9.b.1. Ratify Amendment No. 3 – Weka, Inc. – License to Use Empty Lot at Child Nutrition Services
Recommended Motion:
Ratify Amendment No. 3 between Weka, Inc. and Alvord Unified School District to extend the use of a portion of the lot adjacent to the parking lot at Child Nutrition Services (CNS) (7377 Jurupa Avenue, Riverside, CA), effective January 1, 2022 through May 31, 2022.
Rationale:
On December 17, 2020 the Board Approved for Weka, Inc. to use a portion of the lot adjacent to the parking lot at CNS. Weka, Inc. is requesting to extend the use until the project is completed, which could be through May 31, 2022.  The District will continue billing monthly until then. 

Board ratification of this item will allow Weka, Inc. to continue to use the empty lot through May 31, 2022 and generate revenue for the District at $550.00 per month.

9.b.2. Approve Agreement – DLR Group | Baker Nowicki – District-Wide
Recommended Motion:
Approve agreement between DLR Group | Baker Nowicki (DLR Group) and Alvord Unified School District for development of an Interactive Website in conjunction with the District-Wide Facilities Master Plan, effective March 4, 2022 through June 30, 2023. 
Rationale:

DLR Group will provide architectural services to design, code and implement an interactive website in conjunction with the District-Wide Facilities Master Plan, which will include data dashboards for twenty-three facilities and annual hosting and platform. DLR Group has provided these services for other districts in the past and is qualified. 

Board approval of this item will allow DLR Group | Baker Nowicki to proceed with services.

9.b.3. Approve Agreement – Jana Mills – District-Wide
Recommended Motion:
Approve agreement between Jana Mills and Alvord Unified School District to provide consulting services, including contracting, procurement and public works on an as needed basis District-Wide, effective March 4, 2022 through June 30, 2023. 
Rationale:
Jana Mills has over 28 years of experience and extensive knowledge of codes and regulations relevant to the consultation provided to California public schools.  She will offer her expertise regarding procurement matters and contracts for projects throughout the district. Board approval of this item will allow Jana Mills to provide with services.

9.d.1. Ratify Agreement - Nepris, Alternative Education Programs
Recommended Motion:
Board approval is requested for the ratification of the agreement between Nepris and Alvord Unified School District for an annual subscription to Nepris’ online platform. Site licenses became effective February 28, 2022 through February 28, 2023.
Rationale:

The Nepris online platform provides a bridge between industry and education by facilitating virtual connections between industry guest speakers and the educational classroom.  Teachers are able to select a curriculum topic or student project and Nepris finds and invites the right industry professional to show how the topic is applied in their work.  Students have an opportunity to engage in discussion and submit questions and every professional has a proven framework to guide them towards productive classroom discussion.  

Students gain exposure to high tech professionals and related job skills so they can connect what they learn in the classroom to real careers.  The Nepris platform helps integrate this kind of exposure into the classroom on a regular basis so that students can connect with great companies and be inspired to choose courses that will lead them to fulfilling careers.

Under this agreement, Nepris will provide site licenses to four high schools and four middle school CTE sites with unlimited access for all teachers, counselors, administrators, staff, students, and families within each site, as well as online/virtual professional development focused on getting started and implementation.

Board ratification of this agreement will allow Nepris to continue providing access to their online platform through February 28, 2023.

9.d.2. Amend Maintenance Contract – Konica Minolta, Loma Vista Middle School
Recommended Motion:
Board approval is requested for an amendment to the maintenance contract with Konica Minolta for maintenance and service to a multi-function copier at Loma Vista Middle School.  The effective date would be July 1, 2021 through June 30, 2022.
Rationale:
Konica Minolta has been a valued business partner with Alvord Unified School District for over twenty years and the District has been pleased with the services they have provided.

The Board approved the renewal of the maintenance agreement on June 3, 2021 under Item 8.d.3. and an amendment to increase the total amount of the contract on December 16, 2021 under Item 11.d.5.  Additional usage has made it necessary to increase the total amount of this contract.  

Board approval of this amendment will allow Konica Minolta to continue providing service and maintenance to this copier at Loma Vista Middle School. Under this agreement, the vendor will provide labor, toner and replacement parts for the following machine.

Recommended Motion:

Board approval is requested for the agreement between Riverside County Superintendent of Schools and Alvord Unified School District for CTE instructor extra-duty hours during the 2021-2022 school year.

