Rationale:
Throughout the year there are changes to employee status due to many situations which include separations in employment, hiring of new staff, and changes in current status. It is the charge of the Human Resources Department to ensure the appropriate staffing of the schools. The individuals included on this report have completed all hiring processes and are ready to begin their employment with the Beverly Hills Unified School District should the Board approve their hiring. All individuals are appropriately credentialed for the assignments for which they are being hired, and all positions are already included within the Board's approved budget, fall within restricted categorical funding categories, and/or are legally or contractually required positions.
 
Financial Impact:
The financial impact of the certificated personnel items have been reviewed by the Business Office to ensure that the items are within the scope of the adopted budget.

Rationale:

VIII.C. Approval-Professional Services Agreement - Conga Kids
Rationale:
Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with Conga Kids to provide a ten week, 18-20 session partner dance curriculum to all 5th grade classes as designated; provide a writing assignment that explores dance in a global context; plan and organize a culminating event - 7-25-18 to 7-1-19.
 
Financial Impact:
Fee not to exceed $8,700.00 - Funding: Hawthorne PTA.

VIII.D. Approval-Professional Services Agreement - reDiscover Center
Rationale:
Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with ReDiscover that will create a customized Tinker Cart that can be installed in a designated space for use in that room or moved in and out of a multipurpose space. The Cart provides tools and materials on a display in sufficient quantity for an enrichment opportunity for up to 20 students to create projects out of cardboard, wood, and recycled material - 1-24-19 to 5-31-19.

VIII.E. Approval-Professional Services Agreement -Michael Gangemi
Rationale:
Over the course of the year, the District requires the services of consultants who provide a variety of services to the district under professional services agreements. At this time, the Board is asked to approve an agreement with Michael Gangemi to provide conducting services for honor band/orchestra rehearsals and District festival performance scheduled for 2/28/2019. Fee not to exceed $800.00 will be funded out of the GATE budget.

VIII.G. Master Contract Bridgeport School
Rationale:
This Master Contract is entered into for the remainder of the 2018-2019 school year NTE $25,000. The student requires a non public school and student was offered FAPE at this campus. This will come out of the Student Services budget.

VIII.H. Amendment to the Professional Services Agreement Dora Dome
Rationale:
The Student Services Department wants to extend the existing professional Services Agreement with Dora Dome due to an increase in need for legal consult. This amendment will add an additional $15,000 to the existing $35,000 contract that was board approved in July 2018. The total contract amount will now be NTE $50,000. This will be funded through the Student Services budget.

VIII.I. Approval of K-8 Out-of-County Trip for Concert Choir Members: OAKE National Conference; March 20-24, 2019; Columbus, Ohio
Rationale:
Our K-8 Principals and the Choral Music teachers have submitted the following Out-of-County Activity request for Board approval: OAKE National Conference March 20-24, 2019 Columbus, Ohio Selected chorus students from our K-8 Concert Choir will attend the OAKE (Organization of American Kodaly Educators) National Conference. This year's conference is in Columbus, Ohio from March 20-24, 2019. Airfare, hotel, festival fees and ground transportation are paid by the parents. The parents of these selected students will act as chaperones for their own students. These students will be selected by the OAKE committee through a national audition to perform with the National Youth Conference Choir. They will be attending choral rehearsals and concert directed by world renowned choral directors.
 
VIII.J. Approval of Beverly Vista School 6th Graders Out-of-County trip to Astro Camp, Idyllwild, CA; April 14 - 17, 2019
Rationale:
Mr. Chris Regan, Beverly Vista Principal has submitted the following Out-of-County Activity requests for Board approval: 6th Graders: April 14 - 17, 2019 Astro Camp, Idyllwild, CA Supervision will be provided by Beverly Vista faculty, staff, and administration. Funding for this outdoor education trip will be through parent contributions and supplemented by the Beverly Vista PTA if necessary.

