As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be live-streamed via our YouTube channel: Click Here

Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on June 11, 2020.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

Recommended Motion:

Award contract between Athletic Field Specialists, Inc. and Alvord Unified School District, for landscaping and irrigation services throughout the District as needed, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget. 

Rationale:
The district has a need for landscaping and irrigation services throughout the district. Athletic Field Specialists, Inc. has provided these services to the district for over twelve years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Athletic Field Specialists, Inc. to perform services as needed.

Contract Template III Agreement will be used, which was Board Approved on June 13, 2019.

9.b.2. Award Contract - AW Associates, Inc. - Keller Site
Recommended Motion:
Award contract between AW Associates, Inc. and Alvord Unified School District, for monthly inspections, repairs testing and training on fuel pumps at the Keller Site, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Monthly inspections, vapor recovery testing and monitor certification is a requirement by the County of Riverside Environmental Health. AW Associates, Inc. has been providing these services for two years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow AW Associates, Inc. to continue providing these services.

9.b.3. Award Contract - Cal Aqua Engineers, Inc. - Various Sites
Recommended Motion:

Award contract between Cal Aqua Engineers, Inc. and Alvord Unified School District, to perform monthly testing and treating of hot/cold water systems for chillers and air conditioning units at various sites, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.

Rationale:
The hot and cold water systems (cooling towers) need to be flushed out and treated on a monthly basis at Orrenmaa Elementary School, Arizona and Loma Vista middle schools and Norte Vista High School. Cal Aqua Engineers, Inc. has been providing these services for the District for the past ten years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Cal Aqua Engineers, Inc. to continue providing these services.

Contract Template II, Non-Construction Consultant Services Agreement will be used, which was Board Approved on June 13, 2019.

9.b.4. Award Contract – Campbell Corp. – District-Wide
Recommended Motion:
Award contract between Campbell Corp. and Alvord Unified School District, to furnish and install windows, security slats and/or film as needed, throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Periodically there is vandalism to sites and this agreement would be for the install or upgrade of a more vandal proof product of windows or window film, as needed. Campbell Corp. provided these services for the District last year and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

FISCAL IMPACT:  Not to exceed $60,000.00 (General Fund/Restricted-Maintenance)

 
9.b.5. Award Contract – Data Installers, Inc. – District-Wide
Recommended Motion:
Award contract between Data Installers, Inc. and Alvord Unified School District, to furnish and install electrical services throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
This contract will be for low voltage electrical services throughout the District, when our electricians cannot perform the necessary repairs or when they have an overflow of work. Data Installers, Inc. has been providing these types of services to the District and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Data Installers, Inc. to perform services as needed.

Recommended Motion:
Award contract between Digital Electric, Inc. and Alvord Unified School District, to furnish and install electrical services throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
This contract will be for electrical services throughout the District, when our electricians cannot perform the necessary repairs or when they have an overflow of work. Digital Electric, Inc. has been providing these types of services to the District and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year. 

Board approval of this item will allow Digital Electric, Inc. to perform services as needed.

9.b.7. Award Contract – Enko Systems, Inc. – District-Wide
Recommended Motion:
Award contract between Enko Systems, Inc. and Alvord Unified School District, to perform repairs to fire systems and low voltage at various sites, throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Enko Systems, Inc. specializes on the Edwards fire alarm systems at Loma Vista and Villegas middle schools and La Sierra High School. Enko Systems, Inc. has provided these repairs for the District for the last three years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Enko Systems, Inc. to perform services as needed.

9.b.8. Award Contract – FC & Sons Roofing, Inc. – District-Wide
Recommended Motion:
Award contract between FC & Sons Roofing, Inc. and Alvord Unified School District to provide roof repairs district-wide, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
For the past two years, the District experienced increased roof leaks which caused damage to walls, floors, property, etc.  In order for the District to respond in an expedient and timely manner, FC & Sons Roofing, Inc., will provide the needed repairs to roofs on an as-needed basis. FC & Sons Roofing, Inc. has provided these services for the District and has proven to be a trusted vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow FC & Sons Roofing, Inc. to provide these services.

