7.b.1. Ratify Riverside County Superintendent of Schools Agreement No. C1006690 Modification No. 1 – Stokoe Elementary School – Use of Facilities
Recommended Motion:

Ratify Agreement C1006690 Modification No. 1 between the Riverside County Superintendent of Schools (RCOE) Agreement for Use of Facilities at Stokoe Elementary School. effective July 1, 2021 through June 30, 2022. This is year four of a five-year agreement with option to extend the term of this lease through June 30, 2024.

Rationale:
The Riverside County Superintendent of Schools and Alvord Unified School District to provide for Superintendent’s use of four classrooms at Stokoe Elementary School, room numbers; 105, 107, 109 and 112, B104 (workroom), playground area and parking lot adjacent to the buildings. The Superintendent agrees to pay the District for use of facility in the amount of $2,000.00 per classroom/workroom annually, routine maintenance services not to exceed $3,000.00 annually, and utilities not to exceed amount of $8,733.10 annually. 

This is year four of a five-year contract (original agreement was board approved on May 23, 2019 item 6.b.2). Board approval of this item will allow Riverside County Superintendent of Schools to continue to compensate the District for these services.

7.b.2. Amend Agreement – Intercoms, Clocks & Signal Service Co. (ICS Service Co.) – District-Wide
Recommended Motion:
Amend agreement between ICS Service Co. and Alvord Unified School District to increase the agreement amount for annual fire alarm inspections, maintenance, repairs and miscellaneous electrical repairs throughout the District.
Rationale:

On June 17, 2021, the Board of Education approved an agreement with ICS Service Co. for $35,000.00 (item 7.b.13). An amendment to increase the agreement is necessary to allow ICS Service Co. to continue providing these services for the remainder of the school year.

Board approval of this item will amend the original fiscal impact of $35,000.00 by an increase of $25,000.00.

7.b.3. Approve Agreement – MTGL, Inc. – Various Sites
Recommended Motion:
Approve agreement between MTGL, Inc. and Alvord Unified School District for soil and materials testing and inspection services at various sites, effective January 21, 2022 through December 31, 2022.
Rationale:

MTGL, Inc. will provide soil and materials testing and inspection services for shade and solar structures at Arlanza, Collett, Foothill, La Granada, Lake Hills, McAuliffe, Promenade, Stokoe elementary schools and Hillcrest, La Sierra and Norte Vista high schools. MTGL, Inc. is qualified to perform these types of services. 

Contract Template II agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow MTGL, Inc. to proceed with services.

7.c.2. Amend Contract- Chavez Vehicle Repairs - Child Nutrition Services
Recommended Motion:

Amend Contract between Chavez Vehicle Repair and Alvord Unified School District for an additional $20,000.00 for services and repairs to Child Nutrition vehicles through June 30, 2022. The contract amendment brings the total contract to a Not to Exceed amount of $80,000.00.  

This expenditure is included in the 2021-22 budget and financial reports.

Rationale:
On June 3, 2021, the governing board approved the contract with Chavez Vehicle Repair in the amount of $60,000.00 for the purpose of services and repairs (as needed) on all vehicles for Child Nutrition Services for the 2021-22 school year.  An additional $20,000.00 is needed as unanticipated mechanical issues and repairs have occurred. If approved, this contract amendment will bring the contract total to $80,000.00 for the 2021-22 school year. 

Board approval of this item will allow Chavez Vehicle Repair to proceed with providing needed services.  Contract Template II Agreement board approved on November 29, 2020, will be used for this agreement

Recommended Motion:

7.c.4. Approve Certification of Signatures
Recommended Motion:

Board approval is requested to file an amended Certification of Signatures with the Riverside County Office of Education for the 2021-22 school year.

The individuals authorized to act as Authorized Agents on behalf of Alvord Unified School District for fiscal and legal matters are the Board of Education: Julie A. Moreno, Joanna Dorado, Robert Schwandt, Carolyn M. Wilson, and Lizeth Vega, and district management staff: Allan J. Mucerino, Dusteen Nevatt, Robert E. Presby, Resma Byrne, and Kevin Emenaker. Additionally, Fred Anthony Warnecke is authorized to act as an Authorized Agent for fiscal matters only. 

