Recommended Motion:
Ratify agreement between GO Fire Protection, Inc. and Alvord Unified School District for repairs at Loma Vista Middle School, effective March 15, 2022 through June 30, 2022.
Rationale:

During a monthly fire inspection at Loma Vista Middle School, GO Fire Protection, Inc. identified items needing to be repaired. GO Fire Protection, Inc. has provided these types of services in the past and have proven to be a reliable vendor.  

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow GO Fire Protection, Inc. to proceed with services.

10.b.2. Approve Agreement – Murals for Schools - Hillcrest High School
Recommended Motion:
Approve agreement between Murals for Schools and Alvord Unified School District to paint an exterior mural with Artist Grade Nova Color Acrylic Designed exclusively for Murals for Schools on the front, exterior walls of the Hillcrest High School campus.
Rationale:

Hillcrest High School is in the process of branding and beautifying the school campus with school colors and the Hillcrest Trojan mascot. The enhancements will help build student morale and unity on campus. Board approval of this agreement would allow Murals for Schools to paint the exterior walls at Hillcrest High School’s main entrance which is visible to the public. The Trojan Helmet will also be painted and Hillcrest High School’s colors will be added to the walls. 

Board approval of this item will allow Murals for Schools to proceed with services.

Recommended Motion:
Approve agreement between Refrigeration Control Company, Inc. and Alvord Unified School District to perform equipment repairs throughout the district, effective April 1, 2022 through June 30, 2022. 
Rationale:

Refrigeration Control Company, Inc. has been providing these types of services for the District for many years and is a reliable vendor. 

Board approval of this item will allow Refrigeration Control Company, Inc. to proceed with services.

Recommended Motion:

Board approval is requested to amend legal services agreement between Adams Silva & McNally and Alvord Unified School District effective April 22, 2022 through June 30, 2022.

Rationale:

On June 3, 2021, the Board of Education approved an agreement with Adams Silva & McNally not to exceed $125,000.00, Item 8.c.3. to provide legal services regarding administrative, discipline, and personnel matters.  An additional $100,000.00 is needed to continue services through June 30, 2022.

Board approval of this item will amend the original fiscal impact of $125,000.00 by an increase of $100,000.00.

10.c.3. Amend Agreement - Atkinson, Andelson, Loya, Ruud & Romo
Recommended Motion:

Board approval is requested to amend legal services agreement between Atkinson, Andelson, Loya, Ruud & Romo and Alvord Unified School District effective April 22, 2022 through June 30, 2022.

Rationale:

On June 3, 2021, the Board of Education approved an agreement with Atkinson, Andelson, Loya, Ruud & Romo not to exceed $150, 000.00, Item 8.c.4. for legal services related to representation in administrative and court proceedings and (upon request) engage as non-legal consultants.  An additional $60,000 is needed to continue services through June 30, 2022.

Board approval of this item will amend the original fiscal impact of $150,000.00 by an increase of $60,000.00.

Recommended Motion:

10.c.5. Approve Guideline Changes - Grandma Ruth Lance Scholarship Award
Recommended Motion:
Board approval is requested to increase the Grandma Ruth Lance Scholarship Award from $100.00 to $200.00 effective 2021/22 school year award.
Rationale:

Each year a fifth grade student at Promenade Elementary School is selected to receive the Grandma Ruth Lance Scholarship Award upon high school graduation.  Grandma Ruth's family would like to increase the award from $100.00 to $200.00 per award.

Board approval will allow the scholarship guidelines to be increased to $200.00 per award.

Recommended Motion:

Receive Report of Receipts for March 2022, in the amount of $1,625,849.35.

Rationale:
The District’s Report of Receipts reflects monies received, which includes deposits for donations, lost books & damaged chromebook fees, fingerprinting, developer fees, reimbursements, rents & leases, health and welfare contributions, Child Nutrition, and various grant funds.

The enclosed financial report is the monthly update of the District’s Report of Receipts for March 1, 2022 – March 31, 2022.

10.d.1. Ratify Agreement – Sandbox Sign Company, Hillcrest High School
Recommended Motion:
Board approval is requested for the ratification of a professional services agreement between Sandbox Sign Company and Alvord Unified School District for the installation of custom window graphics at Hillcrest High School. This agreement would be effective February 1, 2022 through June 30, 2022.
Rationale:
In February 2022, The Sandbox Sign Company installed custom window graphics on multiple windows on the Hillcrest High School campus.  Decals were installed on the library windows facing the parking lot to protect students from public view.  Added benefits of the one-way visible film included energy savings, improved safety and school spirit, and enhanced aesthetics of the buildings.

