Rationale:

For the safety of students/staff and to extend the useful life of the school the roofs on buildings 200, 300 and 400 are in need of repairs. FC & Sons Roofing, Inc. has provided these types of services for the District in the past and has proven to be a reliable vendor. 

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow FC & Sons Roofing, Inc. to proceed with services.

Recommended Motion:
Ratify change order No. 8 through No. 21 between Leonida Builders, Inc. and Alvord Unified School District for various tasks outlined below in the breakdown of change orders. 
Rationale:

On March 4, 2021, the Board of Education approved Contract C3013435 in the amount of $3,600,000.00 for culinary arts project at La Sierra High School and change order 1-7 were board approved on September 2, 2021 in the amount of $44,106.59.

Change Order No. 8: Added 4 inch PVC refrigeration line from the cookline island to furred walls and up to roof condenser.
Amount: $2,813.40

Change Order No. 9: Added power to schools marquee sign to be located on the outside of the building.
Amount: $1,538.31

Change Order No. 10: Added FDC PIV assembly and underground piping. This was required by DSA.
Amount: $16,892.21

Change Order No. 11: Furred wall, west side teaching island to allow for maximum storage. 
Amount: $901.27

Change Order No. 12: Conceal holes and marks that were revealed when exposing the existing CMU wall.

Change Order No. 13: Support is needed for furred walls under existing ledger.  The as-built plans did not match what the existing condition was. This was an unforeseen condition.

Change Order No. 20: Smoke dampers are required when HVAC ducting penetrates the rated walls. Dampers with power require less maintenance than the type with a fuse.

Change Order No. 21: The contract calls for the majority of the existing insulation to be removed. The remaining insulation is in poor condition. Removal of the existing insulation (R-19) and replace with new insulation (R-30) will make the building more energy efficient.

10.b.3. Approve Agreement – Digital Electric, Inc. – Norte Vista High School
Recommended Motion:
Approve agreement between Digital Electric, Inc. and Alvord Unified School District to install electrical in welding shop at Norte Vista High School, effective November 5, 2021 through June 30, 2022.
Rationale:

There is a need for electrical to be completed inside of the designated welding classroom.  Digital Electric, Inc. has performed these services for the District in the past and will install new 200A sub panel in welding shop to supply 4 new welders and 2 exhaust fans. Having this work completed will allow our students to have access to all welding machines.  

Each student enrolled in our Agriculture Mechanics pathway will understand the importance of having a high quality instructional program that mirrors industry expectations.  These skills will give our students a comprehensive understanding of industry in Agriculture Mechanics after the completion of the pathway.

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow Digital Electric, Inc. to proceed with services.

10.b.4. Approve Agreement – Onyx Paving Company, Inc. – Various Sites
Recommended Motion:
Approve agreement between Onyx Paving Company, Inc. and Alvord Unified School District to perform asphalt repairs at various sites, effective November 5, 2021 through August 30, 2022. 
Rationale:

The asphalt at various sites are in need of repair due to condition and everyday wear and tear.  There are multiple locations that have become tripping hazards as well as deteriorated asphalt in heavy traffic areas which pose a safety concerns for staff and students.  

In order to maintain these sites in good repair and avoid further deterioration, it is necessary to repair the asphalt to accommodate regular use at the following locations; Foothill, La Granada, Twinhill, Valley View elementary schools; Arizona and Wells middle schools; Alvord Continuation, Hillcrest and La Sierra high schools.

Onyx Paving Company, Inc. will prep areas, replace asphalt per quotes provided and restripe where necessary.

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow Onyx Paving Company, Inc. to proceed with services at the various sites.

10.b.5. Approve Agreement – West Coast Arborists, Inc. – Wells Middle School
Recommended Motion:
Approve agreement between West Coast Arborists, Inc. (WCA) and Alvord Unified School District for removal and trimming service at Wells Middle School, effective November 5, 2021 through June 30, 2022. This expenditure will be included in the 2021-2022 budget.
Rationale:

On September 7, 2021 an OSH Report (Occupational Safety and Health Concern) was received indicating that there are various trees at Wells Middle School that are in need of trimming and/or removing due to unsafe conditions. WCA has provided these types of services in the past and has proven to be a reliable vendor.  

