NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. Board approval is requested for the ratification of the agreement between Illuminate Education and Alvord Unified School District to upgrade the district’s current IO education program. The term of this agreement would be November 1, 2020 through June 30, 2024. |
Illuminate Education provides highest quality standards-based assessments with instant scoring, formative feedback, interactive reporting, and targeted activities which help districts assess learning, identify needs, and monitor growth for each student.
Under this agreement, Illuminate Education will provide to the District student software licenses to Illuminate Data and Assessment (DnA); grading software; access to Inspect PLUS item bank: access to DnA content, resources, and usage reporting within Illuminate Education’s Learning Management System; initial setup and configuration; and virtual implementation training for District staff.
The term of this agreement began on November 1, 2020 with set up and implementation and would extend through the 2023/2024 school year. There is no cost to the District for the services provided in the 2020/2021 school year.
This item is brought forth for ratification due to the need to implement resources that are optimal for distance learning.
Board ratification of this agreement will allow the District to upgrade the current IO education program.

Board approval is requested to amend the professional services agreement between Augmentative Communication Therapies and Alvord Unified School District for formal augmentative communication and/or assistive technology assessment, formal written report, consultation, therapy, training and IEP meeting attendance for the 2020-2021 school year. |
The District does not employ staff specifically to provide assistive technology assessments, trainings or recommend devices to assist special needs students in accessing their free and appropriate public education (FAPE). The Special Education Department has a process for referring to a team of employees who have received their AAC (Augmentative and Alternative Communication) certification in order to provide assessments and training within our district. This team can only provide assessment and training outside their regular assignments. This unique school year of instruction has not allowed our staff to conduct AAC assessments beyond contract hours. Increasing the contract with Augmentative Communication Therapies allows Alvord to provide the assistive technology assessment and recommendations for the appropriate devices in a timely manner. The agency will also provide training for staff and parents in using assistive technology with the student as required by their Individualized Education Program (IEP).
Board approval of this item will allow Augmentative Communication Therapies to continue to provide formal augmentative communication and/or assistive technology assessment, formal written report, consultation, therapy, training and IEP meeting attendance for the remainder of the 2020-2021 school year.

Board approval is requested to approve the Comprehensive School Safety Plans for the twenty three (23) schools that make up the Alvord Unified School District. |
Section 32280-32282 of the Education code details the requirements for each school to maintain a Comprehensive School Safety Plan. The plan is to include:
• Child abuse reporting procedures • Disaster procedures • Suspension and expulsion policies • Procedures to notify teachers of dangerous pupils • Discrimination and harassment policies • School wide dress code policies • Procedures for safe ingress and egress • Policies enacted to maintain a safe and orderly environment • Rules and procedures on school discipline • Hate crime reporting procedures

Board approval is requested for a professional services agreement between Desert OT for Kids, Inc. and Alvord Unified School District to provide an Occupational Therapy Independent Educational Evaluation (IEE) to include direct assessment, scoring, reporting, and IEP attendance to present and discuss the evaluation results. |
The Alvord Special Education Department received and approved a request from the parents of a student with special needs for an Independent Educational Evaluation. This request was made in accordance with California Educational Code 56329(b) A parent or guardian has the right to obtain, at public expense, an independent educational assessment of the pupil from qualified specialists, as defined by regulations of the board, if the parent or guardian disagrees with an assessment obtained by the public education agency, in accordance with Section 300.502 of Title 34 of the Code of Federal Regulations. The provider meets the professional qualifications required and is within the fee range of other similar providers.
Board approval of this item will allow Desert Occupational Therapy for Kids, Inc. to complete an Occupational Therapy Independent Educational Evaluation for an Alvord student with special needs during the 2020-2021 school year.

Desert Occupational Therapy - Rate Sheet

Board approval is requested for a memorandum of understanding between the Riverside County Superintendent of Schools and Alvord Unified School District for data sharing services. The term of this agreement would be February 1, 2021 through December 30, 2022. |
MRWC (Mathematical Reasoning With Connections) is a fourth year mathematics course designed to prepare students for the expectations and rigor of college mathematics and quantitative reasoning courses. It reinforces and builds on mathematical topics and skills developed in Integrated 1-3 (or Algebra and Geometry). It is designed as a bridge to both STEM and non-STEM majors.
Under this agreement, Riverside County Superintendent of Schools, Illuminate Education, California State University San Bernardino, and Alvord Unified School District would establish to support a mutual sharing of data and integration of data between information management systems in support of the MRWC program.
Board approval of this memorandum of understanding will allow the District to participate in RCOE’s Mathematical Reasoning With Connections (MRWC) project.

Accept the annual audited Financial Report for the period of July 1, 2019 to June 30, 2020, pursuant to Education Code Section 41020.3. |
Education Code Section 41020.3 provides that by January 31 of each year, each Local Education Agency's (LEA) governing body shall review, at a public meeting, the annual audit of the local education agency for the prior fiscal year, any audit exceptions identified in that audit, the recommendations or findings of any management letter issued by the auditor, and any description of correction or plans to correct any exceptions or management letter issue. For audit reports for the 2019-2020 fiscal year, the deadline for LEA's to file their audit report has been extended to March 31, 2021. (Education Code Section 41020.9(b)). Our external audit firm, Eide Bailly LLP, has completed the annual financial audit of the district's financial activities for the 2019-20 fiscal year. The audit report is available on the district's web site for members of the public to review the information in detail. Accept the financial and performance audit report for the Measure H Bond for the financial period of July 1, 2019, through June 30, 2020. |
On November 7, 2007, the voters within the Alvord Unified School District (District) voted to approve the Measure H bond, which authorized the District to issue general obligation bonds on behalf of the District to finance specified capital projects and facilities. These proceedings were authorized, and the election conducted, pursuant to the California Constitution, the provisions of Proposition 39, related California law and the results certified through Alvord Board Resolution Number 22. The annual independent audit report is prepared by the Certified Public Accountancy firm of Eide Bailly and covers the General Obligation Bond expenditures for Fiscal Year 2019-2020.

The Board of Education will review the proposed revisions to the listed Board Policies and Administrative Regulations. Board Bylaw 9310 entitled “Board Policies,” allows the Board to waive the second reading and adopt the proposed revisions at this time. If the Board desires further revisions, these Board Policies and Administrative Regulations will be brought back to the March 4, 2021 Board Meeting for a second reading.

Administration recommends a salary schedule increase for all certificated, classified, and confidential managerial personnel to provide a salary increase equivalent to the salary increase provided to the Alvord Educators’ Association (AEA), the Certificated employees group and the California School Employees Association and its Chapter 339 (CSEA), the Classified group.
|
Recently, the District reached an agreement with AEA and CSEA reflecting a 2.0% salary increase for the 2019-20 school year and a 1.26% one-time off schedule payment for the 2020-21 school year. This increase for managerial personnel will match the current year of salary increases for the associations.
In alignment with the salary increase provided to AEA and CSEA, the 2.0% salary increase will be retroactive to July 1, 2019.
In alignment with the salary increase provided to AEA and CSEA, the management personnel will receive 1.26% one-time off schedule payment for the 2020-21 school year.
An additional increase of 1.5% for the 2017-2018 school year along with a 2.5% salary increase for the 2018-2019 school year will also be provided to bring management in alignment with the increases that were previously provided to both associations.
In alignment with the salary increase provided to AEA and CSEA, the 1.5% salary increase will be retroactive to July 1, 2017.
