Recommended Motion:
Approve agreement between Barr Door, Inc. and Alvord Unified School District to perform preventative maintenance on roll-up doors at Hillcrest High School, effective March 18, 2022 through June 30, 2022. 
Rationale:

On February 9, 2022 it was reported that the roll up doors are not working properly. Barr Door, Inc. was called out to provide the District with a proposal. Their recommendation is to have preventative maintenance performed to the three Cookson Grill Doors. Barr Door, Inc. has provided these types of services in the past and have proven to be a reliable vendor.  

Board approval of this item will allow Barr Door, Inc. to proceed with services.

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

9.b.2. Approve Agreement – City of Riverside, 2022 Alvord USD High School Graduation Live Streaming
Recommended Motion:
Approve agreement between City of Riverside and Alvord Unified School District for live streaming of the 2021-2022 high school graduations. 
Rationale:
The City of Riverside will provide technical services to Alvord USD to facilitate the live streaming of all of the four high school graduation ceremonies for the 2021-2022 school year. The ceremonies will be live streamed using YouTube LIVE and other district sponsored social media platforms. The City of Riverside will supply Alvord USD with a digital copy of each ceremony at the conclusion of the final graduation ceremony. City of Riverside has provided these types of services in the past and have proven to be a reliable vendor. 

Contract Template II Agreement will be used for this agreement, which was Board Approved on August 20, 2020.

Recommended Motion:
Approve agreement between Colbi Technologies, Inc. and Alvord Unified School District for Quality Bidders web-based software services relating to California Uniform Public Construction Cost Accounting Act (CUPCCAA), effective March 18, 2022 through March 30, 2023.
Rationale:

Colbi Technologies, Inc. provides a web-based tool (Quality Bidders) that simplifies the prequalification process for contractors and for CUPCCAA bid registration. Colbi Technologies, Inc. has provided these types of services for other Districts throughout the State and is a qualified vendor.

Board approval of this item will allow Colbi Technologies, Inc. to proceed with services.

Recommended Motion:
Approve agreement between Rhythm Tech Productions LLC and Alvord Unified School District to provide stage and sound services for commencement ceremonies at K.R. Zack Earp Stadium, effective March 18, 2022 through May 30, 2022. 
Rationale:
Rhythm Tech Productions LLC will provide stage and sound system services along with chairs for Alvord Unified School District 2022 Commencement Ceremonies at K.R. Zack Earp Stadium for the four middle schools and all three high schools, from May 24, 2022 through May 26, 2022. Rhythm Tech Productions LLC has provided these services in the past and has proven to be a reliable vendor. 

Board approval of this item will allow Rhythm Tech Productions LLC to proceed with services.

9.c.3. Approve Declaration of Surplus Items - Alvord Unified School District
Recommended Motion:
Approve declaration of various surplus items and approve public and private disposition of surplus items that are obsolete, beyond economical repair, or are no longer required within the current curriculum or any other school purposes in accordance with Education Code Section 17545.
Rationale:

Donated vehicles to the Norte Vista Automotive Technology program have outlived their use to the program.  Approving surplus status will allow the vehicles to be sold or scrapped, as appropriate. Other surplus items include Arizona Middle School Physical Education apparel due to mascot change.

Board approval of this item will allow for the liquidation of District surplus in accordance with Education Code Section 17545.

9.d. Educational Services
9.d.1. Ratify Riverside County Office of Education Agreement No. IN-70386 504 Accommodation Plan Services
Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Deaf and Hard of Hearing (DHH) and Visually Impaired (VI) Itinerant services for Alvord Unified School District students under the 504 Accommodation Plan for the 2021-2022 school year.  This agreement was received in February 2022 after services were rendered.
Rationale:
The Riverside County Office of Education (RCOE) provides itinerant teacher services for the District’s students with special needs through the Intra-SELPA Master Contract each year.  

