GAMUT Meetings is a web-based service to be used by the District to facilitate the development and distribution of board meeting agenda packets. GAMUT Policy is a web-based service that provides online access to CSBA's reference policy manual, regular notifications of policy updates, and provides the District with user accounts to access both GAMUT Policy and GAMUT Meeting modules. The District would like to hold the first day of their management retreat at the Nixon Presidential Library and Museum. Under this agreement, the National Archives and Records Administration would provide access to the library for a one-day event on July 12, 2022.
Board approval of this agreement would allow the District to proceed with the application process for the use of space at the Nixon Presidential Library grounds on July 12, 2022.

First Student, Inc. requires a suitable facility to maintain, store and operate buses in order to provide transportation services for Alvord Unified School District students.
Board approval will allow First Student, Inc. to maintain and store buses at the Keller site for a period of one year with the option for (1) additional year at an increase of 3% annually.

This Modification No. 2 is modified in accordance with the modification clause. Currently the term of this agreement was through June 30, 2024 and due to future facility upgrades, RCOE is requesting one (1) additional three (3) year option to extend the term of this agreement through June 30, 2027. This is for the use of facilities located at Stokoe Elementary School for the use of four Head Start/Early Head Start Classrooms (Rooms 105, 107, 109, 112, and B104 work room).

Approve agreement between GMS Elevator Services, Inc. and Alvord Unified School District, to perform monthly inspections and service to elevators and wheelchair lifts throughout the District, effective July 1, 2022 through June 30, 2023. This expenditure will be included in the 2022-2023 budget. |
Monthly inspections and service of elevators and wheelchair lifts throughout the District are required by State of California for safety purposes. GMS Elevator Services, Inc. has been providing these services for the district and has proven to be a reliable vendor. This agreement will be for the 2022-2023 fiscal year. On December 12, 2019, the District adopted Resolution No. 32 BA and 33 BA electing to participate in the California Uniform Public Construction Cost Accounting Act (“CUPCCAA”). CUPCCAA requires specific procedures to remain compliant, inclusive of bidding maintenance and public projects undertaken for projects with a value of $60,000 or more.
As a CUPCCAA District, projects under $60,000 only require informal written proposals in accordance with District policy and internal procedures. District staff must still follow all other requirements related to the Department of Industrial Relations (“DIR”) prevailing wage, insurance, plus payment and performance bonds when the value of the contract exceeds $25,000.
The District has ongoing requirements for variety small maintenance and public projects under $60,000 in order to maintain or improve facilities
Board approval will allow GMS Elevator Services, Inc. to proceed with services.

For safety purposes and County of Riverside requirements, Alvord Unified School District needs to perform annual inspections of all fire extinguishers and hoods throughout the District. The Medi-Cal Local Education Agency (LEA) Direct Billing Option program was established in 1993 by the California Department of Health Services (DHS) in conjunction with the California Department of Education. This program creates the opportunity for districts to receive reimbursement for student health-related services, i.e., health screening, assessments, treatments, and related transportation provided to Medi-Cal eligible students and, when applicable, their families.
LEA reimbursements are used to supplement the existing services schools provide to meet the health needs of their students.

