NOTICE OF REGULAR BOARD MEETING VIA TELECONFERENCE

As authorized by Governor Newsom’s Executive Order N-29-20, dated March 17, 2020, the Alvord Unified School District will conduct all meetings of the Governing Board via teleconference until further notice. The meetings will be conducted via Zoom: Click Here. Spanish simultaneous interpretation is available via the Zoom platform. Pursuant to Executive Order N-29-20, the Governing Board will take public comment. All public comments must be submitted in writing in advance of the meeting. Please submit your written public comments to: 2Superintendent@alvordschools.org no later than 9:00 a.m. on April 15, 2021.

During the Governing Board meeting, written public comments received in a timely manner will be read for the Governing Board.  Pursuant to Board Bylaw 9323, public comment period will be limited to twenty (20) minutes.  Duplicative public comments will not be read during the meeting.  However, all written public comments will be provided to the Governing Board in advance of the meeting.

7.b.1. Ratify Agreement – FC & Sons Roofing, Inc. – Collett Elementary School
Recommended Motion:
Ratify agreement between FC & Sons Roofing, Inc. and Alvord Unified School District to perform roof repairs at Collett Elementary School, rooms K1 and K2, effective March 30, 2021, through June 30, 2021. 
Rationale:
On March 18, 2021, a roof leak was reported by the principal of Collett Elementary School.  Shortly after, a section of the ceiling near the exit and the boys bathroom had fallen due to the weight of the rain water exposing the rafters above.  Staff contacted the district’s on-call roofing contractor; staff to inspect the roof.  Due to the age and condition of the roof, FC & Sons Roofing, Inc. recommends the repair of the roof utilizing the WeatherWeld seamless composite system.

FC & Sons will repair the roof of rooms K1 and K2.  They have provided these types of services for the district in the past and have proven to be a reliable vendor. 

Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services.

7.b.2. Ratify Agreement – FC & Sons Roofing, Inc. – La Sierra High School
Recommended Motion:
Ratify agreement between FC & Sons Roofing, Inc. and Alvord Unified School District to perform roof repairs at La Sierra High School, effective March 30, 2021, through June 30, 2021. 
Rationale:
Due to a roof leak in the training room and girl’s PE lockers, the drywall became damaged.  Staff contacted the district’s on-call roofing contractor; FC & Sons Roofing, Inc. to inspect the damages to the roof.  

FC & Sons will repair the affected areas of the roof to prevent further water damage.  They have provided these types of services for the district in the past and have proven to be a reliable vendor. 

Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services.

Contract Template III Agreement will be used for this agreement, which was Board Approved on August 20, 2020.

7.b.3. Ratify Agreement – New Dimension General Construction, Inc. – La Sierra High School
Recommended Motion:
Ratify agreement between New Dimension General Construction, Inc. and Alvord Unified School District to perform interior repairs due to water damage at La Sierra High School, effective April 1, 2021, through June 30, 2021. 
Rationale:
Due to a roof leak in the training room and girl’s locker room, the drywall became damaged.  Staff contacted New Dimension General Construction, Inc. to inspect the damages to the walls and ceilings.  

New Dimension will repair the affected areas of the ceilings and walls as well as inspect the pipes above the ceiling for any active leaks and address as necessary.  They have provided these types of services for the district in the past and have proven to be a reliable vendor. 

Board approval of this item will allow New Dimension General Construction, Inc. to proceed with services.

7.b.4. Ratify Agreement – New Dimension General Construction, Inc. – Promenade Elementary School
Recommended Motion:
Ratify agreement between New Dimension General Construction, Inc. and Alvord Unified School District to remove and replace the carpet in the Administration Building as well as the repair of the rolling gate at Promenade Elementary School, effective March 29, 2021 through June 31, 2021.   
Rationale:
Staff shared a concern about possible mildew or mold in the sub floor in the a the Administration Building. District staff reached out to New Dimensions to investigate and remediate during spring break. The contractor is trained to abate any unsafe conditions. 

The rolling gate near the Administration Building has grown increasingly difficult to open and close and will be repaired at the same time. This work was scheduled during Spring Break in order to avoid disruptions to students, staff and the public. 

Board approval of this item will allow New Dimension General Construction to provide these services.