Rationale:

This agreement will allow for RCOE CTE teacher Mark Ferguson additional hours to teach the construction course in Adult Education.  This agreement is not to exceed $10,696.88 for the 2021-2022 school year.

This agreement was received on January 14, 2022.

RCOE teachers cannot be paid on district personnel action forms and must have a contract for additional hours.

9.d.6. Approve Professional Services Agreement – Bell Educational Solutions
Recommended Motion:
Board approval is requested for a professional services agreement between Bell Educational Solutions and Alvord Unified School District to provide consulting services to the District in the development and design of the Local Control and Accountability Plan.  This agreement would be effective March 4, 2022 through June 30, 2022.
Rationale:
On February 10, 2022 under Item 8.d.4., the Board approved an agreement with Bel Educational Services for leadership support in the development of the Supplement to the Annual Update to the 2021-22 Local Control and Accountability Plan.  Those services expired on March 1, 2022.

Under this new agreement, Bell Educational Solutions would continue to provide managerial and leadership support to Alvord Unified School District’s Educational Services Division in the development of the Local Control and Accountability Plan.  

Board approval of this agreement would allow Bell Educational Solutions to continue with consulting services to the district.

Recommended Motion:
Board approval is requested for a professional services agreement between Life Changers Intl. LLC, and Alvord Unified School District to provide the Brace Yourself for Kevin Bracy Greatness assembly at Villegas Middle School. The term of this agreement will be March 4, 2022 through June 30, 2022.
Rationale:
LifeChangers Intl. will offer a motivational assembly to Villegas Middle School students during the school day to raise “greatness” everyday with kind and positive words and actions.  The message will be that each student has the potential to make a positive difference and that parents are part of the process, making sure their student attends school each day and that they can also make a positive difference in the lives of their student and community.  

Board approval of this agreement will allow LifeChangers Intl. LLC to provide a motivational assembly for students and parents at Villegas Middle School.

Recommended Motion:
Board approval is requested for an agreement between Alvord Unified School District and Castle Park for a fifth grade field trip for students at Collett Elementary.  The effective dates of this agreement would be May 2, 2022 through May 25, 2022. 
Rationale:
Collett Elementary has been working with Castle Park to provide students with a field trip that incorporates the 5th grade math standards to everyday life and activities. Fifth grade students will walk to Castle Park on the day of the event. Admission to Castle Park and a meal ticket for each student would be provided under this agreement. It is estimated that eighty-six students and nine chaperones will attend this event.

Board approval of this agreement will make it possible for 5th grade students at Collett Elementary to attend the field trip and Castle Park.

Recommended Motion:
Board approval is requested for an agreement between Enrique Gomez and Alvord Unified School District for Disc Jockey services at Norte Vista High School’s Prom on April 29, 2022 at the South Coast Winery Resort and Spa in Temecula, CA.
Rationale:
Norte Vista High School will be holding their annual Prom on Friday, April 29, 2022 at the South Coast Winery Resort and Spa in Temecula.  Norte Vista student body would like to contract DJ Enrique Gomez to provide disc jockey services consisting of musical entertainment by means of a recorded music format at the annual prom.

Board approval of this agreement will allow Enrique Gomez to provide DJ services at Norte Vista High School’s prom on April 29, 2022.

Recommended Motion:
Board approval is requested for an agreement between In-N-Out Burger and Alvord Unified School District to provide meals for students participating in the Norte Vista High School Senior Graduation incentive event on May 17, 2022.
Rationale:
Norte Vista High School would like to hold a cookout event on May 17, 2022 as a Senior Graduation incentive for students.  The agreement with In-N-Out Burger would allow the school to provide meals from the In-N-Out Burger truck for the cookout event.  

Under this agreement, In-N-Out would provide seven hundred (700) hamburgers, cheeseburgers, chips and drinks for senior students participating in the event.

Board approval of this agreement would allow Norte Vista High School to hold a cookout to provide In-N-Out meals to students on May 17, 2022.

Board approval is requested for a professional services agreement between Jaytown Industries Inc and Alvord Unified School District for the installation of custom window graphics at Foothill Elementary School. This agreement would be effective March 7, 2022 through June 30, 2022. 
Rationale:
Foothill Elementary School would like to install custom window graphics in the school main office to promote school spirit and enhance the aesthetic of the building. The one-way visible film will provide energy savings and improve safety.

Under this agreement, Jaytown Industries Inc would provide labor to install custom window graphics for the main office windows at Foothill Elementary School.