9.b.9. Award Contract – Fleet Crew Maintenance Solutions – Keller Site
Recommended Motion:
Award contract between Fleet Crew Maintenance Solutions and Alvord Unified School District, for service and repairs to three district vehicles (G-01, G-41 and W-02) for Maintenance and Operations, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Yearly cleaning and service to the Diesel Particulate Filter De-Ash system is required by the State of California on three of our district vehicles (G01 dump truck, G41 trash truck and W02 warehouse truck). This service is due annually and must be performed by a certified dealer. Once the cleaning/service is performed, a computer download is taken from the device and reviewed to ensure that the required VDEC labels and the engine’s ECL are intact. Fleet Crew Maintenance Solutions has been provided these services for over three years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Fleet Crew Maintenance Solutions to perform services as needed.

Contract Template II – Non-Construction Consultant Services Agreement, will be used, which was Board Approved on June 13, 2019.

9.b.10. Award Contract – Gilmore Landscape – District-Wide
Recommended Motion:
Award contract between Gilmore Landscape and Alvord Unified School District to perform miscellaneous landscaping and irrigation repairs district-wide, effective July 1, 2020 through June 30, 2021. This expenditure is included in the 2020-2021 budget.
Rationale:
Various sites throughout the district are in need of hardscape landscaping and major irrigation repairs. Gilmore Landscape has performed these services for the District and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Gilmore Landscape to continue providing these services.

9.b.11. Award Contract – GMS Elevator Services, Inc. – District-Wide
Recommended Motion:
Award contract between GMS Elevator Services, Inc. and Alvord Unified School District, to perform monthly inspections, maintenance and repairs to elevators and wheelchair lifts throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Monthly inspections, services and maintenance of elevators and wheelchair lifts throughout the District are required by State of California for safety purposes. GMS Elevator Services, Inc. has provided this service for over eleven years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Contract Template III Agreement will be used, which was Board Approved on June 13, 2020.

FISCAL IMPACT:  Not to exceed $45,000.00 (General Fund/Restricted-Maintenance)

 
9.b.12. Award Contract – GO Fire Protection, Inc. – District-Wide
Recommended Motion:
Award contract between GO Fire Protection, Inc. and Alvord Unified School District to perform inspections, maintenance and repairs of fire sprinkler systems throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
GO Fire Protection, Inc. will perform inspections, maintenance and repairs to the fire sprinkler systems district-wide. These inspections are a requirement of the California building codes and City Fire Department. GO Fire Protection, Inc. has proven to be a reliable vendor that provided these services for the District last year. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow GO Fire Protection, Inc. to continue providing these services.

Contract Template III Agreement will be used, which was Board Approved on June 13, 2019.

9.b.13. Award Contract – Intercoms Clocks & Signal Service Co. (ICS Service Co.) – District-Wide
Recommended Motion:
Award contract between Intercoms Clocks & Signal Service Co. (ICS Service Co.) and Alvord Unified School District to perform annual fire alarm inspections, maintenance, repairs and miscellaneous electrical repairs throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.
Rationale:
Annual inspections and maintenance of the fire alarms, smoke and heat detectors, throughout the District are a requirement by the State of California. This contract will also cover electrical issues that may arise throughout the District that the District Electricians cannot handle. This includes bells, paging systems, clocks, sound systems, etc. ICS Service Co. has provided these services for over fourteen years and has proven to be a reliable vendor.  This contract will be for the entire 2020-2021 school year.

Contract Template III Agreement will be used, which was Board Approved on June 13, 2019.

9.b.14. Award Contract - New Dimension General Construction - District-Wide
Recommended Motion:
Award contract between New Dimension General Construction and Alvord Unified School District, to perform general repairs and/or maintenance throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget. 
Rationale:
New Dimension General Construction has provided services for Alvord Unified School District recently including miscellaneous general repairs and/or maintenance at various sites. They have proven to be a valuable resource for the District when major repairs and installation are required. This agreement will be for the 2020-2021 school year.

Board approval will allow New Dimension General Construction to proceed with services as needed.

