NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. Ratify agreement between Onyx Paving Company, Inc. and Alvord Unified School District to use the parking lot at McAuliffe Elementary School (4100 Golden Avenue, Riverside, CA 92505), effective December 11, 2020 through January 11, 2021. |
Staff was contacted by Onyx Paving Company, Inc. to inquire about using the McAuliffe Elementary School parking lot. Onyx Paving Company, Inc. is performing construction activity nearby and has a need to store materials near their work site for a period of approximately one month. The district has historically established a rate of $550 per month for short-term use of parking lots.
Board ratification of this item will allow Onyx Paving Company, Inc. to use the parking lot and generate revenue for the District at $550.00 per month.

On June 11, 2020 the Board approved an agreement for Baker Nowicki Design Studio (item 9.b.18) architectural and engineering services throughout the District. Due to multiple projects requiring structural, architectural, or engineering services and working with state agencies for grant funding, an amendment to increase the contract is necessary and will allow Baker Nowicki Design Studio to continue providing these services for the remainder of the school year.

On August 20, 2020, the Board approved an agreement for Jana Mills (item 7.b.6) for consulting services. Due to multiple projects needing prequalification and bidding, an amendment to increase the contract is necessary and will allow Jana Mills to continue providing these services for the remainder of the school year.

Approve agreement between Ramboll and Alvord Unified School District to conduct electromagnetic field (EMF) survey at Alvord Continuation High School, effective January 22, 2021 through June 30, 2021. |
The District has a need to have an electromagnetic field survey of selected area at Alvord Continuation High School. Ramboll is a qualified vendor, will interface with occupants, assess site conditions, prepare and provide a report of findings to the District.

Alvord Unified School District has been participating in the LEA Medi-Cal Billing Option Reimbursement Program over ten years. In order to participate and be in compliance with the LEA regulations, the school district must renew the Medi-Cal Necessity for Speech and Language services every two years. The Determination of Medical Necessity for Services by Speech and Language Pathologists has been updated with the current list of Speech and Language Pathologist in the Alvord Unified School District. Approval from the board is requested for Howard Taras, MD to renew the Speech protocol for the period of January 24, 2021, through June 2022. Board ratification is requested for the master agreement with the Riverside County Office of Education for Intensive Behavior Intervention (IBI) services for Alvord Unified School District students with exceptional needs for the 2020-2021 school year. This agreement was not received until the beginning of December 2020. |
The Riverside County Office of Education (RCOE) provides Intensive Behavior Intervention (IBI) services to Alvord Unified School District students with exceptional needs in school and/or in the home according to their Individualized Education Programs. Services include use of RCOE IBI tutors and supervisors addressing functional and life skills needs of this special needs population. This is an annual contract with RCOE that is approved at the beginning of each school year in the event students require these services. This agreement does not commit the District to pay or Riverside County Office of Education to provide such special education and/or related services, unless and until an authorized Memorandum of Understanding (MOU) is approved for the provision of Intensive Behavior Intervention services. Fiscal impact recommendation is based upon historical trends in cost per student for services, and the anticipated number of students who will require the service for the 2020-2021 school year.
Board ratification of this item will allow RCOE to provide Intensive Behavior Intervention specialized services to Alvord Unified School District students with exceptional needs whose Individual Education Plan call for such services for the 2020-2021 school year.

Board ratification is requested for a Waiver to the California Department of Education to continue out-of-state residential placement for an adult special needs student. The residential agency recently lost its California Department of Education (CDE) certification. Approval of the waiver allows the student to remain at the Residential Treatment Center. Per the CDE requirements for continued placement at the Residential Treatment Center, Districts that choose to have students remain at current placement pending possible recertification must complete and submit a waiver to CDE. Alvord completed and submitted the required waiver prior to the required deadline of December 31, 2020.

On December 4, 2020, Alvord Unified School District was notified that California Department of Education had revoked the certification of Devereux Victoria in Texas and that the student needed to be moved from the residential placement by December 31, 2020. The California Department of Education did not notify us of the RTC losing its certification. Alvord has attempted to find a residential treatment center placement for the student at several sites; however, none of these residential treatment centers will accept the student due to the severity of behavior needs, and due to specific licensing requirements for students over 21 years of age. The CDE waiver application to have student remain at Devereux Victoria, had to be sent without Board approval due to the urgency of the placement need to be prior to 12/31/2020. The request is for a waiver of California Education Code Section 56366.1 (a), the requirement for state certification to allow the uncertified out-of-state nonpublic school located in Victoria, Texas to provide services to one student with disabilities.
Board ratification of this item will allow the Special Education Department to apply for a Waiver of California Ed. Code Section 56366.1(a) to continue services for a special needs student through an uncertified out-of-state nonpublic school located in Victoria, Texas.