Rationale:

The Certification of Signatures is required by the Riverside County Office of Education identifying and providing the signatures of the members of the Governing Board and management employees of the district authorized to sign Warrant Orders, Orders for Salary Payment, and Notices of Employment.

No person other than an officer or employee of the district can be authorized to sign orders on behalf of the district. These certifications are made in accordance with the provisions of Education Code Sections 42632, 42633, and 85233. If those authorized to sign orders as shown in Column II are unable to do so, the law requires the signatures of the majority of the governing board for these specified purposes.

As prescribed by the Superintendent of Public Instruction, it is necessary to file an updated Certification of Signatures Form at the annual organizational meeting and during the school year when changes to this form are required. In addition, a copy of the Board Minutes authorizing the names of the individuals that have been authorized to sign the form must also be submitted. Board approval is requested to file a revised Certification of Signatures with the Riverside County Office of Education for the 2021-22 fiscal year.

Rationale:

7.d.1. Ratify Riverside County Superintendent of Schools Contract No. IN70159 IBI (Intensive Behavior Intervention)
Recommended Motion:
Board ratification is requested for a master agreement with the Riverside County Office of Education for Intensive Behavior Intervention (IBI) services for Alvord Unified School District students with exceptional needs for the 2021-2022 school year. 
Rationale:
Alvord contracts with the Riverside County Office of Education (RCOE) Behavior Team to provide supports and services for Alvord Unified students when a higher level of service is required. This contract does not commit the District to pay or Riverside County Office of Education to provide such special education and/or related services, unless and until an authorized Memorandum of Understanding (MOU) is approved for the provision of Intensive Behavior Intervention services.  Fiscal impact recommendation is based upon historical trends in cost per student for services, and the anticipated number of students who will require the service for the 2021-2022 school year.

Board ratification of this item will allow RCOE to provide Intensive Behavior Intervention specialized services to Alvord Unified School District students with exceptional needs whose Individual Education Plan call for such services for the 2021-2022 school year.

7.d.2. Ratify Professional Development Agreement– Riverside County Office of Education Registered Behavior Technician (RBT) Training
Recommended Motion:
Board ratification is requested for a professional development agreement between Riverside County Office of Education-Intensive Behavior Intervention Team and Alvord Unified School District to provide Registered Behavior Technician Training (RBT) for Alvord Instructional Assistants-Intensive Behavior Intervention paraprofessionals from January 10, 2022 through May 26, 2022.
Rationale:
Alvord Unified School District began providing annual Registered Behavior Technician Training (RBT) for current and new Intensive Behavior Intervention paraprofessionals (IBI) in the 2020-2021 school year to ensure that the staff met minimum certification requirements. The District has since hired additional Intensive Behavior paraprofessionals (IBI) that need the annual training. The upcoming training will train new IBIs and/or IBIs that were not able to attend or complete the RBT training from the previous year. This training will increase the effectiveness of the support provided by our Instructional Assistant-IBIs, and ensures that all of the district’s Intensive Behavior Intervention paraprofessionals meet the required Intensive Behavior training to support Alvord students that require that level of support.

Board ratification of this item will allow the Riverside County Office of Education-Intensive Behavior Intervention Team to provide Registered Behavior Technician professional development for Alvord Instructional Assistant-Intensive Behavior Intervention (IBI) staff, not already trained, between January 2022 and May 2022.

7.d.3. Amend Memorandum of Understanding – CABE, Project 2Inspire
Recommended Motion:
Board approval is requested for an amendment to the memorandum of understanding (MOU) between the California Association for Bilingual Education (CABE) and Alvord Unified School District. The term of this MOU would be September 3, 2021 through June 30, 2022. 
Rationale:
Years of research demonstrate that when schools form partnerships with parents, students stay in school, like school more, enroll in more rigorous coursework, and enter college or university at higher rates. CABE's Project2Inspire facilitates parent empowerment workshops to build parent capacity to authentically engage with their child's school. Project2Inspire develops the leadership skills of parents, helps parents guide the academic success of their children, and supports parents in their support of students' academic, social emotional, and personal success.

Under this amendment Project2Inspire will also provide (12) 2-hour training workshops in Spanish on topics from the California Association for Bilingual Education’s (CABE’s) Project to Inspire Parent Leadership Program (P2i) Mastery Level. 