The California Department of Health Care Services (DHCS) administers the MAA program. The San Bernardino County Superintendent of Schools is the agency responsible for coordinating the MAA program for Region 10, covering Riverside, Inyo, Mono, and San Bernardino counties. San Bernardino County Superintendent of Schools has served as the Local Education Consortium (LEC) since January 1, 2015. Through participation in the MAA program, school districts receive reimbursements for certain activities performed by district staff that link students and their families to Medi-Cal and other eligible health services. Board ratification is requested for a multi-year, professional services agreement between Kohtz and Spurling Optometry and Alvord Unified School District to provide vision and rehabilitation evaluation, specialized equipment, IEP attendance and therapy sessions for special needs students. This agreement will be from June 6, 2022 through June 30, 2023. |
The District has contracted with Dr. Janet E. Kohtz, Kohtz and Spurling Optometry in previous school years to provide vision and rehabilitation evaluation and vision therapy sessions to special needs students based on the results of both a preliminary assessment completed by one of our psychologists and a more intensive vision assessment conducted by a qualified optometrist.
If the recommendation of the Individual Education Plan (IEP) team is to offer vision therapy as part of a student’s offer of a Free and Appropriate Public Education (FAPE), Kohtz and Spurling Optometry can provide these services.
Board ratification of this item will allow Kohtz and Spurling Optometry to provide vision and rehabilitation evaluation, specialized equipment, IEP attendance and therapy sessions for special needs students.
Kohtz and Spurling Optometry will provide vision therapy for one of our students through the end of June 2022 and continue therapy during the 2022-2023 school year as required by a student’s Individualized Education Program.

Board approval is requested to amend the amount of the Educational Institution Staffing Agreement between Maxim Healthcare Solutions and Alvord Unified School District to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students for the 2021-2022 school year and Extended School Year (ESY). |
Maxim has been able to provide short-term, contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP) while Alvord reviews current staffing to determine if an additional aide position is required. Maxim has also provided additional contract aides to support students and staff at the sites due to a shortage of substitutes available and increased behavioral needs of students upon returning to in-person instruction during the 21-22 school year. These increased needs have unexpectedly continued through the Extended School Year Program and will result in a shortfall of funds without the requested increase.
Board approval of this amendment will allow Maxim Healthcare Solutions, Inc. to continue to provide short-term staffing support as needed for the 2021-2022 school year and Extended School Year Program.

Renaissance Star Reading is a comprehensive reading assessment that provides the information needed to ensure students reach high levels of literacy. Renaissance supports independent reading to enhance reading comprehension and fluency.
Board approval will allow students at Terrace Elementary access to Renaissance’s Accelerated Reader and Renaissance Star Reading.

Renaissance will provide myOn Reader and myOn News for all Valley View students. The terms of this agreement would be October 1, 2022 through September 30, 2023. |
Renaissance will provide, through the myOn program, thousands of digital books and daily news, in English and Spanish, to all Valley View students. With access to myOn, students will be able to read on myOn anytime and anywhere using devices with internet capabilities or offline using devices once digital books have been downloaded. myOn personalizes the reading experience by continuously recommending books as the students’ interest and reading levels evolve. Data will be collected, reports provided will show activity and growth.

Board approval is requested for agreement IN80149 between the Riverside County Superintendent of Schools and Alvord Unified School District for targeted Math Intervention Services for Alvord Continuation High School. The term of this agreement would be effective July 1, 2022 through June 30, 2023. |
The Riverside County Office of Education has agreed to provide services to the Alvord Unified School District that include targeted math and literacy intervention for staff at Alvord Continuation High School.
Under this agreement, Riverside County Superintendent of Schools, will provide Alvord Unified School District two consultants that will offer nine (9) ful days of collaboration and planning around daily intervention in Integrated Math 1, Financial Algebra, and Literacy.
Board approval of this agreement will allow the Alvord Continuation High School to receive California Department of Education targeted math and literacy intervention services during the 2022-2023 school year.

Funding from the Agriculture Vocational Education Incentive Grant provides financial support for the agriculture program at Norte Vista High School. With these funds, students are able to participate in several judging, speaking, livestock showing, and landscaping events throughout the school year. The funds also provide needed materials, supplies and equipment.
Board approval of this item will allow the District to submit the 2022-2023 application for the Agriculture Vocational Education Incentive Grant.