9.b.15. Award Contract – Pro Line Gym Floors, Inc. – District-Wide
Recommended Motion:
Award contract between Pro Line Gym Floors, Inc. and Alvord Unified School District, to recoat and maintain the gymnasium floors at various sites throughout the District or on an as needed basis, effective July 1, 2020 through June 30, 2021.  This expenditure will be included in the 2020-2021 budget.
Rationale:
Twice a year the gymnasium floors at Wells Middle School, Hillcrest, La Sierra and Norte Vista high schools need to be re-coated to protect flooring and ensure that floors remain in good condition. Pro Line Gym Floors, Inc. does minor touch up of lines and applies one coat of Hillyard Icon Gym Finish. This re-coating helps extend the life of the gymnasium floors. During summer break we also have Pro Line Gym Floors, Inc. re-coat the stage at Stokoe Elementary, the food prep area at Alvord High and the cafeteria floor at Norte Vista High School. Pro Line Gym Floors, Inc. has provided these services for the District for over ten years and has proven to be a reliable vendor.

Board approval will allow Pro Line Gym Floors, Inc. to proceed with services.

9.b.16. Award Contract – Ram Plumbing, Heating & Air, Inc. – District-Wide
Recommended Motion:
Award contract between Ram Plumbing, Heating & Air, Inc. and Alvord Unified School District to perform miscellaneous emergency plumbing repairs as needed throughout the District, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget. 
Rationale:
Ram Plumbing, Heating & Air, Inc. has completed various projects and emergency repairs when needed throughout the District and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Ram Plumbing, Heating & Air, Inc. to proceed with services as needed.

FISCAL IMPACT:  Not to exceed $90,000.00 (Deferred Maintenance)
 
9.b.17. Award Contract – Tom’s American Fire Safety – District-Wide
Recommended Motion:
Award contract between Tom’s American Fire Safety and Alvord Unified School District to perform annual service and maintenance of fire extinguishers throughout the District, effective July 1, 2020 through June 30, 2021.  This expenditure will be included in the 2020-2021 budget.
Rationale:
For safety purposes and County of Riverside requirements, Alvord Unified School District needs to perform annual inspections of all fire extinguishers and hoods throughout the District. Tom’s American Fire Safety has provided these services for over ten years.  This contract will be for the entire 2020-2021 school year.

9.b.18. Approve Agreement - Baker Nowicki Design Studio - District-Wide
Recommended Motion:

Approve agreement between Baker Nowicki Design Studio and Alvord Unified School District for architectural and engineering services throughout the District, effective July 1, 2020 through June 30, 2021.

Rationale:

Baker Nowicki Design Studio has provided expert assistance to many Districts in California for over 25 years for matters related to the Office of Public School Construction and other State agencies. It is critical that the District has specialized representation when seeking State funding and when being audited. In addition, the firm will assist with Architectural / Engineering services on an as needed basis. 

Contract Template II Independent Contractor Professional Services Agreement will be used for this contract which was Board Approved on June 13, 2019.

9.b.19. Approve Agreement - California School Inspections, LLC - District-Wide
Recommended Motion:

Approve agreement between California School Inspections, LLC, (CSI) and Alvord Unified School District for inspections of each school facility in the District, for the State of California Facility Inspection Tool (FIT) reports, effective July 1, 2020 through October 30, 2020. This expenditure will be included in the 2020-2021 budget.

Rationale:

A CSI Inspector will conduct one visual inspection of each school to include photographs of the conditions, complete the FIT report and provide professional opinion as to whether each school is in good repair in accordance with the California Education Code (CEC) Section 17002(d) (1). 

Board approval of this item will allow California School Inspections, LLC to proceed with services.

FISCAL IMPACT: $8,450.00 (General Fund/Restricted-Maintenance)

9.b.20. Approve Agreement - Crown Lift Trucks - Keller Site
Recommended Motion:

Approve agreement between Crown Lift Trucks and Alvord Unified School District, for inspections, maintenance and repairs of equipment (forklift, boom lift and scissor lift), effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.

Rationale:
For safety purposes, all forklifts, boom lifts and scissor lifts at the District Yard on Keller need servicing on a regular basis. This contract will allow Crown Lift Trucks to perform inspections, maintenance and repairs to this equipment as needed. Crown Lift Trucks has provided these services for over three years and has proven to be a reliable vendor. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Crown Lift Trucks to continue providing these services.