This item is being brought forth as a ratification due to an oversight on the initial quote for decals.  The ratification of this agreement would allow the Sandbox Sign Company to be compensated by the District for labor costs associated with the installation of these custom window graphics.

Contract Template III Agreement, which was Board approved on August 20, 2020 will be used for this agreement.

Recommended Motion:

Board ratification is requested for a professional services agreement between School Health Services, A Nursing Corporation and Alvord Unified School District to provide hearing and vision screening during the 2021-2022 school year.

Rationale:

School Health Services, A Nursing Corporation will provide vision and hearing screening services as described in the contract for Alvord Unified School District students.

This item is being brought forward for ratification due to a change of company providing services and the limited availability in screening dates. 

Board ratification will allow School Health Services, A Nursing Corporation to provide hearing and vision screening services for the 2021-2022 school year.

10.d.3. Amend Riverside County Superintendent of Schools Agreement IN70303 - Norte Vista High School
Recommended Motion:

Board approval is requested for an amendment to agreement IN70303 between Riverside County Superintendent of Schools and Alvord Unified School District for CTE instructor Mark Ferguson additional extra duty hours during the 2021-2022 school year.

Rationale:

This agreement will allow for RCOE CTE instructor Mark Ferguson an additional 24.5 hours for Saturday Academy. Original agreement was approved on October 7, 2021 for 14 hours.

RCOE teachers cannot be paid from a Personnel Action Form; they must have a contract for additional hours.

This agreement was received from RCOE on March 16, 2022.

FISCAL IMPACT: $2,542.16 total including this change. (General Fund/Unrestricted, Site Attendance Incentive Funds)

10.d.4. Amend Agenda Item – Choo Choo 4 Rent, La Sierra High School
Recommended Motion:
Board approval is requested for an amendment to the agenda item for Choo Choo 4 Rent and Alvord Unified School District for rental of a trackless train for use at La Sierra High School’s Spring Festival on Saturday, April 9, 2022.
Rationale:
La Sierra High School will host a Spring Festival on April 9, 2022 for students and their families to promote family engagement.  Under this agreement, Choo Choo 4 Rent would provide rental of a trackless train during the festival for three hours for train rides for district and community families.

The Board approved this agreement on March 17, 2022 under Item 9.d.8. for a fiscal impact of $500.00.  Due to an oversight, the correct amount on the agenda should have been $550.00.

Board approval of this amendment will correct the total fiscal impact of the Choo Choo 4 Rent agreement to provide rental services at La Sierra High School’s Spring Festival on Saturday, April 9, 2022.

FISCAL IMPACT:  $550.00 (General Fund/Restricted, Site Title 1 funds)
 
10.d.5. Approve Agreement with Riverside County Superintendent of Schools for Homeless Expenses Reimbursement
Recommended Motion:
Board approval is requested for Agreement C1008588 between Riverside County Superintendent of Schools and Alvord Unified School District for the partial reimbursement of expenses related to homeless students for the 2021-2022 school year.
Rationale:
The Education for Homeless Children and Youth grant funding provided by the California Department of Education through the Riverside County Superintendent of Schools, will partially reimburse Alvord Unified School District for expenses used to assist in keeping homeless students attending school on a regular basis.
McKinney-Vento Act eligible students may receive assistance with transportation costs such as bus passes or gas vouchers, school supplies, hygiene items, and supplemental education services.

The grant funding will provide an amount not to exceed $11,164.20 (based on the 2020-21 California Longitudinal Pupil Achievement Data System(CALPADS) homeless count.) for the purchase of services or resources for students regarded as homeless such as transportation, supplies, hygiene items or supplemental educational services.

Board approval of Agreement C1008588 will allow Alvord Unified School District to receive reimbursement of costs related to supporting homeless students for the 2021-22 school year. The term of this agreement shall be from July 1, 2021 through June 30, 2022.

FISCAL IMPACT:  Revenue not to exceed $11,164.20, (Based on CALPADS homeless count for the 2020-21 school year.)