Board approval is requested for a client staffing agreement between Pioneer Healthcare Services, LLC and Alvord Unified School District for the 2022-2023 school year. This agreement allows Pioneer Healthcare to recruit and provide contract healthcare professionals including speech/language pathologist or assistant, school psychologist, occupational therapist or assistant, physical therapist or assistant and/or licensed vocational nurse to provide therapy services and/or assessments for special needs students as required by their Individualized Education Program (IEP). |
The Special Education Department wishes to contract with Pioneer Healthcare Services for speech/language pathologists, speech/language pathology assistants, school psychologists and special circumstance aides when a short-term staffing need arises. In addition, there continues to be a need for speech/language pathologist assistants due to high caseloads and the lack of qualified applicants to fill our speech/language pathologist openings.
The District does not have substitutes readily available for long-term absences of school psychologists or speech/language pathologists.
The Special Education Department also utilize contracted personnel to cover services due to current speech/language pathologists and/or school psychologists taking child-bonding/FMLA during the 2022-2023 school year.
Board approval is requested for the client staffing agreement with Pioneer Healthcare Services, LLC for the 2022-2023 school year. This would allow the District to provide a Free and Appropriate Public Education (FAPE) for students based on their Individualized Education Program (IEP) while still in the process of recruitment of new staff or during long-term absences.

Board approval is requested for an educational institution staffing agreement between Maxim Healthcare Services, Inc. and Alvord Unified School District. The agreement allows Maxim Healthcare Services, Inc. to recruit and provide one or more licensed or certified health care providers (i.e. License Practical/Vocational Nurses, Registered Nurses, Speech/Language Pathologists, School Psychologists, Board Certified Behavior Analyst or other health and related service providers) for supplemental staffing services for Alvord students with special needs for the 2022-2023 school year. |
The district currently has one medically handicapped special education student that requires specialized medical nursing services to include tracheal suctioning, care and replacement of the tracheostomy tube, monitor oxygen levels and administer oxygen as needed. Alvord does not currently have a Licensed Vocational Nurse (LVN) to meet student needs. District nurses are not able to provide the continuous one-on-one services required by this student. A Licensed Vocational Nurse (LVN) may need to accompany the student while being transported to and from school as well as provide continuous one-on-one nursing services throughout the school day.
Maxim also provides short-term, contract health or behavioral aides for students with special needs as required by their Individualized Education Program (IEP) while Alvord reviews current staffing to determine if an additional aide position is required.
The Special Education office is requesting approval of a contract with Maxim Healthcare Services, Inc. to provide a Licensed Vocational Nurse (LVN) to provide one-on-one nursing services for one student; and short-term staffing support as needed for the 2022-2023 school year.

Under this agreement Creative Outdoor Advertising shall swap out District recognition banners along the boulevards of all five District high schools with new banners honoring the top five 2022 graduates at each high school. These banners will honor and celebrate the Top Scholars from the District high schools, Class of 2022. The idea behind this project is to highlight and celebrate our students and their achievements, and to inspire their fellow peers to strive for their unlimited potential. This agreement will also provide for maintenance of the banners to include re-installation of banners that fall off light posts due to unexpected weather conditions and replacement of armatures if required
Board approval of this agreement would allow Creative Outdoor Advertising to proceed with the installation of the new Class of 2022 banners.

Studio 1 will only use the images captured of each student for producing photo packages and ID cards. Upon the request of the school and/or district, Studio 1 will also provide images for the school’s student management system, yearbooks, library software, etc.

The effective dates of this agreement will be July 1, 2022 through June 30, 2023. |
Document Tracking Services (DTS) offers a comprehensive web-based application that supports schools with developing, editing, and revising the School Plans for Student Achievement (SPSA). The District works with DTS to manage the SPSA template and ensures that the template meets state needs and fulfills federal requirements. California Education Code 64001 requires a School Plan for Student Achievement for all schools receiving funds contained in the district Consolidated Application. Key features of Document Tracking Services include: Pre-population of SPSA data, data carry-over from year to year, full template customization, multiple user logins per location, accessibility from any computer with on-line access, up to five separate plan templates, and Spanish translation.
Board approval will allow the District to continue to utilize the web-based plan templates and to provide translation services that will be accessible to the Alvord community.

