare Services, which was originally approved by the Board on August 19, 2021 under Item 6.d.5., will allow the Special Education Department to provide coverage for Speech/Language Pathologists on leave and support mental health for Alvord students during the 2021-2022 school year.

FISCAL IMPACT:  Original -  $100,000.00 (General Funds/Restricted – Special Ed)

11.d.5. Amend Maintenance Contract – Konica Minolta, Loma Vista Middle School
Recommended Motion:
Board approval is requested for an amendment to the maintenance contract with Konica Minolta for maintenance and service to a multi-function copier at Loma Vista Middle School.
Rationale:
Konica Minolta has been a valued business partner with Alvord Unified School District for over twenty years and the District has been pleased with the services they have provided.

The Board approved the renewal of the maintenance agreement on June 3, 2021 under Item 8.d.3.  Additional usage has made it necessary to increase the total amount of this contract.  

Board approval of this amendment will allow Konica Minolta to continue providing service and maintenance to this copier at Loma Vista Middle School. Under this agreement, the vendor will provide labor, toner and replacement parts for the following machine.

Recommended Motion:
Amend request for an agreement with the Riverside County Office of Education for Central Auditory Processing Disorder (CAPD) Assessment Services for students with special needs for the 21-22 school year to correct the agreement number.
Rationale:
On October 21, 2021, the Board of Education ratified an agreement with the Riverside County Office of Education (RCOE) to provide Central Auditory Processing Disorder (CAPD) Assessment Services for students with special needs to evaluate hearing acuity, middle ear function, and a variety of auditory processes. The agreement number listed was incorrect.  The correct agreement number is IN-70275. 

Board approval of this item will allow the correct agreement number IN-70275 to be listed for RCOE Central Auditory Processing Disorder (CAPD) Assessment Services for students with special needs for the 2021-2022 school year.

11.d.7. Approve Dual Enrollment Partnership Agreement Renewal – Riverside Community College District
Recommended Motion:
Board approval is requested for the renewal of the Dual Enrollment Partnership Agreement between the Riverside Community College District (RCCD) and Alvord Unified School District for the term of January 1, 2022 through December 31, 2025 and will be subject to renewal or termination at that time.  
Rationale:
The partnership with RCCD will be for the purpose of offering or expanding dual enrollment opportunities to all high school students in Alvord USD.  This will be consistent with the provisions of AB 288, for high school students “who may not already be college bound or who are underrepresented in higher education with the goal of developing seamless pathways from high school to community college for career technical education or preparation for transfer, improving high school graduation rates, and helping high school pupils to achieve college and career readiness”, and “underachieving students, those from groups underrepresented in postsecondary education, those who are seeking advanced studies while in high school, and those seeking a career technical education credential or certificate.”

This partnership will allow high school students to take college level courses and receive college units at the high school campus.  Students who complete college credit while enrolled in high school are more likely to earn high school diplomas, to enroll in community colleges and four-year universities, to attend post-secondary education on a full-time basis, and to complete degrees in those institutions than students without these experiences. 

The agreement attached explains in detail the benefits Alvord students will receive.  The cost for the District will be in the textbooks only.

Board approval of this item will allow Riverside Community College District to provide Alvord students with college level courses at Alvord District high school campuses.  Courses and locations will be determined as needed.

11.d.9. Approve Contract – Riverside Convention Center, La Sierra High School
Recommended Motion:
Board approval is requested for an agreement between Riverside Convention Center and Alvord Unified School District for facility rental to be used by La Sierra High School’s Cadet Corps program for their annual Military Ball March 5, 2022.
Rationale:
The La Sierra High School Cadet Corps program would like to hold their annual Military Ball on Saturday, March 5, 2022.  They would like to reserve the Riverside Convention Center to host the event and students would purchase tickets to cover the cost of the rental. 

Board approval of this agreement will allow La Sierra High School Cadet Corps to use the Riverside Convention Center facility for the annual Military Ball on Saturday, March 5, 2022.

11.d.10. Approve Professional Services Agreement – Hanna Interpreting Services, LLC
Recommended Motion:
Board approval is requested for a professional services agreement between Hanna Interpreting Services, LLC and Alvord Unified School District for oral interpreting and written translation, on an as needed basis, for the 2021-2022 school year.
Rationale:

The Special Education Department has a need for outside interpreting or translating services for students, parent/teacher conferences, Student Assistance Team meetings, Individualized Education Program (IEP) meetings and other school meetings that require such services. Our current vendor is not always able to meet all of our needs for interpreting services when several meetings are scheduled on the same day. Hanna Interpreting is also able to provide on-demand over-the- phone or on-demand video interpreting service.

Neither District staff nor substitutes historically have the required certifications to provide interpreting or translating  services.