9.b.21. Approve Agreement - Samba Holdings, Inc. - District-Wide
Recommended Motion:

Approve agreement between Samba Holdings, Inc. and Alvord Unified School District, to provide Driver Record Monitoring and Reports, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget. 

Rationale:
Samba Holdings, Inc. has been proven to be a reliable vendor for over six years in acquiring, processing and reporting critical driver information by correlating and analyzing motor vehicle records (MVRs) and other data sources, they identify driver risk and enable us to modify drivers’ behavior, reduce accidents and ensure compliance and lower costs. This agreement will be for the 2020-2021 school year.

Board approval of this item will allow Samba Holdings, Inc. to proceed with their services.

Recommended Motion:

Award a contract between Arrow Restaurant Equipment and Alvord Unified School District for the installation of kitchen equipment at various Child Nutrition Services sites, effective July 1, 2020 through June 30, 2021. This expenditure will be included in the 2020-2021 budget.

Rationale:

Arrow Restaurant Equipment provides delivery and installation of kitchen equipment to various sites.  Standard installation will be based on utility connections within areas of installation.  All areas and entrances must be accessible.  Delivery and installation to Child Nutrition Services sites are to be completed during normal business hours, Monday through Friday.

Board approval will allow Arrow Restaurant Equipment to proceed with services, starting July 1st.

Recommended Motion:
Renew contract with Moreno Brothers, Inc. for items awarded on Bid No. CNS-2018-2019 Child Nutrition Services Purchase of Paper Goods, Bread, Dry Goods, and Supplies, effective July 1, 2020 through June 30, 2021 with the option to extend upon mutual consent, for an additional, one-year period. This expenditure will be included in the 2020-2021 budget.
Rationale:
As required by Public Contract Code, the District advertised Bid No. CNS-2018-2019 Child Nutrition Services Purchase of Paper Good, Bread, Dry Goods and Supplies in The Press Enterprise on May 11 and 18, 2018.  Ten (10) vendors submitted bids, which were opened on May 31, 2018.

It is recommended the Board of Education Renew Bid No. CNS-2018-2019 Child Nutrition Services Purchase of Paper Good, Bread, Dry Goods and Supplies to the lowest responsible bidder, Moreno Brothers, Inc. for specific line items outlined in the bid.

Board approval will allow Moreno Brothers, Inc. to proceed with services, starting July 1st.

Recommended Motion:

 Approve contract between The Fruit Guys and Alvord Unified School District for the distribution of fruits and vegetables for the Fresh Fruit and Vegetable Grant, effective July 1, 2020, through June 30, 2021.  This expenditure is included in the 2020-21 budget.

Rationale:
The Fruit Guys provides fresh fruit and vegetables for the distribution of Fresh Fruit and Vegetables at Arlanza, Terrace, Foothill and La Granada Elementary Schools for the 2020-21 school year. The Fruit Guys have provided our students with excellent service and an excellent product for our students in the past. The fresh fruit and vegetable program has been successful because of their focus on providing students with the best possible experience. 

This contract falls under the small purchase threshold set by the Federal Government at $250,000. The small purchase threshold allows Child Nutrition Departments to purchase items under $250,000 as long as the award is provided to the most responsive and responsible vendor at the lowest price. All of those factors were considered and met for this purchase.

Board approval will allow The Fruitguys to proceed with nutritional services.  

FISCAL IMPACT:   Not to exceed $ 110,000.00 (Fresh Fruit and Vegetables Grant - Child Nutrition Fund)
 
9.c.17. Approve Professional Services Agreement – Document Tracking Services
Recommended Motion:

Board approval is requested for the agreement between Document Tracking Services and Alvord Unified School District to provide a web-based application to manage the School Plans for Student Achievement, and 2020-2021 Local Control Accountability Plan and the School Accountability Report Card.  The agreement is from July 1, 2020 through June 30, 2021.  This expenditure will be included in the 2020-2021 budget.