Board approval is requested for an agreement between Alvord Unified School District and Thousand Pines Outdoor Educators for an overnight trip for sixty-five students and four chaperones to attend the Thousand Pines Outdoor School in Crestline, California, on April 11-14, 2023.

Science camp at the Thousand Pines Outdoor School will allow fifth grade students from Orrenmaa Elementary to develop and further their understanding of science in a natural environment. Thousand Pines Outdoor School will provide trained counselors who will supervise and instruct students in biological and natural sciences. Male and female students will be housed in separate cabins with a certified cabin leader in each cabin for sleeping arrangements. Chaperones of the same gender would supervise the students. The ratio of chaperones to students for overnight trips is one adult to seventeen students per Board Policy 6153 entitled “School-Sponsored Trips”. All meals would be provided by Thousand Pines Outdoor School. Students and chaperones would travel in District buses to and from the science school.
Board approval of this agreement and overnight trip would allow sixty-five fifth grade students and four chaperones from Orrenmaa Elementary to attend Thousand Pines Outdoor School in Crestline, California April 11-14, 2023.

Student transportation to the event would include tentative flights from Ontario to Reno, Nevada with Southwest Airlines. Ground transportation would be booked with UberXL and lodging would be at the Circus Circus hotel in Reno, Nevada. Male and female students will be housed in separate rooms. The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.

The Board previously approved an agreement with Keenan & Associates to service AUSD as the third party administrator for the self-insured worker’s compensation insurance effective July 1, 2016. This agreement coincided with the District’s joining of the Riverside Schools Risk Management Authority JPA for Workers’ Compensation. This agreement provides services for claims that remain open with an incurred date prior to the District joining the JPA.
Keenan has provided a two-year renewal with fees in the amount of:

The Board will Conduct a Public Hearing for the 2022 Statutory School Fees for new residential and commercial/industrial construction. On February 23, 2022 the State Allocation Board (SAB) approved an increase to the statutory school fee (Level 1 fee) amounts for unified school districts pursuant to Education Code Section 17620 and Government Code Section 65995(b)(3). The new fees increased by $0.71; from $4.08 to $4.79 per square foot for assessable space of new residential construction. The new fees for commercial/industrial construction increased by $0.12, from $0.66 to $0.78 per square foot for new commercial/industrial construction (collectively, "Statutory School Fees"), as long as such Statutory School Fees are properly justified by the District pursuant to the law. A residential and commercial/industrial development school fee justification study was completed by Cooperative Strategies. |

On February 23, 2022, the State Allocation Board (SAB) approved an increase to the statutory school fee (Level 1 fee) amounts for unified school districts pursuant to Education Code Section 17620 and Government Code Section 65995(b)(3). The new fees increased by $0.71; from $4.08 to $4.79 per square foot for assessable space of new residential construction. The new fees for commercial/industrial construction increased by $0.12, from $0.66 to $0.78 per square foot for new commercial/industrial construction (collectively, "Statutory School Fees"), as long as such Statutory School Fees are properly justified by the District pursuant to law. Statutory School Fees are intended to mitigate the impacts that new development has on K-12 school districts. These Level 1 fees are adjusted in even number years by the increase in the construction cost index. Historically, in 2010, there has only been one occasion the SAB did not increase the fees due to declining construction between 2008 and 2010. The residential and commercial/industrial development school study was completed and prepared by Cooperative Strategies.

Districts must include in their LCAP (1) actions, services, and, expenditures for all students and subgroups and (2) additional actions and services for targeted student groups: low-income, English learners, and foster youth. Additionally, LEAs are required to develop and adopt the Local Control Funding Formula Budget Overview for Parents (BOP), and Federal Addendum in conjunction with the Local Control Accountability Plan (LCAP).
The Alvord Unified School District LCAP was developed in consultation with teachers, principals, administrators, other school personnel, local bargaining units, parents, and students. Two advisory committees reviewed the LCAP. Alvord's Parent Advisory Committee (PAC), a parent committee comprised of parents of students in the unduplicated pupil group, and the District English Learner Advisory Committee (DELAC). The superintendent must respond in writing to comments from these committees.
A public hearing for the LCAP was held on June 9, 2022. No later than five days after adopting the LCAP, the governing board shall file the LCAP with the county superintendent of schools.

