The City of Riverside utility vault box at Collett Elementary needs to be relocated prior to the completion of the parking lot project. Neff Construction, Inc. is qualified to perform these services and Board approval of this item will allow Neff Construction, Inc. to proceed with these services.

Ratify agreement between Mission Property Advisors, Inc. and Alvord Unified School District to provide consulting services, effective May 20, 2022 through June 30, 2023. |
Mission Property Advisors, Inc. will conduct a site visit and will inspect the property interior if permitted by the listing agent. This agreement will also include the following; interview listing broker, analysis of current bank lease, which is purportedly still in place, spreadsheet analysis of land comps less estimated cost of demolition for the building, spreadsheet analysis of single tenant building sales. If the remaining lease term is 1 year or less, then vacant buildings will be used. If the remaining lease term is more than 1 year, then leased comps will be used, consultant to the District on value scenario and recommendation on what to offer for purchase.
Approval of this item will allow Mission Property Advisors, Inc. to proceed with services.

Ratify Amendment No. 2 between Rhythm Tech Productions, LLC and Alvord Unified School District to increase the agreement amount for stage and sound services for commencement ceremonies at K.R. Zack Earp Stadium. |
On March 17, 2022, the Board of Education approved an agreement with Rhythm Tech Productions, LLC for $21,000.00 (item 9.b.4) and Amendment No. 1 was board approved on May 5, 2022 for $3,200.00 (item 9.b.1). Amendment No. 2 is necessary due to safety reasons. Due to high winds the banner was required to be swapped out with a video wall.
Board approval of this item will amend the fiscal impact of $24,200.00 by an additional of $5,000.00 for a total of $29,200.00.

Monthly servicing and maintenance is needed in order to keep our sites free of fire ants, insects and/or pests. Advanced Pest Management has been in this industry for over forty-five years and has worked with other public entities for the past twenty-five years. This agreement will be for the 2022-2023 school year.
Board approval of this item will allow Advanced Pest Management LLC to proceed with services.

Burgess Moving & Storage (Burgess) has provided valuable services for Alvord Unified School District for over five years. Burgess is able to meet the demands that will minimize disruption of day to day services for our students and staff. This agreement will be for the 2022-2023 fiscal year.
Board approval will allow Burgess to proceed with services as needed.

Approve agreement between Efrain Rubio and Alvord Unified School District to construction management services at various sites, effective July 1, 2022 through June 30, 2023 |
There are two projects that are under construction and need a qualified construction management to oversee them. La Sierra Culinary Arts project will be completed in two months and Hillcrest High School Portables will be underway soon. These projects need to be monitored and Efrain Rubio has provided these services for the District in the past and has proven to be a reliable vendor.
Approval of this agreement will allow Efrain Rubio to proceed with services.

Approve agreement between Epic Engineers and Alvord Unified School District to perform surveying and civil engineering services at Collett Elementary School, effective June 10, 2022 through June 30, 2023. |
Epic Engineers will perform field survey and civil engineering services for Collett Elementary School parking lot. They will survey, prepare legal description and plat for the dedication of right of way to the City of Riverside and process document through the City of Riverside.
Board approval will allow Epic Engineers to proceed with these services.

Approve agreement between Pro Line Gym Floors, Inc. and Alvord Unified School District, to recoat and maintain the gymnasium floors at various sites throughout the District, effective July 1, 2022 through June 30, 2023. This expenditure will be included in the 2022-2023 budget. |
Twice a year the gymnasium floors at Wells Middle School, Hillcrest, La Sierra and Norte Vista high schools need to be re-coated to protect flooring and ensure that floors remain in good condition. Pro Line Gym Floors, Inc. does minor touch up of lines and applies one coat of Hillyard Icon Gym Finish. This re-coating helps extend the life of the gymnasium floors. During summer break we also have Pro Line Gym Floors, Inc. re-coat the stage at Stokoe Elementary and the stage at Wells Middle School. Pro Line Gym Floors, Inc. has provided these services for the District for over ten years and has proven to be a reliable vendor.
On December 12, 2019, the District adopted Resolution No. 32 BA and 33 BA electing to participate in the California Uniform Public Construction Cost Accounting Act (“CUPCCAA”). CUPCCAA requires specific procedures to remain compliant, inclusive of bidding maintenance and public projects undertaken for projects with a value of $60,000 or more. As a CUPCCAA District, projects under $60,000 only require informal written proposals in accordance with District policy and internal procedures. District staff must still follow all other requirements related to the Department of Industrial Relations (“DIR”) prevailing wage, insurance, plus payment and performance bonds when the value of the contract exceeds $25,000. The District has ongoing requirements for variety small maintenance and public projects under $60,000 in order to maintain or improve facilities Board approval will allow Pro Line Gym Floors, Inc. to proceed with services. Sandy Pringle Associates Inspection Consultants, Inc. has provided these services for Alvord High School in the past and has proven to be a valuable resource for the District. Hillcrest High School will have the portables project that will need DSA services and approval of this agreement will allow Sandy Pringle Associates to proceed with services as needed.