The Special Education Department may need interpreting services for a variety of languages not limited to Vietnamese, Mam (the Guatemalan dialect of Mayan), Chaldean (a modern version of Babylonian), Farsi (Persian), Arabic and Spanish. 

Board approval will allow Hanna Interpreting Services, LLC to provide oral interpreting and written translation services for the 2021-2022 school year.

11.d.11. Approve Professional Services Agreement – Parent Teacher Home Visits
Recommended Motion:
Board approval is requested for a professional services agreement between Parent Teacher Home Visits and Alvord Unified School District to facilitate virtual training sessions for certificated staff at Orrenmaa Elementary School, Wells Middle School, Alvord Alternative Continuation High School, and Alvord Continuation High School on conducting hybrid home visits. The effective date of this agreement would be December 17, 2021. 
Rationale:
As our district staff and families heal from the collective trauma experienced as a result of the Covid-19 pandemic, it is essential that homes and schools form partnerships to support student well-being. Parent Teacher Home Visits will allow both teachers and parents to discover and challenge their assumptions about each other, promote equity, and honor the wisdom and assets that each brings to educating children. This project will support teachers to develop their capacity to effectively engage and build relationships with families. Current family empowerment classes and workshops build capacity of families to support their students; they place the responsibility to engage solely on the families. This project will focus on heightened teacher skills to proactively build relationships with families. 

Board approval of this agreement will allow Parent Teacher Home Visits to facilitate a virtual training to certificated staff as a pilot program, at the selected schools on conducing hybrid home visits to establish and secure relational trust with students’ families.

Recommended Motion:

Board approval is requested for an agreement between Rita Lewis and the Alvord Unified School District to provide a pilot remedial skills reading program at Arizona Middle School. This agreement would be effective December 17, 2021 through June 30, 2022.

Rationale:
Retired teacher on special assignment, Rita Lewis, has worked closely with establishing programs and supporting teachers on specially designed reading intervention programs.  She will train District certificated and classified staff on remedial reading instruction.    

Under this agreement, Ms. Lewis would support the pilot program with curriculum development, staff in-service, and staff support.  Her services would also include teacher mentoring and practices to best serve students struggling with reading in grades six through eight.

Board approval of this agreement would allow Rita Lewis to provide specially designed remedial reading intervention and professional development.

Hillcrest High School would like to hold their annual Grad Night, May 20, 2022 at Six Flags Magic Mountain, in Valencia, CA.  Under this agreement, Six Flags would provide entertainment, dinner, drinks, souvenir, as well as the venue, set-up, clean up, and security. 

Board approval of this agreement would allow Hillcrest High School Class of 2022 seniors to attend Six Flags Magic Mountain for Grad Night on Friday May 20, 2022.

Board approval is requested for a professional services agreement between Alvord Unified School District and CTK Instruments for the maintenance of student microscopes in Hillcrest High School science labs.  This agreement would be effective December 16, 2021 – June 30, 2022.
Rationale:
The Hillcrest High School Science Department is in need of preventative maintenance on student microscopes. Under this agreement, CTK Instruments would provide the following services: complete removal of old service sticker; disassembly of all removable components; cleaning of outside surfaces; cleaning of all accessible optics; reassembly and alignment including phase alignment to factory specs; required lubrication; removal of old grease; minor repairs such as minor electrical and stage tension adjustment and additional fixtures as needed. This maintenance would provide optimal function of the equipment used for classroom instruction.

Board approval of this agreement would allow CTK Instruments to maintenance of Hillcrest High School science lab microscopes.

La Sierra High School would like to hold a spring musical of Disney’s The Little Mermaid Jr. from March 4-12, 2022.  Under this agreement, Music Theatre International would provide licensing and royalty rights to La Sierra High School.  These would include the right to perform and stream the musical, create videos of the performance, rent scripts and vocal scores used in the performance, and use of the official logo.

Board approval of this agreement would allow La Sierra High School to obtain licensing and royalty rights from Music Theatre International to perform the spring musical of Disney’s The Little Mermaid Jr. in March 2022.

11.d.23. Approve Overnight Trip – State FFA Convention, Norte Vista High School
Recommended Motion:
Board approval is requested for an overnight trip for fourteen students and two chaperones from Norte Vista High School to attend the State Future Farmers of America (FFA) Convention March 25-29, 2022. Sacramento, CA.
Rationale:
Norte Vista FFA would like to attend the State FFA Convention in Sacramento, CA March 25-29, 2022.  Student leadership is an integral part of the instruction in all agriculture courses.  Two Norte Vista FFA students will serve as official voting delegates at the convention.  The convention provides students with an opportunity to become better acquainted with the operation of the FFA on the State level and to receive beneficial leadership training.   

Fourteen FFA students would be selected to attend.  Participation would be based on grade eligibility, and overall participation this year.  Students would travel to and from Sacramento in District vehicles driven by staff that have been cleared to drive. The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.  Male and female students would be housed in separate rooms.

