Amend agreement between DLR Group | BakerNowicki and Alvord Unified School District to increase the agreement amount for the Culinary Arts Project at La Sierra High School. 
Rationale:

On July 18, 2019 the Board of Education approved an agreement with BakerNowicki (item 7.b.5) to provide conceptual design and planning services for the La Sierra Culinary Arts Project and due to unforeseen circumstances the project’s completion date has been extended and therefore an increase is needed. 
 
Board approval of this item will allow DLR Group | BakerNowicki to continue with services.

7.b.2. Approve Deductive Change Order No. 22 – Leonida Builders, Inc. – La Sierra High School
Recommended Motion:
Approve deductive change order No. 22 between Leonida Builders, Inc. and Alvord Unified School District for a credit to the contract due to the deletion of roofing from the scope of work on the Culinary Arts Project at La Sierra High School.
Rationale:

On March 4, 2021, the Board of Education approved Contract No. C3013435 in the amount of $3,600,000.00 for culinary arts project at La Sierra High School. Change Orders 1-7 were board approved on September 2, 2021 and Change Order 8-21 were board approved on November 4, 2021.

7.b.3. Approve Agreement – Service Master Restore - District-Wide
Recommended Motion:
Approve agreement between Service Master Restore and Alvord Unified School District to provide custodial services to cover absences and vacancies in the Operations Department not covered by existing staff.  This agreement will be effective November 19, 2021 through June 30, 2022. 
Rationale:

Service Master Restore will provide custodial services on an as needed basis to cover absences and vacancies. Service Master Restore has assisted many school districts with these types of services and have had a tremendous impact to maintaining a safer environment. Service Master Restore is qualified to provide these services. This agreement will be for the 2021-2022 school year.  

Board approval of this item will allow Service Master Restore to provide these services.

7.c.2. Ratify - Meal Service Agreement – Riverside County Superintendent of Schools, Special Education Programs
Recommended Motion:

Board ratification is requested for the meal services agreement between Riverside County Superintendent of Schools and Alvord Unified School District Child Nutrition Services. This agreement provides meals to the RCOE Special Education programs at Foothill Elementary, Hillcrest High School, La Granada South, Norte Vista High School, and Phillip M. Stokoe Elementary for the period of July 1, 2021, through June 30, 2022.

Rationale:
The Child Nutrition Services Department has provided breakfast and lunch meals to the RCOE Special Education program for many years.  Alvord Unified School District is reimbursed for meals by the Riverside County Superintendent of Schools.  This item is a ratification as the Child Nutrition Services Department recently received the Special Education Feeding Program Contract from RCOE for the 2021/22 School Year.

Board ratification of this item will allow Child Nutrition Services to proceed with services.

7.c.3. Amend Contract - Riverside County Superintendent of Schools, Head Start
Recommended Motion:
Board approval is requested to amend the contract between Riverside County Superintendent of Schools and Alvord Unified School District Child Nutrition Services to provide meals for Head Start programs for the 2021-2022 fiscal year.
Rationale:
On August 20, 2020, the Board of Education approved a contract with Riverside County Superintendent of Schools and Alvord Unified School District Child Nutrition Services, Item 7.c.9., for Revenue $101,221,000.00 (Revenue to Child Nutrition Fund) and Revenue $83,988.00 (Reimbursement from Riverside County Superintendent of Schools for employees and other expenses) to provide meal service to Bryant Park, Arlanza, Collett, La Granada and Stokoe Head Start programs for the period of September 1, 2020 through August 31, 2023. 

This item is brought forth to amend the original cost to include the increase to classified wages for the Food Service Worker Head Start positions.

7.d. Educational Services
7.d.1. Ratify Professional Services Agreement – Port View Preparatory Schools, Inc.
Recommended Motion:
Board ratification is requested for a professional services agreement between Port View Preparatory Schools, Inc. and Alvord Unified School District to provide behavioral and speech assessments, for an Alvord special needs student. This includes comprehensive testing, observation, and report. The results will be shared in an IEP meeting during the 2021-2022 school year. 
Rationale:

The Alvord Special Education Department contracts with non-public schools, such as Port View Preparatory Schools, Inc., to provide specialized educational services to Alvord students needing a specialized placement in order to access their Free Appropriate Public Education (FAPE).  Riverside County SELPA develops the contracts with the non-public schools as part of their agreement with their Local Educational Agencies (LEA-Districts).  If a service or assessment is needed that is not covered under Riverside County SELPA’s Master Contract, the Local Educational Agency (LEA-District) must develop their own contract with the non-public school.  