Students with disabilities that do not fall under the Individualized Education Program (IEP) guidelines as a stand-alone service still qualify for those specialized services. Services would need to be provided through a 504 Accommodation Plan.  Section 504 Plan services are considered general education services and need a separate contract.

There are currently two students receiving services from the RCOE Vision Impairment itinerant teacher resulting in the creation of RCOE IN-70386 for 504 Accommodation Plan Services for the 2021-2022 school year.

Board ratification of this item will allow RCOE to provide for Vision Impairment itinerant services for two Alvord students during the 2021-2022 school year.

9.d.2. Ratify Riverside County Office of Education Agreement No. IN-70274 Audiological Services
Recommended Motion:
Board ratification is requested for an agreement with the Riverside County Office of Education for Audiological Services for students with special needs for the 21-22 school year.
Rationale:

The Riverside County Office of Education (RCOE) provides Audiological Services for students with special needs. The District makes a referral for assessment when there is a suspected disability. Services include audiological evaluation, amplification, equipment maintenance, inventory, observation, consultation and support services provided by the RCOE Audiologist and Audiologist Clerk. This is an annual agreement with RCOE.  Fiscal impact recommendation is based upon the rate of $500.00 per student and the anticipated number of students who will require these services for 2021-2022.    

Board ratification of this item will allow RCOE to provide Audiological Services for students with special needs for the 2021-2022 school year.

9.d.3. Ratify Overnight Trip –HOPE Youth Leadership Program, Norte Vista High School
Recommended Motion:
Board ratification is requested for an overnight trip for four students and two chaperones from Norte Vista High School to attend the HOPE Youth Leadership Program, in Los Angeles, CA that was held March 10-12, 2022. 
Rationale:

The objectives of the HOPE Youth Leadership Program include college preparation, financial empowerment, enhanced civic participation and the promotion of healthy living. This exclusive opportunity was offered to Norte Vista High School by the HOPE organization as they have seen promising outcomes from past participants.  The Board of Education approved the Memorandum of Understanding for participation in the HOPE program on January 20, 2022 under Item 7.d.11.

Students selected to participate in the HOPE program must attend training sessions under the guidelines of the MOU.  The four female students selected had the opportunity to attend Session II training at the Millennium Biltmore Hotel in Los Angeles March 10-12, 2022.  These students travelled to the event in chaperone’s vehicle, who is a District approved driver. Lodging for two nights was at the Millennium Biltmore Hotel.  Chaperones of the same gender supervised the group.  The number of chaperones was in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.  All state and local COVID protocols were enforced including a vaccine mandate and masks while attending all indoor meetings and activities.

Lodging and meals were covered by the HOPE organization.  The school site incurred the cost of mileage, hotel parking, and substitute teacher coverage.

FISCAL IMPACT:  $666.23  (General Fund/Unrestricted – School site discretionary funds)

9.d.4. Approve Increase to the Educational Institution Staffing Agreement-Maxim Healthcare Solutions
Recommended Motion:
Board approval is requested to increase the amount of the Educational Institution Staffing Agreement between Maxim Healthcare Solutions and Alvord Unified School District to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students for the 2021-2022 school year. 
Rationale:
Maxim has been able to provide short-term, contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP) while Alvord reviews current staffing to determine if an additional aide position is required.  Maxim has also provided additional contract aides to support students and staff at the sites due to a shortage of substitutes available and increased behavioral needs of students upon returning to in-person instruction during the 21-22 school year.  These increased needs are continuing and will result in a shortfall of funds without the requested increase.

Board approval of this increase will allow Maxim Healthcare Services, Inc. to continue to provide short-term staffing support as needed for the 2021-2022 school year.