Rationale:

Document Tracking Services (DTS) offers a comprehensive web-based application which supports schools with developing, editing, and revising the School Plans for Student Achievement (SPSA).  The District works with DTS to manage the SPSA template and ensures that the template meets state needs and fulfills federal requirements.  California Education Code 64001 requires a School Plan for Student Achievement for all schools receiving funds contained in the district Consolidated Application.

Key features of Document Tracking Services include:  pre-population of SPSA data, data carry-over from year to year, full template customization, multiple user logins per location, accessibility from any computer with on-line access, up to five separate plan templates, and Spanish translation. 

Board approval will allow the District to continue to utilize the web-based plan templates and to provide translation services which will be accessible to Alvord families and our community.

Rationale:

Approval of this agreement will provide the District with a virtual commencement experience for 1,323 graduating seniors - Class of 2020 - at all five high schools. Scheduled date of graduation availability is scheduled for July 1, 2021 @ 6 p.m.

Recommended Motion:

Rationale:

The district's current email security does not meet the ever-increasing email security and forensic capabilities for the district.

The campaign of phishing and spear phishing is increasing every year. The security needs and forensic capabilities are ever increasing.   Mimecast will be one of the many steps the district needs to take to combat the security needs currently and facing the future.

Rationale:

Board approval of the Memorandum of Understanding with Riverside County Superintendent of Schools, Center for Teacher Innovation will allow the district to establish a formal working relationship to coordinate services for the Educational Specialist District Intern Program.  The Intern program is designed to prepare interns to teach and provide services to students from kindergarten through age 22.

This agreement shall be for the term beginning July 1, 2020 through June 30, 2023 for the term of three years.

Due to the past qualified certifications on the District’s Interim Reports, the Riverside County Office of Education is requiring a Board Approved Budget Stabilization Plan. Before budget reductions can be included in the 2020/21 Adopted Budget the plan needs formal approval by the Board.  The plan includes ongoing budget reductions, which include positions to be eliminated from the District’s Position Control listing, reductions to site & department budgets and continuing use of excess Worker’s Compensation Self-Insurance Fund Balance.  Implementation of budgeting strategies and practices are also outlined in the plan.

Pursuant to California Government Code 3547, California school districts are required to disclose the fiscal impact (if any) of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to review and provide input regarding proposed changes prior to ratification by the Board.

Recommended Motion:
Board approval is requested for acceptance of the proposed Tentative Agreement between Alvord Unified School District and California School Employees Association and its Chapter 339 (CSEA) for the Classified Bargaining Agreement pursuant to the requirements of California Government Code Section 3547.  
Rationale:
Public notice was posted 10 days prior to this public hearing in order to give interested parties an opportunity to review the proposed changes in the bargaining agreement between the District and CSEA.  This Public Hearing is for the purpose of receiving input from the public regarding the tentative agreement, its provisions and economic impact on the District.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 53 – Elimination of Fourteen Classified positions. 
Rationale:
The Alvord Unified School District hereby recommends that the following fourteen classified positions be reduced due to lack of work and/or lack of funds in accordance with Education Code Section 45117.

Approval of this item will allow the District to provide a sixty (60) day notice, pursuant to Education Code sections 45117, 45308, and 45298, to all classified staff that may be affected by the elimination of such positions, and inform all affected employees of their bumping rights.

FISCAL IMPACT:  $73,912.00 (General Fund/Restricted - Cafeteria Fund)
                              $434,302.00 (General Fund/Unrestricted)
                              Total Savings of $508,214.00

The Alvord Unified School District hereby recommends that the following classified management position be reduced due to lack of work and/or lack of funds in accordance with Education Code Section 45117.

Approval of this item will allow the District to provide a sixty (60) day notice, pursuant to Education Code sections 45117, 45308, and 45298, to the classified management employee that may be affected by the elimination of such position, and inform affected employee of their bumping rights, if applicable.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 55 – Elimination of Two Certificated positions. Approval of this resolution will allow the District to eliminate these positions from the budget effective July 1, 2020. 
Rationale:
Based on current projections, the district is anticipating a decline in student enrollment in the Special Education program for the upcoming 2020-2021 school year.