One of our students currently attending Port View Preparatory School is due for their Eligibility Evaluation (Required three-year re-evaluation). The District’s School Psychologist and Speech/Language Pathologist have very limited access to Port View Preparatory Schools, Inc. to complete the necessary assessments and observations required to complete the evaluations. Port View’s restrictions to outside providers, per COVID-19 Guidance, also limits access to this student. Port View Preparatory School have the appropriate, credentialed staff able to conduct these assessments. Their fee is within the range of other similar providers.  

Board ratification of this item will allow Port View Preparatory Schools, Inc. to provide the required Three-Year Eligibility Evaluations for an Alvord student attending the school as required by Education Code.

Contract Template – Non-Construction Consultant Services Agreement, will be used for this contract, which was Board Approved on August 20, 2020.

7.d.2. Amend Agreement – All City Management Services, Inc.-Loma Vista Middle School
Recommended Motion:
Amend agreement between All City Management Services, Inc. and Alvord Unified School District to provide a trained crossing guard for Loma Vista Middle School, from November 29, 2021 through June 30, 2022.
Rationale:

All City Management Services, Inc. has been providing our schools with crossing guards for several years.  They are efficient in assisting us by adding additional crossing guards when needed.

It has been determined that an additional crossing guard is needed at the intersection of Western Avenue and Arlington Avenue to assist with students crossing Arlington Avenue. 

Board approval to amend this agreement will allow All City Management Services, Inc. to provide one additional crossing guard starting November 29, 2021 through June 30, 2022.

FISCAL IMPACT: An increase of $10,748.40 to the current 2021-22 Contract ($127,764.00) for a total fiscal impact of $138,512.40 (General Fund/Unrestricted)

7.d.3. Approve Professional Services Agreement – Angela Taylor
Recommended Motion:
Board approval is requested for an agreement between Angela Taylor and Alvord Unified School District to provide professional development services to support the Early Childhood Program.  This agreement would be effective November 19, 2021 through June 30, 2023.
Rationale:
Retired teacher on special assignment and former kindergarten teacher, Angela Taylor, has worked closely with establishing programs and supporting teachers as they transition to full-day programs.  She served as the task force lead and on-going support in developing strategies, schedules, and curriculum for full-day kindergarten, transitional kindergarten, as well as supporting State preschool programs.  Working closely with Alvord’s teacher on special assignment and staff her expertise would be invaluable as the district prepares to implement full-day kindergarten and TK and strengthen its Early Childhood Education Program.    

Under this agreement, Ms. Taylor would support the Early Childhood Program with curriculum development, teacher in-service, and teacher support.  Her services would also include teacher mentoring, designing of activities and room environments and practices to best serve Preschool and Transitional Kindergarten students, and researching resources and programs that align with state standards and frameworks.

Board approval of this agreement would allow Angela Taylor to provide professional development services to support the Early Childhood Program.

Contract Template III Agreement, which was Board approved on August 20, 2020, will be used for this agreement.

7.d.4. Approve Riverside County Superintendent of Schools Agreement IN70361 - La Sierra High School
Recommended Motion:

Board approval is requested for the agreement between Riverside County Superintendent of Schools and Alvord Unified School District for CTE instructors extra-duty hours during the 2021-2022 school year.

Rationale:

This agreement will allow RCOE CTE teacher, Mark Porter, additional hours for site leadership and department chair meetings.  This agreement is not to exceed 15 hours for the 2021-2022 school year. 

The agreement was received from RCOE on November 1, 2021.  

RCOE teachers cannot be paid on district personnel action forms and must have a contract for additional hours.

Recommended Motion:

Board approval is requested for the Memorandum of Understanding between the Riverside County Superintendent of Schools and Alvord Unified School District for use of facilities at Norte Vista High School.

Rationale:

This MOU will allow RCOE the use the welding room at Norte Vista High School for evening adult classes.  RCOE will provide industry standard equipment for the room that our CTE students in the AG Mechanics pathway can utilize.

This agreement was received from RCOE on November 1, 2021.