Board approval of this overnight trip would allow members of the Norte Vista High School Future Farmers of America to attend the State FFA Convention March 25-29, 2022 in Sacramento, CA.

Recommended Motion:
Board approval is requested for an agreement between Walsworth Yearbook Companies and Alvord Unified School District for yearbook publishing services for Arizona Middle School. The term of the agreement would be July 1, 2022 through June 2023.
Rationale:
Under this agreement, Walsworth would provide Arizona Middle School students resources to create a yearbook as well as provide 150 copies of the published yearbooks which students would be able to purchase.  Student pictures, clubs, and activities would be included in the yearbook to create long lasting memories for students.  

Board approval of this agreement would make it possible for students at Arizona Middle School to create the 2022-2023 yearbook.

11.e.1. Approve Increase in Hours for Five Health Assistant Positions - Student Services
Recommended Motion:
Board approval is requested to increase the hours for five 10.5-month Health Assistant positions from 4.0-hours per day to 6.0-hours per day.
Rationale:
These five positions have been working an additional two hours since sites returned back to in-person learning.  After careful review, it has been determined that the additional hours are needed on a permanent basis.  
 
Board approval of the increase in hours for the five health assistant positions will provide the required support needed at the sites.

11.e.2. Approve Minimum Wage Increase
Recommended Motion:
Board approval is requested to increase the minimum wage of all employees that are paid $14.00 per hour to $15.00 per hour effective January 1, 2022, to allow the District to be in compliance with California Senate Bill 3.
Rationale:
Effective January 1, 2017, the minimum wage for all industries will be increased yearly through January 1, 2022.  The California Industrial Welfare Commission, in IWC Wage Order MW-2001, eliminated previous local government exemptions from these Minimum Wage Orders. This action eliminated the use of Federal provisions for payment of a sub-minimum wage to certain workers.  

By approving this action, the District will be in compliance with California Senate Bill 3 to increase the minimum wage effective January 1, 2022. The salary rate tables for AVID tutors, After School tutors, Food Service Worker substitutes, Student Workers and Traffic Safety Assistants will need to be updated in Human Resources to align with the new minimum wage rates.  

FISCAL IMPACT:  Approximately $10,000.00 (General Fund/Restricted and Unrestricted)

Recommended Motion:
Board approval is requested to revise the Substitute Salary Schedule to reflect changes to Classified substitute rates.  
Rationale:
Effective January 1, 2021, the minimum wage will be increased to $15.00 per hour.  The District would like increase the rates for Classified substitutes to remain competitive with neighboring districts. 

The attached Substitute Salary Schedule has been revised to show revisions in red.

Recommended Motion:
Board approval is requested for a maintenance agreement between Scantron Corporation and Alvord Unified School District to provide maintenance services to the Human Resources Department from January 2022 through January 2023.
Rationale:
The annual maintenance agreement is needed to provide service on the Scantron testing machine.  The scantron machine is used for scoring of all pre-employment testing.  

Total payments for this service agreement shall not exceed $857.00.

Board approval is requested for a Student Teaching Agreement between California State University CalState TEACH Program  and Alvord Unified School District.  
Rationale:
Board approval of the Student Teaching Agreement with California State University CalState TEACH Program  will provide student teachers with the opportunity to participate in the duties and functions of classroom teaching under the direct supervision of a certificated teacher. 

The term of this agreement shall be December 17, 2021 through November 30, 2024.

12.b.1. Adopt Resolution No. 22 – Approving A Joint Community Facilities Agreement Applicable to Community Facilities District No. 2021-2 of the City of Riverside, and Delegating Authority Relating Thereto
Recommended Motion:
Adopt Resolution No. 22 of the Board of Education of the Alvord Unified School District, 
to thereby approve and authorize execution of an agreement for financing of amounts intended to mitigate the impacts of certain development on the school facilities of the District.
Rationale:

Beazer Homes Holding, LLC (“Developer”) is the current owner of certain property located within the boundaries of both the District and of the City of Riverside (“City”).  The City has issued entitlements (designated under Tract Map No. 37626) for development of 55 residential dwelling units on the property (“Project”).  The City has formed Community Facilities District No. 2021-2 of the City of Riverside (“CFD No. 2021-2”), which will serve as a vehicle for financing the Developer’s Project-related mitigation obligations to the City.  The Developer’s predecessor requested that the City and the District agree to terms and conditions for CFD No. 2021-2 to also finance the Developer’s obligation to mitigate the impacts of the Project on the District’s school facilities.  

In accordance with Section 53316.2 of the Mello-Roos Community Facilities Act of 1982 (Government Code Section 53311 et seq.), a community facilities district established by a local agency (here, the City) may finance amounts payable to another local agency (here, the District) only pursuant to a joint community facilities agreement (or joint exercise of powers agreement) that has been approved through adoption of applicable resolutions.  