9.d.5. Approve Increase to the Professional Services Agreement – Beth Ballinger, O.D., Newport Beach Developmental Optometry Group
Recommended Motion:
Board approval is requested to increase the amount of the professional services agreement between Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group and Alvord Unified School District to provide Independent Educational Evaluations (IEE) during the 2021-2022 school year.  These evaluations will include a vision evaluation, vision perception assessment, observation and review of records. Newport Beach Developmental Optometry Group will provide a report to the parent and district along with participation in an IEP meeting to discuss the evaluation results. 
Rationale:
The Alvord Special Education Department does not employ an optometrist to provide educational evaluations for vision therapy. When a parent requests an Independent Educational Evaluation for Vision Therapy, Alvord must contract with an outside agency that meets specific guidelines. This contract will allow us to obtain the vision therapy assessment for students based on parent request. If the student is currently receiving Vision Therapy, this agency can provide the alternate evaluation.  Newport Beach Developmental Optometry Group meets the professional qualifications required and is within the fee range of other similar providers.  

We have received a request for an additional assessment over and above the original anticipated assessments for the 21-22 school year.

Board approval of this item will allow Beth E. Ballinger, O.D., Newport Beach Developmental Optometry Group to provide Vision Assessments for Alvord students during the 2021-2022 school year.

9.d.6. Renew Equipment Service Contract - Complete Business Systems, Expanded Learning
Recommended Motion:
Board approval is requested for the renewal of the Equipment Service Contract between Complete Business Systems (CBS) and Alvord Unified School District for service and repair to the digital duplicator used by Expanded Learning. The effective dates would be July 1, 2022 through June 30, 2023.
Rationale:
Complete Business Systems has been a valued business partner with Alvord Unified School District for over 18 years. CBS has provided service and repairs for the imaging equipment and the District has been pleased with the services they have provided.

Board approval of this item will allow Complete Business Systems to provide labor, repairs and replacement parts for the digital duplicator for Expanded Learning.

9.d.7. Approve Agreement – Castle Park, La Granada Elementary School
Recommended Motion:
Board approval is requested for an agreement between Alvord Unified School District and Castle Park for a fifth grade field trip for students at La Granada Elementary.  The effective dates of this agreement would be March 21st through May 25, 2022.
Rationale:
La Granada Elementary has been working with Castle Park to provide students with a field trip that incorporates the 5th grade math standards to everyday life and activities. Fifth grade students will ride the bus to Castle Park on the day of the event. Admission to Castle Park and a meal ticket for each student would be provided under this agreement. It is estimated that one hundred seven students and four chaperones will attend this event.

Board approval of this agreement will make it possible for 5th grade students at La Granada Elementary to attend the field trip and Castle Park.

Recommended Motion:
Board approval is requested for an agreement between Choo Choo 4 Rent and Alvord Unified School District for rental of a trackless train for use at La Sierra High School’s Spring Festival on Saturday, April 9, 2022.
Rationale:
La Sierra High School will host a Spring Festival on April 9, 2022 for students and their families to promote family engagement.  Under this agreement, Choo Choo 4 Rent would provide rental of a trackless train during the festival for three hours for train rides for district and community families.

Board approval of this agreement will allow Choo Choo 4 Rent to provide rental services for the La Sierra High School’s Spring Festival on Saturday, April 9, 2022.

9.d.9. Approve Agreement – Inspired Life School Assemblies, Foothill Elementary
Recommended Motion:
Board approval is requested for a professional services agreement between Inspired Life School Assemblies and Alvord Unified School District for a 45-minute BMX show presentation focusing on the “5 Secrets to Success – Staying Drug Free, Living Your Dreams, Be Motivated, Respecting Others, & Staying in School”. The effective date of this agreement would be from March 21, 2022 through June 30, 2022.
Rationale:
Inspired Life School Assemblies’ core mission is to more powerfully blend the BMX sport with an educational impact, which provides a high-quality presentation with exciting and unforgettable stunts, delivered with humor and a positive spirit. The messages to students will energize them to find what they love and pursue it with passion. The consultant will provide a 1-day, 45-minute on-site assembly. 