Recommended Motion:
Board approval is requested for a Data Sharing Agreement between Alvord Unified School District and Curriculum Associates, LLC to provide diagnostic and instruction export data to eduCLIMBER.  The term of this agreement would be November 19, 2021 through June 30, 2022.
Rationale:
Under this agreement, Alvord Unified School District would authorize Curriculum Associates to provide diagnostic and instruction export data to eduCLIMBER.  This sharing of data would allow Curriculum Associates and eduCLIMBER to better provide services to Alvord Unified School District.  The sharing of data is at the request of Alvord Unified School District, and Alvord Unified School District would consent to the provision of such data to eduCLIMBER by Curriculum Associates by a secure means.

Board approval of this agreement would establish a data sharing partnership between Alvord Unified School District, Curriculum Associates and eduCLIMBER during the 2021-2022 school year.

7.d.8. Approve Picture Day Agreement – School House Photo LLC, Hillcrest High School
Recommended Motion:
Board approval is requested for an agreement between Hillcrest High School and School House Photo LLC. to provide  school photos, athletic photos, ID cards, and yearbook materials to Hillcrest High School for the 2022-2023 school year.
Rationale:
This will be Hillcrest High School’s first year working with School House Photo LLC to provide photography services, IDs, and yearbook resources.  All pictures would be pre-ordered and prepaid by the families interested in placing an order. School House Photo LLC would provide identification photos for Aeries, ID cards, and an ID card replacement printer to be used during the school year.

Board approval of this agreement would allow Hillcrest High School to proceed with photography services provided by School House Photo LLC during the 2022-2023 school year.

7.e.1. Amend Increase in Work Year for One Campus Supervisor II Position – Adult Education
Recommended Motion:
Board approval is requested to amend the increased work year for one Campus Supervisor II position that was previously approved at the November 4th Board meeting.
Rationale:
At the November 4th Board meeting, an increase was approved to go from a 96-day work year to a 111-day work year for the Campus Supervisor II position for the Adult Education program.  The work year increase should have been 132-days. Board approval of this amendment will provide the additional days to support the needs of the Adult Education program.  

FISCAL IMPACT: $4,825.00.00 (General Fund/Restricted – Adult Education)

8.b.1. Set Annual Organizational Meeting of Governing Board
Recommended Motion:

Staff recommends setting the Regular Board Meeting scheduled on Thursday, December 16, 2021, as the date of the Annual Organizational Meeting of the Governing Board of the Alvord Unified School District.

Rationale:

In accordance with the Education Code, the Governing Board of each school district shall hold an Annual Organizational Meeting. This year, the Annual Meeting must be held between December 10 and December 25, 2021. Alvord Unified School District is required to notify the Riverside County Superintendent of Schools on or before November 17, 2021, of the day, time and place of the Annual Organizational Meeting. The Office of the Riverside County Superintendent of Schools has been notified that due to receiving the annual Organizational Meeting documents at a later date than customary, Alvord Unified School District’s Annual Organizational Meeting date will be approved at the second Regular Board Meeting in the month of November, which is Thursday, November 18, 2021.It is recommended that the regularly scheduled meeting on December 16, 2021, be established as the Annual Organizational Meeting.

Recommended Motion:
“Notice of Public Hearing” was published on Alvord Unified School District's website to make the public aware of the 2020-2021 Annual and Five Year Report for Fiscal Year 2020/2021 and its availability for public inspection prior to the Board of Education meeting in compliance with Government Code Sections 66006 and 66001.
Rationale:
A Public Hearing is being held to provide the public and interested parties an opportunity to give input on the Annual and Five Year Report for Fiscal Year 2020-2021 prior to the Board of Education taking action.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 20 – Annual and Five-Year Report for Fiscal Year 2020-2021.
Rationale:
Government Code Sections 66006 and 66001 requires compliance to maintain a separate capital facilities account of Reportable Fees.  This account allows for expenditures to be utilized for construction and/or modernization of district facilities.

With the adoption of this Resolution, Alvord Unified School District will make public the Annual and Five-Year Report containing information and proposed findings regarding the collection and expenditures of Reportable Fees.