The 2022/23 Alvord Unified School District proposed budget is being presented for approval and adoption by the Alvord Unified School District Governing Board. The public hearing for the 2022/23 proposed budget was held on Thursday, June 9, 2022.
California Education Code 42127 requires the governing board to hold a public hearing on or before July 1 of each year and adopt a budget on or before July 1. The governing board shall file the budget with the Riverside County Office of Education within five days of adoption or by July 1, whichever occurs first. On or before August 15, the county superintendent shall approve, conditionally approve, or disapprove the district's adopted budget. If the county superintendent conditionally approves or disapproves the district budget by September 8, the budget must be revised to include responses to the county superintendent’s recommendations, hold a public hearing, readopt the budget, and submit to the county superintendent. |

Adopt Board Resolution No. 66 to create in the General Fund an Education Protection Account to receive and disburse the revenues derived from the incremental increases in taxes imposed by Article XIII, Section 36(f), for the 2022/23 fiscal year. |
Based on Article XIII, Section 36 of the California Constitution, school districts, charter schools, community college districts and county offices of education are required to determine how the funds received from the Education Protection Account (EPA) are spent in the school or schools within its jurisdiction, provided the governing board makes the spending determination in an open session of a public meeting.
The language in the constitutional amendment requires funds shall not be used for the salaries and benefits of administrators or any other administrative cost. Districts must annually post on their website an accounting of how much money was received from EPA and how this money will be spent.
The EPA is a component of our Local Control Funding Formula (LCFF) calculation of revenues. The Department of Education requires submission of documentation determining how these funds are to be expended. The Business Office has determined the best use of these funds is for instructional salaries & benefits.

Board approval is requested for the addition of two Full-Time, 185-Day Elementary Music Teacher positions for the Educational Services Division. |
Currently, the District employs five Music Teachers for all 14 elementary sites. Adding the additional two Elementary Music Teachers will reduce the elementary sites traveled per teacher. Reducing travel time will increase the quality of music instruction provided to the students.
The District is requesting two additional Elementary Music Teacher positions at this time. This will allow the department to adequately provide the necessary staff for the Elementary Music program.

Board approval is requested for adoption of Resolution No. 67 – Declaration of Need for Fully Qualified Educators as required in California Code of Regulations, Title 5 and AB471 (Scott). Adoption is required prior to the issuance of emergency permits and/or limited assignment permits for the 2022-2023 school year. |
Occasionally, it is necessary to assign teachers to instruct in subjects that are not authorized by their credential. The California Commission on Teacher Credentialing understands these needs and provides alternatives to districts that will allow these assignments.
The California Code of Regulations, Title 5, requires that the Board of Education adopt a Declaration of Need for Fully Qualified Educators prior to the issuance of Limited Assignment Permits and/or Emergency CLAD documents for the 2022-2023 school year. The Declaration must include the recruitment efforts the District has made to employ fully credentialed teachers, and an estimate of the number of teachers that will be employed under the authorization of an Emergency Permit and/or Limited Assignment Permit. This resolution is submitted for action in order to meet these legal requirements.
The District makes every effort to employ fully credentialed teachers whenever possible. This resolution meets the legal requirements that will allow the District to apply for Emergency Cross Cultural Language and Academic Development (CLAD) documents. Emergency Resource Specialist Permits, Emergency Teacher Librarian Services Permits and Limited Assignment Permits as needed. Upon approval by the Board, the District will apply for the above referenced documents only when there is no other option.