VIII.K. Approval of Beverly Vista Concert Choir Out-of-Country Trip: Rome International Choral Festival; June 20-27, 2019; Rome
Rationale:
Beverly Vista Principal Mr. Regan has submitted the following Out-of-Country Activity request for Board approval: Rome International Choral Festival June 20-27, 2019 Rome Beverly Vista Concert Choi has been invited to perform at the Rome International Choral Festival. Students will be performing at the St. Peter's Basilica di Sant' Eustachio. Students will also tour and visit sights in Florence. Tour is organized by Music Celebrations International. There will be mostly Beverly Vista faculty chaperones with few parent chaperones. Expenses for the trip including airfare, hotel accommodation, admission fees and meals will be covered by the parents and fundraising events ($3800/student).

Rationale:

Rationale:
Pursuant to Board Policy 3290, the Beverly Hills Unified School District has received donations/gifts which may be accepted by the Board of Education.  All gifts, grants, and bequests shall become the property of the Beverly Hills Unified School District once accepted.

VIII.N. Cash Collection Report #13 for 2018-2019
Rationale:
The district has received cash and checks during the period of  January 14,2019 through January 22,2019 in the amount of $30,290.48. A detailed list has been included as part of this agenda item to reflect cash that has been collected by the district. Cash collected is available for board approved expenditures and is tracked by type and source.

VIII.O. Ratification of Purchase Order #13 2018/2019
Rationale:
The Purchase Orders have been issued for supplies, services and equipment according to Board Policy, Education Code, and Public Contract code. The period that was covered for the purchase orders issued were from January 1, 2019 through January 18, 2019.  Each purchase order was reviewed for funding availability as well as quality and price. The purchase order total for the aggregate of these reports is $583,117.38 for the General Fund, $6,000.00 for the Cafeteria Fund, and $359,149.35 for the Bond Fund.

XI.A. Acceptance of the 2017-18 Audit Report
Rationale:
Pursuant to Education Code 41020(h) the district's independent auditor, Moss, Levy & Hartzheim LLP, has completed their audit of the district's financial statements. Mr. Hadley Hui from the firm Moss, Levy & Hartzheim LLP will be present at the meeting to provide a brief presentation and respond to questions.

XII. PLANNING AND FACILITIES
XII.A. Approval of Amendment to the Lease Agreement with Williams-Scotsman for the rental of interim housing at Beverly Hills High School
Rationale:
On March 31, 2015, the Board of Education authorized leasing relocatable classrooms and other buildings for interim housing during the Beverly Hills High School Modernization project from Williams-Scotsman utilizing a piggyback agreement with Los Alamitos Unified School District for 36 buildings with an estimated cost of $1.3M for a 36 month lease. On June 18, 2015, the Board of Education ratified its authorization to cover 54 relocatable buildings, including restrooms, non-standard sized classrooms and support spaces for 36 months beginning October 2015 for an estimated cost of $1.5M. The portable classrooms were not leased in October 2015. On January 12, 2016, the Board of Education directed that the installation of the relocatable buildings at BHHS be delayed until the Summer of 2016 and hold the units in a storage yard. A 36 month lease was executed beginning March 31, 2016, for 37 buildings at an estimated cost of $1.3M. The term of that lease ends on March 30, 2019.
 
Financial Impact:
The cost of the interim housing would be paid for with previously budgeted funds for the Beverly Hills High School modernization in Measure E.

XII.B. Ratification of Change Order No. 1 to the Agreement with Fast-Track Construction for Horace Mann Phase 4 Site Work
Rationale:
On May 8, 2018, the Board of Education awarded an agreement to Fast-Track Construction for Horace Mann Phase 4 Site Work for $2,080,000. The project was substantially complete as of January 4, 2019. As construction progressed, changes were made as delineated on the attached Change Order No. 1 and were approved by the Superintendent.
 
Financial Impact:
The cost of Change Order No. 1 will be paid for with previously budgeted funds for the Horace Mann School Modernization. Original Contract Amount: $2,080,000.00 Change Order No. 1 $ 72,486.43 New Contract Amount: $2,152,486.43