8.d.1. Presentation – Educator Effectiveness Block Grant
Speaker:
Emily M. Devor, Ed.D.
Recommended Motion:

Emily M. Devor, Ed.D., Director III, Elementary Education, will provide a presentation on the Educators Effectiveness Block Grant (EEBG). The EEBG are funds provided to school districts in an equal amount per full-time equivalent certificated staff and full-time equivalent classified staff count, from the 2020-2021 school year. The FTE calculations are based on the data submitted through the California Longitudinal Pupil Achievement Data Systems and classified staff data submitted through the California Basic Education Data System as of October 2020.  The funds may be expended within the 2021-2022 fiscal year to the 2025-2026 fiscal year. The funds shall coordinate and supplement with Title II funds already received by the school district. 

The funds are intended to be spent on professional development for staff (certificated or classified) who work or interact with students. There are up to 10 areas of focus in the grant. This presentation will share the 10 focus areas, methods of input to identify professional development needs, and a draft of the expenditure plan.
 
The EEBG plan shall be presented in a public meeting of the governing board before its adoption in a subsequent public meeting.

8.e.2. CONDUCT PUBLIC HEARING – Sunshine Negotiations between Alvord Unified School District and California School Employees Association and its Alvord Chapter 339 – 2021-2022 School Year
Recommended Motion:
In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records.  
Rationale:
After the public has had the opportunity to express itself, the public school employer shall, at a meeting which is open to the public, adopt its initial proposal.

Meeting and negotiating shall not take place on any proposal until a reasonable time has elapsed after the submission of the proposal to enable the public to become informed and the public has the opportunity to express itself regarding the proposal at a meeting of the public school employer.

Notice of Public Hearing - Sunshine CSEA and its Alvord Chapter 339 Initial Proposals
8.e.3. Sunshine Initial Proposals from California School Employees Association and its Alvord Chapter 339 – 2021-2022 School Year
Recommended Motion:
Board acceptance is requested of the initial proposals from California School Employees Association and its Alvord Chapter 339 for the 2021-2022 School Year. 
Rationale:
In accordance with Government Code 3547, all initial proposals for exclusive representatives and of public school employers, which relate to matters within the scope of representation, shall be presented at a public meeting of the public school employer and thereafter shall be public records.  

After the public has had the opportunity to express itself, the public school employer shall, at a meeting which is open to the public, adopt its initial proposal.

Meeting and negotiating shall not take place on any proposal until a reasonable time has elapsed after the submission of the proposal to enable the public to become informed and the public has the opportunity to express itself regarding the proposal at a meeting of the public school employer.

Per Article XXI – Term, there may be reopeners on Article VI – Wages and Benefits and two (2) additional articles to be selected by each party.

California School Employees Association and its Alvord Chapter 339 has an interest in reopening:

CSEA reserves the right to open different topics during the successor agreement negotiations, subject to the appropriate notice requirements under the law and CSEA policies.

8.e.4. CONDUCT PUBLIC HEARING - Proposed Tentative Agreement between Alvord Unified School District and the California School Employees Association and its Alvord Chapter 339 Regarding Appendix B – Wages “Me Too” Settlement for School Year 2021 -2022
Recommended Motion:
Public notice was posted ten (10) days prior to this public hearing in order to give interested parties an opportunity to review the proposed tentative agreement between the District and CSEA.  This Public Hearing is for the purpose of receiving input from the public regarding the tentative agreement, its provisions and economic impact on the District.
Rationale:
Pursuant to California Government Code 3547, California school districts are required to disclose the fiscal impact of any negotiated agreement, and conduct a public hearing so that members of the public may be given the opportunity to provide input prior to ratification by the Board.

8.e.5. Accept Proposed Tentative Agreement between Alvord Unified School District and California School Employees Association and its Alvord Chapter 339 for School Year 2021 -2022
Recommended Motion:
Board approval is requested for acceptance of the Alvord Unified School District and California School Employees Association and its Alvord Chapter 339 (CSEA) Tentative Agreement Proposal for the Appendix  B – Wages “Me Too” Settlement pursuant to the requirements of California Government Code Section 3547.  
Rationale:
This agreement provides for a 5.07% salary increase for the 2021-22 school year.  The agreement will close out salary negotiations for the 2021-2022 school year.

Dusty Nevatt, Chief Business Officer, will provide a short presentation of updates to the district's general fund budget since the 2021/22 Budget was adopted in June 2021.  The 2021/22 First Interim Budget & Financial Report will be presented at the December 2021 for board approval.
