Board vote is required for approval of the attached Resolution #2018-2019-023 proclaiming May 19-25, 2019 be Classified School Employee Week. This special week is set aside to recognize the many valuable contributions made by our classified employees to our schools. These employees include our secretaries, clerks, instructional assistants, custodians, maintenance personnel, food service workers, and other support service employees. Their efforts help to provide a safe and effective learning environment for our students.
Maintaining a program of educational excellence involves a partnership of all employees. Our classified employees play a significant role in creating an outstanding educational program. These dedicated individuals deserve recognition and thanks for the outstanding work they are doing for the community and for the children enrolled in the Beverly Hills Unified School District. |

School Services of California (SSC) provides assistance with issues of school finance, legislation, school budgeting, general fiscal issues, along with mandated cost services to school districts. Participation with SSC provides access to Fiscal Report, access to major school finance and policy issues on a current basis, a reduced rate at finance conferences and workshops, and twelve free consulting hours. The information obtained from SSC is very valuable in keeping the district current on financial impacts with school budgets.
School Services of California provides financial consulting services to school districts throughout the state. They work very closely with the State's Department of Finance, the Department of Education, the Controllers Office, and the Legislature in protecting the interests of school districts from the financial impacts of the state budget.

The Purchase Orders have been issued for supplies, services and equipment according to Board Policy, Education Code, and Public Contract code. The period that was covered for the purchase orders issued were from April 29, 2019 through May 3, 2019. Each purchase order was reviewed for funding availability as well as quality and price. The purchase order total for the aggregate of these reports is $553,554.24 which includes $538,544.74 for the General Fund, $164.63 for Food Services Fund, and $14,844.87 for the Capital Facilities Fund. |

The District has approved Measure BH, a $385,000,000 general obligation bond measure on the June 5, 2018 ballot. Measure BH permits the sale of bonds (the “Bonds”) to finance capital projects authorized thereby (each, a “Project”). The District is planning on issuing its first series of Measure BH bonds in the next few months. The District may elect to advance certain of its own funds toward the start of a Project. The District would advance funds on the knowledge that it could be reimbursed for amounts expended on such improvements from the subsequent sale of any Bonds. The Internal Revenue Code has certain requirements that need to be satisfied in order for a school district to reimburse itself for costs incurred for capital projects in advance of the sale of tax-exempt Bonds. In order to qualify for reimbursement of such costs from the proceeds of a Bond issue, the Board must adopt a resolution which satisfies all the requirements of the Internal Revenue Code within 60 days of the date on which the expenditures had been made.
The District’s bond counsel has prepared the attached resolution which complies with applicable requirements of the Internal Revenue Code and would allow the District to reimburse itself for such advanced Project costs from the proceeds of Bonds issued under the measure if approved by District voters. The adoption of this resolution does not obligate the District to ever advance its own funds toward Projects. The adoption of this resolution preserves the option for the Board to decide at a subsequent date whether or not it would be in the best interests of the District to allocate a portion of any Bond proceeds towards the reimbursement of the monies the District might spend in getting started on Projects to be funded from a future bond issuance.
There is a reference in this resolution to a $160,000,000 Bond issue. The Internal Revenue Code obligates this resolution to include an estimated size of the borrowing from which the reimbursement will occur. The District is not required to maintain this $160,000,000 amount. It is included to satisfy a legal requirement and constitutes only a rough estimate of the likely size of a Bond issue that the Board may consider. If the Board were to sell a smaller Bond, such decision would not adversely affect its ability to use a portion of the proceeds of such Bond to reimburse the District for these costs.

Reimbursement Resolution - Beverly Hills Unified School District

The purchase of 87 ViewSonic Interactive Audio/Video monitors, supporting equipment, and licenses for Beverly Vista and Hawthorne Schools would promote equity in the District's classroom technology. On April 9, 2019, the Board of Education approved the use of cooperative purchasing groups, using contracts already in place in other school districts or public agencies to obtain the best value to the District in procuring the desired products. The ViewSonics, supporting equipment, and licenses would be purchased through CDW Government, LLC, utilizing a piggyback contract from the National Association of State Procurement Officials (NASPO ValuePoint) and through Data Impressions, utilizing a piggyback contract from the California Multiple award Schedules (CMAS). The estimated cost of the purchase is $541,042.41. (See attached quotes.) |

In order to enhance security at the high school, in coordination with the City of Beverly Hills, it was determined security cameras were needed for adequate coverage on the site. Re-Bid No. 500-18/19 is for the infrastructure necessary to support the City supplied cameras. Re-Bid No. 500-18/19--BEVERLY HILLS HIGH SCHOOL PHASE I CCTV SECURITY CAMERA PROJECT was advertised in the Beverly Hills Courier on April 5 and April 12, 2019. The notice was also posted on the District's website and in online trade journals.
Bids were opened on Tuesday, April 23, 2019 at 2:00 P.M. Following are the bid results:

The work would begin on June 1, 2019. The Notice Calling for Bids was advertised on April 4, 2019, and April 11, 2019, in the Beverly Hills Weekly and April 5, 2019, and April 12, 2019, in the Beverly Hills Courier. The notice was also posted in online plan rooms and on the District's website. Two potential bidders attended the mandatory job walk on April 17, 2019. Two bids were received and opened on April 30, 2019. The bid results were as follows:

On November 14, 2017, the Board of Education awarded a contract to ProWest PCM, Inc., dba ProWest Constructors, based on a Request for Qualifications process for preconstruction and lease-leaseback (LLB) services for Beverly Hills High School (BHHS) Buildings B1 and B2 modernization project utilizing an LLB guaranteed maximum price contract (GMP) approach. The original agreement established a GMP for the first of the project's three phases. Amendment No. 1 to the agreement established a GMP for the second phase of the project. Amendment No. 2 established a GMP for the third phase of the project. Amendment No. 3 added BHHS Buildings B3 and B4 modernization to the agreement and established a price for preconstruction services for B3 and B4 and authorized negotiation of a GMP for construction services upon Division of State Architect approval of the project design. Amendment No. 4 covers Phase 1 of potentially 3 phases of the GMP for Buildings B3 and B4 and consists of containment, selective demolition, asbestos abatement, lead paint abatement, erosion control, shoring, fencing and sound wall, general trades, temporary facilities, and supervision and management fees through 12/31/19 for the amount of $8,657,650. |