10.d.6. Approve Public Safety Enterprise Communication System Use Agreement
Recommended Motion:
Board approval is requested for an agreement between the County of Riverside and Alvord Unified School District to participate in the Public Safety Enterprise Communication (PSEC) System. 
Rationale:

Riverside County Office of Education's (RCOE) Emergency Management Office through the School Communication Interoperability Grant Program (SCIGP) allows school districts county-wide to operate on the County's Public Safety Enterprise Communication (PSEC) system. The PSEC Project began in 2005 to develop a new county-wide radio system.  This system will allow 1st responders (Law Enforcement and Fire Departments) that use PSEC to effectively communicate directly with school districts on local and widespread events and coordinate activities related to incidents when other methods of communication are unavailable. Additionally, the PSEC system will also allow the County of Riverside Office of Education and the twenty-three (23) school districts the ability to communicate directly as well.

The PSEC Project will provide one radio per district, and the Riverside County (RivCo) Emergency Management Department (EMD) will provide an additional radio per district to increase the public school districts continuity of communication countywide.  These radios will operate under the command and control of the RivCo Sheriff's Department and will have a dedicated radio zone for school districts (LEA ZONE).

Radios and accessories will be provided at no cost, however, the monthly service fees are the responsibility of the district.  The monthly cost per radio is $29.87 or $716.88 per year. This includes 24-hour service support and any updates mandated by the County. Training on the proper use of the PSEC radio will be provided at no charge.

10.d.7. Approve Riverside Area Rape Crisis Center Operational Agreement
Recommended Motion:
Board approval is requested for the Operational Agreement between the Riverside Area Rape Crisis Center (RARCC) and Alvord Unified School District to provide violence prevention support to students, parents, and faculty for the 2022-2023, 2023-2024, and 2024-2025 school years.
Rationale:

The Riverside Area Rape Crisis Center (RARCC) has offered educational, age appropriate presentations for grades Pre K-12 through their Child Abuse Prevention Program for over 25 years.  It is their mission to prevent child abuse through community education and awareness.  RARCC provides outreach to elementary, middle, and high school students.

The Riverside Area Rape Crisis Center provides child abuse prevention presentations at no cost. These age-appropriate presentations include child abuse prevention/personal safety, sexual harassment prevention, sexual assault prevention, healthy relationship and dating safety, Kid-Power children’s self-defense workshops, and Woman to Woman self-defense classes, and parenting classes. In addition to presentations and education, RARCC crisis counselors respond to individual schools when contacted by school counselors for assistance.

Additionally, RARCC will provide the following services to persons referred by Alvord Unified School District: 24-hour crisis intervention, advocacy, and accompaniment for survivors and their families; follow-up services; short term counseling; survivor groups; information and referrals.

Approval of this agreement will continue a collaborative relationship between the Riverside Area Rape Crisis Center and Alvord Unified School District for the 2022-2023, 2023-2024, and 2024-2025 school years.

Recommended Motion:
Board approval is requested to approve a standing order between the State of California Public Health and Alvord Unified School District for distribution and administration of Naloxone Hydrochloride also known as NARCAN. 
Rationale:

The Naloxone Distribution Project, funded by the Substance Abuse and Mental Health Services Administration, and administered by the California Department of Health Care Services aims to reduce opioid overdose deaths throughout California. 

Naloxone Hydrochloride(Naloxone), more commonly referred to as NARCAN, is a life saving medication that reverses an opioid overdose while having little to no effect on an individual if opioids are not present in their system. Naloxone has few known adverse effects, no potential for abuse, and can be rapidly administered intramuscularly or via nasal spray.

The standing order issued by the state Public Health Officer authorizes non-prescribing community organizations and other entities, who have completed an opioid overdose prevention and treatment training program, to intervene and assist those experiencing or reasonably suspected of experiencing an opioid overdose by administering Naloxone Hydrochloride.

Board approval is requested for an agreement between Chancy and Bruce Educational Resources, Inc. and Alvord Unified School District to provide professional development services to support the Early Childhood (Preschool, Transitional Kindergarten, and Kindergarten) teachers.  This agreement would be effective April 22, 2022 through June 30, 2023.
Rationale:
Chancy and Bruce Educational Resources, Inc. was incorporated in 1984 as a unique service to help parents and educators understand the developmental process for learning, as well as the importance of making good decisions regarding school readiness. Consultant specialize in developmental assessment of children, parent education, staff development, and prescriptive teaching.  Longitudinal Research is continuously conducted in the validation of Developmental Milestones in children and appropriate recommendations given to parents and educators.   
 
