F. APPROVAL OF THE CONSENT CALENDAR
Rationale:

All Consent Calendar items are considered to be routine by the Board of Trustees and will be enacted by one motion. There will be no separate discussion of items unless a Board member or citizen so requests, in which event, the item(s) will be considered following approval of the Consent Calendar. The Superintendent recommends approval of the following, with a roll call vote:

Rationale:

The "A" Warrants (employee salaries) and the "B" Warrants (vendor payments) are brought to the Board on a monthly basis for their approval.  Also included is a Purchase Order listing of those items purchased for more than $1,000.00.

The spreadsheet for the "A" Warrants indicates the date of the warrants and the total amount of the warrants.  The "B" Warrants are summarized by register number and the Fund number from which the payment is made.  The Purchase Order listing includes the purchase order number, the vendor name, the funding source, the amount, and a brief description of the item/services being purchased.

G.2. Ratify the attached deductive and time extension Change Order #3 for a two-calendar day (to March 14, 2021) extension granted to Golden Phoenix Construction, Inc., dba Golden Phoenix Electric, and accept the deductive change order for $25,049.37 credit from unused allowance
Rationale:

The Los Nietos School District Board of Trustees approved services to be rendered for the "Fencing @ Rancho Santa Gertrudes ES" project at the October 19, 2020 Board Meeting.  As outlined in the bid documents, change orders can be approved to change, add, and reduce scope of work or expected length construction included in the original bid documents.  This change order includes a credit for unused allowance in the amount of $25,049.37, and a two-calendar day extension from March 13, 2021 to March 14, 2021.

The Los Nietos School District Board authorized the staff to proceed with change orders in order to complete the projects with the expected results.  After complete review and analysis of the request, the contractor was awarded a two-calendar day extension.

The Ratification of the attached deductive and time extension Change Order #3 for a two-calendar day extension granted to Golden Phoenix Construction, Inc., dba Golden Phoenix Electric, and accept the deductive change order for $25,049.37 credit from unused allowance.

G.3. Approve filing the Notice of Completion (NOC) for Golden Phoenix Construction, Inc. dba Golden Phoenix Electric for the "Fencing @ Rancho Santa Gertrudes ES" project for the Los Nietos School District
Rationale:

The Los Nietos School District Board of Trustees approved services to be rendered by Golden Phoenix Construction, Inc. dba Golden Phoenix Electric, the lowest responsive, responsible bidder for the Fencing @ Rancho Santa Gertrudes ES" project for the Los Nietos School District at the October 19, 2020 Board Meeting.  Pursuant to the bid documents, the district shall file a board approved Notice of Completion (NOC) with the County of Los Angeles.

The project has been completed.  Final retention will be released after this NOC is approved and filed with the County of Los Angeles and all correspondence from subcontractors and vendors involved with this project is processed according to the bid documents.

G.4. Public Hearing - Receive the Los Nietos Teachers Association's (LNTA) initial proposal for the 2021-2022 fiscal year
Rationale:

In compliance with the established procedures governing the collective bargaining process, the District must present an initial proposal to each respective collective bargaining group.  Earlier this fiscal year, the Los Nietos School District presented the Board with the District's initial proposal.  This is now LNTA's initial proposal.  Once this proposal has been received by the Board, negotiations for the 2021-2022 fiscal year may begin.

Our agreement in 2019-2020 was a two-year agreement that expires on June 30, 2021.

G.6. Approve the Second Interim Financial Report for the period of July 1, 2020 through January 31, 2021 with a positive certification

Rationale:

The Second Interim Financial Report is a snapshot of the District's current fiscal position.  The period covers actual revenues and expenditures from July 2, 2020 through January 31, 2021.  In addition to the current year, the Los Nietos School District is required to make projections of revenues and expenditures for the balance of the current fiscal year and the next two fiscal years.  The Los Angeles County Office of Education (LACOE) and School Services of California, gives the District guidelines on how to project revenues and expenditures.  This report is the second of two interim reports required.  The first was brought to the Governing Board at the December Board meeting.  A brief report will be provided at the Board Meeting to further discuss the Second Interim Financial Report.

The Second Interim Financial Report indicates some changes from the First Interim Financial Report, primarily due to the Governor' Proposed 2021-2022 State Budget.  Additional Federal Funds, COLA's, and other financial information was provided that was different from the First Interim Financial Report.

 
Recommended Motion:
Approve the Second Interim Financial Report for the period of July 1, 2020 through January 31, 2021 with a positive certification.

Rationale:

Budget Revisions are necessary at various times to properly reflect changes in both Revenues and Expenditures.  These are often made at the First and Second Interim Reports and/or when there is an agreement reached with the bargaining units.

The Budget Revisions reflect a change from the First Interim Financial Report and the Second Interim Financial Report.