Board approval of this item would allow Inspired Life School Assemblies to provide an on-site assembly to all students who received perfect attendance at Foothill Elementary School for the 2021-22 school year. Performers will stay 30 feet away from students at all times and abide to all district COVID guidelines.

9.d.10. Approve Agreement – Knott’s Berry Farm, Villegas Middle School
Recommended Motion:
Board approval is requested for an agreement between Knott’s Berry Farm and Alvord Unified School District for Villegas Middle School’s 8th grade end of the year trip on May 23, 2022.
Rationale:
Villegas Middle School has worked with Knott’s Berry Farm in the past to provide end of the year activities for their 8th grade students getting ready to promote to high school.

Under this agreement, Knott’s Berry Farm would provide discounted group event tickets to Villegas Middle School.  Eighth grade students who qualify for promotion activities would attend the incentive field trip to Knott’s Berry Farm on May 23, 2022.

Board approval of this agreement would allow Villegas Middle School 8th grade students to attend Knott’s Berry Farm on May 23, 2022.

Recommended Motion:
Board approval is requested for an agreement between Knott’s Berry Farm and Alvord Unified School District for Villegas Middle School band student performance and group tickets at Knott’s Berry Farm on April 28, 2022.
Rationale:
The Villegas Middle School band has performed at Knott’s Berry Farm in past years.  This year, the students would like to participate in Knott’s Berry Farm’s Performance in the Park event on April 28, 2022.  

Under this agreement, Knott’s Berry Farm would provide discounted group event tickets to Villegas Middle School band students for their performance at the event.  The venue would provide all sound equipment necessary for the performance. 

Board approval of this agreement would allow Villegas Middle School band students to perform at the Knott’s Berry Farm Resort on April 28, 2022.

Recommended Motion:
Board approval is requested for an agreement between Kona Ice Riverside and Alvord Unified School District for fundraising services on campus for La Sierra High School’s Spring Festival on Saturday, April 9, 2022.
Rationale:
Kona Ice Riverside will provide fundraising services during La Sierra’s Spring Festival on Saturday, April 9, 2022.  Kona Ice Riverside will give La Sierra ASB 20% of total sales provided they receive a minimum of $300 in sales to cover expenses.

Board approval of this agreement will allow Kona Ice Riverside to provide fundraising services on campus for La Sierra High School’s Spring Festival on Saturday, April 9, 2022.

Recommended Motion:
Board approval is requested for an agreement between Renaissance Learning, Inc. and Alvord Unified School District to provide a myOn Reader and myOn News pilot program for the students in all fourteen elementary and four middle schools.  This pilot program would be effective March 1, 2022 through May 31, 2022.
Rationale:
Renaissance provides, through the myOn program, thousands of digital books and daily news, in English and Spanish. With access to myOn, students are able to read on myOn anytime and anywhere using devices with internet capabilities or offline using devices once books are downloaded. myOn personalizes the reading experience by continuously recommending books as the students’ interest and reading levels evolve.  The publishers available through the program provide high interest, popular books that support English Learners, Reluctant Readers and those reading in Spanish at both the elementary and middle school level.  Student use of this program during this trial period will help the district determine if this program would provide an added benefit for our students in the 2022-2023 school year.

Board approval of this agreement will allow elementary and middle school students access to Renaissance’s myOn Reader and myOn News for the remainder of the current school year.

Recommended Motion:
Board approval is requested for an agreement between Stunt Masters, Inc. and Alvord Unified School District for a 40-minute assembly. The effective date of this agreement would be from March 21, 2022 through June 30, 2022.
Rationale:
This assembly will promote “Student engagement in school, positive lifestyles, education, inclusiveness and turning positive thoughts into purposeful actions!  Athletes perform incredible stunts on the ground and in the air to grab students’ attention while they discuss matters that affect youth today.  These professionals focus on character building, physical science/STEM, health, safety and the importance of being in school every day.”

Board approval of this agreement would allow Myra Linn students to believe in themselves and their academic goals; help promote school attendance as well as positively impact our students’ mental health after all they had to face during our COVID years of instruction.