Contract Template III agreement will be used, which was Board Approved on August 20, 2020.

Board approval of this item will allow WCA to proceed with services.

10.c.2. Amend Contract - CSBA's Practi-Cal Medi-Cal LEA Billing Option
Recommended Motion:

Board approval is requested to amend the contract between CSBA's Practi-Cal Medi-Cal and Alvord Unified School District for fiscal year 2021-2022.

Rationale:

On June 3, 2021, the Board of Education approved a contract with CSBA's Practi-Cal Medi-Cal for $73,332.06, Item 8.c.2. for the district-wide Medi-Cal Services Program.  The program creates the opportunity for districts to receive reimbursement for student health-related services, i.e., health screening, assessments, treatments, and related transportation provided to Medi-Cal eligible students and, when applicable, their families.

This item is brought forth for to amend the original cost to include a flat rate fee for Cost Reimbursement and Comparison Schedule (CRCS) completion and analysis assistance.  CRCS services include relevant data from the district, completion, and submission of the CRCS to the Department of Health Care Services (DHCS).  The report compares what the district received in reimbursement versus what it expended to provide the services.

Board approval of this item will amend the original fiscal impact of $73,332.06 by an increase of $1,200.00.

Recommended Motion:
Board approval is requested to revise the Associated Student Body (ASB) fundraisers list for the 2021-22 school year by adding food truck fundraisers.  
Rationale:

The most recent ASB Fundraiser is being revised in include Food Truck Sales. All food truck sales will occur outside the school day or on a non-instructional day and will be approved by both Educational Services and Business Services before the event.

Board approval of the revised ASB fundraisers will allow all school sites to move forward with ASB activities for the current school year.  Board approval revises the ASB Fundraisers list which was board approved August 19, 2021, Item 6.c.4.

Recommended Motion:

Approve Professional Services Agreement with BLX Group, LLC., to perform arbitrage rebate / fifth year computations as stipulated in the CFD Fiscal Agent Agreement for CFD 2006-1 Special Tax Bonds, Series B.

Rationale:

One of the stipulations of our Fiscal Agent Agreement for CFD 2006-1 Special Tax Bonds, Series B, is for the district to conduct an analysis to determine if excess taxes have been collected.  Board approval will allow BLX Group, LLC., to proceed with these required services.

10.d.1. Approve Professional Services Agreement – El Comalito Collective, Family Engagement
Recommended Motion:
Board approval is requested for a professional services agreement between El Comalito Collective and Alvord Unified School District to facilitate a virtual painting tutorial to Arizona, Loma Vista, Villegas, and Wells Middle School families and students. The effective date of this agreement would be November 18, 2021.
Rationale:
Distance learning has posed many challenges to our students, parents, and community at-large. To keep our families engaged and connected with schools the Family Engagement Office has created an ongoing series of virtual workshops spanning a variety of topics El Comalito Collective, showcases underrepresented art and culture through a collective of works that spark consciousness, will lead participants in a one hour virtual art session creating a culturally relevant piece of family art.

Board approval of this agreement will allow El Comalito Collective to provide families from all four-district middle schools a virtual art therapy lesson on Thursday, November 18, during Family Engagement Week.

10.d.2. Approve Southwest Regional Council of Carpenters (SWRCC) Partnership Participation Agreement – Norte Vista High School and Alvord Community Adult School.
Recommended Motion:

Board approval is requested for the Partnership Participation Agreement with Southwest Regional Council of Carpenters and Alvord Unified School District to provide pre-apprenticeship programs to the construction students at Norte Vista High School and Alvord Community Adult School.

Rationale:

Approval of this agreement would allow the SWRCC to offer direct support to our construction student in books, classroom set up, curriculum delivery, certificates and presentations.  This partnership may provide direct entry into pre-apprentice programs within the SWRCC.

Students who complete levels 1, 2, and 3 and a minimum of 500 hours of classroom instruction and projects may qualify for direct entry into the Southwest Carpenters Training Fund.