Board approval of this amendment will allow CABE, Project to Inspire, to provide a virtual Mastery Level course during the 2021-2022 school year. The original memorandum of understanding was approved on September 2, 2021 under item 7.d.8.

Recommended Motion:

Board approval is requested for the agreement between Riverside County Superintendent of Schools and Alvord Unified School District for CTE instructor extra-duty hours during the 2021-2022 school year.

Rationale:

This agreement will allow for RCOE CTE teacher Mark Porter additional hours for to work Saturday Academies at La Sierra High School. This agreement is not to exceed $1,859.08 for the 2021-2022 school year.

This agreement was received from RCOE on December 9, 2021.

RCOE teachers cannot be paid on district personnel action forms and must have a contract for additional hours.

7.d.5. Approve Professional Services Agreement – Edgar Sanchez, Norte Vista High School
Recommended Motion:
Board approval is requested for a professional services agreement between consultant Edgar Sanchez and Alvord Unified School District to provide after school workshops for Norte Vista High School band students.  This agreement would be effective February 1, 2022 through May 20, 2022.
Rationale:
Norte Vista High School band students would like the opportunity to develop percussion skills, concepts, and abilities to improve musical and artistic achievement.  Under this agreement, Mr. Sanchez would provide after school workshops at Norte Vista High School for percussion students.  Individualized instruction would allow students to be better prepared to participate in competitions.

Board approval of this agreement would allow consultant Edgar Sanchez to provide after school workshops for students at Norte Vista High School during the 2021-2022 school year.

7.d.6. Approve Professional Services Agreement– Vindia G. Fernandez, Ph.D., Center for Pediatric Neuropsychology
Recommended Motion:
Board approval is requested for a professional services agreement between Vindia G. Fernandez, Ph.D., Center for Pediatric Neuropsychology and Alvord Unified School District to provide a Neuropsychoeducational Independent Educational Evaluations (IEE) including the comprehensive testing, virtual observation, report to parent and district and participation in initial IEP meeting to discuss the evaluation results for the 2021-2022 school year.
Rationale:
The Alvord Special Education Department received a request from parents of a student with disabilities for an Independent Neuropsychoeducational Evaluation as part of a settlement agreement.  These requests are made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations.  The District must choose between defending their assessment by filing for Due Process or granting the request.  The provider meets the professional qualifications required and is within the fee range of other similar providers.  

Board approval of this item will allow Vindia G. Fernandez, Ph.D., Center for Pediatric Neuropsychology to provide an Independent Educational Evaluation as part of a settlement agreement and/or for special needs students based on a parent request for the 2021-2022 school year.

Contract Template – Non-Construction Consultant Services Agreement will be used for this contract, which was Board Approved on August 20, 2020.

7.d.7. Appoint Member to the Riverside County Special Education Local Plan Area (SELPA) Community Advisory Committee
Recommended Motion:
Appoint Jess Block Nerren, Ed.D. as an Alvord Unified School District representative to the Riverside County Special Education Local Plan Area (SELPA) Community Advisory Committee from February 2022 through December 2023.
Rationale:
The purpose of the Riverside County Special Education Local Plan Area (SELPA) Community Advisory Committee (CAC) is to carry out the duties, responsibilities, and functions expressed in, and in compliance with Education Codes 56190-56194 and legislation related thereto, through the means of a duly constituted organizational body whose membership represents as nearly as possible the geographic, ethnic, and socio-economic makeup of the communities it serves. 

The broad goals of the CAC are to involve interested parents, students, teachers, and education specialists in advising the County and District Boards of Education and their administrative and professional staff of the unique requirements of students with disabilities, to assist the administration in furthering and improving the functioning of the Special Education Local Plan Area, and to ensure families have meaningful opportunities to participate in the education of their children.

Alvord is required to appoint at least one representative to serve on the Riverside County SELPA Community Advisory Committee (CAC). This requirement is in accordance with the Riverside SELPA’s bylaws and the California Education Code as follows:

3.2  Nomination and Appointment of CAC Members:  CAC members shall be appointed by their respective local Board of Education, said appointments to be made pursuant to E.C. Section 56191.

As stated in the California Education Code 56192, “The Community Advisory Committee shall be composed of parents of individuals with exceptional needs enrolled in public or private schools, parents of other pupils enrolled in school, pupils and adults with disabilities, regular education teachers, special education teachers and other school personnel, representatives of other public and private agencies, and persons concerned with the needs of individuals with exceptional needs.”  