Under this agreement, Bonnie Bruce would support the Early Childhood Program through teacher in-service regarding Child Development. These workshops look at the developmental characteristics of the Transitional Kindergarten and Kindergarten child, the Pathways to Learning, Milestones needed for success in school, and “Curriculum Ideas for the Curious Brain.”

Board approval of this agreement would allow Bonnie Bruce to provide professional development services to support the Early Childhood Program.

Alvord Unified School District has utilized the detection canines as part of its comprehensive drug, alcohol, and violence reduction program for many years.  The canines arrive randomly at high schools and middle schools to provide inspection and detection services according to the established protocol.  The detection service is viewed positively by the administration, staff and students.

The boys basketball team has been invited to a prestigious tournament that is NCAA certified for college coaches to attend.  Besides the opportunity to play in front of college coaches in an NFL Stadium, this trip will provide a once in a lifetime team bonding experience for our student athletes.

The objectives of the HOPE Youth Leadership Program Session III are to provide the students presentation and public speaking skills, and build their confidence as subject matter experts.   

This exclusive opportunity was offered to Norte Vista High School by the HOPE organization as they have seen promising outcomes from past participants.  This experience can be life changing and the beginning to a more successful future for our students, their families, and the Alvord community.  

Transportation to the local airport would be provided by the families of participating students.  Students would take a flight to Sacramento as a group and would include a district chaperone.  Lodging for two days and one night would be arranged by the Hope Organization at a local hotel.  The number of chaperones would be in line with Board Policy 6153 School Sponsored Trips of one adult per seventeen students for overnight trips.  Lodging, hotel, flight and food costs would be covered by the HOPE organization.  Organizer staff will ensure that participants follow HOPE’s COVID-19 protocols, which are aligned with local guidelines.

Recommended Motion:
Board approval is requested for the approval of a service provider agreement between Spidergap and Alvord Unified School District effective April 23, 2022.
Rationale:
Approval of this agreement will allow the District to use Spidergap to collect 360° Feedback on District Administration to assist with the newly implemented evaluation tool.  Spidergap will provide tools, guidance and support to assist the District.

Recommended Motion:
Board approval is requested for a Directed Teaching Agreement between Pepperdine University and Alvord Unified School District.  
Rationale:
Board approval of the Directed Teaching Agreement with Pepperdine University will provide student teachers with the opportunity to participate in the duties and functions of classroom teaching under the direct supervision of a certificated teacher. 

The term of this agreement shall be for a term of five years, from August 1, 2022 through July 31, 2027.

11.b.1. Adopt Resolution No. 40 - Amended Conflict of Interest Code Pursuant to the Political Reform Act of 1974
Recommended Motion:
It is recommended that the District adopt Resolution No. 40 adopting the amended Conflict of Interest Code pursuant to the Political Reform Act of 1974 and directing submittal to the District’s code-reviewing body for approval.
Rationale:

Pursuant to Section 87306.5 of the Political Reform Act (the “Act”), the Riverside County Board of Supervisors directed the District to:  (1) conduct a review of the District’s Conflict of Interest Code (“Code”) to determine if a change in the Code was necessary; (2) file a biennial notice regarding the results of the review no later than the required deadline, and (3) amend the District’s Code pursuant to the Act, if necessary.

During the review process, staff found that updates and amendments to the District’s Conflict of Interest Code are necessary.  A redlined version of the proposed amended Code is attached.

The Political Reform Act of 1974, Government Code Section 81000 et seq. (the “Act”), requires all public agencies to adopt and maintain a Conflict of Interest Code.  The Act further requires that agencies regularly review and update their Codes as necessary when directed by the code-reviewing body or when change is necessitated by changed circumstances (Sections 87306 and 87306.5).  The Riverside County Board of Supervisors is the District’s code-reviewing body and directed that the Code be reviewed as required under the Act.  During the review process, staff found that amendments to the Code are necessary to designate new positions, revise titles of existing positions, delete positions that no longer exist and clarify requirements for disclosing interests in real property.

Attached is a redlined version of the proposed amended Code showing the changes made to the District’s Conflict of Interest Code.