Board approval is requested for an amendment to agreement C1007526 between Riverside County Superintendent of Schools and Alvord Unified School District for the Early Literacy Grant. The original term of this agreement is July 1, 2019 through June 30, 2020. This amendment would extend the term to September 30, 2020. |
State Superintendent of Public Instruction has identified priority initiatives for the administration such as statewide literacy, reducing chronic absenteeism, closing the achievement gap and jobs for tomorrow. Partnerships between the California Department of Education, The County Office of Education, and local educational agencies is focused on engaging communities and families to increase student literacy by creating pathways to increase access to books and activities supporting literacy. Alvord Unified is one of nine (9) districts in the county participating in this Early Literacy Grant.
Board approval of this amendment would extend the term date to September 30, 2020. The original agreement was approved on November 21, 2019 under Item 8.d.6.

Board approval of the school sites' 2020-2021 Norte Vista School Plan for Student Achievement (SPSA) is requested. The SPSA is a comprehensive blueprint that coordinates all educational services at the school site to improve the academic performance of students. The SPSA identifies goals that will serve to improve student achievement and provides guidance on the services and resources needed to achieve those goals. |
Schools are required to develop and implement a SPSA that identifies the needs of the students at the school and provides direction on how services and resources will be used to address these needs. The SPSA identifies goals that the school has set to address the identified needs of students and to improve student achievement in alignment with the Local Control and Accountability Plan and the Learning Continuity and Attendance Plan. The SPSA is developed and approved by each school’s School Site Council.
The schools have established goals and strategies that will assist them to improve student achievement and included them in their SPSA. Board approval of the school sites' SPSA will meet the compliance requirement for each school to annually update its School Plan for Student Achievement. Upon approval, the School Plans for Student Achievement will be available on the district website. All other SPSA were approved on November 19, 2020 as item 7.d.2.

Board approval is requested for a Master Services Agreement between Playworks Education Energized and Alvord Unified School District to provide Keep Playing. The effective date of this agreement would be from February 1, 2021 through February 1, 2022. |
Playworks has been identified as an evidence-based program that supports structures and environments, within school, to develop the social-emotional and physical health of students. There is a direct connection between physical and mental health and learning that is essential to academic success and the development of healthy, resilient, and productive students. The Playworks program is in direct alignment with the goal of improving school conditions for student learning within Title IV.
Playworks - Keep Playing (Program) is a 38 week Customer site subscription to online services with a focus on weekly game instructions, teacher and family resources, and SEL support content. This program will be offered at all 14 elementary school sites. Alvord will manage communication with Playworks personnel participating in the Program and collaborate with Playworks to implement the Program.
Board approval of this agreement with Playworks will provide training focused on improving and sustaining an environment to support positive conditions for learning to increase student safety, health, and academic achievement within the Alvord Unified School District.

Board approval is requested for a professional services agreement between Hope Speech and Language Therapy and Alvord Unified School District to provide an Independent Educational Evaluation (IEE) to include direct assessment, scoring, reporting, and IEP attendance to present and discuss the evaluation results. |
The Alvord Special Education Department received and approved a request from the parents of a student with special needs for an Independent Educational Evaluation. This request was made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations. The provider meets the professional qualifications required and is within the fee range of other similar providers. Board approval of this item will allow Hope Speech and Language Therapy to complete an Independent Educational Evaluation for an Alvord student with special needs during the 2020-2021 school year. La Sierra High School would like Michael Berger Creative to provide a “Sizzle Reel” video production for student recruitment purposes. The video would highlight the various programs available to students at La Sierra High School and would be played during the 8th grade Virtual Showcase on January 26, 2021. Under this agreement, Michael Berger Creative would provide script writing, editing, videography, drone, flyer design, Spanish translation and website images for a three (3) minute video production. The Consultant requires a $2,000 deposit to begin mobilization.

La Sierra High School would like to obtain the production licensing rights for The Importance of Being Earnest in a Pandemic: A Stay-At-Home Play for use in the spring drama production. Playscripts, Inc. would provide licensing rights to produce and perform four Amateur Performances of the play between the dates of April 22, 2021 to April 25, 2021. Under this agreement, Playscripts Inc. would provide a virtual cast set and grant the rights to livestream the performance on a digital platform.

The Board will receive the second Quarterly Report on Williams Uniform Complaints for the period beginning October 2020 and ending December 2020. There were no complaints that were received in this time period.

Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment. Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office. The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.
The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.