10.d.3. Approve Partnership Agreement – Inlandia Institute, La Sierra High School
Recommended Motion:
Board approval is requested for an Affiliate Partnership Agreement between Alvord Unified School District and Inlandia Institute, for a six-week creative writing course for students at La Sierra High School.  The institute’s author, John Narcomey, will engage with students to help them write narratives that tell their individual stories through the use of illustration, figurative language, and other literary elements.  The scheduling of this course supports he English Language Arts (ELA) units of study on developing and writing narratives.  At the conclusion of this course, students will submit their narratives for publishing in the annual Inlandia Institute Anthology.   This agreement would be effective November 5, 2021 through June 30, 2022.
Rationale:
The Inlandia Institute was founded to give voice to the Inland counties communities and allow a creative outlet where stories can be told and heard.  Inlandia Institute fulfills its mission by publishing stories authored by Inland residents, hosting free public literary and cultural events that encourage literacy, provide financial awards to members working to increase literacy in our region, encourage professional development and growth of emerging writers, and sponsor and foster creative literacy for children. They will be joined by John Narcomey, a comic book professional since 2008, for this event.  

Board approval of this Affiliate Partnership Agreement will make it possible for students at La Sierra High School to receive extra guidance and encouragement to tell their stories while supporting their mastery of English Language Arts (ELA) and English Language Development (ELD) standards.

Recommended Motion:
Approve declaration of various electronic surplus items and approve public and private disposition of surplus items that are obsolete, beyond economical repair, or are no longer required within the current curriculum or any other school purposes in accordance with Education Code Section 17545.
Rationale:
Education Code Section 17545 et seq and Board Policy 3270(a) provide for the sale of District items. Items will be presented for public sale or, if no reasonable bids are received, by private sale for salvage.

10.d.5. Approve Memorandum of Understanding – WestEd
Recommended Motion:
Board approval is requested for the Memorandum of Understanding (MOU) between WestEd and Alvord Unified School District to provide The California School Climate, Health, and Learning Survey (CalSCHLS) to students in grades 5th, 7th, 9th, 11th, parents, and staff in order to meet the State requirement of including survey results in the LCAP.  This MOU will be effective September 1, 2021 through August 31, 2022.
Rationale:
The CalSCHLS system was created by the California Department of Education (CDE) to efficiently and cost-effectively provide school districts and their partner communities with quality local data which can be used to improve student academic performance including social-emotional, behavioral, and physical health of all youth.  It assesses key indicators linked to success in school, career, and life.
 
Board approval of this MOU will allow the district to conduct the CalSCHLS to gather evidence of school connectedness and the social-emotional well-being of students.  The results will serve as a reflective tool to identify and plan for supports to meet the needs of our students.

10.e.1. Approve Increase in Work Year for One Campus Supervisor II Position – Adult Education
Recommended Motion:
Board approval is requested to increase the work year for one Campus Supervisor II position from 96-day work year to 111-day work year.
Rationale:
In previous years, the Adult Education program has had to generate additional assignment personnel actions for the additional days needed above and beyond the original 96-day work year.  Further review of the program has resulted in a request to add the additional assignment days to the work year on a permanent basis.  Board approval of the increase in work year for the Campus Supervisor II position will provide the additional support needed for the Adult Education program.

Recommended Motion:
Board approval is requested of the 2022-2023 school year calendar which is aligned with the curricular needs of students.  
Rationale:
Adoption of the calendar will allow publication of the start and ending dates for the 2022-2023 school year for parents, students, employees, partners, and community to ensure timely and efficient planning and preparation for the 2022-2023 school year.  

Parent conference dates, testing, grading periods and progress report dates will be added when available.  Both associations have been provided a copy of the calendar.

Recommended Motion:
Board approval is requested to approve an agreement for implementing Phase IV of the Alvord USD Energy Master Plan with Climatec, LLC.
Rationale:
In an effort to respond effectively to the novel coronavirus (COVID-19), the District desires to implement indoor air quality measures, needed facility repairs for code compliance, and other safety improvements to meet current health guidelines. 