Recommended Motion:
Board approval is requested for an agreement between Villa Amalfi and Alvord Unified School District for banquet event arrangements at the Hidden Valley Golf Club Villa Amalfi restaurant for Hillcrest High School’s Pep Squad banquet on April 7, 2022.
Rationale:
The Hillcrest High School Pep Squad would like to host their year-end banquet at the Villa Amalfi restaurant in Norco, CA to celebrate their accomplishments throughout this school year.  They will use this event to award trophies and certificates to pep squad participants.  Event arrangements by Villa Amalfi would include meal service, audio-visual equipment, and facility rental.  The Hillcrest High School Associated Student Bodies would cover all expenses..  

Board approval of this agreement would the Villa Amalfi restaurant to provide event services to the Hillcrest High School Pep Squad for their end of the year banquet.

9.d.16. Approve Overnight Trip - 2022 California Foster Youth Summit
Recommended Motion:
Board approval is requested for an overnight trip for six high school students and two chaperones to attend the 2022 California Foster Youth Education Summit at the Hyatt Regency in Monterey, CA from April 24-26, 2022. 
Rationale:

The 2022 California Foster Youth Education Summit will allow six Alvord Unified School District Foster Youth students to learn about their educational rights, engage in activities to develop their public speaking and networking skills.  Students will attend five learning sessions over the course of the two-day conference that focuses on topics such as building resiliency, trauma informed practices, and basic educational rights for youth in foster care. 

Additionally, students will develop personalized talking points for sharing at the conference and will receive support in planning their conference sessions including choosing breakout sessions where they can both gather and share important information. 

The trip for six students from Hillcrest (3), La Sierra (1), and Norte Vista (2), and the two district chaperones will be funded by the Riverside Office of Education (RCOE).  RCOE will pay for all conference registrations, all flights, hotel accommodations, and meals for students and chaperones excluding one lunch and one dinner.  Male and female students will be housed in separate rooms and chaperones of the same gender would supervise each group. The number of chaperones is in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips. The total cost to Alvord Unified School District will be the cost of the two meals for eight participants not covered by RCOE.

Recommended Motion:
Board approval is requested for an overnight trip for up to ten students and four coaches from the Hillcrest wrestling team to attend the Boys & Girls Wrestling National Tournament at the Virginia Beach Convention Center in Virginia Beach, Virginia from March 24, 2022 through March 28, 2022. 
Rationale:
Senior boy and girl wrestlers that qualify to the State tournament at the end of March will be eligible to advance to the National tournament held in Virginia Beach. Team unity and social skills will also be developed as they will be meeting and competing with students from other high schools. In addition, college scouts will also be in attendance to view wrestlers during competition.

Transportation to the event would be by rental vehicles driven by staff that has already been approved by the District.  Hotel accommodations would be arranged at a local hotel near the venue.  Male and female students would be housed in separate rooms and chaperones of the same gender would supervise each group.  The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.

Rationale:
Education Code Section 17545 et seq and Board Policy 3270(a) provide for the sale of District items. Items will be presented for public sale or, if no reasonable bids are received, by private sale for salvage.

Recommended Motion:
Board approval is requested for an MOU titled “2020/2021 School Year Reclassifications”.
Rationale:
In accordance with former Article XII of the Classified Bargaining Agreement titled “Reclassification”, the Reclassification Committee met on several occasions to review reclassification requests as well as job content and job titles.  The Reclassification Committee is composed of three representatives appointed by the District and three representatives appointed by the Association.    

The committee came to an agreement regarding the approved reclassification requests for the 2020-2021 school year which are memorialized in the attached MOU.  As stated in Section 3 (h), Reclassification Procedures, reclassifications shall be forwarded to the Superintendent/designee for approval at the Board of Education meeting.

The committee extended the reclassification timelines due to COVID-19.  Three applicants requested to appeal the initial reclassification decision.  The committee came to an agreement regarding all three appeals, which are memorialized in the attached MOU.