The District, the City, and the Developer have negotiated the terms of a certain “Joint Community Facilities and School Facilities Mitigation Agreement” (“JCFA”).  As set forth in the JCFA, the mitigation amount to be financed on behalf of the District (and otherwise payable to the District) will be in lieu of the statutory school fees that would have been payable to the District in accordance with Education Code Section 17620 and Government Code Section 65995 et seq.  

Approval/adoption of the proposed Resolution will constitute Board of Education approval of the JCFA and authorize District staff to sign and deliver the JCFA, and to take other actions needed to implement the intent of the Resolution.

The amounts to be financed or paid in accordance with the JCFA will provide funding to be used exclusively to pay costs associated with facilities needed as a result of the development of the Project.

Recommended Motion:

Adopt Resolution No. 23 establishing a Supplemental Early Retirement Plan (SERP) for eligible Classified Non-Management Alvord Employees.

Rationale:

The Supplemental Employee Retirement Plan (SERP) program provides the district with a cost-effective retirement incentive for employees of retirement age.  If authorized, this program provides retiring employees with an income incentive, in addition to their STRS/PERS benefits. 

Staff proposes establishing an early retirement incentive for 2022 to provide the district with substantial savings in salary and benefit costs over the next five years.

This SERP incentive is contingent on generating savings to the district, based on actual eligible employee enrollment, which will be determined after the close of the 2022 SERP eligibility retirement window.

The requirements of the 2022 SERP are as follows:
1. Employee must be a Classified Non-Management employee of the Alvord Unified School District
2. Employee must be an employee of the District as of December 16, 2021
3. Employee must be at least 55 years of age by June 30, 2022, and have at least 5 years of service with Alvord Unified School District as of June 30, 2022, or employee must be at least 60 years of age by June 30, 2022
4. Employee must resign from the district on or before June 30, 2022 or the Effective Date of the SERP benefit
5. Employee must retire from CalSTRS/CalPERS by July 1, 2022 or the Effective Date of the SERP benefit in order to be eligible for district paid Retiree Health Benefits upon termination from the district. Resignation from the district must be a minimum of one (1) calendar day before the effective retirement from CalSTRS/CalPERS.
6. Employee must submit the SERP Enrollment Package and Letter of Resignation to the district office, at the end of retirement window

A positive certification is an indication the district will its financial obligations over the current and next fiscal years.  
Rationale:

Pursuant to Education Code Sections 42130 and 42131, the governing board of all local educational agencies are required to certify at least twice a year to the district’s ability to meet its financial obligations for the remainder of the fiscal year and for the next two fiscal years. This is referred to as the Interim Report process.

Dusty Nevatt will present the 2021/22 First Interim Financial Report. The First Interim reflects the district’s actual financial activity for the period July 1, 2021, through October 31, 2021, and contains updated budget projections for the current fiscal year and the next two fiscal years.

Recommended Motion:
The Educator Effectiveness Block Grant will be provided to the Board of Education for adoption.
Rationale:

The Educators Effectiveness Block Grant (EEBG) was presented at a public meeting prior to approval. The EEBG funds are provided to school districts in an equal amount per full-time equivalent certificated staff and full-time equivalent classified staff count, from the 2020-2021 school year. The FTE calculations are based on the data submitted through the California Longitudinal Pupil Achievement Data Systems and classified staff data submitted through the California Basic Education Data System as of October 2020.  The funds may be expended within the 2021-2022 fiscal year to the 2025-2026 fiscal year. The funds shall coordinate and supplement with Title II funds already received by the school district.

12.e.2. CONDUCT PUBLIC HEARING – Public Disclosure of Memorandum of Understanding – Establishment of Administrative Secretary – Educational Services MOU between Alvord Unified School District and California School Employees Association and its Chapter 339
Recommended Motion:
Pursuant to California Government Code 3547, California school districts are required to disclose the fiscal impact (if any) of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to provide input prior to ratification by the Board.  
Rationale:
Public notice was posted prior to this public hearing in order to give interested parties an opportunity to review the proposed changes between the District and CSEA.  This Public Hearing is for the purpose of receiving input from the public regarding the Memorandum of Understanding, and its provisions and economic impact on the District.

Recommended Motion:
Approve the Memorandum of Understanding between Alvord Unified School District and the California School Employees Association and its Alvord Chapter 339 Regarding Establishment of Administrative Secretary – Educational Services.
Rationale:
Board approval will allow the District to establish a new classified bargaining unit classification titled “Administrative Secretary – Educational Services” in accordance with the MOU.  The current incumbent is currently serving as the Assistant to Director to the Assistant Superintendent of Educational Services.  The Assistant to Director position will be reclassified to the Administrative Secretary position upon Board approval.  The mutually agreed upon new job description is attached to the MOU.