Jess Block Nerren, Ed.D. meets the Education Code requirements for appointment to the CAC, has served as our representative in the past and has expressed a desire to continue to serve on this committee. 

Board approval of this item will allow the District to appoint Jess Block-Nerren to the Riverside County SELPA Community Advisory Committee.

7.d.8. Approve Declaration of Surplus Items - Alvord Unified School District
Recommended Motion:
Approve the declaration of various electronic surplus items and approve public and private disposition of surplus items that are obsolete, beyond economical repair, or are no longer required within the current curriculum or any other school purposes in accordance with Education Code Section 17545.
Rationale:
Education Code Section 17545 et seq and Board Policy 3270(a) provide for the sale of District items. Items will be presented for public sale or, if no reasonable bids are received, by private sale for salvage.

Board approval of this item will allow for the liquidation of District surplus in accordance with Education Code Section 17545.

7.d.9. Approve Out of State Conference - California Association of Directors of Activities (CADA) Conference, AUSD Middle School and High School Activities Directors
Recommended Motion:
Board approval is requested for an out of state conference for Activity Directors from Hillcrest, La Sierra and Norte Vista High Schools, and  Wells, Arizona, and Loma Vista Middle Schools to attend the California Association of Directors of Activities (CADA) State Conference in Reno Nevada, March 2-5, 2022. 
Rationale:
CADA presents an annual conference that provides presentation, lesson plans, ideas, and workshops to Activity Directors who teach student council and leadership students, maintain the ASB accounts, and oversee the Activities programs at school sites. The conference will focus on building and maintain school culture and creating a positive learning environment for students, staff, and schools. All state and local COVID protocols will be enforced including a vaccine mandate and masks while attending all indoor meetings and activities.

Board approval of this out of state conference will allow Activity Directors from Alvord secondary schools to attend the CADA state conference in Reno, Nevada March 2-5, 2022.

Board approval is requested for an overnight trip for fourteen students and three chaperones from Norte Vista High School to attend the California Future Farmers of America (FFA) Made for Excellence (MFE) and Advanced Leadership Academy (ALA) Conference in Ontario, CA February 4-5, 2022. 
Rationale:
Student leadership is an integral part of the instruction in all agriculture courses. The California FFA MFE and ALA conference will provide students an opportunity to receive beneficial leadership training in workshops led by California FFA presenters.

Student transportation to the event would be via district vehicles driven by Norte Vista High School FFA staff who are all approved district drivers. Lodging would be at the Double Tree Ontario Airport hotel.  Male and female students would be housed in separate rooms and chaperones of the same gender would supervise each group.  The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips. All state and local COVID protocols will be enforced including a vaccine mandate and masks while attending all indoor meetings and activities.

Board approval of this overnight trip would allow members of the Norte Vista High School Future Farmers of America to attend the California FFA MFE and ALA Conference in Ontario, CA February 4-5, 2022.

Recommended Motion:
Board approval is requested for a memorandum of understanding (MOU) between Hispanas Organized for Political Equality (HOPE) - California and Alvord Unified School District to facilitate the HOPE Youth Leadership Program between January 21, 2022 through June 30, 2022.
Rationale:
The Hope Youth Leadership Program (HYLP) is a statewide development program designed to prepare high school Latinas for a self-sufficient future that will allow for economic and political parity through a college education. The objectives of the HYLP include college preparation, financial empowerment, enhanced civic participation and the promotion of healthy living.  Additionally, participants will engage in a digital story project to showcase their leadership project, while obtaining valuable new media training. 

HOPE’s YLP will reach 430 high school aged Latinas annually.  Participants are selected by partnering nonprofits and schools across California.  Thirty-two of them will participate in an intensive program over a six-month period, while the rest will convene during HOPE’s two largest conferences, the HOPE Latina History Day and Latina Action Day, Sacramento. Four will be chosen at the school site, where the program will sponsor the four (4) participants and the chaperone.

Depending on COVID restrictions, participants will attend in person an orientation and three training sessions, or virtually, ten training sessions.

Board of this MOU approval will allow Alvord Unified School District to enter into an agreement with Hispanas Organized for Political Equity-California during the 2021-2022 school year.