Recommended Motion:
Adopt Resolution No. 36 allowing Alvord Unified School District to piggyback on a cooperative agreement identified as Sourcewell for the procurement of Fleet Management Services.  
Rationale:

On February 27, 2014, the Alvord Unified School District Board authorized staff to utilize competitive bids (commonly referred to as “piggyback”) prepared by other school districts, public agencies, or cooperative agreements. The district’s Purchasing Department reviews contracts that have been competitively bid by public agencies and are available for use by all public agencies. This review determines the most cost-effective basis for the district to procure Fleet Management Services.

Sourcewell, formerly NJPA, competitively solicited bids in June 2018 that allow for the procurement of Fleet Management Services and is available to all public agencies. Pursuant to Public Contract Code section 20118, school districts are allowed to utilize this contract. Based on the contract pricing and product reviews, district staff has determined the use of this contract is in the best interest of the district when needed for the procurement of Fleet Management Services.

State legislature has implemented a 10% Cap to a district's general fund unrestricted fund balances.  Committed fund balances are excluded from the 1% cap limitations.

Recommended Motion:
Board approval is requested for the annual adoption of Resolution No. 38 authorizing the encumbrance of funds from the 2022-2023 proposed budget prior to July 1, 2022.  This allows purchase orders to be issued in numerical sequence by the automatic purchase order system prior to July 1 for certain circumstances where there are requirements for items or services immediately after the beginning of the fiscal year.
Rationale:

Adoption of a resolution to encumber funds is an annual occurrence required by the Riverside County Office of Education in order to provide protection from legal issues for both governing board members and school district officials who authorize the encumbrance of funds for the next school year prior to the adoption of the district's budget.

RCOE allows districts to encumber funds in the next fiscal year if the governing board adopts a resolution.  Resolution No. 38 follows the format required by RCOE and allows staff the ability to issue purchase orders and contracts in numeric sequence prior to July 1, 2022 for the following school year.

A positive certification is an indication the district “will meet its financial obligations for the current year and two subsequent two fiscal years.”  


Rationale:

In accordance with California Education Code, the governing board of all local educational agencies are required to certify at least twice a year to the district’s ability to meet its financial obligations for the remainder of the current fiscal year and for the two subsequent fiscal years.  This is referred to as the Interim Report process.

The 2021/22 Second Interim report is being certified as positive, certifying the board's intention to address any deficit spending and projected financial obligations in future years.

Anthony Warnecke, Director III of Fiscal Services, will present the Second Interim Budget & Financial Report. The Second Interim report reflects the district’s actual financial activity for the period July 1, 2021 through January 31, 2022, and contains updated projections for the current and two subsequent fiscal years.

Rationale:
The District has an interest in returning to an elementary school model that includes support by assistant principals.  Gradually, this support dwindled to only those elementary schools with the greatest needs.  With the onset of the various instructional demands on our elementary schools, there is an identified need to return to the model that includes assistant principal support at all the elementary schools.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 39 – Eliminate, Restructure and Reassignment of Instructional Support Services.  
Rationale:
It is essential to provide the necessary flexibility to serve our students and address priorities through a restructuring of certificated support services outside of the classroom. 

As a result, as of the end of the 2021-2022 school year, the position of Instructional Coach (Elementary) assigned to or budgeted for site-wide programs will be eliminated and replaced with five (5) certificated Instructional Specialist, Curriculum Writing positions as determined by the District through its restructuring. 

As a result, as of the end of the 2022-2023 school year, the position of Instructional Coach (Secondary) assigned to or budgeted for site-wide programs will be eliminated and replaced with five (5) certificated Instructional Specialist, Curriculum Writing positions as determined by the District through its restructuring.

The restructure will be as follows:

• At the end of the 2021-22 school year, eliminate eleven (11) Instructional Coach (Elementary), 185-day positions