On October 7, 2021, the Board of Education approved contract C3013726 (item 9.b.3) in the amount of $652,494.00 for repairs to drainage.
All contracted work performed at the site has been completed. It is now appropriate to file a Notice of Completion (NOC) with the Riverside County Clerk-Recorder’s Office for this school.
The final contract amount for the site is as follows: School Site: Hillcrest High School Final Contract Amount: $656,510.94
The grand total amount for the above listed school includes final change orders. The date of acceptance for completion of the project has been established as March 25, 2022.
Board approval of this item will allow staff to complete the process of filing a Notice of Completion with Riverside County Clerk-Recorder’s Office.

Board approval is requested for the renewal of year three of the three year agreement with School Innovations & Advocacy (SI&A). SI&A provides consulting services and assistance in the preparation and filing of reimbursement claims for the Mandated Cost Reimbursement Program, legislatively mandated by the State of California, as well as an assessment of the District’s compliance practices relating to its participation in the Mandated Block Grant Program.

In January 2014 California Education Code Section 60640 established the CAASPP System of assessments. Because the introduction of this requirement constitutes a new state mandate, the district is seeking to contract with SI&A to assist in securing reimbursement for expenses related to compliance. School Innovations & Advocacy (SI&A) provides Mandated Cost reimbursement consulting services which include ensuring compliance with the requirements for receiving the Mandated Block Grant. SI&A agrees to provide the following: - Prepare and file reimbursement claims for any applicable prior year reimbursement claims based on program participation
- Prepare and file late amended reimbursement claims, based on program participation
- Prepare and file newly claimable programs approved by the Commission on State Mandates
- Hold Training sessions for District staff
- Monitor mandated cost tracking systems
- Research and assist District with data collection for test claims
- Serve as liaison with the State Controller’s Office
- Provide representation of District with respect to any State audit of claims
Submission of MandatedCost Claims for CAASPP and Mandated Reporter Training is expected to generate revenue in excess of the cost of services provided by SI&A. Crossing guards will be stationed at twenty (20) established intersections to assist Alvord students on their way to and from the Expanded Learning Summer Academy. Board ratification is requested for a professional services contract between Knowledge Saves Lives, Inc. and Alvord Unified School District to provide mandatory State Bill 390 training to campus supervisors. |
According to California State Bill 390, all school security employees must undergo a mandatory school safety training course. Knowledge Saves Lives, Inc. provides a three-day, total of 24 hours, certified hands-on approach to training, communication and de-escalation techniques, search and seizure laws as well as best practices to match district policies on safety and security. Participants will receive the California Bureau of Security and Investigative Services (BSIS) certificate of training upon completion of 24 hours of instruction. Most Alvord campus supervisors were trained in the Fall of 2021, this training is for approximately sixty (60) campus supervisors who were hired after the training dates or were unable to attend all three Saturday dates of the previous training. This course meets the standards for the certification requirements of California Education Codes: §38001.5 and California State Bill 390. The purpose of this MOU is to set forth the rights and responsibilities of Riverside County Superintendent of Schools (RCSS) and Alvord Unified School District with respect to student data collected or retained. RCSS shall provide services designed to assist the District with requirements and mandates for managing or reporting on data collected by the District, potentially including the integration of data between disparate systems, and staff and pupil records. Under this MOU, the District provides system linkages, or necessary data extracts, or permission access to the District’s student information system between parties. On August 19, 2021, the Board of Education approved an agreement with Creating Creators for a pilot program for Norte Vista High School film program. Being a pilot program, it was realized quickly that there needed to be an additional teacher to be able to service all of the students. Creating Creators found a teacher right away. With the additional teacher there is a need to increase the contact amount to be able to carry the program to the end of the year. Creating Creators founders, Jessica Just and Polo Munoz, both well known in the film industry, will bring their program to the Norte Vista High School film and production program. The Creating Creators program will enhance the writing skills of Norte Vista High School students with workshops, a pilot film class and professional development for teachers. Students in the Creating Creators program will get the opportunity to work with film industry professionals to write, produce, and create their own small films.