FISCAL IMPACT:  Not to exceed $12,000.00 (Building Fund)
 
7.b.5. Amend Agreement – New Dimension General Construction – District-Wide
Recommended Motion:
Amend Agreement between New Dimension General Construction and Alvord Unified School District to install district supplied water bottle filling stations, sink bottle fillers and filters throughout the District, effective April 15, 2020 through December 31, 2021. 
Rationale:
On September 24, 2020, the Board of Education approved an agreement in the amount not to exceed $950,000.00 to install water bottle filling stations district wide.  After auditing the installations, there were some locations that got missed from the original count.  This amendment includes the following sites:  Arlanza, Lake Hills, Rosemary Kennedy and Stokoe elementary schools; Loma Vista Middle School; Hillcrest and La Sierra high schools.

Board approval of this item will allow New Dimension General Construction, Inc. to provide the needed services.

7.b.6. Approve Agreement – BSN Sports– Norte Vista High School
Recommended Motion:
Approve agreement between BSN Sports and Alvord Unified School District to provide and furnish and install school branding at Norte Vista High School, effective April 16, 2021 through June 30, 2021. 
Rationale:
School branding will provide an increased atmosphere of school spirit amongst our student population, used to highlight Norte Vista High School programs, academies, athletic programs, school awards/recognitions and a sense of community pride in what is an invaluable community resource. 

Board approval of this item will allow BSN Sports to proceed with services.

7.b.7. Approve Agreement – FC & Sons Roofing, Inc. – Promenade Elementary School
Recommended Motion:
Approve agreement between FC & Sons Roofing, Inc. and Alvord Unified School District to perform structural repairs to the covered walkways at Promenade Elementary School, effective April 16, 2021 through June 30, 2021. 
Rationale:
Over time and exposure to the natural elements, the covered walkways have deteriorated in several areas and are in need of structural repairs. FC & Sons Roofing, Inc. has performed these types of services and has proven to be a reliable vendor. 

Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services.

7.b.8. Approve Agreement – New Dimension General Construction, Inc. – K.R. Zack Earp Stadium Restroom Portable
Recommended Motion:
Approve agreement between New Dimension General Construction, Inc. and Alvord Unified School District to perform repairs to the visitor’s restroom at K.R. Zack Earp Stadium, effective April 16, 2021, through June 30, 2021.
Rationale:
Due to the high winds on February 25, 2021, a large portion of the cap sheet of the portable roof blew off exposing the plywood.  Due to rainfall, water entered the building causing the light fixtures to short out.  Staff contacted New Dimension to assess the damage and make the necessary repairs.

New Dimension will repair the damaged electrical fixtures and exterior panels.  They have provided these types of services for the district in the past and have proven to be a reliable vendor. 

Board approval of this item will allow New Dimension General Construction, Inc. to proceed with services.

7.b.9. Approve Agreement – Quality Teleservices, Inc. – Promenade Elementary School
Recommended Motion:
Approve agreement between Quality Teleservices, Inc. (QTI) and Alvord Unified School District for the installation of a new Public Address (PA) System at Promenade Elementary School effective April 16, 2021 through December 31, 2021.  This expenditure is included in the 2020-2021 budget.
Rationale:
The current PA System at Promenade Elementary School is outdated and parts are no longer manufactured for it.  There are several places where the speakers are no longer working or areas where students cannot hear announcements or bells.

QTI is a local distributor that provides maintenance and support for various types of PA systems used at our school sites.  The Valcom is an all-in-one system that provides building-to-building communications, an all-call paging system, and a bell system.  QTI also provides low voltage cabling installation and repairs.  

Board approval will allow QTI to install the new Valcom paging system at Promenade Elementary School.

Recommended Motion:
Approve agreement between Rhythm Tech Productions LLC and Alvord Unified School District to provide stage and sound services for commencement ceremonies at K.R. Zack Earp Stadium, effective April 16, 2021 through June 30, 2021. 
Rationale:
Rhythm Tech Productions LLC will provide stage and sound system services along with chairs for Alvord Unified School District 2021 Commencement Ceremonies at K.R. Zack Earp Stadium from May 24, 2021 through May 27, 2021. 

Board approval of this item will allow Rhythm Tech Productions LLC  to proceed with services.

7.c.2. Amend Contract - I and R Trailer and Lift Gate Corp. - Child Nutrition Services
Recommended Motion:
Board approval is requested to amend the contract between I and R Trailer Lift Gate Corp. and Alvord Unified School District. 
Rationale:

On June 11, 2020, the Board of Education approved a contract with I and R Trailer Lift Gate Corp. for $2,000.00, Item 9.c.7., for vehicle maintenance and repairs.  Child Nutrition Services is requesting an amendment to increase the contract to maintain CNS vehicles through the end of 2020-2021.