Recommended Motion:
Board approval is requested for a memorandum of understanding between the Riverside County Superintendent of Schools and Alvord Unified School District for data sharing services.  The term of this agreement would be January 1, 2022 through December 30, 2022.
Rationale:
MRWC (Mathematical Reasoning With Connections) is a fourth year mathematics course designed to prepare students for the expectations and rigor of college mathematics and quantitative reasoning courses.  It reinforces and builds on mathematical topics and skills developed in Integrated 1-3 (or Algebra and Geometry).  It is designed as a bridge to both STEM and non-STEM majors.

Under this agreement, Riverside County Superintendent of Schools, Ekaterina Forrester Smith, California State University San Bernardino, and Alvord Unified School District would establish to support a mutual sharing of data and integration of data between information management systems in support of the MRWC program.

Board approval of this memorandum of understanding will allow the District to participate in RCOE’s Mathematical Reasoning With Connections (MRWC) project.

Approve agreement between Onyx Paving Company, Inc. and Alvord Unified School District to use the dirt lot at ISS Building (4671 La Sierra Avenue, Riverside, CA 92505), effective January 21, 2022 through April 30, 2022. 
Rationale:

Staff was contacted by Onyx Paving Company, Inc. to inquire about using the dirt lot adjacent to the ISS building. Onxy Paving Company, Inc. is performing construction activity nearby and has a need to store materials near their work site for a period of four (4) months for $2,500.00 per month.  

Board approval of this item will allow Onyx Paving Company, Inc. to start using empty lot starting January 21, 2022.

Rationale:

The District’s Purchasing Department reviews contracts which have been competitively bid by public agencies and are available for use by all public agencies.  The purpose of the review is to determine the most cost effective basis for the district to procure its own equipment and supplies as may be required.

Kern County Superintendent of Schools competitively solicited PEPPM 2019 Product Line Bid-CA #528899 which allows for the procurement of Interactive flat panel displays and video conferencing products.  The contract allows school districts to utilize the contract pursuant to Public Contract Code section 20118.  The contract is valid through December 31, 2022.  Based on the contract pricing and product reviews, district staff has determined that the use of this contract is in the best interest of the district when needed for the purchase of Interactive flat panel displays and video conferencing products.

Staff is presenting this resolution to amplify when utilizing a piggyback or cooperative agreement.  It is recommended that the Board of Education approve Resolution No. 24, awarding a contract to Newline Interactive Inc for the procurement of Interactive flat panel displays and video conferencing products pursuant to the contract awarded by Kern County Superintendent of Schools.

Recommended Motion:
Approve on-line tutoring services between Alvord Unified School District and TPR Education, LLC (DBA The Princeton Review).  TPR Education will provide 5,001 hours of online tutoring services for Alvord students in grades TK-12. The term of these services will be February 1, 2022, through June 30, 2023.
Rationale:

To help meet the challenges of the 2021/22 school year and to support students in grades TK-12, it is proposed the Board of Education approve retaining the services of the TPR Education, LLC (DBA The Princeton Review) to provide up to 5,001 tutoring hours of online support to Alvord Unified students. This targeted tutoring opportunity will help mitigate any learning loss and provide opportunities for success.
Board approval will authorize staff to proceed with negotiating the terms of the agreement.

California Education Code 5019.5 requires following each decennial federal census, and using population figures as validated by the Demographic Research Unit of the Department of Finance as a basis, the governing board of each school district in which trustee areas have been established, and in which each trustee is elected by the residents of the area the trustee represents, shall adjust the boundaries of any or all of the trustee areas of the district. 

Rationale:
On December 9, 2021, the Board received information regarding the process and data collected during the 2020 Census.  Additionally, three scenario maps were shared and discussed.  Tonight David Lopez, Executive Director, Cooperative Strategies will present additional options for discussion.    

The boundaries of the trustee areas shall be adjusted by the governing board of each school district, in accordance with subdivision before the first day of March of the year following the year in which the results of each decennial census are released.

9.b.1. Second Quarterly Report on Williams Uniform Complaints
Recommended Motion:
The Board will receive the second Quarterly Report on Williams Uniform Complaints for the period beginning October 2021 and ending December 2021.  There were four complaints that were received in this time period. 
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office. The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