Approval of this agreement will allow California School for the Deaf, Riverside to continue the services of a paraprofessional to serve an Alvord student with medical needs requiring a one-to-one aide. This agreement provides for 36 hours per week during the 2022-2023 school year and 30 hours per week for three weeks during June and July 2023. |
The Individuals with Disabilities Education Improvement Act of 2004 (IDEIA’04) requires that school districts provide a free, appropriate, public education for all students with disabilities ages 3-22.
The Riverside County Office of Education (RCOE) historically provided Special Circumstance Paraprofessionals, through a memorandum of understanding (MOU) with Alvord USD, for students attending California School for the Deaf, Riverside. Alvord is developing this agreement because the Riverside County Office of Education no-longer provides this option.
California School for the Deaf, Riverside created the position, posted the vacancy and hired the paraprofessional when the original agreement had been approved by both parties.
Alvord, as the LEA (Local Educational Agency), will be responsible for paying for this Special Circumstance Paraprofessional’s service as long as the student resides within the Alvord Unified boundaries.

Board approval is requested for an overnight trip for forty students and three chaperones from Norte Vista High School to attend the Elite Spirit Cheer Camp in Palm Springs, CA July 24-July 26, 2022. |
Elite Spirit Cheer Camp offers cheer students the necessary skills and knowledge to prepare them for the school year. This camp also serves as a team-bonding event necessary to create a cohesive team throughout the school year. The overnight aspect of the camp will provide focus and encourage full participation in the events of the camp.
Students will travel by First Student bus. They will not be allowed to drive themselves to the event. Parents may pick students up from camp on July 26th, the last day of the event. Lodging would be at the DoubleTree Hotel in Cathedral City. All students are female and will be chaperoned by three female chaperones. The number of chaperones would be in line with Board Policy 6153, School-Sponsored Trips, of one adult per seventeen students for overnight trips. School COVID Protocols will be utilized, with masks encouraged while indoors, but not currently required. Students have the choice to wear a mask or remove it, but will not be asked to remove it at any time. CDC and County Health recommendations or requirements that change between now and the event will also be followed.

The partnership between colleges and TK-12 school districts is far more common today than in the last decade. Research supports that new teachers benefit greatly from practical experience in schools before they graduate, and college classes taught at school sites provide such opportunities for observation and participation. This partnership creates professional development and benefits the teacher preparation program and the Stokoe Elementary School site staff. To create a pool of highly-qualified future teachers, the District and College enter into this MOU.
The College and District agree to work in the spirit of cooperation in establishing an environment and opportunities within the District that supports the successful experience of College students during completion of Early Childhood Education (ECE) and Education (EDU) coursework and classroom experience, including Practicum;
Both the District and College agree to establish transparent processes and procedures to ensure that College students are prepared for a successful experience on an elementary campus, focusing on the safety of District and College students and all programs at the Stokoe Innovative Learning Center, located on the campus of the Phillip. M. Stokoe Elementary School;
The District is committed to conducting an ongoing review of the District’s programs housed on the Stokoe campus to ensure they are adequately supported with appropriate staffing, classroom space, and parking to ensure that the learning environment and opportunities at Stokoe Innovative Learning Center continue to be enhanced by all programs;
Alvord Unified School District has communicated with all Stokoe Elementary School staff regarding this partnership. An agreement between AEA and Alvord Unified School District has been signed, establishing an understanding of the unique working conditions at Stokoe Elementary School. Staff at Stokoe Elementary School have been provided guaranteed transfer opportunities in 2021-22 to other school sites in the district should they choose not to participate in this partnership beginning in 2022-23.
The College has agreed to provide $400,000 to renovate Stokoe Elementary School’s TK/K playground as a mutually beneficial project to ensure the campus has an updated and fully-included playground for all students at Stokoe Elementary. The full MOU is attached for further clarification of this partnership.
Board approval of this memorandum of understanding will confirm the District’s commitment to work in partnership with the Riverside Community College District, on behalf of Norco College to achieve the purposes of the MOU.