Board approval of this agreement would allow Jaytown Industries Inc to install custom window graphics at Foothill Elementary School during the 2021-2022 school year.

Rationale:
Norte Vista will hold its annual Prom Formal Dance on Friday, April 29, 2022 at the South Coast Winery Resort and Spa in Temecula, CA.  Caricature Artist services consisting of drawing cartoon character-like images of guests by means multi-colored sharpie pens will be provided by Caricature Artist, Max Espinoza during the event.

Rationale:
La Sierra High School would like to hold their Senior Sunset Drive-In Movie Night on May 6, 2022 at La Sierra High School.  Under this agreement, SOS Entertainment would provide audio and video equipment for the event.

Board approval of this agreement will allow SOS Entertainment to provide entertainment services at La Sierra High School’s Senior Sunset Drive-In Movie Night on May 6, 2022.

Recommended Motion:
Board approval is requested for a catering and event agreement between The Eagle Glen Golf Club and Alvord Unified School District for event arrangements to be provided for Norte Vista and La Sierra High Schools’ joint 2023 Winter Formal Event on Friday, January 13, 2023.
Rationale:
Norte Vista and La Sierra high schools would like to hold their annual Winter Formal on Friday, January 13, 2023 at Eagle Glen Golf Club in Corona, CA.  Event arrangements by Eagle Glen Golf Club would include the ballroom, a beverage station, full nacho bar, and appetizers for 4 hours.  The Norte Vista and La Sierra High School Associated Student Bodies would cover all expenses.

Board approval of this agreement would allow The Eagle Glen Golf Club to provide their venue for Norte Vista and La Sierra High Schools’ Winter Formal on Friday, January 13, 2023.

9.d.15. Approve Overnight Trip - HOSA 2022 State Leadership Conference, La Sierra High School
Recommended Motion:
Board approval is requested for twenty-two students and three chaperones from La Sierra High School to attend the HOSA (Health Occupations Students of America) 2022 State Leadership Conference on March 24-27, 2022, at the Long Beach Convention Center in Long Beach, California.
Rationale:
The Cal-HOSA State Leadership Conference will bring together future health care professionals from across California to experience HOSA at its absolute best. For the State Leadership Conference, students pick a competition, prepare the skill, hone their craft, and finally perform to possibly win a medal.  This is the time when over 4,000 members, advisors, and industry partners come together for inspirational speakers, leadership workshops, professional development, and career guidance.  Attendees have many enriching activities to choose from including educational symposiums, College and Career Fair, Courtesy Corps, and HOSA Village.  Competitors are recognized, officers are sworn in, and scholarships are presented during the State Leadership Conference.  Throughout the conference attendees will have the opportunity to meet many fellow California HOSA members who have similar interests.  

Students and chaperones would travel from Riverside to Long Beach by district bus.  Hotel accommodations would be arranged near the venue.  Male and female students would be housed separately and chaperones of the same gender would supervise each group.  The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips.  All state and local COVID protocols will be enforced including a vaccine mandate and masks while attending all indoor meetings and activities.

Board approval of this agreement will allow twenty-two students and three chaperones from La Sierra High School to attend the HOSA (Health Occupations Students of America) 2022 State Leadership Conference on March 24-27, 2022, at the Long Beach Convention Center in Long Beach, California.

FISCAL IMPACT:  $12,592.00  (General Fund/Restricted, CTEIG/Perkins: $5,772.00; ASB funds: $6,820.00)

9.d.16. Approve Memorandum of Understanding-McKinley Children's Center, a California non-profit corporation
Recommended Motion:

Board approval is requested for a Memorandum of Understanding between McKinley Children’s Center, a California non-profit corporation and Alvord Unified School District to provide mental health services and support for eligible and enrolled youth and/or their family members in the Alvord Unified School District.  Effective March 4, 2022 through March 14, 2025.

Rationale:
There is increasing data pointing to the need for school districts to provide access for students and families to mental health services.   McKinley Children’s Center is a non-profit corporation and a contractor with the Riverside University Health System-Behavioral Health.  They will provide mental health counseling and services for Alvord students and families that are Medi-Cal eligible based on referrals from counselors or a designated site referral team.  McKinley Children’s Center will work collaboratively with Alvord sites to tailor their services to meet the needs of our families.  This can include a school-based mental health team member present during regular school days and hours and/or in-home services.  They will also provide linkage to other programs and services if necessary to meet the needs of the student/family.