Board approval of this item will amend the original fiscal impact of $2,000.00 by an increase of $3,000.00.

7.c.3. Approve Revisions to Associated Student Body (ASB) Fundraisers List for 2020-2021
Recommended Motion:
Board approval is requested to revise the Associated Student Body (ASB) fundraisers list for the 2020-2021 school year by adding Online Fundraising.  Approval of the ASB fundraisers will allow all school sites to move forward with ASB activities for the current school year and kick-off next year early.
Rationale:
Add Online Fundraising to the ASB Fundraisers Listing, which was approved by the Board of Education on November 5, 2020 (Item 8.c.2).

7.d.1. Ratify Agreement - In-N-Out Burger, Norte Vista High School
Recommended Motion:
Board approval is requested for the ratification of the agreement between In-N-Out Burger and Alvord Unified School District to provide meals for a cookout event at Norte Vista High School on May 20, 2021.
Rationale:
Norte Vista High School would like to hold a cookout event as a Senior graduation incentive for students.  The agreement with In-N-Out Burger would allow the school to provide meals from the In-N-Out Burger truck for the cookout event.  

Board ratification of this agreement would allow Norte Vista High School to hold a cookout to provide In-N-Out meals to students on May 20, 2021.

7.d.2. Ratify Professional Services Agreement – Safeguard, Inc.
Recommended Motion:
Board ratification is requested for a professional services agreement between Safeguard, Inc. and Alvord Unified School District to transport an Alvord adult special needs student from Devereux Advanced Behavioral Health Victoria, residential treatment center in Victoria, Texas, to the new placement in a group home in Apple Valley, California prior to April 2, 2021.
Rationale:

The current out-of-state Residential Treatment Center (RTC) recently lost its California Department of Education (CDE) certification.  Alvord Unified School District submitted a request for a waiver in December 2020 to the California Department of Education.  While waiting to hear if the District’s waiver application was approved by CDE, our office continued to search for an alternate, approved placement for this student.  In conjunction with the Inland Regional Center, the Special Education Department was able to find a placement in Apple Valley, California.

Student needs to be transported, with trained behavioral escorts from Victoria, Texas to Apple Valley, California via vehicle.  Safeguard, Inc. provides trained driver/escorts between home school locations and residential placements on a regular basis.  Safeguard, Inc. will provide the supervision and medication administration that this student needs from his current placement to the new placement in California.

Board ratification of this item will allow Safeguard, Inc. to provide transportation for an adult special needs student from the current residential placement in Texas to the new residential placement in Apple Valley, California prior to April 2, 2021.

Contract Template – Non-Construction Consultant Services Agreement, will be used for this contract, which was Board Approved on August 20, 2020.

7.d.3. Amend Client Services Agreement–Sunbelt Staffing, LLC
Recommended Motion:
Board approval is requested to amend the short-term client services agreement between Sunbelt Staffing, LLC and Alvord Unified School District to increase the amount of the contract and extend the end date through June 30, 2021.  This agreement allows Sunbelt to recruit and provide contract speech/language pathologist assistants to provide therapy services for special needs students as required by their Individualized Education Program (IEP) to support learning loss mitigation and the return to in-person instruction.
Rationale:

The Special Education Department has contracted with Sunbelt Staffing for speech/language pathologist assistants to support the Speech/Language Pathologists during the COVID period and provide Speech/Language Pathologist Assistant supports to manage high caseloads due to Speech/Language Pathologist vacancies and the lack of qualified applicants to fill our speech/language pathologist openings.  The District will have three to five speech/language pathologist assistants supporting the Speech/Language Pathologists during distance learning to provide virtual services concurrently during the school day. 

Having multiple platforms and schedules utilized to provide speech/language services has resulted in increased time needed to provide these services and meet the needs of students with a speech/language impairment (SLI).  The Special Education Department currently has 3.0 Speech/Language Pathologist vacancies. Contractors currently fill these positions. Contracted Speech/Language Pathologist Assistants (SLPA) support speech therapists over caseload, and provide therapy to students virtually and in the hybrid model using multiple virtual platforms – Presence Learning and Seesaw provided by the district. The Special Education Department reduced the number of speech assistants in the past month from four to three. 

The increased cost of this agreement will be funded through CARES and/or Special Education funds.  This will result in a reduction in the amount of the original agreement with Sunbelt which is funded with Special Education AB602 funds.