Board approval is requested for the approval of the annual subscription services agreement between Frontline Technologies and Alvord Unified School District to provide the software license for the Absence & Substitute Management and VeriTime system for employees effective July 1, 2022 through June 30, 2023. |
For several years, the district has been using Frontline to obtain substitutes for employee absences throughout the district, which has greatly improved the efficiency of the process. The district also currently utilizes VeriTime to electronically collect hourly time incurred by substitutes in lieu of paper time cards. Board approval of this subscription will allow the District to continue to utilize the Absence & Substitute Management and VeriTime system to track and report employee absences.

Adopt Resolution No. 57 allowing Alvord Unified School District to piggyback on a cooperative agreement identified as County of Orange Bid No. 017-C028830-JM with expiration date of June 30, 2026, for the purchase and delivery of unleaded fuel to Pinnacle Petroleum, Inc. |
On February 27, 2014, the Alvord Unified School District Board authorized staff to utilize competitive bids (commonly referred to as “piggyback”) prepared by other school districts, public agencies, or cooperative agreements. The district’s Administrative Services Department reviews contracts that have been competitively bid by public agencies and are available for use by all public agencies. This review determines the most cost-effective basis for the district for the purchase and delivery of unleaded and diesel fuel to Pinnacle Petroleum, Inc.
County of Orange, competitively solicited bids in May 17, 2021 that allows for the purchase of fuel and is available to all public agencies. Pursuant to Public Contract Code section 20118, school districts are allowed to utilize this contract. Based on the contract pricing and product reviews, district staff has determined the use of this contract is in the best interest of the district when needed for the purchase and delivery of unleaded and diesel fuel to Pinnacle Petroleum, Inc.

Board approval is requested for the adoption of Resolution No. 58 – 2021-22 Year End Budget Adjustments authorizing the necessary 2021-22 year end budget adjustments. |
At the close of each fiscal year, a resolution for authorization of year-end budget revisions is submitted for Board approval.
Education Code Sections 42601 and 42602 permit the Governing Board to adopt a resolution authorizing the County Superintendent of Schools (RCOE) to make budget transfers and revisions necessary to complete the fiscal year-end closing process.
To ensure the integrity of the board approved operating budget, year-end budget transfers and revisions are limited to major object classifications between Reserve Accounts and the appropriate revenue and expenditure account classifications. The District will prepare and direct RCOE to approve the appropriate transfers needed for the year-end fiscal closing. All transactions that fall within this Board Resolution will be reflected in the 2021-22 Unaudited Actuals Financial Report, which will be presented to the Board in September, 2022. Approve Resolution No. 59 authorizing the Business Office to process routine budget revisions, adjustments, and transfers for the 2022/23 fiscal year. |
Approval of this resolution will allow the Business Office to maintain excellent customer services to our sites and departments by making routine budget revisions, adjustments, and transfers during the 2022/23 school year. Budget and financial updates will continue to be provided at First Interim and Second Interim reporting periods.
RCOE will continue to provide budget oversight to Alvord and reserves the right to require backup documentation at any time, contingent upon the district’s financial report certification status or any other concerns communicated in writing by RCOE. FISCAL IMPACT: None |

Resolution No. 59-Annual Delegation of Administrative Authority

Adopt Resolution No. 60 to provide for temporary cash loans between the general fund and any other district fund, per Education Code 42603. |
This is an annual agenda item to ensure funds within the district do not experience a cash shortfall, if cash is available for borrowing from another fund within the district.
In order to mitigate the impact of cash shortages during months where revenues may be lower, temporary cash borrowing is used to ensure the district does not experience a temporary cash shortfall in any specific district fund. This practice ensures the district will be able to meet its financial cash obligations throughout the year.
Education Code Section 42603, allows a school agency to make a temporary cash transfer between funds, as necessary. Any loan between district funds will be closely tracked to ensure repayment is made within the mandatory timeline. Repayment is required to occur either in the same fiscal year, or in the following fiscal year, if the transfer takes place within the final 120 calendar days of a fiscal year.
