The Students Data Privacy Addendum is to be incorporated with the existing agreement between Educational Consulting Services, Inc.(ECS) and the District. ECS provides consulting services and coordination for our Saturday School Attendance Recovery program. ECS staff requires access to the District's Aeries Student Information System to provide the services described in the agreement. The Addendum will ensure that ECS complies with all applicable regulations by limiting the scope of access to the system and by prohibiting the disclosure of any personally identifiable information to any other party. Addition of a Student Data Privacy Addendum to the agreement between Educational Consulting Services (ECS) and Napa Valley Unified School District.

Jay Rawson Leininger for Inspector of Record (IOR) services associated with the four Finishing Kitchens at the following schools: Shearer Elementary School, McPherson Elementary School, and the two succeeding kitchens, not yet approved by the Division of the State Architect (DSA), which are Browns Valley Elementary School, and Vichy Elementary School. It is required by the State of California, Department of General Services, Division of the State Architect (DSA) that this project have continuous inspection. The IOR is certified by DSA to inspect projects on behalf of DSA, for compliance with the plans and specifications previously approved by DSA for the Finishing Kitchens Project. The IOR also coordinates with the other specialty inspection services needed for items such as soils, structural reinforcement or concrete as needed. This item includes a formal proposal letter and associated backup.

Approval of change order #5 for the Central Kitchen Measure H Project to S.W. Allen Construction, Inc. This change order covers a multitude of unforeseen conditions, but the bulk of the change order encompasses costs associated with the provision of new gas and electrical services to the site. In addition, but related, is the extended general conditions for S.W. Allen Construction, Inc.. Due to the number of unforeseen conditions encountered during the modernization of the older building, as well as difficulties experienced with new gas and power services, the completion date of the project was extended.

Commissioning is the process of ensuring the building mechanical systems and components are designed, built, tested, and operate according to the District’s requirements. It is often referred to as acceptance testing. Commissioning is currently a requirement for new non-residential buildings over 10,000 sq. ft. in size under California’s 2016 Energy Standards, Title 24 Part 6. It is also a best practice for any new buildings and for modernization to existing buildings to be commissioned dependent on the complexity of the systems within the building. As a third-party, the Commissioning Agent can study the designed system and test to make sure the installation and equipment within the system are at optimum performance, as designed. The scope of commissioning services includes: Heating, Ventilating and Air-Conditioning (HVAC) systems, Domestic Hot Water and Plumbing Systems, and Electrical Lighting Systems and Lighting Controls.

Appraisal of Four (4) Napa Valley Unified School District Properties: Mt. George International School 1019 Second Ave., Napa, California 94558

Properties are currently improved with school structures and their adaptability to alternative uses is limited. Each of the properties is expected to be appraised as vacant land based on the highest and best use of each property. Factors such as prospective zoning, demolition costs, and time for approvals will also be considered. Each of the properties is within a somewhat dissimilar neighborhood and each will be evaluated separately and sales utilized will reflect each properties individual market and property factors.
The analysis prepared in the appraisals of each property will be a data source for the 7-11 District Advisory Committee, in the upcoming meetings/process for discussion around potential small school closures.