Board approval is requested to amend the short-term client services agreement with Sunbelt Staffing, LLC which was Board approved on September 10, 2020 under Item 8.d.2., to increase the amount and extend the end date to June 30, 2021.  This agreement allows Sunbelt to recruit and provide contract Speech/Language Pathologist Assistants to provide therapy services for special needs students as required by their Individualized Education Program (IEP) to support learning loss mitigation and the return to in-person instruction.

FISCAL IMPACT: Increase of $200,000.00 (General Fund/Restricted-CARES/Special Ed)

7.d.4. Amend Riverside County Superintendent of Schools Agreement IN60263 - CTE Instructor Extra Duty Hours, Norte Vista High School
Recommended Motion:
Board approval is requested to amend the agreement between Riverside County Superintendent of Schools and Alvord Unified School District for CTE instructor extra-duty hours during the 2020-2021 school year.
Rationale:

This amendment is for an increase of seven hours to allow Robin Luther to provide access and support to parents and students through the online website. The maximum hours worked under the agreement are not to exceed fourteen hours during the 2020-2021 school year.  This modification represents an increase in the amount of $537.67 from the original agreement that was Board approved on November 5, 2020 under Item 8.d.4.

ROP teachers cannot be paid off of a personnel action form and must have a contract for their additional hours.

This modification was received from Riverside County Superintendent of Schools on March 12, 2021.

7.d.5. Approve - Publishing School Accountability Report Cards
Recommended Motion:
Board approval is requested for the publication of the 2019-2020 School Accountability Report Cards (SARC) as prepared by Document Tracking Services (DTS).
Rationale:
California Law requires districts to prepare a School Accountability Report Card (SARC) for each school.  Specific information must be reported to the public on an annual basis and made available in writing as well as on the internet.  In addition, parents/guardian of pupils will be notified that a hard copy will be provided upon request.  Services were board approved June 11, 2020, item 9.c.17, contract # C-3013146 between Alvord Unified School District and Document Tracking Services (DTS). SARC’s will be available in English and Spanish and posted to the Alvord Unified School District and school websites.

Board approval of this item will allow us to comply with Education Code 35256 and provide public access to each school’s SARC.

7.d.6. Approve Professional Services Agreement – Boss Graphics, Various Sites
Recommended Motion:
Board approval is requested for a professional services agreement between Alvord Unified School District and Boss Graphics for graphics design and painting services at Twinhill and Foothill Elementary schools. This agreement would be effective April 16, 2021 through June 30, 2021.
Rationale:

The wall mural in the front of Twinhill Elementary will enhance the restoration of the old mural and be welcoming to the school community.  Boss Graphics will design and paint “TWINHILL ELEMENTARY” with a Tornado image.  The second wall mural will be in the quad area, wherein students walk and parents go to see their children receive awards.   This mural will have a college/career message and be inviting to students and families as well as beautify the school.

The image at Foothill Elementary will serve as formal signage for the school, welcoming all students, staff, parents, and community members as they enter the school drop off on Wells Avenue.  As stipulated in the attached proposal, Boss Graphics will provide painting services for Foothill Elementary.

Board approval is requested for a professional services agreement between Dahina Castro and Alvord Unified School District to provide a professional learning opportunity for teachers at Norte Vista High School during the 2020-2021 school year.
Rationale:
Dahina Castro is a fully credentialed California teacher in Spanish and French who provides knowledge and expertise in the field of World Languages in Comprehensible Input, Total Physical Response, Story Asking, and Circling, which align to the World Language Standards adopted in 2019. Consultant would demonstrate how to adapt these strategies to distance learning as well as in-person learning.  Consultant has presented nationally for Comprehend.co, CSULB student teacher workshop, CLTA and internationally at Agen Workshop in Agen, France. Consultant also helped organize the Agen Workshop Online in the summer of 2020. Consultant is currently assisting the SWCOLT Conference transition to an Online Conference.  Consultant is also a board member of COACH Foreign Language Project.   

Board approval of this agreement would allow Norte Vista High School to participate in this professional learning opportunity.

7.d.8. Approve Professional Services Agreement – Port View Preparatory Schools, Inc.
Recommended Motion:
Board approval is requested for a professional services agreement between Port View Preparatory Schools, Inc. and Alvord Unified School District to provide a Functional Behavior Assessment (FBA), a specialized behavioral assessment, for an Alvord special needs student. This includes comprehensive testing, observation, and report. The results will be shared in an IEP meeting during the 2020-2021 school year. 
Rationale:

The Alvord Special Education Department contracts with non-public schools, such as Port View Preparatory Schools, Inc., to provide specialized educational services to Alvord students needing a specialized placement in order to access their Free Appropriate Public Education (FAPE).  Riverside County SELPA develops the contracts with the non-public schools as part of their agreement with their Local Educational Agencies (LEA-Districts).  If a service or assessment is needed that is not covered under Riverside County SELPA’s Master Contract, the Local Educational Agency (LEA-District) must develop their own contract with the non-public school.  