11.c.1. Approve Lease Agreement for 43 Vehicles with Enterprise Fleet Management, Inc. Utilizing Sourcewell Piggyback/Cooperative Agreement #060618-EFM
Recommended Motion:
Approve agreement between Enterprise Fleet Management and Alvord Unified School District to enter into a five-year municipal lease/maintenance agreement for district vehicles. Due to nationwide vehicle shortages, the effective start date will start when the District takes possession of a vehicle.
Rationale:

The District is in need of new vehicles and recommends approving leasing for 43 vehicles utilizing the Sourcewell/Enterprise Piggyback/Cooperative Agreement #060618-EFM that was adopted by the Board on March 17, 2022 (Resolution No. 36). Using Sourcewell to obtain the already competitively bid quote from Enterprise Fleet Management, the District is able to save time and money through utilizing the piggyback. 

The District has a current need to replace several vehicles. The current fleet of vehicles are over 10 years old and have attributed to a number of issues. Issues include: 

 -  Older vehicles have higher fuel cost
 -  Repairs tend to cost more. The district currently spends approximately $75,000 annually 
 -  The vehicles are less reliable which impacts the safety of staff and public
 -  Maintenance is included which will maximum the equity at the time of trade in

These leases will have no early termination fees, no mileage penalty, the District receives flexibility of ownership and equity from sales.

If approved, this is estimated to cost no more than $305,580.00 annually. The District will use the equity from our current fleet towards the first annual payment and is estimated to be approximately $250,000.00 At the end of the 60-month term, the District has the option to either purchase the vehicles or enter into a new lease agreement. 
Board approval of this item will allow Enterprise Fleet Management, Inc. to proceed with ordering of the white fleet for the District.

The A-G Improvement Grant will be provided to the Board of Education for approval.

Rationale:
The A-G Completion Improvement Grant was presented at a public meeting prior to approval. The grant offers one time funds to help LEA’s increase the number of students who graduate with A-G eligibility.  Grant funds may be expended within the 2021-2022 fiscal year to the 2025-2026 fiscal year and used for professional development; guidance, counseling, student supports, and tutoring services; course review; testing fees; and credit recovery. The funds shall coordinate and supplement with Title II funds already received by the school district.

Recommended Motion:
Board approval is requested for the adoption of Resolution No. 41 as an annual resolution for After School Professionals Appreciation Week normally held the last full week of April. For the 2021-2022 school year, it will be held during April 25 – 29, 2022.
Rationale:
10.2 million children participate in afterschool programs each year in the United States. Today, afterschool programs are viewed as much more than just childcare. They are widely credited as a way to enhance education in STEM, literacy, the arts, social and emotional learning, health and wellness, and more. With those demands comes increased responsibility on the estimated 850,000 professionals who are making a difference in the lives of our children. 

Afterschool Professionals Appreciation Week is a joint effort of community partners, afterschool programs, youth and child development workers and individuals who have committed to declaring the last full week of April each year as a time to recognize and appreciate those who work with youth during out-of-school hours.
 
The proposed Resolution No. 41 affirms Alvord's commitment to participate in After School Professionals Appreciation Week, April 25 – 29, 2022.

Rationale:
Alvord Unified School District will stand with the nation in recognizing May 2022 as “Mental Health Awareness Month” and commit to focusing on educating our students with mental health concerns from toddlerhood through graduation in order to give all children an equitable opportunity to learn, grow, and thrive academically, emotionally and socially.

The proposed Resolution No. 42 affirms Alvord’s commitment to participate in Mental Health Awareness Month.

Rationale:
The Alvord Unified School District establishes May 11, 2022 as "National School Nurse Day" and School Health Services Appreciation Day as a way to publicly recognize School Nurses, School Health Assistants, and the Health Services Department for their hard work and dedication to the students, schools and community, and for their accomplishments in supporting health and ensuring that students are healthy, safe and ready to learn. 

The California Department of Education and National Association of School Nurses encourage districts to celebrate School Nurses and the Health Services Department for supporting students and student health every day, and to recognize the contributions that school nurses are making to the health and learning of our nation's children.  This year's theme for National School Nurse Day is Bridging Healthcare and Education.

Thank you School Nurses and the entire Health Services Department for going above and beyond to keep our school communities healthy and safe!

Recommended Motion:
The Board will receive the third Quarterly Report on Williams Uniform Complaints for the period beginning January 2022 and ending March 2022.  There was one complaint that was received in this time period. 
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office. The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