Board approval of the Memorandum of Understanding will allow McKinley Children’s Center to provide mental health services and support for eligible and enrolled youth and/or their family members in the Alvord Unified School District.

10.b.2. Consideration of and Action on Amendment to Employment Contract With Assistant Superintendent of Human Resources
Recommended Motion:
Board approval is requested for Consideration of and Action on Amendment to Employment Contract With Assistant Superintendent of Human Resources.
Rationale:

Effective July 1, 2020, the District and the Assistant Superintendent of Human Resources entered into an employment agreement. The District seeks to extend the contract of the Assistant Superintendent of Human Resources for three years. Under the proposed amendment to the employment agreement, the Assistant Superintendent will be employed from July 1, 2022 through June 30, 2025. The amendment will also provide for the Assistant Superintendent’s membership in two professional organizations. All other terms of the July 1, 2020 agreement will remain in full force and effect, including compensation under the Assistant Superintendent’s salary schedule. The District will also provide the Assistant Superintendent with health and welfare benefits and a life insurance policy. The Assistant Superintendent shall be required to provide 224 days of service to the District.

FISCAL IMPACT: $600.00 for Professional Membership

Recommended Motion:
Board approval is requested for the adoption of Resolution No. 32 - District Organizational Structure.
Rationale:
Approval is requested for the attached resolution to establish an organizational structure that supports the Governing Board's vision to prioritize collaborative leadership and practices for educators and administrators that establish a culture of professional learning, collective trust, and shared responsibility for outcomes in a manner that includes students, families, and community members. 

As described in the resolution, certain positions have been eliminated and certain positions have been established.

10.c.1. Authorization to Finalize 2021/22 Supplemental Employee Retirement Program (SERP)
Recommended Motion:

Final Governing Board action to authorize the Assistant Superintendent, Human Resources, and the Chief Business Officer to finalize the 2021/22 Supplemental Employee Retirement Plan (SERP) as outlined in Resolutions 21 & 23.

Rationale:

On December 9, 2021, the Governing Board approved Resolution # 21 authorizing the SERP for the Management & Certificated Non-Management employee groups.

On December 16, 2021, the Governing Board approved Resolution # 23 authorizing the SERP for the Classified Non-Management employee group.

SERP enrollment packages were required to be submitted by February 8, 2022.

Keenan has calculated and provided the following information:

A total of 93 current staff members have elected to take the 2021/22 SERP authorized by the board in December 2021. Those electing to take advantage of the SERP include:

  • 2 Management
  • 56 Certificated Non-Management staff
  • 35 Classified Non-Management staff

FISCAL IMPACT:  Projected Savings for the 2021/22 SERP is $6.2M over the next five years

10.d.1. Adopt Annual Resolution No. 33 – Music In Our Schools Month
Recommended Motion:
Board approval is requested for the adoption of Resolution 33, an annual resolution for Music In Our Schools Month for March 2022. The National Association for Music Education has proclaimed the month of March as Music In Our Schools Month, the time of year when music education is celebrated in schools across the nation.
Rationale:
Music In Our Schools began as a single statewide celebration in 1973, and in 1985 became a month-long celebration of music in our schools. March has been officially designated by The National Association for Music Education for the observance of Music In Our Schools Month.

The proposed Resolution No. 33 affirms Alvord’s commitment to participate in Music In Our Schools Month for March 2022.

10.d.2. Adopt Annual Resolution No. 34 – Women’s History Month
Recommended Motion:
Board approval is requested for the adoption of Resolution No. 34, designating March 2022 as Women’s History Month.
Rationale:
The timeline of women’s history milestones stretches back to the founding of the United States.  From Abigail Adams to Susan B. Anthony, Soujourner Truth to Rosa Parks, women’s contributions to history, culture, and society have been observed annually in the month of March since 1987.

This resolution is one of the ways that our District will participate in this statewide recognition by celebrating the history and contributions of women in United States History.

Recommended Motion:
Board approval is requested for adoption of Resolution No. 35 – Certificated Non-Reelections.  California Education Code Section 44929.21 requires that the Governing Board approve the decision not to reelect identified certificated probationary employees for the succeeding school year.   
Rationale:
Staff is recommending the certificated employee identified on Resolution No. 35 be non-reelected for the 2022-2023 school year.

Education Code Section 44929.21 requires that the Governing Board, on or before March 15th of the second complete consecutive probationary year, shall notify a probationary employee, in a position requiring certification qualifications, of the decision to reelect or not reelect the employee to such a position for the succeeding school year.