The Board of Education shall consider approval of an agreement to implement Phase IV of the Alvord USD Energy Master Plan with Climatec, LLC in accordance with Resolution No. 1-2020/21 which authorizes the District to take any and all necessary action to prepare and respond to the public health emergency. 

The proposed agreement is for implementing identified HVAC modernizations, indoor air quality measures, ventilation enhancements and field improvements required to support outdoor learning/dining. Using Resolution No. 1-2020/21 for procurement will allow the District to remedy failing HVAC infrastructure and implement the District’s Safety Plan in a timely fashion while minimizing the impact of construction price inflation and supply chain disturbances inherent with the pandemic. 

If approved, equipment orders and construction will commence immediately.

11.c.1. Adopt Annual Resolution No. 19 – Family Engagement Week
Recommended Motion:
Board approval is requested for the adoption of Resolution No. 19 as an annual resolution for Family Engagement Week, November 15 – 19, 2021. 
Rationale:
Family support and engagement plays an important role in a child’s healthy development, school achievement, and preparing for college and career. This engagement has become all the more important with shift to distance learning. Schools that provide a welcoming atmosphere where families’ capacity to support their students are developed, enjoy more abundant school-family partnerships and higher student success.

Alvord’s Family Engagement Week formerly known as Parent Involvement Week coincides with National Family Engagement Month and National Parent Involvement Day as a time for all families to reflect on ways they can get more involved in the education of their children.

The proposed Resolution No. 19 affirms Alvord’s commitment to participate in Family Engagement Week, November 15 – 19, 2021.

Board approval is requested for the addition of one 8.0-hour, 10.5-month Account Clerk position for Hillcrest High School.
Rationale:
In reviewing staffing levels at the high schools, it was determined that Hillcrest High School did not have parity with the other sites.

We are requesting one Account Clerk position at this time to adequately staff Hillcrest High School.

In reviewing staffing levels at the high schools, it was determined that Hillcrest High School did not have parity with the other sites.

We are requesting one Campus Supervisor II position at this time to adequately staff Hillcrest High School.

11.d.4. Approve Salary Schedule Increase for Managerial Personnel
Recommended Motion:
Administration recommends a salary schedule increase for all certificated, classified, and confidential managerial personnel to provide a salary increase equivalent to the salary increase provided to the Alvord Educators’ Association (AEA), the Certificated employees group.
Rationale:
Recently, the District reached an agreement with AEA reflecting a 5.07% salary increase for the 2021-22 school year retroactive to July 1, 2021.  This increase for managerial personnel will match the current year of salary increases for the associations.  The District is still in discussion with the California School Employees Association and its Chapter 339 (CSEA), the Classified group, regarding the Me Too clause in the classified bargaining agreement. 

FISCAL IMPACT: $665,056.00  (General Fund /Unrestricted and Restricted)
 
11.d.5. CONDUCT PUBLIC HEARING - Proposed Tentative Agreement between Alvord Unified School District and the Alvord Educators Association Regarding Article VIII – Salary and Benefits for School Year 2021 -2022
Recommended Motion:
Public notice was posted ten (10) days prior to this public hearing in order to give interested parties an opportunity to review the proposed tentative agreement between the District and AEA.  This Public Hearing is for the purpose of receiving input from the public regarding the tentative agreement, its provisions and economic impact on the District.
Rationale:
Pursuant to California Government Code 3547, California school districts are required to disclose the fiscal impact of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to provide input prior to ratification by the Board.

Recommended Motion:
Board approval is requested for acceptance of the Alvord Unified School District and Alvord Educators Association (AEA) Tentative Agreement Proposal for the Certificated Bargaining Agreement pursuant to the requirements of California Government Code Section 3547.  
Rationale:
This agreement provides for a 5.07% salary increase for the 2021-22 school year.  The agreement will close out salary negotiations for the 2021-2022 school year.

In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records.  
Rationale:
After the public has had the opportunity to express itself, the public school employer shall, at a meeting which is open to the public, adopt its initial proposal.

Meeting and negotiating shall not take place on any proposal until a reasonable time has elapsed after the submission of the proposal to enable the public to become informed and the public has the opportunity to express itself regarding the proposal at a meeting of the public school employer.