As part of a recent settlement agreement, an Alvord student was placed at Port View Preparatory School and it was agreed that the District-assigned School Psychologist would complete a Functional Behavior Assessment (FBA). The District’s School Psychologist has very limited access to Port View Preparatory Schools, Inc. to complete the necessary assessment and observations required to complete the Functional Behavior Assessment. Port View’s restrictions to outside providers, per COVID-19 Guidance, also limits access to student. Port View Preparatory Schools’ Board Certified Behavior Analyst (BCBA) is able to conduct the Functional Behavior Assessment (FBA). Their fee is within the range of other similar providers.  

Board approval of this item will allow Port View Preparatory Schools, Inc. to provide a Functional Behavior Assessment (FBA) for an Alvord student attending the school as part of a settlement agreement signed on January 8, 2021 and Board approved on February 4, 2021.

Contract Template III - Independent Contractor Professional Services Agreement, will be used for this contract, which was Board Approved on August 20, 2020.

Board approval is requested for the renewal of Renaissance Data Integration and Maintenance Services to provide data integration and maintenance services to Alvord Unified School District effective July 1, 2021 through June 30, 2022.
Rationale:

Renaissance provides Alvord Unified School District with an Annual Renaissance Data Integrator (RDI) service in which student data from the previous school year is rolled over and integrated to the new year.  This data integration is completed for Accelerated Reader, a web-based application used as a motivational reading practice program.

Schools use site funding to purchase Accelerated Reader (AR) licenses. The maintenance fee will support AR for elementary students. 

Board approval will allow the District to continue to utilize these data integration and maintenance services from Renaissance for elementary schools using Accelerated Reader for the 2021-2022 school year.

Rationale:

The District onsite exchange server is out of compliance and is in need of upgrade. The out of date exchange server poses a major security vulnerability. The onsite exchange server is necessary for managing email accounts. Along with the proposed Microsoft Intune configuration for endpoint management, the District will have a better security posture.

Recommended Motion:

Board approval is requested for the approval of the agreement between Ellevation Education and Alvord Unified School District to provide middle school math teachers with a platform to pre-teach vocabulary and concepts to improve grade-level content mastery. The term of this agreement would be May 1, 2021 through April 30, 2022.

Rationale:

Ellevation Math is an online learning program designed specifically for English Learners in grades 6 - 9, though benefitting all students. It pre-teaches academic vocabulary in context and offers comprehensible input so that students can better understand instruction and participate more meaningfully in class. With Ellevation Math, ELs arrive at math class ready to engage, solve problems, and explain their thinking while utilizing new vocabulary. When ELs are better able to engage in class discussions and skill-building, they are more likely to reach benchmarks, gain confidence, and overcome barriers to advanced academic opportunities.

This item is brought forth for approval due to the need to provide math teachers a tool to frontload vocabulary and concepts so all students can better participate, comprehend, and apply in-class math instruction.

The term of this agreement will begin on May 1, 2021 and extend through April 30, 2022. Implementation and training costs within the proposal are only for the first year. Future renewal will just be the subscription.

Board approval of this agreement will allow the Alvord Unified School District to onboard Ellevation Education: Math.

Recommended Motion:
The Board will receive the third Quarterly Report on Williams Uniform Complaints for the period beginning January 2021 and ending March 2021.  There were no complaints that were received in this time period. 
Rationale:
Education Code Section 35186 created a procedure for filing complaints concerning deficiencies related to instructional materials, conditions of facilities that are not maintained in a clean or safe manner or in good repair, and teacher vacancy or misassignment.  Copies of the Williams Uniform Complaint Procedures are posted in English and Spanish in each classroom and school office.  The Complaint Procedure Forms are kept in the principals’ offices and made available to the public upon request.  

The District files with Riverside County Office of Education a Quarterly Report on Williams Uniform Complaints listing the number of complaints that have been received during that quarter, the number of complaints that have been resolved, and the number of complaints that remain unsolved.  The attached Quarterly Report on Williams Uniform Complaints is presented for your information only.
